Draft of SEZ Bill approved
Chandigarh, November 23 It was further decided to constitute a committee of officers to work out details of its implementation with the approval of the Chief Minister. The Chief Minister said the Union Government had, in principle, approved four SEZs in the state. Three of the SEZs were supposed to come up at Gurgaon and one at Faridabad. Mr Hooda, while talking to reporters, said his endeavour would be to set up SEZs in backward areas also to give a boost to the economy of these areas. The draft Bill was aimed at promoting and establishing large self-contained industrial townships with world-class infrastructure, duty-free enclaves, etc, accompanied with a hassle-free environment for export promotion. It was learnt that under Section 50 of the Special Economic Zone Act, 2005, of the Government of India, the state government had to formulate an Act or policy for granting exemptions from state taxes, levies and duties to the developer of the special economic zone and also delegate powers to the person designated the development commissioner of the zone. The following would be exempted from the payment of any tax, duties, fee, cess and levies under any existing state law: (i)goods exported out of or imported into the SEZ; (ii) inter-unit transaction of goods within the SEZ; (iii) goods from the SEZ sent for value addition to the domestic tariff area and returned to the SEZ thereafter; and (iv) services that provide value addition to a product with in the SEZ. All transactions and transfers of immovable property or related documents within the SEZ would be exempted from stamp duty. The government would constitute a project evaluation committee under the Act, which would be headed by the Secretary, Industries and Commerce Department and would have five members. The members are the Director, Town and Country Planning, the Managing Director, Haryana State Industrial Development Corporation, the Managing Director, Haryana Vidyut Prasaran Nigam, the Engineer-in-Chief, Irrigation Department and a representative of the Finance Department. The Director, Industries and Commerce Department, would be the member-secretary. This committee would evaluate the project. If the project satisfied the objects of this Act, the panel would recommend it to the project approval committee for acceptance. The project approval committee would be headed by the Chief Secetary and the members would be Secretaries of the Departments of Finance, Town and Country Planning and Environment. The Director, Industries and Commerce, would be the member-secretary. The chairman may co-opt any other officer as member of the committee as deemed fit. The committee would also review the progress of the implementation of the project by the applicant. The developer would have a duty to secure planned development of the special economic zone and provide for the establishment, construction, installation, operation, maintenance and management of the infrastructure and amenities in the zone. The developer or co-developer would be deemed to be the licensee to undertake in the SEZ the activities of transmission, distribution, supply and sale of electricity, with authority to purchase the energy requirements in the SEZ from appropriate sources.

INLD’s comeback bid, rally at Sampla today
Rohtak, November 23 The INLD will hold a rally at Sampla tomorrow on the birth anniversary of the late Sir Chhotu Ram. Sampla is the birth place of the legendary Jat leader. This will be the former Chief Minister’s first major political outing after his ouster from office. Since then he has been, by and large, keeping a low political profile. His last attempt to hold a rally here in September on the birth anniversary of his father the late Mr Devi Lal had been virtually washed out following incessant rain in the area. Although the rally is being projected as a tribute to the late Jat leader, it is clearly an attempt to resurrect the party in the Jat heartland which gradually but overwhelmingly swung in favour of Chief Minister Bhupinder Singh Hooda and the Congress during the Chautala rule. This led to humiliating defeats in the 2004 Lok Sabha poll, February 2005 Assembly poll and the subsequent byelections in the state. Tomorrow’s rally is second attempt by Mr Chautala to encash politically name of Sir Chhotu Ram. In the last few months of his rule he tried to derive political benefit by bringing back some the late leader’s relics from his old haveli in Pakistan. A one-room museum was constructed hurriedly on the outskirts of Garhi Sampla village to house these relics. The relics were taken in a procession through several areas of the state. The INLD had organised a rally in the village on the day the museum was opened. However, all these efforts failed to make any impact among the Jats of the area primarily because by the time this political drama was enacted, the INLD had become vastly unpopular. Deletion of a chapter on Sir Chhotu Ram from a school textbook also caused much resentment in this area. Besides several small incidents like Mr Chautala’s refusal to accept some memoranda from residents of this village on a sensitive local issue also contributed to the unpopularity of the INLD in the area. Under the circumstances, Mr Chautala’s bid to resurrect himself from the birthplace of the most respected Jat leader in the state is being viewed in political circles as a gamble. The Chautala camp itself is treading cautiously. None of his trusted political friends from outside Haryana will attend the rally. These include, Akali leader Parkash Singh Badal and National Conference leader Farooq Abdullah who in the past, have attended most of the major political events organised by the INLD. Mr Chautala’s elder son Mr Ajay Singh Chautala has been touring the area for the past one month to motivate party workers. How much ground the party has covered since last September’s byelections will only be known tomorrow. Unlike in September last the weather office does not expect rain to provide an escape route to the INLD tomorrow. But a performance tomorrow could mark the beginning of Mr Chautala’s long struggle for political resurrection. |
Hooda in favour of nuclear power plant
Chandigarh, November 23 A piece of land had already been identified in Hisar district for this purpose, Mr Hooda said. When pointed out that Punjab Chief Minister, Capt
Amarinder Singh was against having any nuclear power plant in the state , Mr Hooda said he was in favour of generation of power through any possible source. Mr Hooda, who was talking to reporters after a meeting of the state Cabinet, added that the Cabinet had approved a policy for setting up of power projects based on renewable energy sources to generate 500 MW of additional power in the state. The Local Area Development Tax will be exempted on plant, machinery and equipment required for setting renewable energy plants. All new projects will be treated as industry in terms of industrial policy, 2005 and all the incentives available to new projects will be applicable to such projects. |

Chandigarh, November 23 Briefing newspersons after the meeting, the Chief Minister, Mr Bhupinder Singh Hooda, said the session was likely to continue for at least seven days. He, however, added that the exact duration of the session would depend upon the business coming before the Assembly. The Cabinet, Mr Hooda said, had also decided that the 3rd State Finance Commission would be constituted before December 15. The Cabinet also approved the devolution of funds amounting to Rs 50 crore each to panchayati raj institutions and urban local bodies. The decision was taken in accordance with the recommendations of the Cabinet Subcommittee on the 2nd State Finance Commission. The Cabinet also decided to introduce a Bill in the Assembly for reviving the post of gram sachib. The previous INLD government had made gram sachibs a dying cadre and introduced gram vikas sahayaks who were being paid an honorarium of Rs 3,000 per month. The present government has decided to abolish the posts of gram vikas sahayak. The Cabinet also approved the rules framed for the implementation of the Haryana Fiscal Responsibility and Budget Management Act, 2005. The state government, in pursuance of the recommendations of the 12th Finance Commission, had passed the Haryana Fiscal Responsibility and Budget Management Act, which was notified on July 6, 2005. The Cabinet today drafted the rules to achieve the purpose of the Act. |
Cabinet seeks separate HC
Chandigarh, November 23 A meeting of the state Cabinet held here approved a proposal urging the Central Government to amend Part IV of the Punjab Reorganisation Act, 1966, to pave the way for the setting up of a separate high court for Haryana. In 2002, the ruling INLD had introduced a resolution in the Assembly demanding a separate high court with territorial jurisdiction over Haryana and Chandigarh. Mr Hooda, while addressing a press conference after the Cabinet meeting, however, made it clear that the jurisdiction of the high court proposed by the Cabinet had been confined to the state of Haryana only.

Birender exhorts youth for self-employment
Hisar, November 23 In his inaugural speech, the Haryana Minister for Finance, Labour and Employment, Mr Birender Singh, advised the youth to exploit their entrepreneurial skills and go in for self-employment. Underlining the role of teachers in showing the right path to the students, Mr Birender Singh maintained that apart from science subjects, the study of social sciences and history should also be given due importance so as to inculcate good social and cultural values in students. The minister asked the youth not to lose hope and always strive to achieve their aim with honesty, hard work and dedication. He said the Rural Employment Guarantee Act, recently passed by the Lok Sabha, would benefit nearly 10 lakh jobless youth in the state. Presiding over the inaugural session, the Congress MLA from Hisar, Ms Savitri Devi Jindal, asked the youth to acquire education and contribute their might in nation-building. |
SDO among 80 held for gambling
Hisar, November 23 District police chief, Arshinder Singh Chawla, said today an operation had been initiated to curb crime relating to the Excise Act, the Gambling Act, the NDPS Act and the Arms Act. “Arrest and registration of cases against quite a few influential persons for gambling and other crimes, has sent a clear message to the rest,” said Mr Chawla. A police team, raided a private building in Barwala township in the district recently and caught six persons, including an SDO, for gambling. The arrested persons are Zile Singh, Tek Ram, Ashok Kumar, Rajbir, Raj Kumar and Krishan. While Zile Singh is an SDO with the Electricity Department, other arrested persons are also said to be government officials. On the next day of the raid, five persons - all said to be sons of local traders - were arrested allegedly for gambling at Bajaria Chowk in Hansi township near here. The arrested persons include Anil Kumar, Rajender, Sanjiv, Munish and Yogender. Yesterday, a special team nabbed Navin and Yogesh; Anil Kumar, Ashwani Kumar and Sanjay; and Gulshan and Sandeep allegedly for gambling at separate places in the city. In these three raids, 17 persons allegedly indulged in gambling were arrested and Rs 69,350 in cash seized from their possession. In all, 80 persons were arrested for gambling and thousands of rupees seized from them during the past month. Meanwhile, on a tip-off, the police today unearthed two factories allegedly in manufacturing fake ghee at Hansi township, near here. Owners of the factories, named Jai Ambe Cream Dairy and Mukesh Cream Dairy, have been booked under the Essential Commodities Act. Two persons, Leelu Ram and Pradeep Kumar, have been arrested in this regard. |
Camp for hearing impaired today
Karnal, November 23 Over 100 deaf and dumb inmates of the centre will be tested during the camp, said its in charge, Ms Poonam Dhamija, while talking to The Tribune. Being organised by Medilife Technologies, distributors of Cochlear Limited Australia in northern India, this camp will help people with moderate to profound hearing loss to assess their needs for a cochlear implant. Specialists will conduct the screening, free of cost and provide one-to-one counselling for people attending the camp. The objective of the workshop is to spread awareness among the hearing impaired, said Mr Abhishek Singh, a representative of Medilife Technologies. He claimed that cochlear implants were being successfully used around the world to help children and adults with moderate to profound hearing loss. Mr Abhishek Singh said more than 70,000 persons in over 120 countries had already been benefited from a nucleus cochlear implant (NCI). Because of the high cost of an NCI ordinary deaf person in India cannot take its benefit. Only 800 persons in India received it after its introduction in the country about a decade ago. The cost of an NCI ranges from 5.12 to 9.48 lakh, said Mr Abhishek Singh. The implants are especially useful for children since they can join the mainstream of life after receiving the implant. They can go to a school, be a musician, play any sport and lead a life that is as normal as any other’s, he claimed. An NCI system incorporates unique features such as a titanium casing with 22 real channels, neural response telemetry and custom sound feature with a choice of three speech processing strategies. |

12 colleges take part in mathematics exhibition
Ambala, November 23 Exhibition coordinator Naveen Gulati said Mr Mahavir Kaushik, General Manager, Roadways, was the chief guest of the morning session while Dr Maha Veer Singh, Commissioner, Ambala division, was the chief guest for the evening session. Twelve colleges participated in it. The Principal of the college, Dr Desh Bandhu, said the exhibition was a good platform for the students to interact. In model making, Isha Chandok, Nidhi Gupta of DAV Girls College, Yamuna Nagar, won the first position, the second prize went to Chirag and Kalpana of SD College, Panipat. The third prize was shared by Palvi and Mansi of Hindu Girls College, Jagadhri and Sunita and Anju of Ch. Ishwar Singh Mahila Shikshan, Pundri. In chart making, Ritu from SNS College of Education for Women, Yamuna Nagar, was adjudged first while the second prize went to Rajni of IB College, Panipat. |

Woman found hanging from tree
Yamunanagar, November 23 In a separate incident, a 40-year-old driver allegedly ended his life by consuming some poisonous substance. As per a police source, the body of Babita, a resident of Mamli village, here was spotted hanging from the tree by passersby and the information was passed to the police. Family members of the deceased have reportedly told the police that Babita was being harassed by her in-laws. She was married about four years ago. The police was investigating the case and no case was registered when the reports last came in. Pradeep, a resident of Ganganagar Colony, Jagadhri, ended his life by consuming some poisonous substance. It could not be known why he took the extreme step. He was employed as a driver in a private hospital.

3 youths killed in mishap
Fatehabad, November 23 According to reports, the ill-fated car dashed against a tree on the national highway near Kharakheri village at about 5 pm today after its driver lost control of the vehicle. Two youths died on the spot, while two others were seriously injured. They were rushed to Agroha Medical College, where one of them succumbed to his injuries. |

Students block road traffic
Jhajjar, November 23 According to students, permit holder private transporters had been assigned the routes via these villages but the private bus owners prefer to ply on more profitable roads by bunking these routes. They held that they had been complaining to the authorities concerned for a long time but no action was being taken against the bus operators. After nearly two hours of road blockade, the SDM, Jhajjar, Mr Mahavir Singh, reached the spot and assured the agitated students that appropriate action would be taken against the offending bus operators and transport services would be restored to these village soon following which the blockage was cleared. |
Jeep drivers block traffic
Sonepat, November 23 According to a report, a large number of vehicles were lined up on both sides of the road and this caused great inconvenience to the travelling public. On receipt of information, officials of the district and police administration arrived on the scene and succeeded in lifting the blockade. The officials also called the staff at the barrier and the representatives of the agitating drivers arrived at a compromise.

Chandigarh, November 23 An official spokesman said only those veterans were eligible for this pension, who were not receiving any kind of pension or maintenance allowance either from the Central Government or state government or from any other body or organisation controlled by the Central or the state government. |

Chandigarh, November 23 The decision to change the name was taken following a communication received from the Central Government intimating that the name of the Department of Indian System of Medicine and Homoeopathy at the Centre has been changed to the Department of Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy. |
