Mandi, November 25 The HP Medical Officers Association (HPMOA) has hailed the notification as a first major step that will give boost to the health services in the state. The state government in its notification dated November 19 and signed by Principal Secretary, Health Hirander Heera, has designed the promotional cadre of 75 BMOs in the state and has asked the Chief Medical Officers (CMOs) in 12 districts in the state to submit the integrity certificates of the medical officers in each district for finalising the seniority list for the appointment of the 75 BMOs by November 30. According to the notification, a copy of which is available with The Tribune, the CMOs will submit the list of the BMOs from each district. The cadre of 75 BMOs (gazetted class I), has been approved by the Finance Department on November 11, it revealed. Though the BMOs have been functioning over the years, there was no promotional cadre based on the integrity and seniority in the state. Even the junior medical officers were functioning as BMOs, revealed the HPMOA members. The general secretary, HPMOA, Dr Jiva Nand Chauhan, said the setting up of the promotional cadre of BMOs would boost the health services and benefit the doctors who earlier had no promotional avenue even after putting in over 23 years of service. “It has been a long-pending demand of the doctors in the state and we hail it as great step by the state government,” he added. The HPMOA members said that apart from the 75 BMOs, the doctors, including medical superintendents, directors and additional directors, will now have a promotional cadre of over 96 medical officers in the Health and Family Welfare Department in the state. “There are over 200 medical officers in the seniority list released by the department, who will be considered for the appointment as BMOs” said Dr Chauhan. “The government should expedite the appointment process, as there are doctors who after putting in 23 years of services and on the verge of retirement would get its benefit, he added. |
Airport, expressway under consideration in Una
Shimla, November 25 According to sources, the matter is under consideration at the government level and two infrastructure companies have already undertaken a survey to assess the viability of the project. The preliminary project report will be submitted to the government by the companies within a week. The sources said the project would be undertaken on a build-operate-transfer (BOT) basis. “One of the company has expertise in handling these kind of mega projects and has already set up an economic zone at Mumbai,” informed an official. The private airport in Una district was being set up with the objective of improving connectivity from the Doaba region of Punjab to various shrines like
Jwalamukhi, Chintpurni, Chamunda and Brajeshwari at Kangra. Large number of NRI’s from the Doaba region, while visiting their native place, make it a point to pay obeisance at these famous shrines in Kangra and Una district. At present, there is very little scope for expansion of the air strips at Shimla, Kullu and Kangra airports for want of space. “Till we enable landing of bigger aircrafts in the state, air traffic is not likely to pick up as the air fare works out to be very high with smaller 18 seater Dornier planes,” a travel agent said. Infrastructure companies are also undertaking survey for construction of an expressway between Una and Dharamshala. “This will reduce the travel time between the two towns from two and a half hour to over one hour,” the sources informed. The setting up of the expressway, more on the lines of a flyway, will work out to about
Rs one crore per kilometer. The distance between Una and Dharamshala will work out to be roughly 75 km. |

HC notice to Chief Secy, others
Shimla, November 25 The petitioner alleged in his petition that the court had specifically directed the respondents in a matter pertaining to the reorganisation of panchayat that till the petition of the petitioner is decided and communicated, no notification commencing the panchayat election process will be issued. But despite this clear directions, the election notification has been issued. The petitioner further alleged that since this court is seized of the matter since November 17 last and the Advocate-General is actively assisting the court, no notification commencing the election process of Panchayati Raj Institution would be issued, but to the contrary, the respondents wilfully and deliberately, in a bid to set the orders passed by this court at naught, have issued notification. The petitioner further alleged that the elections to Panchayati Raj Institutions are conducted by the respondents collectively and the notification is issued only when the Chief Secretary requests the state Election Commissioner to issue the notification. While issuing the notice to the respondents, a division Bench headed by the Chief Justice directed them to file their reply by December 8. |
Rs 30 crore to be
spent on repair
of roads
Shimla, November 25 Most of the works could not be completed for want of funds. The government is keen that roads, bridges and buildings on which crores have been spent over the years were put to use at the earliest. Some of the works required very little amount and keeping this in view, the government has decided to release Rs 50 crore to the department. Concerned over the poor maintenance of roads, the government has decided to release Rs 30 crore for the repair and tarring of roads across the state. The government, which has been facing financial crunch over the past five years, has been able to spare funds due to the implementation of the recommendation of the 12th Finance Commission. As against the Rs 890 crore received during the 2004-05 the state is getting over Rs 2,100 crore during the current year. Keeping in view the enhanced devolution of funds from the Centre, the state has decided not to raise any non-SLR (statutory liquidity ratio) loans during the current year. It had been raising non-SLR loans to the tune of about Rs 1200 crore annually to meet the revenue deficit till last year. The decision to merge 50 per cent dearness allowance with the basic salary of employees and release of two instalments of dearness allowance has increased the annual burden of the state by Rs 350 crore. The outgo on account of salaries and pensions will increase to Rs 3200 crore next year from Rs 2800 crore in 2004-05. |
Civic poll programme notified
Shimla, November 25 The nomination papers will have to be filed on December 2, 3 and 5 between 11 a.m and 3 p.m. These can be filed before the officers appointed by the Deputy Commissioners at certain places. The nomination papers will be scrutinised on December 6. Candidates can withdraw their papers on December 8 before 3 p.m. The final list of candidates along with their symbols will be prepared on December 8, immediately after the withdrawal is over. The list of polling stations will be declared on December 2 and the poll, if necessary, shall be held from 7 a.m to 3 p.m on December 24. Counting of votes will be done ward-wise immediately after the poll is over at the designated places by the Returning Officers. |

BJP alleges financial irregularities in HPSEB
Dharamsala, November 25 Addressing a press conference, he said the Board was plagued by financial irregularities and the function scheduled for November 27 was being organised merely to please the Chief Minister. Terming the function a 'public meeting', he said the Chief Minister should conduct an inquiry into the allegations of financial irregularities in the board. Mr Kapoor demanded an account of Rs 23 crore contributed by the board towards the Education Development Fund of the government. "Since this is public money, the board owes an explanation as to how many students and which schools benefited from the fund," he said. |
Painting contest in memory of Sobha Singh
Dharamsala, November 25 At least 100 students of selected schools have been invited for the competition. Five prizes will be given to winners, besides a running trophy to the best team. Two best students of the S. Sobha Singh Government High School, Andretta, will be given cash prizes of Rs 1,000 each. |
