Power supply to bill defaulters to be cut
Chandigarh, July 6 Mr Prasher gave these directions while reviewing the operational activities of the Uttar Haryana Bijli Vitran Nigam at a meeting here today. He further instructed the officers to disconnect the supply of erring consumers who had defaulted in paying their bills for three consecutive times by July 25. The power supply to the consumers who had defaulted on two consecutive occasions was required to be disconnected by September 25. Though he specifically stated that no pick-and-choose policy would be adopted by the field officers while disconnecting the power supply, he did not issue such instructions in the case of defaulters in the rural areas, where the problem of non-payment of electricity bills is chronic. However, Mr Prasher directed the officers to fix a target to install new meters on all domestic and non-domestic premises in the rural areas. He said the staff should adopt a practical approach while releasing new connections. The utilities could recover the cost of new meters in easy instalments, if required, to avoid a financial burden on rural people. Mr Prasher also instructed the officers to shift the meters of industries outside the premises within a week’s time and the meters of domestic and non-domestic consumers of HUDA sectors outside the premises within six months. He asked the officers to launch a programme to separate the domestic and agricultural load in villages within 18 months. He said those villages in which everybody paid the electricity bills would be given priority in providing the best distribution infrastructure. If a group of villages being fed from a single feeder was paying all electricity bills, it would be given round-the-clock power supply on the pattern of the urban areas. The Chairman, Haryana Power Transmission and Distribution Utilities, Lt-Gen O.S. Lohchab (retd), said it was a challenging task before the engineers of the utilities to separate domestic and agricultural load in the rural areas within 18 months. |
No move to induct Bhajan Lal into BJP: Ganeshi Lal
Bhiwani, July 6 Mr Ganeshi Lal who was here today to address a meeting of leaders of the cooperative cell said Congress leader Bhajan Lal had lost faith in the party and AICC president Sonia Gandhi had lost faith in Mr Bhajan Lal. Resignation of Mr Bhajan Lal was its outcome because Mrs Gandhi accepted the resignation. He said law and order situation in the state had worsened. Murder, dacoity and looting cases were on the rise. The government had not been transparent on issues of SYL canal electricity-water, special economic zone and it made only announcements and claims. The BJP leader said Haryana’s farmers had succumbed to pro-marketing policies of the state government and were on the verge of starvation. Farmers of the country were seeking permission for suicides from the Prime Minister due to the wrong policies of the central government. It was disappointing that four farmers committed suicide before the visit of the Prime Minister to Vidarbha. To a question, the BJP chief said election for the new state president would be held by October, 31. He said party’s Mahila Morcha would stage a demonstration at Jantar Mantar in New Delhi against foeticide on July 11 wherein 650 women activists from Haryana would participate. He said protest of the party against increasing prices would continue till August 31. |

Notification on quota quashed
Chandigarh, July 6 In setting aside the government notification, the High Court also allowed the petition filed by Mr Gaje Singh Muwal. In a letter to the Chief Justice of the High Court, Mr Muwal had challenged the notification on the ground that it was in violation of the Constitution and that there was no provision for having a quota within a quota. Treating the letter as a writ, the High Court had stayed the implementation of the notification. After the High Court stay, all appointments in Haryana Government departments were made according to earlier break-up. Last year, the High Court had ordered that its interim order by which it had stayed the implementation of the Haryana Government notification of November 9, 1994, would be subject to the final outcome of the case. It had also asked the petitioner, on whose petition the court had ordered stay, as to why the stay should not be vacated. This followed applications filed by three bodies representing weaker sections of the society - the Haryana Balmiki Sabha, the Dhanak Seva Samiti and the Dhanak Ekta Manch - seeking permission of the court to be impleaded as party to the ongoing writ of Mr Muwal. In their applications, the three organisations had stated that the petitioner did not disclose true facts to the court and hence the stay should be vacated. However, today, the Division Bench headed by acting Chief Justice Mr Justice H.S. Bedi allowed the petition and quashed the notification. |

2 killed, 8 hurt as maxi-cab rams into tree
Ambala, July 6 The accident took place at about 7 am when a maxi-cab banged into a tree alongside Jagadhari road between Saha and Kalpi villages. One of the deceased, Satish Soni, was working as a teacher with a government school at Holi village, while the other deceased teacher, Sangeeta, was employed at Mullana. Those who got injured were Shamsher, Kulwant, Raj Kishore, Pappu, Lajja Ram, Nand Lal, Sunil and Vandana. They were taken to the Civil Hospital, Ambala Cantt, from where Lajja Ram, Sunil and Vandana were referred to PGI, Chandigarh. The post-mortem examination of the deceased teachers was carried out at the Civil Hospital, Ambala Cantt. Later, at about 2 pm, the relatives of Sangeeta blocked the Jagadhari highway in Mahesh Nagar area. The hearse van carrying the body of Sangeeta was used to block the highway. The distraught relatives of Sangeeta demanded stringent action against maxi-cabs. They said the maxi-cab drivers were often rash on roads which led to accidents. They observed that the authorities concerned were not taking suitable action following which such accidents were taking place frequently. The irate relatives demanded that the speed of maxi-cabs must be controlled and proper checking should be carried out. Also, all the documentation of the maxi-cabs must be in order. The relatives observed that
even though the accident had taken place in the area represented by the Haryana Education Minister, Mr Phool Chand Mullana, the Minister had not taken the trouble of offering condolences. The blockade threw traffic out of gear for more than an hour. There were long queues of vehicles on both sides of the road. A number of school students also got caught in the traffic jam. The DSP, Mr Mahinder Singh, along with a posse of policemen, reached the spot. He assured that action would be taken in the matter. On the assurances given by the officials, the traffic blockade was cleared. |
Incentive scheme for DHBVN staff
Hisar, July 6 A spokesman for the DHBVN said here today that in case an 11-KV feeder was properly maintained and it remained “fault-free” during one complete calendar month, the officials in charge of the feeder or who was responsible for maintenance of the feeder would be given an incentive of Rs 2,000. The Subdivisional Officer, in charge of the feeder, would be entitled to 10 per cent of the incentive amount, the Junior Engineer would get 30 per cent of the incentive amount and the rest 60 per cent of the incentive amount would be equally distributed among the subordinate technical staff. If any feeder remained interruption-free for four consecutive months, then in the fifth month the amount of incentive would be Rs 5000 for that particular calendar month. The incentive would be applicable only in case of 11-KV feeders feeding a number of consumers in the individual area and hence it would not be allowed in the case of dedicated 11 KV feeders feeding individual industrial consumers. The feeder would be considered “fault-free” as per record in the log-sheet of the substation from which the feeder emanated. |

Three of marriage party killed in accident
Karnal, July 6 The driver of the Canter, Joginder, and Ranbir and Vikram died on the spot. The injured were admitted to the trauma centre here. Six children, who received serious injuries, were Rahul, Amit, Mohit, Kaushal, Ashok and Naresh. The condition
of the injured was stated to be stable. The accident took place when the driver of the Canter (HR-46-7814) lost control over the vehicle and it dashed against a tree on the roadside. In another incident, a resident of Moga, Darshan Kaur, was killed, while her husband and
10-year-old son were injured in an accident when a vehicle hit their car near Nilokheri
early today. Darshan Kaur, died on the spot, while her husband, Jaswant Singh, sustained injuries and was rushed to the CMC, Ludhiana, said the police. |

HUDA changes policy on plot allotment
Chandigarh, July 6 HUDA has now decided that an individual, who has been allotted a plot direct by HUDA at any time in an urban estate, will not be entitled to apply for the allotment of another plot in the same urban estate. An official spokesman said here that there would be no ban on those individuals who had acquired a residential plot in an urban estate developed by HUDA by way of purchase from the open market or through
reallotment. There would also be no ban on those individuals whose spouse, or dependent children had acquired a plot by allotment or otherwise in the same urban estate and those who already owned a group housing flat or any kind of non-HUDA residential property in the same urban estate or town. |

Want to hold blood camp? Arrange coolers first
Hisar, July 6 This has been stated in a letter written by the local Civil Surgeon to the District Red Cross Society. The letter, which has been forwarded by the society to Nehru Yuva Kendra, stipulates that to organise blood donation camps of around 15 units, the voluntary organisation would have to arrange two coolers. In case of camps to collect around 50 units of blood, it would have to arrange six coolers. Moreover, the body wishing to hold such camps would have to arrange power generators as well. The underlying idea behind the move may be to ensure the convenience of the donors, but the fact that many such camps are organised by rural bodies having limited resources has been overlooked. |

Clearance: pollution control board launches drive
Chandigarh, July 6 Stating this here today Mr. Samir Mathur, Chairman of the board, said under the campaign, camps had been organised at the regional offices in Panchkula, Bahadurgarh, Panipat, Yamunanagar, Hisar, Gurgaon, Faridabad, Ballabhgarh and Sonepat in June. He said 628 consent cases were disposed of in the presence of industrialists. Earlier, unit representatives had to come to the board’s office for getting clearance certificates for air and water pollution. But, he said, now consent was given at the regional offices. |

Rohtak, July 6 They were protesting against the acceptance of the resignation of Mr Bhajan Lal from the post of HPCC President. Addressing the protesters, the leaders accused Mr Dwivedi of misrepresenting facts about the activities of Mr Bhajan Lal and his son, Lok Sabha member Kuldeep Bishnoi, before Congress President Sonia Gandhi. |
