Govt asked to explain stand
Chandigarh, November 25 This direction was issued by the Division Bench comprising Chief Justice Mr Justice D.K. Jain and Mr Justice Hemant Gupta during preliminary hearing of a PIL filed by Mr Jaipal Singh, a farmer of Faridabad. In his petition, Mr Jaipal has alleged that some persons, including Mr Ram Singh Gujjar and Mr Raja Ram Bhagat, have been purchasing land and illegally carving out plots for residential premises on agricultural land By doing this, the PIL adds, the private respondents are openly flouting the provisions of the Haryana Urban Development and Regulation of Urban Areas Act, 1975 as well as the Punjab Scheduled Roads and Controlled Areas Restrictions of Unregulated Development Act, 1963. It also states that these persons are not getting any permission for change of land use and are therefore duping innocent people by selling such plots to them, illegally. In order to buttress his claim, the petitioner has also submitted the jamabandi of the area in question for the year 1998-99. Incidentally, Mr Ram Singh Gujjar is a former MLA of Delhi. The petitioner has also alleged that the colonies being developed by these influential persons don’t have any basic amenities. The petitioner has also claimed that despite representations made by him to the authorities, no action has been initiated to check the nefarious activities of the private respondents. The petitioner has prayed for summoning of the record of the case and directions to the respondents to initiate action against the private respondents. He has also prayed that a stay be imposed on such illegal and unauthorised construction and a local commissioner be appointed to visit the spot and submit a report about the illegal activities being done there. |
Encephalitis grips 4 Haryana districts
Panchkula, November 25
As many as 38 suspected cases of Japanese encephalitis have been reported from the districts of Karnal, Kurukshetra, Panipat and Kaithal during November. Of the 31 suspected encephalitis deaths reported so far, 15 such deaths have been reported from Karnal alone. Officials in the Health Department say that even as the encephalitis cases keep pouring in the four districts, they have sought the help of National Institute of Communicable Diseases and officials of National Vector Borne Disease Control Programme. An emergency malaria research team from National Vector Borne Disease Control Programme is likely to visit Karnal and other disease hit districts within the next two days. The Health Department, on its part, is collecting sera samples from the suspected encephalitis patients, and sending these to National Institute of Communicable Diseases. "Of the 32 samples sent for testing, the results of 16 have been received. Only four have tested positive," informed Dr Veena Chug, Director Health, Malaria. It may be mentioned that this is not the first time that there has been a high incidence of this vector-borne disease. In fact, Japanese Encephalitis is reported from the paddy-growing belt of Karnal, Kurukshetra and part of Kaithal each year, because of high concentration of culex mosquito here. Last year, as many as 37 cases and 27 suspected encephalitis deaths were reported. However, because of paucity of funds, the Health Department was unable to procure any vaccines last year, resulting in high incidence of disease again this year. Alarmed at the number of deaths this year, the Haryana Chief Minister, Mr Bhupinder Singh Hooda, has asked the Government of India to supply vaccines against the disease. A three-month vaccination programme has been prepared, where children below 15 in the districts of Karnal, Kurukshetra and Kaithal will be given three doses of the vaccine from January to March 2006. The vaccines will be procured at an estimated cost of Rs 10 crore. This vaccination programme, if implemented, will help reduce the spread of disease next year, said Dr Chugh. |
Top leaders to attend birthday function of CM’s father
Chandigarh, November 25 “Mr Surjeet is unwell for the past two days. If he feels all right, then he will certainly attend Saturday’s function at the Talkatora Stadium”, one Mr Surjeet’s aide said when contacted in Delhi. The organisers of the meeting are, meanwhile, fully geared up to receive Mr Surjeet. The date is significant because on this day in 1949 the Indian Constitution was adopted by the Constituent Assembly. Hooda Sr. happens to be the only surviving member of the Constituent Assembly. Mr Ranbir Singh’s Chief Minister son has considered it appropriate to celebrate the day in a grand manner — by holding a public meeting, which will be attended by a galaxy of leaders, including the UPA Chairperson, Ms Sonia Gandhi, and the Prime Minister, Dr Manmohan Singh. Mr Surjeet, sources said, would preside over the function slated to be held at the Talkatora Stadium in Delhi. The programme will unmistakably remind one of the rallies organised on the occasion of the birthday of the late Devi Lal by Mr Om Prakash Chautala when the latter was the Chief Minister of Haryana. However, the fact that Mr Ranbir Singh was a member of the Constituent Assembly, combined with the coincidence of his birthday falling on November 26, would put the Talkatora programme on a sounder moral footing. |
ICAR sanctions Rs 2.82 cr for HAU
Hisar, November 25 Disclosing this, the HAU Vice-Chancellor, Ms Asha Sharma, said this was an ambitious project and the ICAR sanction was a great achievement. "It will help sustain and improve agricultural production at low cost, besides benefiting the state through conservation of natural resources". She pointed out that the university had the advantage of having a core team of scientists which had already successfully evolved and accelerated RCTs in rice-wheat cropping system and their knowledge and skills would be used further to give effect to this mega project. The work would be carried out under the leadership of Dr R.K. Malik, Director of Extension Education, she added. The project in charge, Dr Malik, said conservation of resources had acquired significance in the intensive agriculture system to maintain soil health and good crop productivity. He said stagnation or fatigue in the productivity of different cropping systems, including the wheat-paddy cropping pattern was being witnessed due to problems associated with natural resource management. |

Chandigarh, November 25 Mr N.K. Jain, awaiting posting orders, has been appointed Commissioner and Secretary, Forest Department, relieving Mr L.S.M. Salins. Mr Dalip Singh, Commissioner and Secretary, Social Justice and Empowerment and Welfare of Scheduled Castes and Backward Classes Department, has been given additional charge of Commissioner and Secretary, Women and Child Development Department, relieving Mr N.Bala Baskar of the charge. Mr Rajan Kumar Gupta, Excise and Taxation Commissioner and Special Secretary, Excise and Taxation Department, will be the new Managing Director, Uttar Haryana Bijli Vitran Nigam Limited, and Additional Managing Director, Haryana Vidyut Prasaran Nigam Limited, vice Mr V. Umashankar, who has been posted as Joint Secretary, General Administration, vice Mr H.S. Rana. Mr Rana will be the new Excise and Taxation Commissioner and Special Secretary, Excise and Taxation Department. |
Meeting to elect MC chief postponed
Bhiwani, November 25 About 17 councillors, led by Congress leader and councillor Nand Lal Chawla, arrived at the DRDA meeting hall in mini-secretariat, where meeting led by Congrss leader and councillor Nand Lal Chawla, was convened. The administration had made elaborate police arrangements around the meeting hall. Meanwhile, civic body secretary Laxman Singh and other officials arrived there. After half an hour it was announced that the SDM, Mr Yogesh Chander Bhardwaj, would not attend it due to ill-health and the meeting was being postponed till further orders. This led to resentment among councillors and they raised anti-administration and anti-local MLA slogans. They alleged that the SDM did not reach the meeting place deliberately. Later, all 17 councillors went to the Deputy Commissioner, Mr Sri Kant Walgad, and expressed their resentment. However, Mr Walgad assured them of declaring next date for the election to the president soon. |
Town’s sanitation goes in private hands
Jhajjar, November 25 The Deputy Commissioner, Ms Suprabha Dahiya, while addressing a press conference today said the move would help in keeping the town clean. Disclosing the district administration’s scheme about the infrastructure development of the town further, she said the work of construction and maintenance of six roads had been transferred to the PWD from the MC and about Rs 3.58 crore had been sanctioned by the government for it. She said to decongest the traffic in the town limits, the proposal for constructing a diversion road had been sent to the government. The Deputy Commissioner said Rs 102 crore had been sanctioned for laying sewerage system in the township and promised to develop a beautiful park in the memory of freedom fighter Mahboob Khan. |
Schools to have guest faculty
Chandigarh, November 25
The principals and headmasters had been authorised to assess the shortage of teachers.
He said such appointments would be first offered to retired teachers who had been given national or state awards and enjoyed a good reputation for knowledge of the subject. If such teachers were not available, the head of the institution concerned would engage those having the qualifications prescribed for teachers. |
IT raids on premises of jewellers
Karnal, November 25 Premises of OPS Jewellers Private and Om Prakash and Sons, in Sarafar Bazar here were raided today at 10 a.m. Simultaneous raids were also made at their schools, OPS Vidyamandir in Sector 13 and OPS International situated at Neval, and their residence in Sector 13. Jewellers put up the shutters after the news of the raid spread. No official of income tax team gave any information on the raid. According to sources, over 250 IT officials came in 35 vehicles, stopped for a few minutes at the chowk of sectors 12 and 13 at 9.30 a.m. before starting raids at 10 a.m. |
Two die of food poisoning
Yamunanagar, November 25 Trilok Ram (24) died this morning, while his friend, Raj Pal, had died in a hospital in the wee hours of Thursday. As per sources in the Police Department, Trilok, returned to his accommodation in Vishal Colony on Wednesday midnight and complained of nausea and vomiting. He was taken to ESI Hospital from where he was referred to the Civil Hospital, where he died. Raj Pal had also complained of nausea and had vomited several times. The police has initiated inquest proceedings under Section 174 of the CrPC and sent the viscera collected from the two bodies to a forensic laboratory for chemical examination. |
4 more jail officials suspended
Sonepat, November 25 The suspended officials are SAS Rampal Singh, Head Warder Birbal, Jail Warder Dhanpat Singh and Sanjeet. They are charged with dereliction of duty and rendering help to the prisoners who escaped from the jail. The action followed the report of an inquiry committee, which was constituted by the Directors after the escape of the prisoners. |
