MP’s proposal on crop frostbite accepted
Rohtak, April 13
The Standing Committee of Parliament on Agriculture today accepted a proposal by Congress Mp Deepender Hooda to treat crop frostbite as a national calamity and to include it in the list of calamities for providing relief to farmers out of the National Calamity Relief Fund.

CEs appointed for thermal plants
Panipat, April 13
The state government has finally appointed three Chief Engineers at Panipat Thermal Plant and Faridabad Thermal Plant. Mr R. D. Gupta and Mr Y. N. Chugh have been appointed at Panipat while Mr Chopra will take charge of Faridabad project, sources said. The officials took over today morning, said the sources.

Convict escapes from police custody

A convict in a rape case, who is also accused in a murder case, escaped from police custody from local Government Civil Hospital late last night.

2 teenagers raped; 5 booked
Rewari, April 13
Following a statement of two teenaged girls in the court of Mr Bashruddin, Judicial Magistrate (First Class) and their medical examination in the Civil Hospital here on Tuesday, the Bawal police has registered a case of rape, abduction and criminal conspiracy under Sections 363, 366, 376 and 120-B of the IPC against five persons — Vijay, owner of an STD booth in Chandigarh, Vijay, owner of an STD booth at Rewari, Vicky, a resident of Rewari, and Sonu and Babli of Nangal Teju village near Bawal.

Lineman electrocute
Rewari, April 13
Chhote Lal, a lineman in Kosli subdivision of the DHBVN, was electrocuted while rectifying a fault in a high tension line over a transformer at Jholri village, about 40 km from here, on Tuesday evening.

Complainant shot at before court hearing
Samalkha (Panipat), April 13
A day before hearing at a local court in a case related to ransom, a local Congress leader, Devraj Chopra, was shot at by some unidentified assailants here last night. The victim was complainant in the case and had to identify the accused threatening Chopras this morning.

Honesty is still the best policy

Ram Bhaj, a conductor posted at the Sonepat depot of the Haryana Roadways, has set an example of honesty by returning a bag containing Rs 43,019, a bank draft for Rs 50,000 and other belongings to its owner, Karam Singh, an employee of the Shastra Seema Bal and resident of Kinnaur in Himachal Pradesh.

Bhajan’s man may join BJP

A trickle of exodus has seemingly begun from the Haryana Congress to the BJP. If a couple of months ago, a former Chief Parliamentary Secretary, Mr Rann Singh Maan, quit the Congress to join the BJP, now it is the turn of a former Minister, Mr Krishan Moorti Hooda, to take the plunge.

Informed sources say in the coming months, a few more former ministers and former MLAs may leave the Congress to join the BJP.

Interestingly, the sources say, all those who are planning to quit the Congress in the coming days, at one time or the other, owed allegiance to the former Chief Minister, Mr Bhajan Lal.

Mr Bhajan Lal, who is currently heading the Haryana Congress, had met the AICC President, Mrs Sonia Gandhi, a few days ago, and had complained to her that he was being humiliated in the party by the faction owing allegiance to the Chief Minister, Mr Bhupinder Singh Hooda.

Mr Krishan Murti, who is considered to be a close associate of Mr Bhajan Lal, has a long-standing dispute with Mr Bhupinder Singh. They both belong to the Kiloi Assembly constituency.

Mr Krishan Murti is also believed to have written a letter to Ms Gandhi alleging that the Hooda government had failed to live upto the expectations of the people of the state and had also not implemented the promises the party had made before the Assembly elections.

Fire Safety Day

The Haryana Urban Development Department has decided to observe Fire Safety Day on April 14 and Fire Safety Week from April 14 to 20 in memory of those firemen who lost their lives during the fire accident at the Bombay Dockyard on April 14, 1944.

The Minister of State for Urban Development, Mrs Savitri Jindal, said the slogan for Fire Safety Week was "Take precautions to check fire accidents".

Two held in murder case

Kaithal, April 13
The anti-extortion cell of the district police has arrested a former employee of Arora Ply wood and another person for their involvement in the murder of Narinder Arora on March 17 night here .

The S.P, Mr Navdeep Singh Virk, told mediapersons here on Tuesday that Anil, alis Pilla, a resident of Geong who was working as a glass cutter and later started his own shop at Cheeka used to provide information to members of a gang of extortionists about the movement of the deceased Narinder Arora and his security guard.

He provided minute details on the mobile phone to Joginder Geong and Rajesh Buddanpur, two main accused in the Arora murder case, who have absconded . Mr Virk said the mobile phone used in this case was issued by a local dealer by attaching a bogus copy of a ration card and even the signatures on the application form were forged .

Another person arrested was Anoop of Narwana who provided shelter and financial help to Manjit , alias Vicky, of Prem Nagar.Vicky - another accused in the murder case. Both had been booked under Sections 307, 302 and 120–B, IPC .

Bitta for CBI inquiry into Meerut fire

Ambala, April 13
Mr Maninderjit Singh Bitta, president, All-India Anti Terrorist Front said that the fire incident in which 50 innocent persons were killed at a trade fair in Meerut was the administrative failure of the Uttar Pradesh Government.

Talking to media persons here today, he said that the Chief Minister of Uttar Pradesh, Mr Mulayam Singh Yadav, should tender his resignation. He demanded that the Union Government should order a CBI investigation into the incident.

Referring to the situation in Punjab, he said extremists had again started their activities in Punjab. The Punjab and the Union Government should tackle the situation with “iron hands” otherwise the people of Punjab will have to face terrorism once again. He alleged that the Damdami Taksal had been threatening the Radha Soami and other religious organisations.

While praising the DGP, Haryana, he said the Haryana police was actively campaigning against anti-social elements in the state. He said that the front would organise Rajiv Gandhi Martyrdom Day as Anti Terrorism Day through out the country. Earlier, releasing a weekly newspaper here today, he said that print media had played an important role against terrorism. Top

 

25 found  travelling  without ticket

Ambala, April 13
About 25 persons were caught travelling without ticket on the Panipat-Ludhiana passenger train at Ambala cantonment railway station this morning. Special checking was carried out when the passenger train arrived at platform No. 7 at 8.25 a.m. A couple of persons were caught travelling without ticket. One of them had an altercation with the ticket checking staff.

The ticket checking led to a delay and the train was held up for about 50 minutes. The train passengers became agitated and they demanded that the train must be allowed to leave immediately. — TNSTop

 

 

MP for change in leadership

Mr Kuldeep Bishnoi, Congress MP and son of Haryana Congress chief, Mr Bhajan Lal, said today that “change of leadership” in the state could be a solution to the problems being created for the party because of the “total failure” of the Bhupinder Singh Hooda government.

Addressing a press conference here, he said the Hooda government had failed to come up to the expectations of the people of Haryana because of which the Congress was losing support among the masses. Development had come to a halt and the law and order situation was extremely worrying.

He said the Hooda government had only been making announcements from time to time to retain support but the people had seen through its scheme of things. There was no control of the government over its administration as the Chief Minister was an “inexperienced” person.

He said the CLP leadership had failed to enthuse the masses that were fast becoming restive. He did not directly demand removal of Mr Hooda but said if the leadership was changed, many of the problems the people and the party were facing would end.

Mr Bishnoi said he had written more than 100 letters to the Chief Minister drawing his attention to the failures of his government. However, he had not received a single communication in reply.

He said his outbursts against his own party’s government could not be termed as indiscipline since he was a true Congressman and felt duty bound to raise the issues the public wanted him to take up. “As a grassroots leader, I would be betraying the people if I did not voice their grievances”, he said, adding that the number of Congress MLAs frustrated with the functioning of the government was growing rapidly.

He denied that any member of his family, including Mr Bhajan Lal, was thinking of joining the Bharatiya Janata Party even though he admitted that they had received feelers from that party. But being an old Congress family, there was no question of quitting it, he added.

Mr Bishnoi said his father was fully fit and planned to organise a state-level rally within the next two months.Top

 

 

MP’s proposal on crop frostbite accepted

The Standing Committee of Parliament on Agriculture today accepted a proposal by Congress Mp Deepender Hooda to treat crop frostbite as a national calamity and to include it in the list of calamities for providing relief to farmers out of the National Calamity Relief Fund.

Mr Hooda told The Tribune here today that all members of the panel, which met in Delhi today, supported the suggestion. The panel decided to send its recommendation to the Ministry of Agriculture which, in turn, would forward the same to the Cabinet for its formal approval.

He said frostbite caused by inclement weather destroyed crops all over the country causing huge losses to farmers. Yet, hardly any compensation was paid to them.

On his demand, the panel also decided to allot Rs 120 crore to Haryana under the indigenous cattle-breeding programme for breeding Murrah buffalo. The total allocation for the entire country for this programme was Rs 200 crore.

He also took up the issue of setting up a debt reconciliation board for farmers to try and settle loan disputes with financial institutions. Such a board existed during the time of the late Sir Chhotu Ram. Top

The Tribune had highlighted in these columns the work at these plants being adversely affected due to non-appointment of CEs. Haryana power workers association had criticized the state government for the delayed appointment of the heads.

Convict escapes from police custody

Gurgaon, April 13
A convict in a rape case, who is also accused in a murder case, escaped from police custody from local Government Civil Hospital late last night.

Prem Singh, a TB patient, who was lodged in Bhondsi Jail, was admitted to the Prison Ward in the hospital on April 7. Five police personnel were on duty in the ward at the time when he escaped. He was serving a sentence of 10 years of rigorous imprisonment since 2003 on charges of rape.

The police has registered a case against the five personnel on charges of delinquency of duty. The convict went to the toilet. He was manacled and two police personnel accompanied him to the toilet room.

As per the statement of one of the two police personnel, who had accompanied him to the toilet room, the key to the manacle was inadvertently left in it. The two cops were waiting outside the room holding the chains of the manacle in their hands. However, the convict unlocked the manacle, broke the window in the room and escaped.

He probably used the sewer pipe to get down to the ground floor and make good his escape.

Meanwhile, the Chief Medical Officer (CMO) of the Hospital, Dr D.V.Saharan, has constituted a two-member committee to inquire into the incident and submit a report.

Significantly, this is not the first time that a convict or an accused has escaped from the hospital. In 2005 too on such incident happened in the toiled room on the ground floor.

The police has already launched a manhunt to nab him.

Following a statement of two teenaged girls in the court of Mr Bashruddin, Judicial Magistrate (First Class) and their medical examination in the Civil Hospital here on Tuesday, the Bawal police has registered a case of rape, abduction and criminal conspiracy under Sections 363, 366, 376 and 120-B of the IPC against five persons — Vijay, owner of an STD booth in Chandigarh, Vijay, owner of an STD booth at Rewari, Vicky, a resident of Rewari, and Sonu and Babli of Nangal Teju village near Bawal.

The two girls (aged 14 and 17) of Nangal Teju village, with a financial assistance from one of the accused, Babli, left the village and reached Chandigarh on March 31 from where they made a call from Vijay’s STD booth informing Babli about their arrival in Chandigarh.

They were taken by Vijay from Chandigarh to Patiala where the other three accused, Vijay (of Rewari), Vicky and Sonu also joined them. The girls were put up in separate rooms of railway quarters where they were repeatedly raped for over a week by the four.

Later, the girls were dropped at Ambala from where they were picked up by Babli, who brought them to Rewari on April 10.

Lineman electrocute

Chhote Lal, a lineman in Kosli subdivision of the DHBVN, was electrocuted while rectifying a fault in a high tension line over a transformer at Jholri village, about 40 km from here, on Tuesday evening.

The mishap occurred after the pre-lowered handle of the transformer was forcibly switched on by Sanjay in spite of protestations by Ajit Kumar Yadav who had been temporarily deputed there by Chhote Lal to avert any such eventuality.

Complainant shot at before court hearing

Samalkha (Panipat), April 13
A day before hearing at a local court in a case related to ransom, a local Congress leader, Devraj Chopra, was shot at by some unidentified assailants here last night. The victim was complainant in the case and had to identify the accused threatening Chopras this morning.

Chopra, a dhabha owner, received serious injuries and was refereed to a New Delhi hospital. His condition is stated to be critical. The assailants opened fire causing injuries in his head, chest and hand, said the officials.

Chopra, a former president of Samalakha block samiti of Congress, was attacked at 9.30 p. m. when he was sitting outside the aahata. The victim had allegedly been getting threatening calls. A case was registered at Samalakha. According to the police sources, three motorcycle-borne persons opened fire at the victim and fled. After hearing the gunshots, a few persons tried to chase the assailants but they managed disappeared in the dark, police sources said.

Chopra was taken to a hospital in Panipat but was later referred to New Delhi for further treatment after the victim had developed certain physical complexities, said a police official. He was operated upon and a bullet was removed from his brain. His condition is stated to be serious.

Sources close to the family said that Chopra had an old enmity with a person lodged in Karnal jail. Some assailants had also attacked his son about two years ago. Though the police had filed a case, nobody has been arrested so far.

Honesty is still the best policy

Ram Bhaj, a conductor posted at the Sonepat depot of the Haryana Roadways, has set an example of honesty by returning a bag containing Rs 43,019, a bank draft for Rs 50,000 and other belongings to its owner, Karam Singh, an employee of the Shastra Seema Bal and resident of Kinnaur in Himachal Pradesh.

The bag was handed over to Karam Singh today by the General Manager of the depot, Mr K.S. Ahlawat, in the presence of mediapersons and state unit president of the Haryana Roadways Workers Union, Dharambir Singh Deswal. Mr Ahlawat announced a reward of Rs 1,000 and a commendation certificate to the conductor.

Karam Singh was on his way to Kinnaur on April 11. He, however, missed the bus at a stopover at Dharampur. His bag was left in the bus.

After reaching Shimla, the conductor found the bag in the bus and on his return to Sonepat, deposited it with the General Manager who after finding the identity card of Karam Singh in the bag informed the Shastra Seema Bal authorities about the bag.
