HDDCF, Mother Dairy sign pact

The Haryana Dairy Development Cooperative Federation (HDDCF) has signed an agreement with Mother Dairy for obtaining an annual national milk grid price of Rs 15.25 per litre for 2006-07 as against the average price of Rs 14.70 per litre last year. This will result in a financial benefit of around Rs 3 crore to the HDDCF during the year.

INLD men march in protest

A large number of Indian National Lok Dal (INLD) activists, drawn from all over the district, assembled near the old bus stand from where they marched in procession to the Mini-Secretariat and held a rally in front of it here today in protest against framing of “false criminal cases” against INLD activists out of political vendetta. They were led by former Haryana Agriculture Minister Jaswinder Singh Sandhu.

Addressing the rally, Mr Sandhu alleged that false criminal cases were being registered against INLD workers since the Bhupender Singh Hooda-led government came to power.

Citing examples, Mr Sandhu said a case of criminal conspiracy had been registered against INLD leaders Abhey Singh Chautala and Vinod Arora. He demanded that the case against them be withdrawn.

Mr Sandhu condemned the “illegal seizure” of Olympic Bhavan and the removal of democratically elected office-bearers of the Haryana Olympic Association.

A former Haryana Transport Minister and INLD state president, Mr Ashok Arora, alleged that the Haryana Government had failed on all fronts. He said the law and order situation had deteriorated, resulting in a steep rise in crime. He said the common man was feeling insecure.

Mr Arora alleged that shortage of electricity and drinking water had led to discontentment among people and that was why the industry was being shifted out of the state by affected industrialists.

Meanwhile, a memorandum was submitted to the Deputy Commissioner, Mr T.K. Sharma, condemning the Haryana Government for its efforts to malign the image of INLD leaders and workers by registering false criminal cases against them. The INLD has demanded that all cases be withdrawn.

A former Member of Parliament, Ms Kailasho Saini, the Radaur MLA, Mr Ishwar Singh Palakka, Zila Parishad chairman Mewa Singh and INLD district president Buta Singh Lukhhi were among those who addressed the rally.

PANIPAT: Workers of the Indian National Lok Dal staged a protest demonstration against the policies of the Hooda government. Scores of workers gathered at Palika Bazar, here on Monday and criticised the state government for adopting the vindictive attitude against the Chautalas.

KARNAL: Led by former Speaker Satbir Singh Kadyan, workers of the INLD held a protest march against the functioning of the state government. Coming heavily upon the Congress, Mr Kadyan said that Hooda government had adopted anti-Chautala stance to settle political scores against the party leaders.

Terming the elections of the Haryana Olympics Association in which a son of the former CM, Mr Abhey Singh Chautala, was removed as president, as unconstitutional, Mr Kadyan demanded to invalidate the elections.

Rewari: Flaying the Congress-led UPA government as well as the Hooda government of Haryana for their anti-people policies, the national general secretary of the INLD and Rajya Sabha MP, Mr Ajay Singh Chautala, said here on Sunday that life had become miserable for the poor people who were now unable to get even “dal-roti”.

Addressing a press conference here, he explained that the spiralling prices of pulses, flour and other items, “Dal-Roti” had virtually gone beyond the reach of the masses who, were feeling the worst pinch of the rising prices.

Lashing out at the Hooda government in Haryana for its anti-people, anti-farmer, anti-trader, anti-worker and anti-employee policies, Mr Chautala asserted that its dismal performance during the past 15 months showed that it had failed on all fronts.

INLD criticises Manmohan government

The Indian National Lok Dal (INLD) today accused Dr Manmohan Singh government of having promoted price rise, blackmarketing and unemployment during its two-year rule.

In a statement issued here today, the secretary-general of the party, Mr Ajay Singh Chautala, claimed that the people of the country had lost confidence in the Union as well as the Haryana Government and they had made up their mind to wipe off the Congress during the next elections.

He said whenever the Congress was in power, the prices of essential commodities had been skyrocketing.

Mr Chautala said though the Supreme Court had directed that the construction of the SYL canal should be completed, the Amarinder Singh government in Punjab, with support from the Centre, passed the Termination of the Agreements Act, jeopardising the interests of Haryana. It was regrettable that no Haryana Congress leader was speaking a word for repealing the controversial Act.

The INLD leader alleged that the law and order situation in all states, including Haryana, was worsening. Due to the wrong policies of the Congress, the gap between the rich and the poor was increasing. The middle class was the worst sufferer.

He said everyone knew that though Dr Manmohan Singh was the Prime Minister, the real power was being wielded by Ms Sonia Gandhi, whose consent was must for any decision in the country as well as the Congress-ruled states.

Hooda to convene meeting on Sikh body

Mr Randeep Singh Surjewala, Transport Minister, here today assured a deputation of Sikhs from Haryana that the Chief Minister, Mr Bhupinder Singh Hooda, will convene a meeting of all concerned to resolve the issue of the setting up of a separate shiromani Sikh gurdwara parbandhak committee (SSGPC) for Haryana.

Mr Didar Singh Nalvi, a senior Sikh leaders from Haryana, who is spearheading an agitation for the setting up of a separate SSGPC for Haryana on the pattern of Delhi, told The Tribune that he along with several Sikh leaders today held a meeting with Mr Surjewala.

Mr Nalvi said he reminded Mr Surjewala the promises made by the ruling party before the Assembly elections with Sikhs in Haryana. While all other promises had been fulfilled, the only one which had not been kept was with regard to the setting up of the SSGPC for Haryana.

Mr Nalvi said he told the minister that the delay being made by the Haryana Government in keeping the promise would not be good for the ruling party in the days to come.

Mr Nalvi, who is a member of the SGPC from Haryana, said several Sikh leaders were sitting on a dharna in front of the residence of Mr H.S. Chatha, Agriculture Minister, in Kurukshetra.

He said the dharna had been continuing for the past three months. Mr Hooda had set up a committee under the chairmanship of Mr Chatha to decide about the setting up of the SSGPC.

Mr Nalvi said it was unfortunate that neither any minister, nor any MLA or MP of the ruling party from Haryana visited those holding dharna in front of the residence of Mr Chatha.

He said Mr Surjewala told the deputation today that in a week Mr Hooda would inform all Sikh leaders concerned with regard to the convening of the meeting on the issue of the setting up of the SSGPC.

Mr Nalvi said during the reorganisation of Punjab in 1966, three promises were made. And one of these was to form a separate gurdwara management committee in Haryana. However, for the past 40 years, this had not been done.

He said though the ruling Congress in Haryana called itself a secular party but it was also not doing enough for minorities.

He said Sikhs were a minority in Haryana and the state government should keep the promises made to them on the eve of the last Assembly elections.

Step-motherly treatment with CDLU alleged

Peeved at the alleged step-motherly treatment with Chaudhary Devi Lal University (CDLU) here, the Shiksha Bachao Abhiyan, a body comprising prominent citizens, has written to the President, Dr A.P.J. Abdul Kalam, to intervene in the matter.

In a memorandum submitted to the local Deputy Commissioner for being forwarded to the President, the organisation has pointed out that of the 302 sanctioned posts for the university, only 35 had been filled. There is no regular Vice-Chancellor, Registrar and Controller of Examinations at the university.

The Shiksha Bachao Abhiyan, which comprises a former Chairman of the Haryana Public Service Commission, a former chairman of the Subordinate Staff Selection Commission, a retired Inspector-General of Police, the president of the District Bar Association and other prominent figures, including litterateurs, journalists and social activists, has been pursuing the matter for a long time, but to no avail. The body has now urged the President to look into the matter.

Alleging that the very survival of the university was at stake due to a financial constraint, the body has pointed out that while a demand for approximately Rs 27 crore had been made by the CDLU authorities for the 2005-06 session, it got merely Rs 2 crore.

“Even of the said amount, Rs 1.50 crore was diverted to Government National College, leaving merely Rs 50 lakh at the disposal of the university,” said advocate Jagdish Chopra, convener of the body, who is a former chairman of the District Consumer Disputes Redressal Forum, Rohtak. He added that in 2005, Rs 8.72 crore was diverted to other universities.

“Initially, 77 non-teaching employees of various universities and government departments had joined the CDLU on deputation, but due to uncertain future and lack of facilities, more than 40 left the university and rejoined their parent departments,” Mr Chopra said while talking to The Tribune today.

While 70 of 105 sanctioned teaching posts remain vacant, not even a single post of non-teaching employees has been filled on a regular basis. Thirtyone employees — all on deputation — are looking after the work supposed to be done by 197 staff members.

Moreover, all affiliated colleges of five districts of Bhiwani, Jind, Hisar, Fatehabad and Sirsa were disaffiliated from the CDLU in March, 2005. Even Government National Postgraduate College, Sirsa, which was earlier made University College, was reaffiliated to Kurukshetra University.

In the memorandum, the Shiksha Bachao Abhiyan has demanded that a regular Vice-Chancellor, Registrar and Controller of Examinations be appointed at the earliest, besides filling the vacant posts of faculty members and non-teaching employees and making provision for adequate funds for the university.

PIL filed to check misuse of harmful injection

The People for Animals (PFA), Haryana chapter, has filed a PIL in Punjab and Haryana High Court, seeking directions to respondents to check the ongoing system of milch cattle being injected with oxytocin, a drug that leads to more milk production.

In its petition, filed through the chairman of the Haryana chapter, Mr Naresh Kumar Kadyan, the PFA has stated that oxytocin is a health hazard, both for animals as well as human beings and by injecting the same into the cattle in order to increase the milk yield, the various government agencies are only playing with the lives of the animals as well as the human beings.

The petitioner has claimed that on March 1, when he and some other persons visited the National Dairy Research Institute, Karnal, they witnessed animals being injected the chemical and treated brutally. Even the method of extraction of milk was found to be highly brutal and caused a lot of pain to the animals, the petitioner has stated. Following the visit, an FIR was registered on April 29.

The organisation has prayed that the investigation in the case be handed over to an independent agency. It has also prayed that a direction be issued to check and control misuse of the harmful injection.

Today, the Division Bench comprising Acting Chief Justice Mr Justice H.S. Bedi and Mr Justice R.S. Randhawa issued notice of motion to the respondents for August 17.

New PF rules drawn up by Haryana Govt

The Haryana Government has made new rules relating to the provident fund accounts of its employees. The new rules, which will be notified shortly, relax the procedure for withdrawal or advance taken from PF accounts, modify the definition of "family" and effect other changes in the existing rules on PF accounts.

According to the proposed rules, the head of an office will be the appropriate authority to sanction an advance to be drawn by an employee of the office. The head of office has been described as “the authority declared to be as such by the government or the head of department”. Under the existing rules, the Finance Department only has the power to sanction an advance to any employee.

The advance in the case of the head of office will be sanctioned by the next higher authority, the proposed notification says.

For withdrawal (non-refundable advance) from the PF account, the head of the department will be the sanctioning authority. In the case of the head of a department, the next higher authority will have the power to sanction withdrawal.

Government sources said the new method would simplify the procedure for withdrawal or taking advance from PF accounts by the employees.

The new rules will also do away with the existing rules about completing at least 15 years of service by an employee for securing an advance or withdrawal from the PF for the marriage of his/her children.

The existing rules about children reaching the marriageable age, however, will continue to hold good. The notification, which has been already approved by the government, says that for securing an advance from the PF account, the age of the daughter or any other female dependant should not be less than 18 years. In the case of a son's marriage, the age of the son should be at least 21 years. Proof of age of the son or the daughter will have to be given by the employee for applying for an advance (or withdrawal).

The definition of "family" of the subscriber to the PF account has also been expanded in the draft notification to include children and widow of deceased son(s) of the subscriber.

HUDA fails to give possession of plots to 75 allottees

Even three years after allotment, the Haryana Urban Development Authority (HUDA) has failed to give possession of 75 plots to its allottees in Sector 12-A, thus putting the investors to a great hardship. The delay in giving possession of the plots is not only causing loss to the allottees but also to the state exchequer.

Sources in the department disclosed that HUDA had carved these plots from a big chunk of land having a mango orchard near a nullah. The ongoing tug-of-war between HUDA and its horticulture wing over the authority to fell full-grown trees has delayed the process of giving possession of these plots to the allottees.

The allottees disclosed that the number of plots which include 46 plots of 6.5 marla, 18 plots of 6.5 marla and 11 plots of 8 marla were allotted in October 2003. Though HUDA has laid internal roads and electricity lines and done some minor works yet none of the owners has been given possession till date, they rued.

A majority of the plots are located near Nahan Kothi in Sector 12-A and the remaining ones near a nullah. HUDA was supposed to give them the possession after developing the area, the allottees claimed.

“We have invested our hard-earned money in purchasing the plots for constructing a house to live in. But now we are afraid that the negligent behaviour of the authorities concerned may dash our hopes,” they lamented.

While talking to The Tribune, Santosh Gulati, an allottee, complained that repeated representations to the HUDA Estate Officer seeking possession of their plots have yielded no results. The prices of construction materials have been increasing day by day, thus compounding their worries.

When contacted Mr S.P. Arora, Estate Officer, HUDA, said he would confirm the facts tomorrow. While Mr Jogi Ram, Superintending Engineer of the Horticulture Wing, claimed that it was the job of the Estate Officer to give possession of plots to the allottees.

The Haryana Dairy Development Cooperative Federation (HDDCF) has signed an agreement with Mother Dairy for obtaining an annual national milk grid price of Rs 15.25 per litre for 2006-07 as against the average price of Rs 14.70 per litre last year. This will result in a financial benefit of around Rs 3 crore to the HDDCF during the year.

This was stated by the Chairperson of the federation, Mrs Chandravati, here today.

She said the average milk procurement by the HDDCF last year was 4 lakh litres per day whereas the target for the current year was to procure 5 lakh litres of milk per day. Describing this achievement as a landmark for the HDDCF, she said that the federation had been procuring only 3.61 lakh litres of milk per day during the past five years.

She said Rs 25 crore would be provided by the Union Government for the Integrated Dairy Development Project (IDDP) schemes, the highest amount given to any milk federation.

The Managing Director of the HDDCF, Mr Devender Singh, said under the IDDP project, the Union Government had sanctioned projects worth Rs 14.53 crore for Bhiwani, Jhajjar, Mahendragarh, Rewari and Sonepat districts.

He said 200 more milk collection centres would be established during the current year.

The Union Government had sanctioned a Rs 4.5 crore Women Dairy Project Programme for Ambala, Kurukshetra, Jind, Rohtak, Faridabad and Sirsa districts to benefit 10,000 women members through 200 dairy cooperatives.

Switch off to save power

As much as 100 MW of electricity worth Rs 350 crore is going waste in the state due to turning off electrical appliances by remote control. Television and other appliances, which have been switched off by remote control continue to consume power.

“A study has found that a large number of electricity consumers leave appliances on standby mode”, said Mr D.S. Malhan, Superintending Engineer, Dakshin Haryana Bijli Vitran Nigam (DHBVN), here yesterday.

He said the users of air-conditioners should set the thermostat at 25 degrees Celsius and de-freeze their refrigerators, adding that the electricity appliances, when not in use, should be turned off from the main switch.

Mr Malhan pointed out that a computer monitor consumes about half of the total power used by the appliance. He maintained that a computer system should be shut down when not in use as no additional power is consumed while restarting it.

The power Nigam official said another simple but effective way to save power and bring down electricity bill was to clean the tube-light rods and bulbsat regular intervals.

He noted that use of capacitors, ISI-approved motors and PVC pipes on tube-wells could also save electricity. Besides, the use of CFL in place of the regular tube-lights and bulbs also saved up to 25per cent power, he added.

Members of the Kurukshetra units of the Indian Medical Association (IMA), the National Integrated Medical Association (NIMA) and dental surgeons, led by the IMA Kurukshetra unit patron, Dr A.C. Nagpal, demonstrated in protest against the government’s proposed reservation policy in front of the mini-secretariat here today.

The demonstrators, wearing black badges and carrying placards, marched in a procession from the mini-secretariat to Panchayat Bhavan where they submitted a memorandum to the Deputy Commissioner, Mr T.K. Sharma, against the proposed policy of reservation in technical institutions.

The IMA Kurukshetra unit president, Dr N.K. Gandhi, said the government should not divide society on the basis of caste as it was doing so by proposing to reserve 27 per cent more seats in high-end courses in premier technical institutions and it was a great injustice to meritorious students.

26 companies keen to open institutes in state

Twentysix companies have responded to Haryana Government’s move inviting expression of interest from private companies for collaborating to open hotel and hospitality management institutes at Tilyar Lake, Rohtak, and Badkhal Lake, Faridabad.

This was disclosed by the Minister of State for Tourism, Ms Kiran Chaudhary, while presiding over a meeting here today to discuss the broad parameters for assessing the suitability of the companies. A committee had also been constituted to make recommendations to the government regarding the selection of the companies.

The Haryana Tourism would make available about five acres at Rohtak and Faridabad to the selected companie for setting up the institutes.

Ms Chaudhary said 25 per cent of the total seats of these institutes would be reserved for aspirants from Haryana.

A worker was shot dead by his former employer in Modern Industrial Estate (MIE) in Bahadurgarh last night. The accused, Vijay, a resident of Jakhoda village, was the owner of crane service and was nursing a grudge against his business rival.

According to information, deceased Sant Ram, hailing from Bulandsahr district in UP, was a crane operator. He was working with Vijay, owner of a crane service, but left the job about six months ago. As a result, machines of Vijay came to a standstill without an operator. He suspected that Sunil, also a crane operator, and Anil, owner of the rival crane service, were making his operators to defect.

The accused went to Anil’s shop last night in a drunk condition where Sant Ram was having dinner. He pumped six bullets into him and killed him. The police has registered a case against him and arrested the accused.

DC clarifies on flag issue

“The controversy over Pakistan national flags at a school function held here on Saturday is baseless”, said Mr T.K. Sharma, Deputy Commissioner, at a press conference held at his office here today.

Clarifying his point, Mr T.K. Sharma said a piece of cloth seized from the school premises and shown to mediapersons had a moon and a star on a green coloured piece of cloth, but it was not Pakistan’s national flag. A misunderstanding in this regard had led to a controversy, he added.

Flags were put up for a function to honour the state Congress president, Dr Ram Prakash, on Saturday. There were five similar flags put up in a row. However, somebody mistook a flag to be that of Pakistan’s national flag, the Deputy Commissioner added.

A patient of her gave birth to a dead child at a private hospital on Saturday evening. As per police sources, Ms Rajkumari of Dosani village reached the clinic ,managed by Ms Kiran ,while under labour pain on May 19. She had been visiting the clinic in past also.

Ms Kiran reportedly told her that the delivery was due in next few days and gave her medicines accordingly. But when there was no relief from the pain, Ms Rajkumari went to a private hospital in Yamunanagar town. The doctors there told her that the child in her womb was dead.

Some jeep drivers reportedly beat up a passenger at the bus stand of Jui village on Sunday morning.

The victim Jugpal of Bardu Dhirja village told that he was travelling in a jeep from Bhiwani to Loharu with his wife. The driver forced him to get down at Jui whereas he had promised to drive him up to Loharu. When he resisted, he was beaten up and other jeep drivers also joined in. — OC

Applications for bravery awards invited

Panipat, May 22
The district administration has invited applications for the National Child Bravery Awards for 2006.

According to a press release issued here today, the applications should reach by August 31 at the District Child Welfare Office. Constituted by the Indian Child Welfare Council, Delhi, children between the age group of 16 to 18 are eligible for the awards.

Any act of bravery by children against social evil or other injustice taken place between July, 2005, and June, 2006, are eligible for the awards, said the release.

Man robbed

Panipat, May 22
A person was robbed of Rs 3 lakh when four youngsters snatched the bag containing of the currency notes here this noon.

Mr Om Prakash, a local resident, had withdrawn Rs 3 lakh from the Oriental Bank of Commerce. The police said that a case had been registered. — TNS
