Krishan Moorti, Nripender Singh join BJP
Rohtak, May 17 They were formally admitted to the party by
Haryana BJP chief Ganeshi Lal at the party’s Haryana office here. Mr
Hooda arrived at the office in a procession after performing havan at
his residence. Welcoming the duo Ganeshi Lal said it was virtually a
homecoming for both of them. While Hooda’s uncle Ram Sarup had
contested the Lok Sabha election as a nominee of the erstwhile Jana
Sangh in 1967, Nripender Singh’s father Attar Singh was elected MLA
from Badhra in 1952 again on a Jana Sangh ticket. He said the party
would gain strength by having the two leaders in its fold. Asked why he
had picked up the BJP after quitting the Congress Mr Hooda said he had
been weighing his options for a long time but stuck with the Congress
because of personal reasons. He said the BJP was the only party with
national outlook and character. Mr Hooda, who is considered a Bhajan
Lal protege denied he had joined the BJP at the instance of the Haryana
Congress chief. Later, Mr Ganeshi Lal said the new Haryana BJP chief
would be elected by October 31. Before that, the party would launch
membership drive from May 20 to June 30. During July active members
would be enrolled. By August 15 elections would be held for local units
and mandal-level elections would be completed by September 15. The
elections for district party chiefs would be completed by October 5. He
said the party had two lakh primary members at present. This was sought
to be doubled by 2008. He said the UPA-led Manmohan Singh government at
the Centre and the Bhupinder Singh Hooda government in Haryana lacked
vision. Asked about his party’s stand on reservation issue he said the
party would give its views after the UPA government clarified its stand
on this burning issue. As of today different central ministers were
airing different views on the subject, he added. |

INLD to start protest from today
Karnal, May 17 Talking to mediapersons
before INLD workers’ meet in the Panipat, he said first such
demonstration would be held in Panchkula on Thursday and these
demonstrations would continue till May 28. Alleging the Hooda
government was working against them because of political vendetta, he
said it was trying to divert the attention of the people of the state
from the burning issues including steep hike in the price essential
commodities including petroleum products. INLD state president Ashok
Arora, its former state chief Sher Singh Barshami, ex-finance minister
Sampat Singh, former speaker Satbir Singh Kadian and district INLD
president Krishan Panwar were present during the press-conference. |

Chandigarh, May 17 Addressing a press conference here, Mr Surjewala said the INLD
leader must either apologise for his statement or resign from the Rajya
Sabha and seek fresh election in the light of the stand taken by him on
caste-based reservations. The Transport Minister said six out of the
nine INLD MLAs of Haryana had won from reserved seats. They should also
step down in the wake of the INLD’s opposition to caste-based
reservations. Mr Surjewala alleged that Mr Chautala’s statement, made
at Rohtak yesterday after a meeting of the INLD, was calculated to
instigate social strife in Haryana on caste lines. He said the INLD had
always conformed to the existing government policy on caste-based
reservations. It had suddenly done a turnaround thinking that opposition
to the reservation policy would benefit it politically, he alleged. The
Transport Minister said the statement exposed the “anti-dalit,
anti-backward caste and anti-poor mindset of the Chautala clan”. He
said the history of Haryana was witness to the anti-poor and anti-Dalit
stance of the INLD and its previous avtars. On the issue of the
ongoing agitation by students against the new reservation policy
advocated by the Central Government, Mr Surjewala said the students must
be heard by the authorities. He said the Central Government was trying
to evolve a formula so that the oppressed social groups got their
rightful share in educational avenues and the interests of the students
belonging to upper castes, too, were not sacrificed. He claimed the new
reservation policy advocated by the Congress-led Central Government was
not politically motivated. |

Ambala, May 17 Comedian Bhagwant Mann, who was one
of the passengers, said he was extremely upset. He said the
air-conditioner had not been functioning since the train embarked on the
journey. Despite our strong protests, it was not rectified. The quality
of food served was also sub-standard. The water bottle served to us was
not the standard “Rail Neer”. Moreover, some foreign material was
found in a passenger’s tea cup,” he added. Mann said the chain was
pulled by the passengers of C-5 coach near Panipat. “For a couple of
minutes the train stood there. Even though some officials did enquire
about the reason for pulling the chain but no effort was made to rectify
the problems being faced by the passengers,” he added. Mr Anil
Aggarwal, who disembarked at the Ambala Cantt railway station, said he
had complained against the non-functional air-condition. “Travelling
in Shatabdi and that to without an air-conditioner defeats the purpose
of going on this train,” he said. He pointed out that even the
drinking water was served quite late. “We were served a water bottle
on which “Fizzy” was written. By looking at the bottle we could make
out that it was of poor quality,” he stated. Mr Gaganjot Singh, who
was served tea which had some foreign matter, said he was shocked to
notice that some foreign material was floating in the tea. “I
protested against this. As a matter of fact, a police official on duty
shirked responsibility. ASI Thakur did not discharge his duty even
though we pointed out that an unauthorised person was distributing
sub-standard water,” he alleged. Mr Jaspal Singh, a C-2 coach
passenger, said the service was poor on board the Shatabdi. A railway
official present at the railway station said the matter was being looked
into. “Refund will be given to the affected passengers. We have been
informed that the air-conditioner was not working. Also, passengers have
questioned the quality of catering,” he said. |

numbering about a 100, on the other hand, marched in a procession to the
Deputy Commissioner’s office and handed over a memorandum supporting
the proposals put forward by Union HRD Minister Arjun Singh. Meanwhile,
the PGIMS authorities today advanced the vacations for medical students.
They would now have vacations for two seek weeks beginning today. The
step has obviously been taken to take the wind out of sails of the
protesting medical community. Meanwhile, the Haryana Medical
Representatives Association has supported the agitation against
reservations. |

HUDA plot holders get more time
Chandigarh, May 17 However, it was decided that the extension policy would be revised to make such provisions which would make the plot holders to complete construction within a specific period otherwise their plots would be resumed. Sources say HUDA may increase the extention fee, which at present is Rs 150 per sq. mtr in the hyper potential zone, Rs 100 per sq. mtr in the high potential zone, Rs 75 per sq. mtr in the medium potential zone and Rs 50 per sq. mtr in the low potential zone. The extension for commercial sites is two times or three times for sites up to two and three storeys, respectively. However, in case of up to three marla plots of members belonging to economically weaker sections, the existing rates as applicable for residential plots up to 100 square yards would continue. HUDA has decided to invest Rs 776 crore on development of infrastructure in Gurgaon in the next three years. It will spend about Rs 85 crore on four other major projects which are remodeling of the Gurgaon Water Supply Channel, construction of a multipurpose hall-cum-indoor stadium at Gurgaon, flyover on railway crossing on approach road to Sri Mata Mansa Devi Shrine Complex and construction of wide external roads in Sonepat. It was also decided to release Rs 6 crore to the Public Health Department for construction of storm water drainage in the old area of Gurgaon town. The meeting was informed that a memorial to the late Mr Surender Singh, former Agriculture and Revenue Minister, would be set up at Town Park in the City Centre of Bhiwani. HUDA decided to develop “Golden Triangle” of City Centre in Sector 29 in Gurgaon. |

Councillor held for looting cash
Sirsa, May 17 Inspector-General of
Police (Hisar range), Yashpal Singal told The Tribune here today that
the councillor had been arrested earlier as well, but his arrest sparked
a series of protests and pressure on the police. Even the Municipal
Council chief and other local Congress leaders condemned the police
action against Kamboj. Ultimately, the police had to release him due to
lack of clinching evidence. As soon he was let off, Kamboj got himself
admitted to a hospital. On the other hand, the police continued its
investigation and found concrete evidence against him. Following this,
he was arrested again and produced in a court. This time, he reportedly
admitted his involvement in the looting incident and part of the looted
cash was also recovered on the basis of information provided by him.
According to the police, a .32-bore pistol and four live cartridges have
also been seized from him. Superintendent of Police, Sultan Singh said
arhtiya Kapil and his “munim” (cashier) Chhinder Pal withdrew Rs 9
lakh from a branch of UCO Bank on the afternoon of May 9. Two motor
cycle-borne persons snatched the bag containing the cash from the
cashier at pistol-point and sped away. A case in this regard was lodged
vide FIR No 291 at police station (City), Sirsa. One of the suspects,
Ravinder, alias Johnny, was arrested later along with some other persons
while they allegedly were planning a dacoity. On being interrogated,
Johnny admitted his hand in the looting incident as well. Later, on the
basis of evidence collected by the police, Abhishek was also arrested. |

Candidates’ petition on interviews dismissed
Chandigarh, May 17 In their petitions, Ms Manju
Bala and others had prayed for directions to the respondents to invite
them for the interviews. Through an advertisement dated July 16, 2005,
the Haryana Government had invited applications for 381 temporary posts
of lecturer in school cadre. A total of 2806 persons applied for the
posts. However, as per the petitions, while many of the applicants were
called for the interviews that were held in December, 2005, the
petitioners were not called for the same. Sometime back, the High
Court, while issuing notice of motion to the respondents, had directed
that the petitioners also be called for the interviews, provisionally,
and the result of the interviews not be made public till further
orders. However, a senior officer of the Haryana Higher Education
Department informed the court that out of the total applicants, only
three times of the number of advertised posts were called for interview
on merit basis. Following this, the Bench of Mr Justice J.S. Khehar and
Mr Justice P.S. Patwalia dismissed the 20 petitions and also allowed the
department to declare the results. |

HAU develops 4 new crop varieties
Hisar, May 17 A decision to this effect
was taken at a meeting of the State Seed Sub-Committee chaired by the
Financial Commissioner and Principal Secretary, Ms Asha Sharma,
yesterday. The crop varieties recommended for release include HJ 513 of
jowar, Haryana Kabuli Chana-2 of chickpea, H-1226 of American cotton and
Hybrid HKRH-1 of rice. The Vice-Chancellor said all these varieties
were better in yields, resistance against insects and diseases and
various other traits than the previously released varieties. He
maintained that these varieties, apart from significantly increasing the
agriculture production of the state, would also provide better economic
returns to the farmers. Dr Katyal said HKRH-1 was the first non-basmati
rice hybrid developed by the varsity rice breeders and it had
outperformed the earlier rice hybrids. Likewise, high yield and bold
seeds of the Haryana Kabuli Chana-2 variety of chickpea would
significantly benefit the farmers as they would fetch at least 50 per
cent high price for the bold seed trait of this variety. Elaborating on
the characteristics of other crop varieties, the Director of Research,
Dr B.S. Chhillar, said American cotton variety H-1226 was most suitable
for normal sown condition and its yield potential was also about 43
quintals per hectare. Secondly, it is early maturing and resistant to
cotton leaf curl virus disease. Similarly, HJ 513 variety of jowar
possesses resistance against several diseases and pests and gives good
yield of both fodder and grains, he said, adding that its high grain
yield and more plant height would be a profitable option for the
farmers. |

No fee hike in ITIs without
government permission
Chandigarh, May 17 He reiterated that there would be no privatisation of the ITIs and these would be developed as centres of excellence to provide job-oriented technical education. Mr Hooda, who was interacting with a delegation of students and teachers of the ITIs which called on him here, said no fees would be hiked in the ITIs without the prior approval of the government. Similarly, it had also been decided that the stipend of the trainees would not be decreased without the consent of the government. Further, no outdated trade would be closed down in any ITI without the approval of the government. He said that a policy would also be formulated to conduct the admissions to the ITIs at the state level. The government had also decided that all posts in the ITIs would be filled through the Haryana Staff Selection Commission. He also assured the delegation that various cases registered against teachers of the ITIs would be withdrawn as he was in favour of creating a conducive environment in the state for the smooth growth of industries and the ITIs. Mr Hooda said in the institute managing committee there would be 11 members and it would be headed by the respective Deputy Commissioner of the district concerned. Seven members would be government nominees while four representatives would be from amongst entrepreneurs and industrialists. He said the Union Government had sanctioned Rs 8 crore for the upgradation of five ITIs as centres of excellence. |

Chaman Vatika students excel in exams
Ambala, May 17 Mr K.L. Handoo, Principal
of the school said that in class X, in commerce, the total number of
students who appeared was 53, out of which 38 scored first division and
six students got distinction. Gaurav Garg of the commerce stream scored
highest percentage of marks in C. Studies. He scored 96 per cent. Ankita
scored 94 per cent and Himanshu Gulati scored 90 per cent, a press note
said. In the science stream, 51 students appeared in the exam, 50
scored first division and 27 students got distinction in the exam. Ginni
Gujral topped the stream with an aggregate of 93 per cent and Varun
Bhatia scored 89.4 per cent. Anshul Vohra scored 88 per cent. In class
X, 25 students scored 90 per cent in various subjects. In class XII, a
total of 34 students appeared out of which 33 students got the first
division and 10 get distinction. Puneet Vohra scored 82.75 to top the
science stream followed by Anand Chauhan with 82.25 per cent. In the
commerce stream, Urvashi Gandhi topped the stream with an aggregate of
88.75 per cent. Vinni Jhamb followed with 87 per cent and the third
position was taken by Amit Gupta with 85.25 per cent. Urvashi Gulati
scored 100 per cent marks in Maths. In all, in Class XII, 57 students
scored division in various subjects. |

Murder case solved
Karnal, May 17 According to the police, two persons of the same village,
Krishan Kumar and Ravi, had killed Ram Khilwan by hitting him with
lathis due to his illicit relations with a woman. Ram Khilwan was a
resident of UP and was working in the school for past several years. An
FIR under Sections 304 and 34 of the IPC was registered at Sadar police
station. |
