New Delhi, November 23 One major project relates to construction of new bridge at Wazirabad and its approaches, which will cost Rs 464 crore and these projects were approved by EFC in a meeting chaired by Delhi Finance Minister
A.K. Walia. While briefing the press, Mr Walia said that there is a pressing demand for additional East-West corridors over River Yamuna due to tremendous increase in population of Trans-Yamuna area and therefore, a new bridge is proposed on the down stream of existing bridge-cum-barrage at Wazirabad. The proposed bridge will connect NH-I (Road No. 50) on western bank and Wazirabad Road (Road No. 59) on Eastern bank of River Yamuna. The proposed East-West corridor over River Yamuna will cater to the needs of the commuters from Yamuna Vihar, Gokul Puri, Nand Nagari and inter-state traffic from Ghaziabad, Sahibabad on the eastern side and Timarpur, Burari, Mukherjee Nagar, Mall Road and North-West Delhi on the western side. The construction of the proposed bridge and water body will prove as an attraction centre and contribute in promotion of tourism. The DTTDC will ensure completion of work as per schedule and the project will be completed in 42 months. Another project of the PWD, which got the approval of EFC, relates to strengthening and widening of the Ring Road from Azadpur Chowk to Britannia Chowk flyover. The estimated cost of the project is Rs 9.23 lakh and will be completed in 16 months time. The total length of this part of Ring Road is 4.20 kilometers. The project is being implemented to meet the traffic demands especially during Commonwealth Games 2010. Dr Walia added that a foot over bridge with escalators for pedestrians across Ring Road near ISBT, Kashmiri Gate will soon be completed. The project will be completed within 19 months at an estimated cost of Rs 2.26 crore and will ensure pedestrians safety. |
Surge in dowry cases in Faridabad
Faridabad, November 23 According to a complaint registered by the police in Hassanpur subdivision, a married woman was allegedly burnt to death by her in-laws at Badaka village. The victim, identified as Rakesh Kumari , a resident of Mohabtabad village, had been married to one Chander, son of Dharamavir. The police have booked the husband, mother-in-law, father-in-law and one of their relatives in this connection. The complaint has been lodged by the father of the victim, who has alleged that his daughter had been burnt to death by her in-laws for not fulfilling their dowry demand. In the second case, a married woman suffered burn injuries and has been admitted to the civil hospital here for treatment. In a complaint lodged with the police, it was said an attempt was made by her in-laws to burn her yesterday when she failed to meet their demands. The victim, identified as Anita, was married to Vinod of Tigaon in January this year and rescued by someone known to the
family. The police are investigating into the matter. The third case of this nature belongs to Palwal subdivision of the district where the complainant, identified as Saroj, a resident of Bukharpur, but married in Baans village, has lodged a report with the police, alleging that her in-laws and husband had been harassing and beating her for not bringing adequate dowry. Atleast four persons, including the husband of the victim, have been booked by the police. The fourth case has come from Anangpur village from where a woman identified as Vimla, married to one Kunwarpal, has alleged that her in-laws, including her husband, harassed her and often beat her up for not fulfilling their dowry demand. She has also claimed that she had been threatened with dire consequences. Still another case of dowry harassment has been reported from the Old Faridabad locality here. The police have registered a case against five members of a family, including four women, under the dowry Act on a complaint lodged by a woman identified as Asha. She has alleged she was a victim of harassment and physical assault at the hands of her husband and in-laws. The police records reveal that there had been an increase in the number of such cases this year with at least 150 cases registered this year so far with over 33 per cent rise this year. Meanwhile, the police have booked a student of Navodya Vidyalaya in the district on charges of sodomy. The case has been registered against a student, identified as Dharamavir, aged about 15 years, for sodomising an 11-year-old boy studying in the same class. Both the accused and the victim had been residing in the hostel of the school. |
Woman standing in queue delivers baby
Noida, November 23 Sayeda, 30, of Sector 8 here, who was seven months’ pregnant, while standing in the queue was waiting for her turn among patients. She had come for an examination. While standing in the queue of patients before room no 139 on first floor of the district hospital here she gave birth to a premature girl child. Dr Raj Rani Kausal said the mother needed urgent blood transfusion also. Patients and their attendants were complaining the district hospital lacked proper arrangements for the patients who had to wait there from two to three hours in the queue for their turn. Rajveer from Khora Colony said his wife was standing in the queue since 7.30 am but by 10 am her turn had not come. The same was the grouse of Ms Vidhywati who had come from Sector 8 at 8 am. “There is no one to listen to your grievances or attend to you” was the general refrain. The CMO, Dr Vinode Kumar, said there was a shortage of doctors. All doctors are supposed to be in hospital by 8 am. Four doctors were relieved on Tuesday itself, further worsening the crisis. |
Petition against Crime Against Women Cell
New Delhi, November 23 Justice R C Jain issued notices to the Delhi government and the city police on a petition filed by advocate B K Agarwal, his wife, daughter and son-in-law and asked the respondents to file their replies by December 16. Claiming to be victims of anti-dowry laws and improper enquiry done on the complaint lodged by his daughter-in-law, Agarwal sought quashing of the probe conducted by the CAW cell and the FIR registered against them. Agarwal’s counsel K C Mittal contended that CAW cell has no legal authority to function and investigate a complaint in the absence of any legislative backing and urged the court to lay down general guidelines for enquiry of such matrimonial offences by the cell. He sought direction to the Delhi government to place on record the source of creation of CAW cell to investigate matrimonial disputes.
Citing Supreme Court’s ruling in the Bhajan Lal case, the petitioners contended when no cognizable offence has been committed and no FIR has been lodged, the police has no power to conduct a Preliminary Enquiry (PE).They alleged that CAW cell personnel were not acting in accordance with the procedure laid down in the Criminal Procedure Code and unnecessarily harassing innocent people. Last year, a Metropolitan Magistrate had declared the functioning of CAW cell as illegal but later the order was set aside by the Sessions Court. |

CM stresses on effective disaster management
New Delhi, November 23 Stressing the need for awareness on disaster management, Ms Dikshit called for a visible role of concerned Departmental Agencies, NGOs and professionals in this direction. She was speaking at the inaugural session of a National seminar on ‘Role of Helicopters in Disaster Management’ organized by the Delhi Disaster Management Authority in collaboration with the Rotary Wing Society of India. The national seminar aims at creating awareness about the versatility of helicopters in providing timely relief to the needy. Integrated planning for disaster include integration of relevant Armed Forces formations into disaster management planning at all levels from District to State and Central Government, use of civil registered helicopters with in the city/state has not been considered in densely populated cities, specialized helicopters will be able to perform mission such as Emergency Medical Service and Fire Fighting. The recently introduced fire fighting helicopters could play valuable role in rooftop occupant extraction, self-contained tank water cannon fire fighting, disaster command and control. Ms Dikshit said that in recent years, natural disasters like cyclone in Orissa, Bhuj earthquake in Gujrat and Tsunami have underlined the need to adopt a multi-dimensional approach to facilitate role of Helicopters in disaster Management. It is necessary to train personnel in the effective usage of the helicopter resources along with community participation. She also indicated that her government would consider granting fuel subsidy for the helicopters to be used for disaster management. She said that government will also construct helipads in its two/three schools. The Chief Minister also stressed the need for local and civic authorities to formulate and implement building bylaws in a manner that new constructions adhere to safety standards and norms. She further said that the Delhi Government has setup a Delhi Disaster Management center under the chairmanship of the Lt. Governor and with the Council of Ministers as members. |
Phenomenal response to ‘Vatavaran’
New Delhi, November 23 Inaugurated by the Union Minister for Urban Development, Mr S. Jaipal Reddy, the four-day festival received quite a phenomenal response in the past two days. Organized by the Centre for Media Studies (CMS) and supported by the Union Ministry of Environment and Forests (MoEF), the event is based on the theme, ‘Forest for Life.’ With the screening of films such as ‘River Taming Mantras’ and ‘Monsoon- India’s God of Life,’ the festival aims at exploring nature and analysing topical environmental issues through the visual medium. The event will showcase more than 100 films based on environment and wild life conservation made by amateurs as well as professional filmmakers from all over the country. Even as 50 such films have already been screened, a variety of other activities like workshops, seminars, exhibitions and open forums have been used to communicate the central message of ‘Forest for Life’. The seminars on ‘Corporate Social Responsibility’ and retrospective of Richard Brock generated fruitful interaction among environmentalists, government agencies, media persons and audiences. Even as the events are being attended by a large number of filmmakers, academicians, environmentalists and policy makers, the festival is also a treat for film enthusiasts and nature lovers. “Film fests like Vatavaran not only provide a platform to showcase films of amateur filmmakers but also gives a chance to discuss such sensitive issues as environment and its conservation”, said Mr Sanjay Mohan, Deputy Director, Vatavaran film festival. However, for some people, the language remained a barrier in this movement. “Indeed, the fest is an enriching experience. But except for the title of the fest–Vatavaran, everything is being organised here in English. And it is for sure that we cannot spread awareness in India in a foreign language like English when majority of the people are still illiterate,’ said Dr Santosh Luthra, a retired college lecturer, who had come to see the festival. Vatavaran 2005 had received as many as 244 entries this year, out of which 47 have been nominated for the competition section. The nominated films include ‘Kanha – Protecting a Paradise’ by Shekhar Duttari, ‘The Last Flight’ by Nutan Manmohan, ‘The Jaws of Death’ by Gautam Saikia and ‘Elephant – God or Destroyer’ by Krishendu Bose. The jury is chaired by renowned filmmaker Shyam Benegal. The wildlife film producer Naresh Bedi has already been selected for 2005 Prithvi Ratna Award, who will be felicitated on November 23. |
Murder accused got freed from cops
Greater Noida, November 23 The humiliated police team had to return empty-handed. The villagers had come to blows with the police team and the accused Gaurv fled from the village as soon as he was freed from police custody. The Kasna police had later registered a case against at least 12 villagers for assaulting the police and obstructing them in their official duty. Subedar Ram Dhan Singh was shot dead by six miscreants over the construction of a speedbreaker in front of his house in Ismelya village under the Kasna police station on Friday. On Monday, a police team under the Kasna police station, the SO, Mr S. K. Sharma and the SO, Greater Noida police station, Ms Rita Yadav, had raided the village. The police team had initially overpowered Gaurav who was found just standing there. He was later freed by a large number of villagers, including village women who alleged that Gaurav was being implicated in a false case. |
Chaos in Noida power billing system
Noida, November 23 Even after two months, the power bills are not being sent to subscribers. The bills are being dispatched from the corporation’s office without anybody having personally taken the metre readings. As a result, there is a flood of wrong and inaccurate bills, power corporation circles say. The insiders feel the corporation authorities have got badly sandwiched themselves between the software company and the consumer as they have burnt their bridges and have no option but to get work done by the software company. Deputy GM Rajesh Kumar of the UP Power Corporation in Noida had called a meeting in his office on Tuesday in which the software company’s managing partner, M. M Khan, had offered his clarifications. The biggest issue was the failure of the software company to distribute 100 per cent bills. There is a flood of complaints that the company’s representatives do not at all come for recording the metre readings. Thus, fictitious bills are being slapped on the consumers. In some cases, the metres were deliberately tampered with to prove that the readings were correct. Mr Khan’s grievances, on the other hand, were that company was sending the bills but consumers were not depositing the bill amount. This view was, however, not accepted by the power corporation officers. Their contention was that when consumers could come to the counter to deposit the bill amount why should they not do so on getting the bill. The UP Power Corporation authorities had sternly told the software company to improve its working and send 100 per cent correct bills to all consumers on time. If the last day (due date) on a bill is 31, each consumer must get the bill a week in advance at least, say by the 23rd of the month. The software company was asked to provide the list of the field staff who go to deliver bills along with the photograph of each one of them at the UPPC office. |

NCERT modifies talent search programme
New Delhi, November 23 In the recently concluded four days seminar on ways to improve the ongoing National Talent Search Scheme, academicians, teachers and faculty of SCERTs and NCERT proposed to make the scheme more attractive. It was pointed out that modifications or new selection procedures for the talent search should be included keeping in mind different dimensions like rural/ urban, scholastic/ co-scholastic like art and music. Two new talent schemes have been proposed that will be offered at the end of class VIII and the other at the end of class XII. The first scheme, the DTSS or District Talent Search Scheme wherein 13 scholarships will be given away in each district, aims at including talent from rural areas in its fold. This scheme is meant for academically brilliant students. One scholarship each for SC/ST and physically challenged categories will be reserved. It is estimated that 7800 students will be benefited from this scheme. Of the total scholarships, 15 per cent will be reserved for S/C and 7.5 per cent will be reserved for the S/T and three per cent for the physically challenged children. To be eligible for the scholarships, a student will have to score at least 60 per cent marks in Class VIII for DTSS and Class X or XII for NTSS. There will be relaxation of five per cent for the students coming from the SC/ST and physically challenged categories. The nominations for the national level test will be made by the states on the basis of state-level in both the cases. The Chacha Nehru scholarship for ‘Artistic and Innovative Excellence’ by NCERT NCF - 2005 recommends four major areas of art education music, dance, visual arts and theatre. |

New Delhi, November 23 The Academic Council of Jamia Millia Islamia made this announcement on
Monday after adopting a new constitution for the students’ union. The elections are expected to be held in mid-December 2005, the exact date and the code of conduct for the elections will be announced later this week. This announcement comes as no surprise and is in keeping with an assurance given to the students by the Vice Chancellor, Professor Mushirul Hassan, to restore the democratic process in the university and hold elections at the earliest. The electoral process had come to a stop eight years ago in 1997 due to excessive violence on the campus. |

Meanwhile, the worldwide head of Ramakrishna Mission, Swami Gahananandaji Maharaj, traveled on the Delhi Metro today, according to DMRC spokesperson Anuj Dayal. The Managing Director, DMRC, Dr E. Three held for drug trafficking
New Delhi, November 23 Police said that Istikhar and Ahmed were running an embroidery factory in Zakir Nagar area. They hired one Faiz Khan one month back. Faiz’s uncle was involved in drug trafficking in Bhopal. When the duo Istikhar and Ahmed suffered huge loss in the business, they joined Faiz Khan in starting a drug trafficking racket. Last night the Special Staff of South district got a tip-off that the accused would be coming near Apollo Hospital. Subsequently, a trap was laid and the accused were arrested from the spot. Ahmed and Istikhar are reportedly from good families. Ahmed was earlier working as an executive in Airtel. He was doing B.Com final year from Delhi University. Istikhar was once arrested in 1997 in a case of theft. He tried his luck in mineral water business but failed. The third accused Faizal was in Delhi for the last one year and was trying to make find out some contacts on behalf of his uncle to sell drugs. |
Three injured as school bus catches fire
New Delhi, November 23 The fire officials claimed that the fire started from engine side and very shortly spread over the entire bus. All schoolchildren aboard the bus were evacuated quickly except for two who sustained burn injuries in the incident. The children have been identified as Mahima (10) and Viranika (12). Besides, the driver of the bus Hari Kishan and conductor Sant Ram were also injured. Police said that seeing the fire, the schoolchildren panicked and rushed to the exit gate, causing s stampede in which some children got injured. The fire and police departments were Immediately informed. The fire tenders took about half an hour to extinguish the fire. The injured were taken to nearby hospital from where they were discharged after first aid. No one was seriously injured, said the police officials. Meanwhile the DTC department has said that they were trying to find out the mechanical fault in the bus due to which the fire took place. |
FIR against medical college chief, 3 cops
Ghaziabad, November 23 Dr Mahalingam had allegedly defrauded an American citizen of Indian origin, Dr Monika Kumar, and then threatened him with murder. When Dr Monika Kumar went to the SO, Vijay Nagar, for lodging a report against Dr Mahalingam, the police officer and his two colleagues had shooed Dr Monika Kumar away, reportedly at Dr Mahalingam’s behest. It was alleged the SO, Vijay Nagar, had also beaten up Dr Monika Kumar and his brother, Dr Manish, in public on May 2 at Dr Mahalingam’s behest. The policemen had also smashed their car’s windscreen and threatened the NRIs that they would be implicated in fake cases and even got
murdered. The NRI had then gone to court. The Additional District Judge-II Ghaziabad had stayed the order passed by the CJM and then changed his earlier order. He directed the SSP, Ghaziabad, to have Dr Monika Kumar’s report registered in some other police station. Ultimately, Dr Monika Kumar had to approach the Allahabad High Court and hence the resultant order of the court. Mr Justice R. C. Pathak had ordered the SSP, Ghaziabad, to register a complaint against five persons in a police station than Vijay Nagar. On Dr Monika Kumar’s request, the US Embassy had also reportedly taken up the case of the American citizen with the Indian authorities. Earlier, in the mid-1990s, Dr Mahalingam had reportedly defrauded the Ghaziabad Development Authority (GDA) and HUDCO to the tune of hundreds of crores for letting land allotted in Vijay Nagar and Ghaziabad for Santosh Medical College, Dental Hospital and its hostel in Pratap Vihar, Ghaziabad and procuring loans from HUDCO for constructing buildings for Santosh Medical College, Dental Hospital and hostels. |
