Haryana invites bids for thermal plant

The Haryana Power Generation Corporation Limited (HPGCL) has invited bids for setting up a 1000 mega watt (MW) coal-based thermal plant by May 25. It will be set up at Matanhail in Jhajjar, for which land, water and rail linkage will be facilitated.

The Financial Commissioner and Principal Secretary, Power, Haryana, Mr. R. N. Prasher, disclosed this while reviewing the present and future power position and setting up of new power generating units at a meeting of the senior officers of Haryana Power Utilities here today.

Referring to the need of setting up power generating plants, Mr Prasher said the time consumed in bidding process should be minimised. He stated that the main objective of the Indian Electricity Act, 2003 was to speed up generation capacity and not to abandon setting up of new generating units by strictly following the bidding process which was more time consuming.

He said the State could either generate power through its own projects or could purchase it from the Central Power Generating Units. He maintained that as far as Central Power Generating Units were concerned, Haryana had given consent for the purchase of power from all projects being set up in the Central Sector.

Ms Jyoti Arora, Managing Director, HPGCL, said the corporation was making all possible efforts for arranging short term and long term power purchases for this purpose. She said power availability in the State would improve after commissioning of 1000 MW Tehri Hydro Electric Project in Uttranchal, 390 MW Dulhasti Hydro Project in Jammu and Kashmir, 1020 MW Hydro Electric Project in Bhutan, 210 MW Project in Unchahar Thermal Project in Uttar Pradesh and 1500 MW Kehalgoan Thermal Project in Eastern region.

With the commissioning of transmission lines associated with Tata Hydro Project, the availability of transfer of surplus power of eastern region to the northern region would increase substantially enabling Haryana to contract extra power with such states.

Rs 50-cr plan to strengthen power supply

The Dakshin Haryana Bijli Vitran Nigam (DHBVN) and the Haryana Vidyut Prasaran Nigam (HVPN) have prepared an ambitious plan of Rs 50 crore to strengthen the power transmission and distribution system in Bhiwani district.

A spokesman for the DHBVN said here yesterday that the power utilities planned to construct 10 new substations in the district, including a 132 KV substation at Haluwas village and 33 KV substations at Shishwala, Khudana, Khanak, Pichopa, Nandha, Patodi, Kakaroli, Chhapar and Mandola villages.

Besides, the capacity of 12 existing substations of different levels is planned to be augmented. This transmission construction work involves an expenditure of Rs 24 crore.

To strengthen the power distribution system in the district, the DHBVN plans to rehabilitate 25 overloaded and lengthier feeders of 11 KV level by dividing each feeder into two or three feeders of proper length and load at a cost of Rs 23 crore. The spokesman said the DHBVN planned to add 1500 new distribution transformers in the existing network of 12,780 transformers in Bhiwani district, while 150 transformers of lower capacity would be replaced with high-capacity ones. The length of the power transmission and distribution lines is also planned to be increased considerably, he added.

Inter-state gang of dacoits busted

Bhiwani, May 13
The local police has busted an inter-state gang of dacoits and arrested three of its members when they were planning to commit dacoity last night.

The district police chief Mr. Subhash Yadav said here today that following a tip-off separate police parties were constituted under the headship of CIA Inspector Mr Ram Avtar and a trap was laid near an isolated factory at Jatu Luhari village on the Bhiwani-Hansi road last night.

Three miscreants were arrested, who have been identified as Amit, son of Ramphal, Bhiwani; Shakti, son of Vijay Singh of Sanga, and Sunil, alias Tillu, son of Shri Kishan of Bhiwani, when they were planning to commit a dacoity and recovered two Maruti cars, an unlicensed pistol, two cartridges of 12 bore and two iron rods from their possession. However, three of their accomplices managed to escape taking advantage of night.

Mr Yadav revealed that the gang was planning to commit dacoity at a petrol filling station located near Buwani Khera.

A case has been registered against six accused under sections 399/402/411 of the Indian Penal Code and sections 25/54/59 of Arms Act at Buwani Khera police station.

During interrogation, the accused disclosed that the Maruti car (No. DL2 CAC-4148) had been snatched on pistol-point by Hemant, Pravin, alias Gindi, and Shiv Kumar, alias Neetu, about 10 days ago from Gurgaon while another red Maruti 800 (DL3 CM 3779) was stolen by this gang from Gurgaon.

NRI’s healing touch for physically challenged

The Durga Charan Artificial Limb Centre, Ambala Cantt, is doing a yeoman's service for the physically challenged.

The centre, which became operational two years ago, has been started by Mr Raj Aggarwal, a resident of the USA. It provides artificial limbs free of cost.

Talking to the Chandigarh Tribune from Houston in the USA yesterday, Mr Raj Aggarwal said Durga Charan centre started operating from May 1, 2004.

“The centre provides artificial limbs to persons who have lost their limbs from hip downwards.

“We also provide calipers to polio-affected persons. Crutches are distributed on need basis,” he said.

Mr Aggarwal said the entire work was done by skilled technicians from Jaipur.

“The centre is running as a branch of Bhagwan Mahavir Viklang Sahayata Samiti, Jaipur. It is being coordinated by Mr P.C. Jain,” he said.

“During the last two years, the centre has provided 1424 appliances to the physically challenged persons from Haryana and surrounding states,” he added.

He said patients from faraway places like Theog in Himachal Pradesh, Dehra Dun in Uttaranchal, Nakur in UP and Jalandhar in Punjab were coming to the centre.

Mr Aggarwal emphasised that owing to the cooperation of the Deputy Commissioner, Ambala, Mr J.P. Kaushik, the centre was not only able to provide treatment to patients in comfortable surroundings but also provided overnight accommodation and food free of cost.

The centre is named after Lala Durga Charan. As a matter of fact, the main DC road in Ambala Sadar is also named after Lala Durga Charan who was a noted personality of the town in the pre-Partition era.

The expenses of the centre are being borne by Mr Raj Aggarwal, a descendant of Lala Durga Charan.

The centre is presently located at the Red Cross complex, near old Hathikhana mandir, Gwala mandi, Ambala Cantt.

Three beaten up by miscreants

Yamunanagar, May 13
Unidentified goons attacked a family thrice within a span of 10 hours in Mahavir Colony here, causing injuries to three person. The injured, getting treatment in the civil hospital here, are said to be out of danger.

As per police sources and residents of the area, three youths were passing through the colony on a motorcycle sometime after the midnight when a dog started chasing them. Satish, a resident of the colony, was sitting in front of his house. Thinking that the dog belonged to Satish, they got down from their bike and started beating him up and then ran away.

After some time the three, along with others, came to the colony again but seeing that crowd had gathered they fled.

The three youths along with 12 – 15 other persons, all armed with iron rods and swords again reached the colony again this morning and assaulted Satish, his son Amit and brother Balbir.

When Satish and his son tried to run away, one of the goons allegedly opened fire. However, the bullets did not hit anyone. The goons escaped to safety. A case has been registered.

DSP beats up man

A DSP posted in Sonepat district and who was here to appear in a court case allegedly beat up a person who tried to photograph him in his mobile phone at the District Courts complex this morning and took him to a police station.

Later, the DSP, Mr Arun Nehra, reportedly told the police that he feared that the man (later identified as Kasim of Okhla, Delhi) could be a supari killer (contract killer)

As per police sources, Mr Nehra was to appear in the court of the Civil Judge, Ms Komad Guglani, in a case filled against him by Kapoor Chand, owner of Hindustan Trailer, Yamunanagar.

After investigation, the police booked Kasim and three others, Wahid Kapoor Chand and his son Arun, under Sections 464, 511, 120-B and 109 of the IPC.

Jewellery worth Rs 1.5 lakh robbed

Some unidentified persons robbed jewellery worth over Rs 1 lakh from women after entering their house in Sector 13 Part-II here today.

According to police sources, three armed youths entered the house of businessman K.L. Singla around 1.30 pm and robbed jewellery from the women present there.

They fled the scene soon after. The cost of the jewellery is stated to be about Rs 1.5 lakh. The police has registered a case in this regard, though no arrests have been made so far.

LPG cylinder catches fire

A major mishap was averted at Panipat railway station as a commercial LPG cylinder caught fire at platform number one today afternoon.

When the fire broke out, a large number of persons were present at the platform as Delhi-bound 2 KDM passenger train had just left the station and Mumbai-bound Pashchim Express was about to arrive there.

Had the fire broken out at the time of halt of a train, it could have resulted in a major mishap.

Panic-stricken people started running helter-skelter. It took about 5 minutes to put out the fire with the help of fire extinguishers.

The Vice-Chancellor of Guru Jambheshwar University (GJU) here, Dr R.P. Bajpai, has been honoured with the “Distinguished Fellow Award” by the Institute of Medical Engineering, Post-Graduate Institute of Medical Education and Research (PGIMER), Chandigarh.

Dr Bajpai has been honoured with the award and diploma in recognition of his contribution in the development of biomedical and other sophisticated instrument for the country.

Before taking over as the Vice-Chancellor of GJU, Dr Bajpai was the Director of the Central Scientific Instruments Organisation (CSIO) in Chandigarh. — TNS
