Rates of industrial plots in Manesar hiked
Gurgaon, August 10 If one has a plot of 450 square metre in IMT,
one has to pay around Rs 8.1 lakh more to Haryana State Industrial and Infrastructure Development Corporation Limited
(HSIIDC) to be transferred to 350 farmers whose 1,490-acre land was acquired in 1994 for the development of IMT. As per the official record, the
HSIIDC, had issued notices under Section 4 of the Land Acquisition Act in November 1994 and acquired 1,490 acres of land of four villages: Manesar, Naharpur
Kasan, Khoh and Kasan at the rate of Rs 4,13,600 per acre. The state-owned agency developed the prestigious industrial township and carved out the plots for large, medium and small scale of industries. Like many giants, Honda Motorcycles and Scooters India Limited took 100 acre and set up its scooter plant there. The sizes of the industrial plots vary from 450 square metre to 100 acre depending upon the requirement of the unit. However, some villagers led by one Pran Sukh approached the court and demanded higher compensation for their land. They claimed that the rates of the acquired land were much higher. The farmers put on record a sale deed of 12 acre which was sold by Heritage Furniture Private Limited company to M/s Dura Cell India Private Limited for a sale consideration of Rs 2,42,00,000 on September 1994. The farmers stated that this sale was executed at an average price of Rs 20,03,103 per acre. In his judgement, the High Court judge Justice Viney Mittal has stated that the sale of this land “reflects as near as possible the market value of the acquired land on the date of notification under Section 4 of the Act”. The entire sale consideration was paid by the purchaser-company to the seller-company by bank drafts. The said land was situated in village Naharpur
Kasan, one of the villages from which the present land was also acquired, added the judge. The judgement further mentions that it is only appropriate if a reasonable cut be imposed for arriving at the just compensation which is payable to the farmers that is one fourth (1/4) to the average sale price of Rs 20 lakh sold to Dura Cell. Thus, Rs 15 lakh per acre would be the just market value of the acquired land, stated the order. An official of the HSIIDC informed that as per the order of the High Court, the farmers are also entitled to 12 per cent interest per annum for the delayed payment on the enhanced prices of the land. The plot holders of Industrial Model Township (IMT) would have to pay around Rs 1800-2000 per square metre, added the officer. Mr Manoj Jain who had bought a 450 square metre plot at rate of Rs 1,500 per square metre, costing Rs 6.75 lakh in 2001 lamented that the court order would be a blow to the entrepreneurs, especially for the small unit holders. It would be very difficult for the industrialists to pay such a huge enhancement to the farmers. The IMT, the biggest and most modern industrial estate in Haryana, is presently spread over on 3177 acre in four phases. The HSIIDC recently acquired 1000-acre land in adjoining villages for its expansion for the fifth phase. Some of the prestigious companies in IMT, Manesar includes Denso, Johnson

No banquet halls in residential areas: SC
New Delhi, August 10 A three-judge Bench, headed by Chief Justice Y K Sabharwal while incorporating in its order entire list of the properties submitted by Solicitor General G E Vahanvati on behalf of the Government to be included or excluded for permission to operate or not. While permitting professionals like architects, chartered accountants, doctors and lawyers in excess of 50 per cent permissible coverage in residential premises by anyone who is not a resident in such premises. It said that the banks, nursing homes and guest houses operating on plots of less than 200 sq meters in the main colonies and 160 sq meters in villages and special areas and rehabilitation colonies would not be permitted. But the bank and nursing homes set up on 1000 sq meters would be allowed to operated only on
those roads and places identified for such purposes under the Master Plan and Zonal Plan. The retail shops selling building materials, fire woods, coal and any fir hazardous and other similar bulky material, automobiles and cycle rickshaw repair shops, tyre resoling and re-treading shops, battery charging, storage, godowns, warehouses, junk shops, liquor vends and printing, dyeing and varnishing venture would be sealed. The Court said that the pre-primary schools, fitness centres and gyms would only be allowed to operate on the ground floor and any one of them extending their activities to the first floor would be sealed. Any construction which was over 15 meters in height in the residential colonies and any construction beyond three floors above the ground floor would be construed as unauthorised, the Court said. The Government in its list of proposal, said that these areas had been identified as and categorised by taking into consideration the public notices issued by DDA on July 21 for proposed modification on the Master Plan 2001 in respect of development control norms for residential plots and mixed land use policy. The proposals were formulated on the basis of the report of a committee headed by Tejender Khanna to go into unauthorised commercial ventures in residential areas as well as the Court appointed monitoring committee. The retail shops for
daily needs run beyond ground floor, except on streets of 30 meters or more or those permitted as per the Delhi Master Plan 1962, would not be allowed to function. The Court directed that the Government would incorporate all these directions in its two notifications of May 20 issued as a follow up of the Delhi Laws (Special Provision) Act, withdrawing relief to these categories. |

DTC school buses may get women as conductors
New Delhi, August 10 “The Delhi Transport Corporation has been providing school bus services for the last three decades with 1150 daily trips. It has been catering to 1.84 lakh students of around 127 government and aided schools,” she said, while inaugurating an interactive session on improvement of DTC school bus service. She exhorted traffic inspectors to closely monitor DTC school bus services to ensure punctuality, safety and courtesy. Admitting that Delhi Metro was not enough to take on the burden of passengers in large number, she said that an equally good transport system should be developed before 2009 to showcase Delhi during Commonwealth Games 2010. While giving reference of improvement in certain fields with the help of constructive contribution of resident welfare associations (RWAs), the Chief Minister called upon the RWAs, senior citizens and citizens’ groups to help in making DTC school bus service system more smooth and full proof. The associations could also help in better fleet utilisation and imbibing a sense of discipline amongst school children, she added. She further said the DTC would very soon recruit 3000 trained and courteous drivers and efforts would be made to deploy women conductors in school buses. Mrs Dikshit said the bus fares charged by the DTC school buses were cheaper and reasonable than those of private ones. The DTC would ensure that its school bus fares remained reasonable, she said, adding that besides, the punctual drivers and conductors on the DTC school buses would be rewarded suitably. The Transport Minister, Mr Haroon Yusuf, described the interactive session a humble beginning of improving services. The DTC being the largest CNG fleet in the world was committed towards passengers, he added. |

Poultry farms to be inspected for bird flu
Gurgaon, August 10 This was stated here by Financial Commissioner and Principal Secretary of the department, Mr H.C. Disodia while addressing a seminar organised on bird flu. The department would also update itself on the number of chickens in each of the farms and also the details of their owners during the inspections. It was the divisional-level seminar involving Gurgaon, Faridabad, Rewari, Mahendragarh and Mewat districts. Officers of the department as well as from other departments like the Health, Public Health, and deputy commissioners and police chiefs of the districts also took part in the event. According to him, the inspection of the poultry farms in the state would be completed within a fortnight. He stressed that although there was no sign of the disease in the state, the department was taking all precautionary measures. Such seminars will be organised at the district and subdivisional-levels. The measures of the department are said to be in conformity with an advisory issued by the Centre. According to the official version, the poultry business in Haryana constitutes more than Rs 10,000 crore. Hence, the government’s added reason for urgency to insulate this sector from the possible bird flu and the concomitant bad image to the state which could affect its economics. Mr Disodia said that in order to tackle the possible outbreak of the disease, control room has already been set up at the state level. Such control rooms would be set up in each of the districts. They would have adequate medicines and equipment to deal with any exigency, he added. As the disease is contracted by migratory birds, the Department of Forest and Wild Life has been specifically asked to be on its guard, he added. |

Maid to write sequel to autobiography
Gurgaon, August 10 Thirty-two years old Baby Halder, who still works as maid in her mentor’s house here in DLF City, Gurgaon, was overwhelmed by the support she had received from the masses. Her autobiography, originally written in Bengali, has already been translated and published in Hindi, English and Malyalam. The translation in Gujrati and Marathi has been completed, while the work in Urdu is in pipeline. The contract for publishing the books in French, Korean and Japanese languages has also been finalised. The publishers have also shown interest to bring the work in Turkish, Dutch and American languages. The book, ‘A life Less Ordinary’, is a tale of a female struck with poverty, hardship, step mothers, careless father and violent husband. Baby Halder used to scribble at night in a notepad after the meals were cooked, dishes washed, house cleaned and her own children put to bed. Baby Halder has narrated her story as how the circumstances created by his habitual drinker father forced her mother to leave her when she was just four. She was married off when she was hardly thirteen to a 26 years old person. She gave birth to her first son when she had not crossed fourteen. She gave birth to three children. Ms Urvashi Butalia of a Zubaan publication house said the book would be one of India’s offerings at the Frankfurt Book Fair in October.
In the coming book, she has expanded her horizon and has written about herself, her family and the family members of her mentor. |
Three gangs of thieves smashed
Faridabad, August 10 Disclosing this at a press conference here today, the SSP, Mr M.S Shoeran, said that the accused had been nabbed by the CIA staff after an intensive campaign launched by the local police recently. He said around 28 cases of chain-snatching and other thefts, including those of transformers, sodium lights and motorcycles had been solved, with these arrests. He said the first gang specialised in chain-snatching. It included three youths identified as Rinkal, Dheeraj and Man Singh, residents of NIT and SGM Nagar here. They admitted to their involvement in snatching of gold chains from women in over a dozen incidents and all of them took place between May and August this year in various parts of the city. It is revealed that Man Singh and Rinkal had been involved in as many as 13 incidents of chain-snatching in the past about four months. Two persons identified as Sonu and Ankit have been nabbed for stealing 13 power transformers from Ballabhgarh and Faridabad subdivisions between February and July. Three accused have also been nabbed in other cases of crime, which include stealing of sodium lights from poles, cylinders and motorcycles in the city. The SSP claimed that patrolling and presence of cops had been increased in various areas, especially those congested. However, he said, the overall crime situation in the city and the district had improved drastically over the past one year, as several gangs of criminals had been busted. |

New Delhi, August 10 Apart from recommending provisions related to the planning process for critical issues such as land, physical infrastructure, transport, ecology and environment, housing, socio-cultural and other institutional facilities, it also made recommendations on relevant aspects of governance and management. Replying to a question whether it was a fact that the master plan had been drawn up to develop the city and make it an attractive and beautiful place, he said regular efforts were being made by local bodies and government agencies concerned to maintain cleanliness and prevent and remove encroachments in accordance with the provisions of relevant Acts and policies. Answering a question on the parking problem, he said the MCD had suggested multi-level parking at six sites, while the DDA had proposed such parking in its district centres. New Delhi Municipal Council had also set out various steps to create more parking facilities. Mr Maken also informed Parliament that the Delhi High Court had ordered demolition of all unauthorised and religious structures within 300 m on either side of Yamuna. In reply to another question, he said the Delhi government had formulated a proposal to construct multi-storeyed tenements for slum dwellers. A Mughal era national heritage monument in the Malviya Nagar locality of Delhi was under unauthorised occupation and the Archaeological Survey of India (ASI) had initiated action to remove the encroachment, Union Tourism Minister Ambika Soni informed the Lok Sabha. She said the matter of eviction of the encroachers had been taken up with the District Task Force constituted under the orders of the Delhi High Court for removal of such encroaches. |

BJP gloats over court ruling, chides Congress
New Delhi, August 10 Referring to the Supreme Court’s direction today for re-sealing of illegal shops in Delhi, BJP Parliamentary Party Spokesperson V K Malhotra claimed that he had warned the Congress-led UPA Government that the Delhi Laws (Special Provision) Act 2006 will not stand the scrutiny of Courts and that the Government should come out with one time amnesty scheme, but it did not heed to the advice. The BJP leader demanded that the Centre and State Governments should not waste time any more and bring a one time amnesty scheme to save the people from difficulty. The Delhi unit of the BJP blamed the Sheila Dikshit led Delhi government for failing to present its case before the Supreme Court. The Chief of Delhi unit of the BJP, Dr Harshvardhan, alleged that the intention of the Congress government in Delhi was not to provide relief to the people of Delhi. Otherwise, the Central government would have submitted the case of people properly before the court, he claimed. The Leader of Opposition in Delhi Assembly, Professor Jagdish Mukhi, also condemned the development. The party demanded resignation of Union Urban Development minister S. Jaipal Reddy, State Minister Ajay Maken and the CM. |

Police inspector booked for harassing woman
Noida, August 10 On July 31, 2004, Rajesh Verma, who was then SO of Modi Nagar police station, had intruded into the house of Rajeev Sharma, a murder accused, and beaten up his wife and damaged valuables in the house. After this, the woman was allegedly arrested on papers only and sent to jail in connection with one Inderpal’s murder. The victim woman had pleaded before the Chief Judicial Magistrate (CJM) that she be allowed to file an FIR against the accused SO and four other cops. According to her advocate, the Allahabad High Court has ordered that a case be registered against the accused Rajesh Verma, police station in charge who is presently serving as SO in charge Kavi Nagar police station, Ghaziabad. The CJM has conveyed these orders to SSP for registering a case against Rajesh Verma. SSP Mordia, however, said he had not yet got the Court orders to this effect. But he added that he would immediately take action accordingly once he received the orders. |

Gang rape victim appeals to NWC
Noida, August 10 The victim has also alleged that when she went to lodge a complaint with the Sector 20 police, she was shooed away. For a fortnight there was no action on her complaint, rather the accused had been threatening her with dire consequences. Having failed to move the police, the victim has appealed to the District Magistrate and the National Women Commission for getting her protection and punishment to the guilty. She is a class IV employee of a bank in Sector-9 Noida. Now in a written appeal, she has requested the District Magistrate and the National Women Commission for suitable punishment to the culprits. |

New Delhi, August 10 Reacting to the Supreme Court’s stay on a notification of a Central law bringing to a halt sealing of shops in residential areas, she said “The government will do whatever it can under the ambit of law to protect the interests of the people. We respect the order of the Supreme Court, but we will try not to hurt the interests of the citizens.” Mrs Dikshit said her government would hold consultations with the Centre and find a solution to the situation arising out of the court order. “There is time till September 15. A solution will hopefully emerge by then,” she said. The Supreme Court today stayed the May 20 notification by the Union Government, which had suspended the sealing of commercial premises operating illegally in the residential areas of Delhi. |

Social boycott of Faridabad MP
Faridabad, August 10 According to a Sabha spokesperson, a resolution was passed at the Panchayat of the Sabha on Sunday, which condemned the stance of the MP towards the persons of this sect in the past several months. The meeting quoted the incident of clash and firing at court complex a few months ago and alleged that the role of the Congress leader had been biased against this sect. It was declared that no member of the Sabha would attend or accept any invitation from the MP, nor invite him to any function in future. This is perhaps for the first time that such a decision had been made in the district, in which social boycott of an MP has been announced, claimed a member of the Sabha. |

Some three bandits, armed with gun and dagger, intruded into his house and locked the family members in a room at gunpoint.
