MP’s kin ‘announces’ grants from MPLAD fund
Karnal, August 13 This issue continues to haunt villagers and officials after a relative of the Lok Sabha member from Karnal remained busy in announcing the “sanctioned amounts” to the extent of lakhs from the MPLAD fund. There is no confirmation if the MP has endorsed it. Though the state Congress’ president is aware of the issue but asked reporters to judge the “typical case”. As per guidelines of the Government of India for utilisation of MPLAD fund as revised on November 11, 2005, it mentions that recommendations of any work by representative(s) of MPs are not admissible. Enquiries revealed that over the past few weeks, Mr Dinesh Sharma, a relative of the Karnal MP, is holding public meetings in different villages of the
district. According to media reports, Mr Dinesh, who does not hold any public post, is not only hearing problems of the villagers but also issuing “directions” to remove these soon. The Tribune is in the possession of a latest media release and a CD containing footage of such announcements made in the Jundla area on August 10. Mr Dinesh Sharma has duly signed the release prepared on the letterhead of Dr Arvind Sharma, MP. Acting on behalf of the MP, he assures to grant Rs 1 lakh to a community centre and Rs 50,000 to a cremation grounds from the MPLAD’s fund. Similarly, at a function on August 6 he reportedly “disbursed’’ Rs 3.75 lakh for various development projects from the MPLAD fund. Meanwhile, Mr Sharma claimed he was forwarding the message of the MP to the villagers. He admitted that he and other family members of the MP were holding such meetings to redress grievances. Dr Sharma was not available for comments as he was busy attending the Parliament session. When contacted state Congress chief Dr Ram Parkash said that he was aware of Dinesh’s activities. However, he added that ideally an MP or MLA should himself of announce such grants in On the condition of anonymity official sources said that such announcements by any individual were of no significance. An official said that on a number of occasions even the elected representatives announced financial grants to those who are not eligible for it. Citing an example, sources said that last month at a function chaired by Chief Minister Bhupinder Singh Hooda, the local MP had announced Rs 2 lakh for the Manav Sewa Sangathan, an NGO. Despite pressure by several Congress leaders and the Sangathan’s members the grant was not released, as it did not fulfil the criterion sources confirmed. |

Tension over control of Bishnoi Sabha
Hisar, August 13 Sub-Divisional Magistrate, Ms Ashima Garg, told The Tribune that the sabha office had been locked and the police deployed to maintain law and order. The situation was tense, but under control at the time of filing the report. The high-voltage drama began when the party led by Mr Sahi Ram
Dudi, reached the temple this morning and asserted control over the sabha in the wake of a court order. However, rival faction, led by Mr Hanuman Jyani, maintained that the Dudi group did not have a certified copy of the order. On the other hand, Mr Sahi Ram Dudi alleged that despite the court order, he and his supporters were not allowed to enter the Bishnoi temple by the police deployed there. An altercation also took place between supporters of the two factions over the issue, but eventually, the will of the Dudi faction prevailed. A little later, the leaders of both factions reached the office of the SDM and apprised her of their versions. Following this, the SDM asked the Dudi group to produce a certified copy of the court order to regain control of the sabha office. The sabha office was locked and the police deployed there to prevent any untoward incident. |

Chander Mohan’s allegations storm in a tea cup
Chandigarh, August 13 The practice of political espionage started, the old timers say, under the first tenure of Bansi Lal as Chief Minister when “Aaya Ram, Gaya Ram” was the hallmark of Haryana's politics. The political bosses made blatant use of the CID to keep a tab on the activities and movements of potential defectors within their party as well as Opposition leaders. The practice has continued with the successive Chief Ministers. There may be substance in what the CID chief, Mr P.V. Rathee, said while referring to the allegations levelled by Mr Chander Mohan that his men had been deputed outside the Deputy Chief Minister’s residence for security reasons. The acting president of the Haryana Congress, Dr Ram Prakash, too supported Mr Rathee the other day when he was asked to comment on his party colleague's allegations. Dr Ram Prakash, who was a minister, that too a dissident, in the Bhajan Lal Cabinet, said it was the duty of the government to take whatever steps it thought were appropriate for ensuring the security of a political personality. But he also admitted that the CID men used to be posted outside his house when he was an MLA. Insiders say the CID men posted outside the houses of politicians report merely when they went out and when they came back or who had come to meet them. Seldom are they able to report what transpires inside the house. Usually, to collect this information, “moles” are planted by the CID among those policemen who are deputed on the security duty of the politicians. This also provides them a cover. Not many in the Congress are taking Mr Chander Mohan’s allegations as more than a storm in a tea cup because they know whenever their party is in power, the surveillance is a “professional
hazard". Seasoned Congressmen are normally not bothered about the CID men or they know how to evade them whenever they have a political mission to undertake. The “foot men” of the CID are not sufficiently equipped to beat the seasoned Congressmen at their game. Meanwhile, it is unlikely that the AICC president, Ms Sonia Gandhi, will give a hearing to Mr Chander Mohan on the controversy about the presence of CID men outside his house. In the Congress, she must be aware, such complaints are too common to be taken seriously. |

New HPCC spokesperson praises Hooda
Rewari, August 13 Stoutly defending the Hooda government’s pact with Reliance Industries for the creation of Special Economic Zones (SEZs) in the state, he asserted that owing to the farmers’ welfare policies being pursued by the Chief Minister, Mr Bhupinder Singh Hooda, the farmers based in the SEZs would now get a compensation of over Rs 20 lakh, which would be five to seven times higher than the per acre compensation given by the previous regime. He further said it was simply ironical that the opposition leaders, who had previously made abortive efforts to set up Disneyland over 8,000 acres of fertile land of the farmers in the Gurgaon region, were now raising a hue and cry against the SEZs. Simultaneously, he asked if these SEZs were to spell disaster for the farmers in Haryana, why such SEZs were being relentlessly established in various other states ruled by governments of opposition parties. Taking up cudgels against the critics of the Rs 260 crore Hansi-Butana Link Canal, Mr Vidrohi cautioned the people of south Haryana against such Opposition leaders. He alleged that they were the real enemies of south Haryana and had earlier kept it deprived of its legitimate share of available canal water. They were now out to thwart the purposeful designs of the Hooda government, which was making serious efforts for an equitable distribution of available canal water. Making mention of the power crisis caused by the sudden closure of the Hazira Gas Plant in the flood-ravaged Surat region of Gujarat, he wanted the people to bear with it saying that the government was alive to it and was making efforts to ease the situation. Earlier, party activists, who hailed Mr Virodhi’s appointment as the spokesperson for the HPCC, gave him a rousing reception. |

Sahib Singh foresees mid-term poll
Ambala, August 13 Talking to mediapersons, he said mid-term poll was expected within six months as the Congress wanted to get rid of the Left parties. He said the UPA would not be able to regain power. A coalition government would be formed under the banner of the NDA. Replying to a question, he said in the coming Assembly elections in Punjab and Uttaranchal, the Congress would lose the battle. He said the Union Government was responsible for price hike and acute shortage of electricity in the country. He alleged Mr Manmohan Singh was working as a “dummy” Prime Minister and Ms Sonia Gandhi was executing the powers of Prime Minister. He said Mr Singh would be known as the “weakest” Prime Minister in history. Criticising the Haryana Government, he said the state government did not offer the guard of honour to Mr Suraj Bhan on his funeral procession, even though he held the status of Union Cabinet Minister. He said the BJP had raised this issue in Parliament but the state government did not react. To a question, he said the Haryana BJP would go all alone in the next Assembly elections. He ruled out any possibility of alliance with the INLD. A number of senior leaders of the Congress and the BJP and other political parties were present on the occasion. Union Minister Selja, member of Parliament, Mr Naveen Jindal, Health Minister Kartar Devi, senior leaders of the BJP I.D. Swamy, Kisan Singh Sangwan and Ram Bilas Sharma were also present on this occasion. |
Villagers lock power station
Ambala, August 13 The locks were opened at about 12.15 pm after officials concerned assured the villagers that their grievance would be redressed. The XEN said the villagers were demanding round-the-clock power supply to their village. “We will have their grievance looked into”, he said. Mr Raj Karan Singh, former Sarpanch of the village, said the sub-station was set up in 2001. It was set up on land provided by the village. They had been promised that the village would get regular power supply.

Two looters arrested
Hisar, August 13 Addressing a news conference here today, Mr Arshinder Singh Chawla, SSP, maintained that the arrested persons were behind the incidents of looting cash and jewelry from posh colony houses in broad daylight. The arrested persons have been identified as Vinod and Kishori of Jamalpur village under Buwani Khera police station in Bhiwani district. Their accomplices Rajesh, alias Nafe, Ramphal and Hansu are still at large. |

Panipat, August 13 According to information, Mehmood (20) and Poonam (17) of Sewah village, had an affair
for the past six months due to which Mehmood had to close down his shop situated in front of the house of the girl some time back after objections were raised by their parents on the affair. Following pressure from the parents to
end the affair, both allegedly committed suicide by jumping before the train near their village. The hands of both were
found tied together with each other. The GRP has registered a case. |

Ambala, August 13 The Gypsy was going towards Shahbad when it collided with the truck near the Nanhera T-point. While one person died on the spot, five occupants of the Gypsy sustained injuries. One of the injured died on the way to the PGI, Chandigarh. The dead were identified as Balkar Singh and Asha Rani. Jagdish, Arshdeep, Satpal and Sandhya sustained injuries. A case has been registered. |
