Accidental death case turns out to be murder Rewari, August 5 The order in this regard was issued by Additional Chief Judicial Magistrate (ACJM) Baljeet Singh on a petition filed by Mr Ranjeet Singh, father of the deceased and resident of Jakhopur village in Alwar district, Rajasthan. The police has now registered a case of murder under Section 302 of the IPC against the three suspects — Sunder Singh of Jakhopur village and his two accomplices Dharma and Mukesh, both residents of Kharkhara village near Dharuhera. The suspects had brought Gurnam from Jakhopur to Khakhara on June 9 on the promise of getting him employed in a factory at Dharuhera. However, the body of Gurnam, who was allegedly done to death by the trio owing to an old enmity with Sunder Singh, was recovered by the police from Alawalpur village near Dharuhera on June 10. Subsequently, on June 15 Ranjeet Singh came to the Dharuhera police station and was stunned to find the clothes of his son Gurnam whose body had already been cremated as unidentified and unclaimed for. When Ranjeet’s entreaties to get a case of murder registered against the suspects failed to move the Dharuhera police, which firmly adhered to its own inference that it was an accidental death, he approached the ACJM’S court for relief and justice. |

MLA criticises SEZ at ‘Lalkar’ rally Narnaul, August 5 Mr Naresh Yadav, who had undertaken a yatra on July 9 from Panchagaon in Gurgaon culminated in the rally here today. He alleged that the farmers’ interest was ignored in the SEZ project. He said he would continue to protest against it till the time the government scraped it. He further alleged that the present Congress government, like the earlier governments in the state, was ignoring the interests of southern Haryana. He felt like earlier governments it had begun to discriminate against southern Haryana, he added. He was critical of the nine independent MLAs of Haryana who, he alleged, had either joined hands with the ruling Congress or had become its blind votaries. Speaking on the occasion, the national president of the JD(U) and former Union Minister, Mr Sharad Yadav, said the Central leadership as well as the Haryana Chief Minister were involved in showering favour to the Reliance Industry by giving land at a throw away price. Mr Yadav, who was the chief guest on the occasion said he was not against setting up of the SEZ. They should be set up in backward areas and on land which was not fertile, he further added. |

Haryana ITIs to start driving courses Chandigarh, August 5 It has decided to rope in reputed private vehicle manufacturers to impart training in order to ensure systematic and meticulous training to driving licence applicants. The government has also decided to decentralise the process of issuing driving licences for the convenience of the general public. The ITIs imparting training would also be delegated the power of licencing authority for light vehicles. The training institutes run by the Haryana Roadways at Karnal, Murthal, Gurgaon, Rohtak and Hisar will be empowered to issue heavy vehicle driving licences. |

Safety campaign for would-be mothers Karnal, August 5 Deputy Commissioner Rakesh Gupta issued the instructions today under the "Safe Mother Campaign'' after a case was reported to the administration where a pregnant woman from Kaimla village in Gharaunda tehsil had low quantity of haemoglobin. Sources said the DC pulled up the doctors of the Community Health Centre (CHC), Gharaunda, as they did not have any details of the pregnant woman who had come for check-up at the OPD this week. The DC directed the medical staff of the centre to ensure all medical facilities to the pregnant woman. According to the administration sources the district authorities have chalked out a comprehensive plan to provide hygiene conditions for delivery under the campaign. Mr Gupta said the registration would further check any possibility of female foeticide. He also directed the medical staff to ensure that deliveries were done at hospitals or in the presence of ANM if done at the delivery hut. The DC pulled up several doctors, ANMs and anganwadi workers for poor functioning. Issuing a warning to the erring officials and other medical staff, the DC warned of strict action against them. |

Community policing from August 15 Chandigarh, August 5 According to sources in the Haryana Police, to start with, four police stations (two urban and two rural) will be selected in each district for implementing the scheme. Similar schemes were launched in recent years in states like Madhya Pradesh, Gujarat, Andhra Pradesh, Tamil Nadu, Delhi and Maharashtra. At many places, the programmes came to a halt after a bright start. The sources say, where the schemes were evolved with active public participation and the wholehearted cooperation of policemen, they were a success. However, where political interests were allowed to dominate, the schemes flopped. A meeting of senior officers of the Haryana Police was held at Madhuban on August 3 to work out details of the community policing scheme. It was decided that the scheme should operate through community policing committees, which will be locality-based as well as theme-based. A head constable or a non-gazetted officer will act as the coordinator, while the SHO concerned will be the chief coordinator. The scheme, which is said to be the brainchild of the Additional Director-General, Crime and Law and Order, Dr G.V. George, is aimed at bringing transparency in police working and reducing alienation between the police and society. Dr George feels that the police will get a better image and more information channels and there will be better utilisation of time, resources and energy under the scheme. It will also enhance professionalism among policemen due to the emphasis on accountability besides increasing their self-esteem. The locality-based committees will take up tasks related to traffic and parking, chowkidari and patrolling, prevention of eve-teasing, passport and character verification, tracing missing persons, domestic violence and dowry harassment, encroachments, labour-management relations, verification of the antecedents of servants and the easing of communal and caste tensions. The theme-based committees will deal with matters related to the prevention of theft of vehicles, sports organisations, keeping watch on "akharas", which of late have become recruiting grounds for criminals, anti-theft programmes and policing the venues of fairs and festivals. Before the commencement of the programme, a one-day workshop will be held at Madhuban so that the strategy for implementation can be worked out. The Additional Director- General, Haryana Armed Police, Mr V.N. Rai, an officer known for his commitment to social causes, will supervise the project. |

Video cameras at all police stations Ambala, August 5 Dr Mahavir Singh presided over a division-level meeting to discuss the law and order situation. He said the decision to provide video cameras had been taken so that anti-social elements who blocked traffic and
harassed commuters could be identified. He said the video cameras would help in getting correct information of any major incident. He said pending problems of panchayats should be solved at the earliest. He said panchayat members must be made aware about panchayat land, and other legal details. Dr Mahavir Singh said the revenue records of all villages should be kept in order so that encroachment on panchayat land could be identified and necessary action taken. He said coming late to office would not be tolerated and officials must set standards for juniors by arriving in office on time. He said while on tour, officials must make entry into their register so that the correct location of the official could be known by his senior official. |

4 villagers fined for cooking pork in school utensils Sonepat, August 5 According to information, Naresh, Birbhan, and a couple allegedly stole a pig of Prithvi of the village on July 31 and cooked pork in the utensils of the mid-day meal scheme within the premises of the school. However, someone from the village saw them cooking the meal and he informed panchayat members. According to village sarpanch, Ms Kela Devi, a panchayat of the village convened which was attended by former sarpanch Duli Chand, school headmaster Satbir Singh, school master Daya Nand, panches Bhalle Ram, Maha Singh and several other residents of the village. In a unanimous decision, panchayat imposed a fine of Rs 16,200 on the accused. Out of this amount, Rs 2,100 will be given to the owner of pig, Rs 3,100 for purchasing new utensils and remaining amount of Rs 11,000 to be deposited in the school fund. |

Rohtak, August 5 A case under the Prevention of Corruption Act was registered against the accused Suresh Kumar, at the Rohtak VB police station following his arrest yesterday, a VB spokesman here today said. The VB team, led by Gurgaon DSP Satya Devi, had laid a trap and arrested the senior official red-handed while he was taking the bribe of Rs 3,000 from the liquor contractor, who had lodged a complaint against the accused, the spokesman said. Suresh Kumar was arrested under Sections 7 and 13 of the Prevention of Corruption Act.

3 idols stolen from Jain temple Rohtak, August 5 The theft was noticed around 8 p.m. when a devotee came to offer prayers. He found that three of the idols were missing from their palanquins. It is learnt that two youths had been coming to the temple for the past several days to offer prayers in the evenings. When they came yesterday, the priest was outside supervising construction work. The youths reportedly went inside and left unnoticed with the idols. Members of the Jain community staged a demonstration here today and met the Deputy Commissioner. |
Fatehabad, August 5 Victim Bala Devi (35) was cutting fodder for cattle in a field when her husband Puppi (40) came there with an axe in his hand and started hitting her with it mercilessly.
