Underground market near Jama Masjid
New Delhi, August 13 The market will be constructed on the lines of Palika Bazar. It will have 255 shops which will be constructed at the cost of Rs 2.5 crore. The ground will be developed in the shape of a beautiful park to attract the residents of nearby areas and shoppers. The underground shopping centre will be known as Indira Market. Parking site will also be developed for the facility of the visitors. The Licensing and Tehbazari Committee of the MCD had passed a resolution in this connection which was approved by the Standing Committee yesterday. Tenders for the construction of the market will be invited after clearance by the House of the corporation, Zameer Ahmed Munna, Chairman of the committee said. He said the market would be constructed near the graveyard of Shahkalimullah where ‘coat market’ existed. But it was demolished on September 13, 2005 after a court order. Mr Munna said, “Most of shopkeepers in the market had Tehbazari licence and had been in trading of second hand clothes for the last 30 years. The corporation had demolished the market which used to tarnish the beauty of the Jama Masjid and the Red Fort. I tabled a proposal before the Tehbazari and Licensing Committee suggesting an underground market.” The proposed underground market will be built on that very place and the shops will be allotted to those who had establishments there earlier. Shopkeepers were assured that they would be allotted shops at Shastri Park in Trans-Yamuna area. But it was not done. In the proposed market, the shopkeepers will have to bear 50 per cent of the construction cost. The court had issued directions that there should be no encroachments on public land between Red Fort and historic Jama Masjid. Keeping this direction of the court in mind, the Licensing Committee decided to construct the underground market. There will be hardly any chance of encroachment when the underground market is constructed, added Mr Munna, Chairman of the committee. |

Traffic cops deployed for elaborate security on Independence Day
New Delhi, August 13 The Joint Commissioner of Police (Traffic), Mr Qamar Ahmad, said in a press conference that elaborate traffic arrangements had been put in place to ensure safe and smooth movement of vehicles, invitees and pedestrians to reach the venue. “The roads leading up to Red Fort will be closed to general traffic, except labeled vehicles, from 5 am to 9 am on Tuesday. Netaji Subhash Marg from Delhi Gate to Chhatta Rail, S P M Marg from S C Sen Marg to Yamuna Bazar Chowk, Chandani Chowk from Fountain to Red Fort Chowk, New Darya Ganj Road from Ring Road to Netaji Subhas Marg and Link Road from Esplanade Road to Netaji Subhash Marg will be closed. Movement of commercial, transport and passenger vehicles plying on Ring Road will be restricted,” he added. “All HGV, MMV, LGV will remain restricted from 2 pm on August 14 till 11 am on August 15. Interstate buses will not be allowed to ply between Maharana Pratap ISBT and Sarai Kale Khan ISBT from 5 am to 9 am. These buses may use G T Road Wazirabad Road and National Highway - 24. Local city buses, including DTC, should avoid Ring Road from 5 am to 9 am on Tuesday. Between Hanuman Setu and Bhairo Road T point and take alternative routes available as per the diversion plan. to avoid inconvenience to the motorists during the morning hours on Ring
Road due to heavy traffic, they are advised to use Aurobindo Marg, Safdarjang Road, Mother Teresa Road and Rani Jhasi Road to reach their destinations in North Delhi and vice versa. In general, people are advised to avoid Tilak Marg, Mathura Road, Bahadur Shah Zafar Marg, Subhash Marg, JLN Marg and Ring Road,” he informed. “Buses ordinarily terminating at Red Fort, Jama Masjid, Delhi Main Railway Station, will either be curtailed or diverted. Vehicles with triangular parking labels will be allowed to park inside Red Fort while parking arrangements for vehicles with square label have been made behind recruitment centre. There will be no restriction for reaching LNJP Hospital and other hospitals. People intending to go to Old Delhi Railway Station from South Delhi are advised to use Mother Teresa Marg, Rani Jhasi Marg, Pul Duffrin and S P M Marg to reach the station. Similarly, while approaching from all directions, they should take Ring Road, Kela Ghat Road, Zorawar Singh Marg, Mori Ghat Pull Duffrin to reach the station. There is no restriction in approaching New Delhi Railway Station except that parking will not be allowed,” said the officer. |

Tight security at Andhra Bhawan
New Delhi, August 13 The new measures include an increased presence of security personnel at VIP areas, installation of metal detectors at the entrance gates and frisking of those entering the Bhawan, they said. Entry to the canteen, one of the most popular south Indian eateries in the Capital, will be controlled by erecting barricades and limited to a particular gate. A reception counter will also be set up at the main gate to record details of visitors to the Bhawan, they said. Production of photo identity cards will be made mandatory for members of various Telugu associations who throng the Bhawan during weekends to watch film screenings. Reports in a section of the Telugu media indicated that Maoists recently conducted a recce at the Bhawan to carry out an attack in the wake of the killing of state Maoist secretary Madhav, alias Chinnaiah, in a gun battle with police in Nallamala forests. |

Chief Secy calls for steps to beef up security
New Delhi, August 13 The Chief Secretary, who met senior state officials here, said the intelligence network should be strengthened. He said a close watch on industrial labour unrest was necessary and more attention should be paid to identification of foreign nationals and domestic servants. He said contingency plans should be chalked out for disaster management and timely rescue and relief operations. The Chief Secretary said institutions having private security must be supervised by police personnel from time to time. |

Bereaved father invokes RTI Act

on July 25 through the post office to the District Magistrate, GB Nagar, by the father of the deceased children, Om Prakash
Sharma. He has raised the question as to why illegal refilling of gas cylinder has not been stopped in spite of the tragedy in which precious lives of three innocent kids were lost. There is a provision for compensation in case of such a tragedy. He has also asked as to why no compensation has been paid to him so far. He has also demanded information on the day-to-day progress in the case from the district administration. Court seeks explanation from Centre, Delhi Govt on civic amenities
New Delhi, August 13 Acting on a complaint seeking Rs 1 crore compensation for the Capital’s residents over the problems caused by water-logging in many places in the city in July, the Delhi State Consumer Disputes Redressal Commission directed the authorities to reply within a month as to why they should not be held liable for failing to provide hassle-free movement to the citizens. “In our view the government, its departments, civic and other agencies involved in providing services for citizens of the city, need to be jointly and severely held liable,” a Bench comprising Justice J D Kapoor and Member Ms Rumnitta Mittal said. Notices have been issued to the Ministry of Urban Development, Delhi Government, Municipal Corporation of Delhi, New Delhi Municipal Corporation, Delhi Development Authority, Delhi Jal Board, Delhi Police, State Transport Authority, PWD, CPWD and Directorate of Health Services. The four complainants, including Rakesh K Dhawan, a resident of south Delhi’s Chittaranjan Park, alleged that the failure of the authorities to properly maintain civic amenities amounts to deficiency in services. The complainants, who claimed that they had approached the forum in a representative capacity on behalf of various potential consumers, said it was the duty of the authorities to be prepared to meet any eventualities such as water-logging and traffic jams that were witnessed on July 18 due to heavy rains. Since taxes are paid by the citizens for availing themselves of various civic facilities, they can approach consumer courts for deficiency in such services, the Commission said. “Providing roads, electricity, water and their maintenance and traffic control fall under the purview of the Consumer Protection Act and the service providers, which are the government and its agencies, can be tried for lapses,” the Bench said. “The chaos that crippled Delhi roads on July 18, 2006 set on an unending blame game as if the city is an orphan and nobody’s baby,” the Commission said, adding that the multiplicity of authorities is the main reason for poor civic facilities. |
HC suspends sentence of rape convict
New Delhi, August 13 Justice S N Agarwal suspended the sentence on the condition that Saleem submitted a bail bond of Rs 25,000 and a surety of an equal
amount. Saleem moved an application in the High Court, through his counsel Manjit Singh Ahluwalia, contending that he had already spent four and a half years behind bars and his appeal against the conviction by the lower court was likely to take some more time. Justice Agarwal directed Saleem to furnish his latest residential address before the trial
court. Saleem was sentenced to 10 years in jail on July 16, 2004 by the Additional Sessions Judge for raping the doctor at his flat in Sukhdev Vihar. The trial court had convicted Saleem after taking into account the victim’s testimony and other material evidence. However, Saleem filed an appeal in the High Court challenging his conviction on the ground that he was falsely implicated by the doctor. Saleem claimed he was constantly pursued by the woman to wed her, and when he spurned her offer, she implicated him in the rape case. |

Tension prevails in Gt Noida village as Dalit shot dead
Greater Noida, August 13 A large number of Dalits jammed the road, placing the body of the victim on the road. They did not allow the police to remove the body for a couple of hours. Three days ago, upper caste people had shot at a Dalit after losing a wrestling match. The police had not acted promptly against the persons named in the FIR in this case. As a result, the SO in charge of the police station has been sent the Police Lines for dereliction of duty. An argument over sitting on the front seat of a tempo between certain Scheduled Caste passengers and upper caste toughies, the subsequent defeat of upper caste Thakurs in a wrestling bout and a kabbadi match at the hands of the Dalits have resulted in tension between the two communities. In view of the tension in the village, the police and the PAC have been deployed in the area. A week back, a Dalit, Subash, was going to Bilaspur along with his sister. Both were occupying the front seat of a tempo. Certain passengers from the Thakur community told Subash to shift to the rear seat along with his sister. When Subash refused, he was beaten up and his sister was also reportedly molested. The victim had approached the Dankore police station, but the police dismissed his pleas lightly. On Raksha Bandhan day, a Dalit team trounced the Thakur team in kabbadi and wrestling matches. The Thakurs had then opened fire. Dharminder, Ajit, Sujit, Dayram, Mahesh, Sikender from the Thakur community were named in the FIR in this connection. But the police did not make any effort to arrest the accused. On Saturday morning, as Dulichand, 40, and Jeetu passed by the Thakurs opened fire on them. Dulichand was hit in the head and stomach. He died on the spot. Jeetu had to flee to save his life. In Alauda village, though upper caste residents are in a majority a Dalit has been elected the village pradhan. This is viewed by Thakurs as an insult to them. |

Bank agent held for kidnapping old woman
New Delhi, August 13 Ashwini Sirihi (30), owner of Chaudhary Re-Possesssing Agency authorized by the private financial institution, was arrested along with his two employees–Vinod Kumar and Kamalludin at Sarojini Nagar here today, police said. Sirohi and two co-accused had waylaid Laxmi Bansal, a resident of Noida, who was accompanied by her driver and accountant in her car on July 25 near Saroji Nager. The trio had forcibly entered the car, overpowered the driver and drove away with the occupants However, Bansal had managed to send a message over her cell phone alerting her relatives about the incident, they said. During the investigation initiated on the basis of a complaint filed by the Bansal’s family, police learnt that the senior citizen had taken a vehicle loan on the car from the bank and two of the instalments were pending. |

Youth held for bid to enter Tihar complex
New Delhi, August 13 “The 20-year-old youth was immediately taken into custody and questioned by the security personnel at the prison and later handed over to the Delhi Police. After initial interrogation, police suspect that he was mentally challenged but they were not taking any chances keeping in view of threat perception prevailing in the Capital ahead of the Independence Day celebrations. A mobile phone and a diary have been seized from his possession which are being minutely observed. Nothing objectionable has been found so far. He is a resident of Delhi, but hails from Bihar, said an investigating officer of the Delhi Police. |

‘Theft main reason for power shortage’
New Delhi, August 13 Delhi’s total power requirement in 2010, including its need for the Commonwealth Games, has been pegged at 6,000 MW, twice the present average requirement of 3,000 MW. One of the key reasons for the shortfall is power theft of almost 25 per cent of the total electricity billed, a staggering 2.75 million units per year. “The three distribution companies in the Capital together supply about 19 million units of electricity. Out of this, nearly 35 per cent is not billed,” Delhi Electricity Regulatory Commission (DERC) Secretary Somit Dasgupta said. |

Six call girls arrested
Ghaziabad, August 13 Six call girls and three youths were arrested in the raid. The girls were mostly from Noida, Delhi and Ghaziabad, the police said. Five mobile phones and Rs 1500 were also seized. A case has been registered against the six girls.
