CID sleuth caught near Bhajan Lal’s house
Chandigarh, August 8 The chief actor in today's event was Mr Chander Mohan, Deputy Chief Minister of Haryana and the elder of Mr Bhajan Lal's two sons. Mr Mohan, whose silence regarding the factional fight in the party, had even raised doubts about his loyalty to his family, broke the shackles today and orchestrated a move to capture a CID sleuth allegedly posted to keep a watch on him and other members of the family. Not stopping at the capture, Mr Chander Mohan also announced that he was deeply shocked to learn that his family had been kept under surveillance and would take up the matter with the Congress President, Ms Sonia Gandhi. Mr Bhajan Lal, who is away to Delhi, must have relished the initiative shown by Mr Chander Mohan to rattle the Chief Minister, Mr Bhupinder Singh Hooda. All these days, it was Mr Bhajan Lal's younger son, Mr Kuldeep Bishnoi, MP from Bhiwani, who was spearheading the campaign against Mr Hooda while Mr Chander Mohan had steered clear out of any controversy. According to a complaint made by the Special Assistant to the Deputy Chief
Minister, to the Sector 5 police station in Panchkula , three to four persons were found suspiciously loitering near the Panchkula residence this morning. Mr Chander Mohan came out at around 11am to go out on a personal errand when his car was followed by one of the loiterers on a motorcycle. The PSO attached to the Deputy Chief Minister accosted the man at which the man panicked and tried to run away. The security persons accompanying Mr Mohan overpowered the man. On questioning, the man confessed that he was a Constable from the CID unit of the Haryana police. He gave his name as Yogesh Kumar and said two of his colleagues, Mohanlal and Rampal, were also deployed with him near the house. (The latter two could not be caught). The complaint said Yogesh Kumar was being detained at the residence of the Deputy Chief Minister and would be handed over to the police in full view of all those present in the house. It requested the police to initiate appropriate action against the apprehended person and his colleagues. A photocopy of Yogesh Kumar's identity card having his CID code number was affixed to the complaint. “ This is unacceptable to us. No decent person should be spied upon by the police. I have taken exception to deployment of CID sleuths to watch my movement. I have sought an appointment with Ms Sonia Gandhi to talk to her in this regard”, Mr Mohan said. He said a thorough probe must be conducted into the deployment of the CID for keeping a watch on him. He added, he had talked to the top CID officer of the state, Mr P.V. Rathee, after capturing the CID Constable. Mr Rathee told him he was unaware of deploying CID personnel near the Deputy Chief Minister's family residence. Mr Chander Mohan said he would talk to the Chief Minister on the subject when the latter would return to Chandigarh from Delhi. Mr Rathee, ADGP, meanwhile, issued a statement saying that plain cloths police personnel were posted near Mr Chandra Mohan's family residence to provide foolproof security to the family. Meanwhile, Yogesh Kumar, the CID constable roughed up today by the security staff of the Haryana Deputy Chief Minister, Mr Chander Mohan, has filed an FIR in the Sector 5 police station at Panchkula, official sources told this reporter. The sources said the charges made by Yogesh Kumar against his “tormentors” include assault, wrongful confinement, causing obstruction to the discharge of his official duty, simple hurt and abduction. |

Anti-corruption drive being subverted
Rohtak, August 8 If you do not find the answer credible consider this. The Vigilance Bureau catches an influential SHO of a police station red-handed accepting a bribe. The cop is booked under the Prevention of Corruption Act and sent to jail. He obtains bail in a few weeks and is posted as SHO of the same police station where he was caught accepting bribe a month earlier. The particular cop is reported to be close to an IPS officer of Inspector-General rank. The exercise left several red faces in the Vigilance Bureau. Here is another example. A cop is caught for accepting a bribe. The catch was that instead of accepting the bribe himself, he directed the complainant to hand it over to a relative present inside the police station itself. The tainted money was recovered from the relative. The cop was booked for corruption. Nothing amiss there. But that is not where the story ended. A few days later the complainant was framed in a criminal case by a sympathetic SHO of a nearby police station. The moral of the story – birds of the same feather flock together. Another incident provides a similar moral. A Vigilance Bureau teams raids a police station and catches an official accepting a bribe. The bureau team members are roughed up inside the police station by fellow policemen. But it is unfair to blame the cops alone. Several senior civil officers are equally keen on thwarting the campaign. A Deputy Commissioner has reportedly told Vigilance officials not to increase his workload by requesting him to depute magistrates for raids unless the amount of bribe involved is over Rs 2000. The bureau officials circumvent this verbal order by always claiming that the amount involved is over Rs 5000 though actually it may be substantially lower. A senior Vigilance Bureau official recently shot off around 350 letters to various heads of departments in several districts mentioning the names of suspected touts in and around their offices. He requested their help in curbing their activities. Not surprisingly, only one officer rang him up to show his appreciation of his efforts to curb corruption. None of the others bothered to even acknowledge the demi-official missive. However, despite the setbacks, the anti-corruption campaign has instilled fear in the minds of corrupt government employees. Government officials themselves admit that never before have so many employees been booked for corruption in such a short period. Though the corrupt employees are grumbling, the campaign is proving hugely popular among the masses. |

DC pulls up Funfair organisers
Karnal, August 8 Deputy Commissioner, Rakesh Gupta said a team of the naib tehslidar, the Executive Officer of the MC and a DSP had visited the fair and found flaws. The Tribune highlighted it on August 3. No signboards were placed at the venue showing the emergency gates. Also vehicles of the “VIPs” were allowed to park opposite to the main emergency exit point. Mr Gupta said the organizers had been instructed to fill up the trenches dug in front of the emergency points. He said organisers had not made sufficient exit points to be used in an emergency situation and were ordered to make one more such exit point to complete mandatory six such points. |
Unauthorised school in Industrial Area
Yamunanagar, August 8 Springfield Public School with hundreds of children is functioning in the Industrial Area for the past many years. There are factories in area where gas cylinders are used. Yesterday, a massive blast in a factory had blown up three labourers and caused heavy damage to the factory premises. The pieces of the cylinders reportedly injured at least one person who was on the Jagadhri - Saharanpur National Highway several hundred metres away from the blast site. Mr M.C Hallu, General Manager of Industry Department, could not tell how the school came up in the area. "The school is unauthorised and functioning without any permission", said Mr Hallu adding, "in fact permission for running a school in Industrial Area cannot be granted under any circumstances". He said in the past the school had been issued notices and the matter had also been reported to the higher authorities. When contacted Mr M.S Sahni of school management said the school would be shifted to another building on Ratoli road in the near future. |

Free education to kin of drowned students
Sonepat, August 8 After remaining closed for six days, the school opened yesterday on the directions of the Deputy Commissioner, Ms Neerja Shekhar. A two-minute silence was observed to pay homage to the departed souls. However, no student from Bali Kutubpur village attended the school. The chairman of the school management committee, Mr Krishan Chander Sharma, said the management had also decided to introduce scholarships and organise a sport function in memory of the deceased students. |

Chandigarh, August 8 Addressing a press conference here today, the Commissioner and Secretary, Public Health, Dr Dalip Singh, said research showed the possibility of getting water from a subterranean reserve at a place near Kilayat by taking recourse to technology used for petroleum mining.
