Govt lying on power front, alleges Sampat

Former Haryana Minister and senior Indian National Lok Dal (INLD) leader Sampat Singh today accused the Haryana Government of lying on the issue of power generation in the state. The INLD leader said that the Bhupinder Singh Hooda government had been making claims that the state would be in a position to generate an additional 5000 MW of power in the next five years while the position was that not a single new project was under way in the state.

Talking to media persons here, Mr Sampat Singh said the government had been making claims that Haryana was producing 4000 MW of power and its need was 9000 MW.

He termed the claims as false and said the fact was that the generation capacity of the state was 4000 MW and precisely this was the demand at the moment. But the generation units were working at 75 per cent capacity only resulting in a shortage of 1000 MW of power.

He said that as far as the need of 9000 MW of power in the state was concerned, it was for the next five-year plan due in 2012.

He said the state government had announced the setting up of five gas-based power plants of 1000 MW capacity each at Panipat, Hisar and Faridabad and two at Jhajjar.

He said that he had warned at the very onset that these would not be feasible as Gas Authority of India Limited (GAIL) had already expressed its inability to provide any gas till 2009. He said Abbon Llyod, which was to construct these project, was yet to start work on these projects.

Mr Sampat Singh produced before the media persons, the minutes of a Cabinet meeting held on May 3, 2006, during which the state government decided to purchase power through negotiation from a single party, Lanco Group of Industries, based at Hyderabad.

He said the Cabinet had itself mentioned in the minutes of the meeting that the fate of the proposed gas-based power projects in the state was very uncertain due to non-availability of gas. The Cabinet also mentioned in the minutes that nuclear-based power project at Kumharian in Fatehabad district was not likely to be completed before 2015.

He alleged that the Cabinet decided to enter into an MoU with the company for purchase of power on long-term basis by negotiations though it should have invited tenders for the purpose.

He said the overall power scenario in the state was very bleak but the government was trying to befool the people by claiming that it would be able to produce 9000 MW of power in 
five years.

He said that not only there was an acute scarcity of power in the state, even the infrastructure of power was not up to the mark. There was shortage of 
electric poles and other equipment.

Terming the state government as total failure, the INLD leader said the government had not been able to provide Deputy Commissioners in all districts. He said that posts of DCs remained vacant in two districts for more than six months and another district remained without an SP for two months.

Protest against erratic power supply

Hundreds of residents from Seenkh village sat on a dharna protesting against the erratic power supply to their village, blocking the road for five hours near Matloda town on the Panipat-Safidon road, near here, today.

According to information received here, villagers started assembling on the road in the morning, alleging that they had been facing long electricity supply cuts for the past many days since the supply to their village was connected with the Urlana feeder line.

Now Haryana doctors can choose places of posting

With an aim to bringing in transparency in the posting of medical officers and dental surgeons, the Health Department, Haryana, has come up with an innovative scheme of asking these doctors to choose their own places of posting.

The scheme — a brain-child of Commissioner, Health, Ms Urvashi Gulati, will be implemented for the first time ever in a government department in Haryana. The aim of the scheme is to ensure that these doctors stick to their place of postings, and do not lobby with politicians in order to get a "preferred place".

Doctors posted in the rural areas or far-flung areas from the city, had often been using "their connections with the political powers that be in the state" to be posted in urban areas, or in their home towns. As a result, people residing in Mewat and Morni (Panchkula), and parts of Narnaul were denied proper medicare.

The system of allowing fresh recruits in the department, to choose their own place of posting has been initiated in order to ensure that these doctors remain at their place of postings for some years so that medicare is available throughout the state.

The Health Department also identified difficult areas in each district, besides Mewat, Morni and parts of Narnaul, and candidates opting for these areas have been allowed special concession. Instead of a three-years duration allowed to doctors for pursuing their postgraduation, candidates opting for posting in these areas have been allowed to pursue their MD degree after 18 months of service.

Today, as many as 147 Medical Officers selected by the Haryana Staff Selection Commission (HSSC) recently, were given their places of posting after a counselling session, in accordance with the choices made by the candidates. As many as 112 dental surgeons selected recently, too, will be given their places of posting in the same pattern tomorrow.

The Director-General, Heath Services (DGHS), Haryana, Dr N K Sharma, informed TNS that the offer letters sent to all successful candidates contained a list of vacancies in the state so that the candidates could give their preference for postings. "We had used total transparency in the way the candidates were awarded postings today.

The vacancies were also advertised in newspapers and posted on the websites, and based on the merit of the candidates, they were awarded postings. The vacancies and their being filled during the counselling session was displayed on the computer for all candidates.

The specialists (doctors) were given a choice to join vacant posts in General Hospitals and Community Health Centres (CHCs), while the general practitioners were given a choice to join in Primary Health Centres, and left over vacancies in CHCs," he said. 

112 vacancies yet to be filled

Dr N K Sharma said even after the 147 vacancies of Medical Officer had been filled, there were 112 vacancies in the state. He said a proposal to fill these vacancies, too, had been sent to the state government for its final approval.

Hooda dedicates link drain to public

The Chief Minister of Haryana, Mr Bhupinder Singh Hooda, today said that a Rs 140-crore scheme to make five districts of the state ‘flood free’ was under construction and would be completed by the end of this year.

Talking to villagers after dedicating the Mundhal-Talu link drain to the public at Mundhal village, 25 km from here today, the Chief Minister said the flood water from Jhajjar, Rohtak, Bhiwani, Hisar and Jind districts would be brought 
through drains to the draught prone areas for irrigation.

The water would be drained out via Baas-Hisar-Ghaggar multipurpose drain.

To be completed at a cost of Rs 105 crore this master plan would be ready by next year and would prove to be a boon for the draught-affected areas in the state.

He said the state government was determined to make equal distribution of available water for irrigation to each area and to improve the groundwater level by saving the rain water.

He said the construction of BML Hansi-Butana link canal of 2000 cusec capacity at a cost of Rs 259 crore, had been started for the equal distribution of available water. For use of spare water of Yamuna canal during rainy season the construction of Dadupur-Shahbad-Nalvi canal had also been started, Mr Hooda informed.

The Chief Minister said the work on 15 drains in Bhiwani district had been intensified and a sum of Rs 21 crore would be spent on this project. A sum of Rs 27 crore had also been sanctioned for a drain meant to drain out rainwater from Bhiwani town and Haluwas village and NABARD would get this project completed within two years, he said.

With the dedication of Mundhal-Talu link drain at a cost of Rs 560.19 lakh, 20,000 acre land of 11 villages would be saved from flood. The 15-km-long drain would benefit the farmers of Mundhal Kalan and Khurd, Talu, Banda heri, Kungad, Bhaini Jatan, Bhaini Thakran, Siwara, Kheri Daulatpur, Siwana and Alakhpura villages.

The Chief Parliamentary Secretary, Mr Dharmbir, MLAs Dr Shiv Shankar Bhardwaj, Ranbir Singh Mahendra, Major Nripender Singh, Sombir Singh, Amir Chand Makkad, DC Mahender Kumar, SP Subhash Yadav, Hisar DC Arun Kumar Gupta, SP A S Chawla, Engineer-in-chief, Irrigation department Jai Singh Ahlawat were also present on

Bhajan Lal yet to open his cards

Peace prevailed at the Haryana Congress front today, which was shaken by the resignation of its President, Mr Bhajan Lal, yesterday following the virtual sidelining of his supporters in the recently constituted party set-up. Neither the party high command took any action on Mr Bhajan Lal’s resignation, nor the septuagenarian leader opened his cards in case his resignation is accepted or no effort is made by the high command to redress his grievances.

Some believe that the peace could be deceptive and it may be the lull before the storm.

Mr Bhajan Lal, who spent his day at his Panchkula residence, meeting his supporters, told TNS that “the Congress is our party and every thing would be in order soon.”

When asked if he had convened a meeting of his supporters, he said not yet, adding that whenever a meeting would be convened, the press would 
be informed.

It seems Mr Bhajan Lal wants to “wait and watch” for a reply from the high command before deciding his next course of action.

Mr Bhajan Lal’s assertion that the “Congress is our party” was not reflected in his resignation letter sent to Mrs Sonia Gandhi, in which he had promised to serve the people of Haryana till the last drop of his blood, but he had not mentioned about doing so for the Congress.

At certain places of Haryana, meanwhile, supporters of Mr Bhajan Lal held demonstrations and burnt effigy of Mr Janardan Dwivedy, AICC General Secretary in charge of party affairs in the state, whom they blamed for misguiding Mrs Gandhi and for ignoring supporets of the former Chief Minister in the party set-up.

Meanwhile, a senior INLD leader, Prof Sampat Singh, expressed apprehension that following Mr Bhajan Lal’s resignation, there would be a fresh war of turf in the ruling party, in which the people’s interests would be ignored by the government.

Hardened criminal killed in encounter

Rajesh Budanpur, an hardened criminal wanted by the Haryana police and main accused in the Narinder Arora murder case, carrying a reward of Rs 75,000 on his head, was killed in an encounter with a police party of Kaithal this evening near Siwaha village in Jind district.

The SSP, Mr Navdeep Singh Virk, reportedly was away to Jind and could not be contacted in spite of repeated efforts by this reporter.

According to information, the district police had got information that Rajesh Budanpur was hiding in Jind area. The police party from Kaithal was chasing this criminal and the deceased who was on a motor cycle was surrounded by the police party. He entered fields and fired at the police party which also opened fire and killed the criminal.

It is learnt that Rajesh was involved in more than a dozen crimes, including murder, kidnapping, extortion etc. He was wanted by the police of Kaithal, Jind and Ambala districts and was evading arrest.

Mr Narinder Arora, a local plywood dealer, was shot dead here on March 17 night when he closed his shop and sat in his car. He was threatened by the Surinder Geong gang to pay Rs 50 lakh as extortion money but when Arora did not pay he was eliminated by gang members.

‘Empower panchayats’ to decide petty cases

In Haryana panchayats will have to be armed with decision-making powers to decide petty disputes at the village level.

This was stated by Mr Justice Rajesh Bindala of the Punjab and Haryana High Court, while inaugurating the first rural lok adalat at Nangal Chaudhary in Mahendergarh district today.

Mr Bindal said to give easy, cheap and fast justice to the people at their doorstep was the prime aim of the rural lok adalats. The realties should adopt the concept of legal literacy which was being done through panchayats, he said, adding the lok adalats would soon be organised at district and subdivision levels for earlier settlement of outstanding cases in courts.

Money, time and energy could be saved through such Lok Adalats.

The member-secretary of the Haryana Legal Services Authority, Mr Shekhar Dhawan, said no party was defeated or got victory by the decision of lok adalats but it was the result of a compromise that had been held between both the parties.

The Deputy Commissioner of Mahendergarh, Mr Fateh Singh Dagar, said for the settlement of cases through lok adalats a change in mentality was necessary. For trivial matters one should not approach courts and should settle them through mutual compromises at the village level.

The Chairman of the District Legal Services Authority and district judge, Dr B.B. Prasoon, said the cooperation of all sections of society was necessary for the success of lok adalats.

There was no appeal against the cases settled through lok adalats, he said.

Additional District Judges, Mr R.K. Khanagwal, Mr Sant Prakash, Mr S..K. Kaushik, SP Bhim Singh and ADC Dharmpals were also present.

Youth Congress workers burn effigy of Dwivedi

Activists of the Haryana Pradesh Youth Congress burnt the effigy of the All-India Congress Committee General Secretary and in charge of party affairs in Haryana, Mr Janardhan Dwivedi, here today.

The followers of the Congress leader Bhajan Lal, who had resigned from the presidentship of the HPCC, expressed their anguish before setting afire the effigy and said that the state was playing in the hands of those who did “table politics”.

The vice-president of the state Youth Congress Committee, Mr Kamal Singh, alleged Mr Dwivedi did not put the grievances of Haryana and the Reliance land scam in right manner before the party high command and great resentment prevailed among the people of Haryana. He said Mr Bhajan Lal had proved himself as true leader by resigning from the presidentship of the HPCC. He said that Mr Bhajan Lal had not resigned in favour of his sons but for the cause of the people of Haryana and for the honour of the party workers.

The state general secretaries of the Youth Congress, Mr Subhash Yadav and Mr Devender Arya, secretary Deshmukh Dadarwal, Kairu block president Jitender Bholu, Tosham block president Devi Lal Tarar, district unit general secretary Anil Dhadhi, Gugan Singh Nimli, general secretary Dushyant Kalkal, Shankar Haluwas, and several other Congress workers were present.

Man kills son, injures daughter

Rajinder of Jasrana village under Gohana Sadar police station allegedly killed his son, Ashish (15), and injured the other son, Rakesh (12), and the daughter, Jyoti (17), seriously by attacking them with a sharpedged weapon this morning. Jyoti and Rakesh have been admitted to the PGIMS, Rohtak, and the accused has absconded after the crime. The police has registered a case of murder against him on the complaint of his wife, Kela.

According to the information, Ashish succumbed to his injuries while he, alongwith his brother and sister, was being taken to the PGIMS, Rohtak, by villagers. The motive behind committing the crime is not yet known. However, the police has started its investigation.

According to another report, Vikram of Garh Mirkpur village was found murdered in his house by his mother last night. He had been attacked with sharpedged weapons. On the complaint of his mother, Krishna, a case has been registered against two unidentified youths who were seen coming out of the house by her at the time of incident.

4 of family booked in murder case

An old farmer, Duli Chand Yadav (70), was allegedly beaten up and then thrown into a well in a field by his elder son, Ishwar Yadav and his children at Toomna village, about 40 km from here, this morning.

When Raj Bala Yadav, wife of late Surender Yadav, younger son of deceased Duli Chand Yadav, came to know of the crime, she informed the police which recovered the body and sent it to the Civil Hospital here for a post-mortem examination.

It is stated that after the death of his younger son, Surender, about nine months ago the old man’s preferential treatment towards Raj Bala and her children, was causing heartburning among Ishwar Yadav and his children.

On Raj Bala’s statement, the Kosli police has registered a case of murder under Sections 302 and 34 of the IPC against Ishwar Yadav, his wife Savitri Yadav and his two young daughters, Manisha and Saroj.

Police remand for Agrofed Chairman

Agrofed Chairman P.S. Sandhu, who was arrested by a special team from Ambala on July 1 in Ludhiana, was produced in the court of Duty Magistrate today morning. The Duty Magistrate remanded him in police custody till July 9.

The police had filed an application for grant of at least one-month police remand as a number of cheating cases were registered against the accused in various states, including Haryana. The police said he had cheated hundreds of youths by assuring them good jobs and collected lakhs from them.

Five Agrofed officials have been arrested so far and around Rs 50 lakh recovered from their possession. The police has also recovered a huge quantity of gold and two cars from the possession of P.S. Sandhu.

The SP, Ambala, Mr Amitabh Dhillon, could not be contacted despite repeated efforts to confirm the details of the recovery.

Agrofed had opened its offices in Haryana, Punjab, Rajasthan and in several other states. It had been publicised as an undertaking of the Union Government. The matter came to light when some youths filed complaints with the police that Agrofed officials had taken around Rs 2 lakh to Rs 3 lakh from them on the assurance that they would be provided job, but later they came to know that they had been cheated.

P.S. Sandhu was enjoying VIP status in Ambala. He had installed red lights on his two cars. Strangely no one dared to check his authenticity during the past one year.

Villagers protest against attack on 4 persons

Demanding action against a top functionary of the Haryana Petroleum Dealers Association for attacking four dalits, villager of Uchana village blocked the NH-1 this evening.

Members of the Dalit community were protesting against the police inaction in registering a case against the influential person and his two sons.

The trio had allegedly attacked four persons, Mani Ram, Inder Pal, Dhani Ram and Bhagat Singh, who were admitted to the Civil Hospital. They are stated to be out of danger. The police had not registered any case.

Villagers from the Kashyap community of the village are contesting a case in the court over the ownership of a piece of land of hectares killa for the past few years.

Villagers alleged that they were summoned by the DSP (City), Mr Jagat Singh Hooda, in a property dispute case this afternoon.

They said that after the meeting they were caught by the top functionary of the association along with his two sons near the Mayur dhaba.

The villager alleged that they were threatened and beaten up by the three for approaching the police against them.

Slogan-raising villagers gathered near Liberty Chowk and blocked the GT Road for 25 minutes. Traffic was restored only after the DSP reached on the spot and assured them to take the necessary action in the case.

Brother, sister drowned

In a tragic incident at Sherdha village in this district, two children of Surinder Singh were drowned in a village pond on Friday.

Manju (8) and Ankit (6) had gone to the pond along with their buffaloes in the evening. After the animals took bath, the two tried to take the animals back to their house. However, buffaloes went deep into the pond. Ankit reportedly went deeper into the pond and got stuck. He cried for help and Manju jumped into the pond. She failed to save him and was herself drowned.

Villagers later fished out the bodies from the pond.

Husband, in-laws booked

The police yesterday booked five persons on dowry charges at Rattia village in this district.

Ms Mariya Bai had lodged a complaint with the police that her father-in-law Ginder Ram, mother-in-law Sita Bai, husband Ladoo Ram, and brothers-in-law Raj Pal and Krishan Lal allegedly harassed her and beat her up for bringing insufficient dowry. She also alleged that her father-in-law raped her four months ago.

The police booked them under Sections 406, 420, 506, 354, 376, 504 and 120-B of the IPC.
