DHBVN to spend Rs 100 crore on operation circles
Bhiwani, July 7 This was disclosed by Mr Vijayendra Kumar, Managing Director, DHBVN. He was addressing a review meeting of operation activities in the area of operation zone , Delhi, and construction activities in the area. The meeting was attended by the Director, DHBVN, and chief engineers, superintending engineers and executive engineers of operation zone, Delhi, of the DHBVN. Mr Vijayendra Kumar said the DHBVL would construct 40 new sub stations of 33 KV level at different places and segregate 300 feeders of 11 KV level by dividing each feeder in two or three parts. The complete system of these feeders would be renovated. Besides increasing the length of distribution network, the nigam would add 3,500 distribution transformers in the network during the current financial year. He said funding for these power development works would be available through the Accelerated Power Development and Reform Programme
(APDRP) of the Government of India, National Capital Development Plan, different plans of the Rural Electrification Corporation and DHBVN’s own development plans. This comprehensive plan of power development does not include the power transmission augmentation plan of the Haryana Vidyut Prasaran Nigam (HVPN) under which a number of 66 KV, 132 KV and 220 KV sub stations are to come up at a cost of hundreds of crores of rupees. The Managing Director said the management has increased financial powers of the field officers so as to accelerate the pace of development works. They should make efforts to achieve the targets. Mr Vijayendra Kumar directed the officers to speed up the work of shifting of meters from the premises of consumers to meter pillar boxes to be set up by the side of roads so that the consumers could be given relief from the responsibility of meters and their privacy is not disturbed by the power department personnel. The Managing Director said in order to provide power supply of better quality in villages the feeders of rural domestic load and agriculture load are being segregated. The work is to be completed with in a period of 18 months. He asked the officers to get capacitors installed on connections of consumers as per standards and on all the 33 KV sub stations so as to improve voltage level. |

Corruption in govt, party not to be tolerated: CM
Bhattu Kalan (Fatehabad), July 7 Mr Beniwal, the first-time MLA, is said to have got party ticket in the last Assembly election because of his friendship with Mr Kuldip Bishnoi, an MP son of Mr Bhajan Lal. Mr Beniwal referred to this popular perception in his speech and clarified that he was nominated as party candidate by Mrs Sonia Gandhi, AICC president. Referring to the allegations being levelled against Mr Hooda by INLD leaders and Mr Kuldip Bishnoi in the deal with the Reliance on the special economic zone, Mr Beniwal said “Choron ko sab chor nazar aate hain (Thieves see everyone as such)”. The rally was addressed, among others, by Mr Mani Ram
Godara, a senior leader of the Bishnoi community, to which Mr Bhajan Lal also belongs. However, Mr Godara and Mr Bhajan Lal do not see eye to eye with each other. Mr Godara said in the past people had been electing “uneducated” persons as Chief Ministers, but now two educated persons had taken over as the Chief Minister and the Acting president of the Haryana Congress. “Difference between the past and the present can be seen by everyone.” Mr Bhajan Lal’s nephew, Mr Dura Ram, MLA from neighbouring Fatehabad, also addressed the rally. Though he did not name anyone when Mr Hooda said the Congress had shown that it would not tolerate corrupt persons “either in the government or in the party”, it was obvious he was referring to Mr Bhajan Lal, his bete noire. Mr Hooda said action would be taken against those found indulging in corrupt practices during the ongoing recruitment of police constables and teachers. Asserting availability of adequate power and water and good law and order situation were essential inputs for the development of a state, Mr Hooda said the previous governments did not take steps to increase power generation as a result of which the state faced an acute shortage of power. Now the government had initiated several projects which would bear fruit within three to four years. He said the state faced water shortage in the past because the INLD, which had good relations with Akali leaders in Punjab, did not bother to get Haryana’s share in the river waters. Now the available water was being distributed equitably among all areas of the state. The law and order situation was much better compared to one under the previous government because the police had got tough against antisocial elements. Accusing the previous governments of terrorising people, Mr Hooda said: “They worked for notes, we work for votes”. Referring to a long list of demands put by Mr
Beniwal, he said it was surprising that the constituency which had been represented by a Finance Minister (Prof Sampat Singh) for such a long time, had so many problems. Dr Ram Prakash, acting president of the Haryana Congress; Mr Ranjit Singh, Deputy Chairman of the State Planning Board; Mr Dharamvir Singh, Chief Parliamentary Secretary; Mr Jai Prakash and Mr Atma Singh Gill, both MPs; and Dr
K.V. Singh, Officer-on-Special Duty to the Chief Minister were among the speakers. The organisers had employed many cooks to prepare food for 30,000 people. Mr Mohinder Garg, a shopkeeper in the grain market, where the rally was held, told The Tribune that the cooks had been making “jalebis” and other food items since last night. Mr Raj Kumar Narang, another shopkeeper said he had never seen such a large rally in the history of Bhattu Kalan. |

Birender plays down Bhajan’s resignation
Ambala, July 7 Talking to mediapersons before attending the installation ceremony of the Rotary Club of Ambala, Mr Birender Singh said Mr Bhajan Lal’s resignation was nothing important. “Every individual has a role in the party. A person has to fulfil the role assigned to him,” he said. “Even I had been removed from a party post in the past, but work must continue,” he added. Mr Birender Singh said Mr Kuldeep Bishnoi was a Congress MP and in a democratic set-up, every person had the right to express his opinion. “However, the opinion must be within limits. It is for the party to decide whether the limits are being crossed,” he said. He said burning of effigies by some so-called Congress persons was not a healthy sign. “If they have grievances, they should approach the party high command. It is not proper to hold such public demonstrations,” he said. To a query, Mr Birender Singh said Opposition parties were not aware of the facts pertaining to the SEZ. “The SEZ will help in the economic growth of Haryana. The land for the SEZ was acquired four years back by the HSIDC and compensation has already been paid to farmers. The SEZ is a joint venture of Reliance and the HSIDC,” he said. He said for SEZ projects falling within the NCR region, the government was willing to help in acquiring up to 25 per cent of the land requirement and for SEZ projects outside the NCR region, the government was willing to acquire land up to 50 per cent of the requirement. “Farmers are not at a loss and we are always with them,” he said. Regarding the power situation, Mr Birender Singh admitted that they were not in a position to provide adequate power. “There is a demand for 9,000 MW and we are able to generate 4,000 MW. We have also bought power from outside at Rs 4 to Rs 6 per unit,” he said. He pointed out that the Northern Grid lacked the capacity for carrying excess power. “There is no proper system in place when it comes to supplying excess power from a state to a power-deficit state. The transmission issue needs to be taken up on priority,” he said. He added that Haryana and Punjab had both opposed the move by Uttar Pradesh to draw excess power from the grid, which lead to grid failure. “Three days ago, during a meeting on the draft proposal for the 11th Five-Year Plan, Punjab had made a plea, supported by Haryana, that there should be a cap on pricing in the trading system of power. It is unfair when power surplus states demand excess money for providing power. There is a need for providing power to farmers at a reasonable rate,” he said. |

Factionalism in Cong has hit governance, says Rajnath
Rewari, July 7 Mr Raj Nath Singh was here to attend the wedding ceremony of the son of state BJP general secretary Veer Kumar Yadav. Talking to newspersons, he explained that the cliques of the Congress party were so engrossed in factional fighting that they had no time for governance. As regards the much-hyped induction of Mr Bhajan Lal into the BJP, he simply said that neither the party brass had made any such overture to Mr Bhajan Lal nor he had contacted the party in this connection. The anti-people policies of the Congress-led UPA also came in for criticism. Mr Raj Nath Singh asserted that the sky rocketing prices of essential commodities was a result of such policies. He describing the recent sharp decline in sensex as a disastrous event in the history of fiscal management after independence. He criticised the Union Finance Minister P. Chidambaram for terming it a manufactured crisis. Strongly condemning the unceremonious dismissal of Dr P. Venugopal, Director of AIIMS, the BJP chief alleged that this could not have been done by the Health Minister Anbumani Ramadoss without the concurrence of Mrs Sonia Gandhi and Prime Minister Dr Manmohan Singh. He added that when things were so much in the boiling pot, the possibility of a mid term poll in the country could not be ruled out. Mr Bal
Apte, national vice president of the BJP, Mr Sanjay Joshi, national organizing general secretary of the party, Mr Jagdish Mukhi, leader of the Opposition in Delhi and several other prominent party leaders were present on the occasion. |

Pak national, 2 others held for spying
Chandigarh, July 7 Sources said that technical and electronic surveillance by the intelligence agencies revealed calls being made to Pakistan after which the location and origin of these was pinpointed. The Pakistani has been identified as Makhan Ram, a 19-year-old semi-literate resident of Rahim Yar Khan. The sources revealed that he had arrived in India by train through Wagah on May 25 on a valid visa and was scheduled to return on July 9. The others arrested have been identified as Harcharan Singh, believed to be an intelligence operative, and Alu Ram. He stayed at the latter’s place. Harcharan Singh is said to be a resident of Sriganganagar and had given the CDs, believed to contain photographs and military-related information, to Makhan, who before his departure from Pakistan was apparently briefed to make contact with him. Though the community to which he belongs has members settled on both sides of the border, this is said to be his first visit to India after he got his passport in 2002. He had a visa to visit Jaipur as well, but he did not go there. The sources said that he had come to India to meet his relatives and was staying with them near Sirsa. He had made several telephone calls to Pakistan. The sources said his interrogation revealed that he had been asked to move around places like Hisar and the Sriganganagar belt and collect information on formation signs and the tactical numbers of units located in these areas. |

SYL non-issue with Cong, says Sampat
Rohtak, July 7 Addressing a press conference here, he said there was no case pending on this issue in any court and the apex court had already cleared the decks for its completion. But neither the Centre nor the Haryana Government were interested in the canal because of the party’s electoral interests in neighbouring Punjab. He said he feared that the Hooda government had given up the project already because of the
Hansi-Butana canal project which was still involved in legal tangles. He said even if this canal was constructed, no water would be available for it from the Bhakra Mainline Canal (BMC) because it was an inter-state issue and the Central Water Commission (CWC) had not yet cleared the project. He accused the government of misleading the public on the issue of power availability and its purchase. MP Ajay Chautala said the Congress government had proven to be a big failure. Not only the opposition parties but the chief of the ruling party and its workers too were fed up with their own government. He said farmers’ interests had been ignored while finalising the Reliance SEZ project. He said the deal was a complete sellout and it was a scandal involving several hundred crores of rupees. |
