3-yr-old leopard found dead

A three-year-old leopard was found dead yesterday in the Chikkan beat of the Kalesar National Park, about 50 km from here. The leopard was shot down with a gun, but the hunters could not take away the dead animal.

Chautala, Randeep affected by delimitation exercise

The delimitation of Assembly and Lok Sabha constituencies in Haryana has robbed the Transport Minister, Mr Randeep Singh Surjewala, of his Assembly segment. The Narwana constituency from where Mr Surjewala emerged victorious against the INLD supremo, Mr Om Prakash Chautala, on two occasions, has been now reserved for Scheduled Castes.

Other notable losers include Mr Ranbir Singh Mahendra, former Board of Control of Cricket in India (BCCI) chief and elder son of the late Haryana stalwart, Mr Bansi Lal. Mundhal Khurd segment in Bhiwani district, from where Mr Mahendra managed to enter the Haryana Assembly for the first time in 2005, has been abolished.

Rori segment, from where Mr Om Prakash Chautala is now an MLA, which is considered a stronghold of the Chautala clan, has also been abolished. Mr Chautala is expected to contest from Dabwali constituency, which is located in Sirsa district. Dabwali has been unreserved by the Delimitation Commission in its notification issued yesterday.

The Chief Minister, Mr Bhupinder Singh Hooda, and his close associates have emerged unscathed from the delimitation exercise. Earlier, it was proposed that the Rohtak Lok Sabha constituency, from where Mr Hooda had got elected on four occasions and now represented in the Lok Sabha by Mr Hooda’s only son, Deepender, should be abolished. However, nothing of this sort has happened. Beri Assembly segment represented by the Speaker, Mr Raghbir Singh Kadiyan, a staunch Hooda loyalist, and Meham, represented by Mr Anand Singh Dangi, another Hooda loyalist, continue to remain unreserved. It was proposed earlier that these two constituencies should be reserved for Scheduled Castes candidates. The exception is Mr Jeetender Singh Malik, also a Hooda loyalist, whose Assembly segment, Kailana, was abolished.

While the associate members of the Commission chosen during the previous INLD majority Assembly and from the members of the NDA dominated Lok Sabha apparently tried to “fix” several MLAs by having their constituencies reserved, the design was successful only for Narwana. Palwal, represented by Mr Karan Singh Dalal, a known detractor of Mr Chautala, also has been notified as a general constituency by the Commission. Earlier, it was proposed to be reserved for SC aspirants.

For Mr Surjewala it was a double blow as Narwana was made part of the Sirsa Lok Sabha segment, which again is a reserved seat. Narwana was earlier part of Hisar Lok Sabha segment and Mr Surjewala had unsuccessfully tried to get the ticket for the seat in 2004.

An undaunted Transport Minister told this correspondent that though the Delimitation Commission’s verdict had hugely disappointed the “people of Narwana”, he would not allow the decision to cloud his political life.

The Assembly constituencies of Pai, Rajaund, Jundla, Darba Kalan, Ghirai, Naggal, Sahlawas, Bhattu Kalan, Chhachhrauli, Hasangarh, Jatusana and Taoru and Naultha were abolished.

While Ms Meena Mandal, Archeology and Cooperative Minister, represents Jundla, INLD leader and former Finance Minister, Mr Sampat Singh, is synonymous with Battu Kalan. Mr Sampat Singh, however, lost the seat to Mr K S Beniwal of the Congress in the 2005 Assembly elections.

Nilokheri and Shahbad were declared reserved constituencies by the Delimitation Commission. Both seats were open for general category candidates earlier and are represented in the Assembly by Congress members.

The Commission also clubbed the assembly segments of Bhiwani districts with assembly segments of Mahendragarh and formed the Bhiwani-Mahendragarh Lok Sabha segment. Since Adampur, represented by Mr Bhajan Lal, has been now included in the Hisar Lok Sabha constituency (earlier it was part of Bhiwani Lok Sabha), Mr Kuldeep Bishnoi may like to seek re-election from Hisar when the Lok Sabha polls are next held. The Commission has formed the new Lok Sabha constituency of Gurgaon by taking out Assembly segments from the erstwhile Mahendragarh and Faridabad Lok Sabha seats.

The number of reserved seats, 17 in the Assembly and two in the Lok Sabha, however, have remained unaltered after the exercise by the Commission.

‘Gandhian values still relevant’

Union minister Kumari Selja observed that the path shown by Mahatma Gandhi continues to be relevant in the present age.

Addressing students at the annual prize distribution function of GMN College, Ambala Cantt, Kumari Selja said that there was nothing wrong with change but the intrinsic thought of Mahatma Gandhi should not be forgotten. The youth must strive to follow the Gandhian principles.

She said that Information Technology was ushered into India due to the vision of Rajiv Gandhi. The students must prepare themselves for the competitive world and they should have a dream for contributing to the nation. They students must imbibe high moral values.

Kumari Selja gave a grant of Rs 4 lakhs for the Girls Common Room. As many as 564 students were given prizes for achievements in academic, sports and cultural fields. Among others, Haryana Staff Selection member Mr Ashok Jain, MLA Mr Nirmal Singh, Mr Laxmi Sagar and college principal Dr RR Malik were present.

Earlier, Kumari Selja was the chief guest at a function organised at Arya Girls College. The guests of honour were MLA Mr Nirmal Singh and Mr DK Bansal.

Mr Narayan Shastri of Gurukul, Yamuna Nagar, exhorted the people to follow the path of righteousness. He threw light on the contributions of Swami Dayanand. Different educational institutions affiliated to Arya Samaj were present.

Kumari Selja announced a grant of Rs 3 lakhs for the college library. A cultural programme was held which was followed by prize distribution ceremony.

Information campaign inaugurated

Narnaul, February 16
Union Minister of State for Defence Production Rao Inderjeet Singh inaugurated the five-day Bharat Nirman Jan Suchna campaign at the local Olympic Club Hall here today. The campaign has been organised by the Press Information Bureau, Northern Region, Chandigarh, in collaboration with other media units of the government.

The minister said India had achieved a status in the world that even developed countries were keen to forge joint ventures with it. This could be possible due to the policies of the Central Government, he said.

He said the Central Government was focusing on reaching out to the common man, especially in the rural areas, through such information campaigns.

Regarding water scarcity in state, especially in Mahendergarh district, which is his parliamentary constituency, the minister said he was committed to ensuring adequate water for the people of the state.

Earlier, Mr Anil Kumar Saxena, Deputy Director-General, Press Information Bureau, New Delhi, said the bureau was conducting such campaigns all over the country.

3-yr-old leopard found dead

Yamunanagar, February 16
A three-year-old leopard was found dead yesterday in the Chikkan beat of the Kalesar National Park, about 50 km from here. The leopard was shot down with a gun, but the hunters could not take away the dead animal.

A veterinary team conducted the post-mortem on the body in the evening and the report is awaited. No arrests have been made thus far.

According to sources in the Forest Department, the dead leopard was found by villagers in the afternoon and the same was communicated to forest officials, who reached the spot and took the body.

Mr M.S. Malik, District Forest Official, confirmed the hunting down of the animal. He said the department had narrowed down on a few notorious poachers active in the area. — TNS

The Tosham police has registered a case of harassing and threatening a married woman with dire consequences for dowry against three members of a family.

Shakuntala, a daughter of Zile Singh of Alampur village, in her complaint lodged with the police said that she was married to Sudhir Punia of Rajgarh in Rajasthan and her parents had given adequate dowry at the time of marriage. But later her in-laws started demanding more dowry.

They beat her up and threw her out of the house. The police has booked husband Sudhir, father-in-law Lal Chand and mother-in-law Dhanpati.

In another case, the Siwani police has booked five persons for an attempt to murder. Mahabir of Singhwa village alleged in his report that Dhup Singh, Balwan and some other persons of the village attacked him with bricks and iron rods. He was later admitted to hospital.

Khukrain Sabha conference today

Khukrain Sabha chairman, Mr Om Prakash Malik, today, said that they will be organising a Unity conference tomorrow.

Mr Malik said that Hindus, Muslims, Sikhs and Christians will participate in the conference which will highlight unity and brotherhood among different religions. He said that US based, Mr PL Ghai and Mrs Indra Ghai, will be honoured with Khukrain Ratan award for their social work.

Villagers block traffic

Yamunanagar, February 16
Residents of several villages blocked traffic on the Dadupur-Kharwan road near Bhukari village yesterday. They were protesting against non-repair of a temporary road, which has been carved out to divert traffic due to the ongoing construction of a bridge over the Dadupur-Nalvi canal.

Mr Yogesh and Mr Raj Kumar, both villagers, said that was the only route to reach Jagadhari and Yamunanagar after a bridge over the Western Yamuna canal was damaged a few months ago.

The blockade was lifted in the evening after the repair of the road was started.
