With the arrest of four accused by the CBI in New Delhi yesterday after 10 months of investigations in the Gohana incidents the local Jat leaders and Dalit leaders have started trading charges as the Sonepat BJP MP Kishan Singh Sangwan termed the arrests as a failure of central investigating agency accusing it of arresting innocent people while Mr Darshan Ratna Raavan, chief organiser of the Adi Dharm Samaj, India, accused Mr Sangwan of playing the caste politics ignoring the interests of the Dalits of his constituency.

The CBI had arrested Bhaleram Narwal, chief of the Kathura Barah, (a body of 12 villages), Dalbir, Lehna Singh and Raju Mor in New Delhi on Thursday. Their names had figured in the list of 23 persons who were booked by the local police on August 31 after Baljeet Siwach, a resident of Gharwal village, was killed on August 26 and subsequently some persons had put houses of Dalits on fire on August 31.

The Chief Minister, Mr Bhupinder Singh Hooda, had referred the case to the CBI on September 9.

The CBI action has put a question mark on the efficiency of the central investigative agency as most of the arrested persons by the CBI were respected personalities of the region, said the former minister adding how could Lehna Singh an octogenarian be involved in the torching of the houses, said Mr Sangwan while talking to The Tribune at Panipat today.

The main accused in the killing of Baljeet Siwach were roaming freely in the area and innocent persons were being arrested by the CBI for torching the houses of Dalits, alleged the former minister.

The Chief Minister on his visit to the town had assured a government job to next of kin of Baljeet but nothing had been done in the case, rued Mr Sangwan who is chairman of the Panchayati Raj cell of the BJP.

On the other hand, Mr Darshan Ratna Raavan, chief organiser, Adi Dharm Samaj, India, while talking on the phone alleged that Mr Sangwan was ignoring the interests of the Dalits of the area and favouring the accused in the case as names of his relatives were involved in the FIR registered by the local police on August 31.

The local Dalit leaders contacted the Additional Deputy Commissioner as the Deputy Commissioner was away in Chandigarh and pleaded for security apprehending the repercussions of the arrests by the CBI, added Mr Raavan.

Ms Neerja Shekhar, Deputy Commissioner, Sonepat, claimed there was complete amity between all communities in the district and the situation in Gohana was normal.

Reward doubled for inter-caste marriages

Haryana’s notorious khap panchayats may frown on marriages between Dalits and upper castes but the state government thinks otherwise.

The Haryana Government, it was learnt, has decided to double the reward money for marriages between men or women belonging to Scheduled Castes with members of upper castes. The existing rate of reward for such marriages is Rs 25,000.

The Chief Minister, Mr Bhupinder Singh Hooda, has given his approval to a proposal to enhance the reward money to Rs 50,000. The new rate will become effective after it gets the formal clearance from the Finance Department.

While khap panchayats, representing the upper castes, have made a habit of passing weird strictures in case of marriages between the Dalits and upper castes, such marriages are not a rarity.

It was learnt that in 2006, there have been 42 instances of marriages between Dalits and upper castes for which the official reward is proposed to be given.

Official sources said the Union Government had sounded the Chief Minister, Mr Bhupinder Singh Hooda, about increasing the reward money for such marriages and the idea was promptly accepted by the Chief Minister.

The rate of reward money of Rs 25000 for Dalit-upper caste marriages was fixed in 1996. It was felt that an upward revision in the rate was necessary in view of the changing economic situation since 1996. However, the most important factor for increasing the rate is to encourage such marriages.

Out of the Rs 50,000 reward money, Rs 20000 would be paid to the couple in cash after marriage. The remaining Rs 30000 would be invested in a fixed deposit in the name of couple which will mature during a six-year period.

The expenditure on account of the reward would be borne by the state government and the Centre on 50:50 basis.

Deal with RIL against state’s interests, says Kuldeep

Apparently unfazed by the recent notice issued to him by the party high command for his outbursts against the functioning of the Haryana government, Congress MP from Bhiwani, Kuldeep Bishnoi has dared the Bhupinder Singh Hooda regime in the state to hold an open debate with him on the Special Economic Zone (SEZ) deal with Reliance Industries.

“The SEZ deal had been struck to benefit the Reliance company and certain persons in the state government are behind it. I will drop the issue if the government or the company can establish that the deal is beneficial for the state in an open debate with me,” Mr Bishnoi told a news conference here today.

He alleged the deal was against the interests of the state as well as common people, especially farmers.

Stating that there was no provision for the post of acting president in the state Congress Committee, Mr Bishnoi even maintained that there was no place for high command in a democratic set-up.

Coming down heavily on Chief Minister, Bhupinder Singh Hooda, the Congress MP asserted the crime rate in the state was on the rise due to Mr Hooda’s weak grip over the administration. He even advised the party leadership to change the Chief Minister “before it was too late”.

Regarding the issue of appointments in the state executive committee of the party, Mr Bishnoi stated a number of Congress workers, especially those close to his father and state Congress president Bhajan Lal, had been ignored.

Retrenched Class II officers appeal to CM

By initiating the process of reemploying those employees who were retrenched by the Chautala Government, the Haryana Chief Minister, Mr Bhupinder Singh Hooda, is on road to fulfill another promise made by his party to the electorate before the Assembly elections.

However, the Congress Government’s generosity will not be able to wipe out tears from all of those who were thrown out of jobs at the time when their family responsibilities were at their peak.

The Hooda Cabinet did liberalise the recommendations made by a Cabinet subcommittee on the issue of giving jobs to the retrenched employees. Still it failed to take care of a silent minority. The Cabinet decided that all those Class III and IV employees, who were retrenched by the Chautala Government would be “adjusted” in one or another corporation or department provided they had not reached the age of 55 as on May 18, 2006.

Under this criteria, over 4100 persons would regain their employment. However, no such consideration has been shown to Class I and Class II employees who were shown the door by the previous government.

According to a rough estimate, there will not be more than 35 Class II retrenched employees, who fulfill the age criteria laid down by the Cabinet for re-employment. In case of Class I retrenched employees, there is hardly anyone who is less than 55. Most of the eligible Class II employees had been serving in the Minor Irrigation and Tubewell Corporation (MITC) till it was closed in June, 2002.

According to informed sources, there is no legal hitch in re-employing Class II retrenched employees since this category of employees can be recruited directly as is the case with Class III and Class IV employees.

A former engineer of the MITC said he and his colleagues were thrown out of jobs by the Chautala Government at an age when the family responsibilities were at their peak. Though compensation was paid, it was meagre, considering the high cost of living these days. “We have to give good education to our children and settle our daughters now. The amount of compensation was not enough to enable us to start some decent business. Moreover, in the past four years, we have spent the compensation amount in meeting the two ends meat.”

“Mr Hooda had gone out of his way to waive off Rs 1600 crore of electricity arrears towards poor farmers to mitigate their sufferings, which was not even in the list of promises made by the Congress to the electorate. We wish Mr Hooda will show the same concern to a group of 30 odd persons,” he added wishfully.

Rai school to be made public school

Motilal Nehru School of Sports in Rai in Sonepat district of Haryana will be made a distinguished public school.

This was decided at the 51st meeting of the Special Board of the school, which met under the chairmanship of the Governor, Dr A.R. Kidwai, here today.

The Haryana Chief Minister, Mr Bhupinder Singh Hooda, was also present at the meeting. Both the Governor and the Chief Minister stressed the need for providing the best available facilities to improve the standard of the school. Games would remain an integral part of the school curriculum, they said.

The Principal and Director of the school, Capt. V.K. Verma (retd.), was authorised to visit various top ranking public schools in the country to incorporate the best aspects of these schools in the Motilal Nehru School of Sports.

It was also decided to constitute a governing body under the chairmanship of Financial Commissioner and Principal Secretary, Sports, Mr Sajjan Singh, to take all major decisions of the school. The Special Board of the school would continue to take policy decisions.

The board ratified the admission policy under which students can now be admitted from Class IV instead of class VI. The written test would be the main criteria. It was decided that from the 2007-08 session, the ratio of boys and girls in the school would be 1:1 instead of the existing 2:1

It was also decided that all sanctioned posts which would fall vacant would be filled by the Principal himself to check procedural delays.

72 illegal structures demolished

In its day-long exercise, the demolition squad of the administration demolished 72 unauthorised constructions in HUDA’s Sector 7, Gohana, yesterday. Some of the constructions were demolished completely and in some of the cases only boundary walls were demolished after the owners of these constructions sought two days’ time to remove the encroachments voluntarily, according to the Assistant Estate Officer of HUDA, Sonepat, Mr Vijay Bhardwaj.

He said constructions were made on the land which had already been acquired by the government.

Mewat, Rewari DCs shifted

Mr Chander Parkash, Deputy Commissioner, Mewat, and Chief Executive Officer, Mewat Development Agency, and Mr C.R. Rana, Deputy Commissioner, Rewari, have been directed to swap their places of posting.

ASI, constable held in graft case

Ambala, June 30
An Assistant Sub-Inspector and a constable were nabbed in a graft case at Regiment Bazar chowki, here today.

The DIG, Vigilance, Mr M.S. Ahlawat, said Assistant Sub-Inspector Mahinder Singh, in charge of Regiment Bazar chowki, and constable Krishan Kumar, munshi at the chowki, were caught by the state vigilance bureau for demanding bribe.

The complainant, Mr Arvind Kumar, had alleged that the two were demanding Rs 2,500 in a case. He said he was being harassed in the matter. He reported the matter to the bureau, following which the ASI and constable were caught.
