BJP to field Abhimanyu from Rohtak
Rohtak, August 30 Disclosing this, the Haryana BJP chief, Mr Ganeshi Lal, said here today that his name had been approved by the party chief, Mr L. K. Advani. Capt Abhimanyu will file his nomination papers on September 9. Besides Haryana BJP leaders, former Union Ministers, Mr Rajnath Singh, Mr Sahib Singh Verma and Mr I. D. Swami, will accompany the party nominee on that day to the office of the Returning Officer. Mr Ganeshi Lal accused the Bhupinder Singh Hooda government of violating the Model Code of Conduct. He said the government could not have cared less for the code and every day it was making announcements aimed at luring the voters to the Congress. He alleged that on August 20 the government issued advertisements in the media highlighting its so-called achievements on the birth anniversary of the late Mr Rajiv Gandhi. The advertisements were paid for from the public exchequer. The BJP leader accused the Education Minister, Mr Phul Chand Mullana, of announcing creation of posts of vice-principal in colleges with more than 2000 students on August 21. He also accused Mr Hooda of sanctioning a grant of Rs 5 lakh to a girls school run by the Durga Bhawan Mandir in Rohtak on August 27. Mr Ganeshi Lal said the government announced grant of DA to pensioners of privately aided colleges and schools after the code came into force. He said there was an acute shortage of power and water all over the state and the law and order situation was getting out of hand. The police had failed to check crime despite claims to the contrary by the Chief Minister. He said the dismissal of thousands of employees and the incidents of lathi charges by the police on protesters in Gurgaon and Rohtak had exposed the harsh face of the government. He said these were the main issues his party would take up during its campaign. The Rohtak Lok Sabha seat had been vacated by Mr Hooda after he became Chief Minister and was subsequently elected to the Vidhan Sabha from Kiloi assembly segment. |
Nomination of Hooda’s son sought
Rohtak, August 30 The Haryana Kisan Mazdoor Janhit Manch (HKMJM), the Ambedkar Sudhar Samiti, the Haryana Guru Ravi Das Samaj Manch, the Haryana Brahmin Kalyan Samiti and the Naujawan Yuva Kalyan Sangathan held a joint meeting here under the chairmanship of Mr Muni Ram Ranga, general secretary of the HKMJM. The meeting passed a resolution unanimously asking the high command to nominate a youth leader with a clean image as the party nominee for the forthcoming byelection from the Rohtak parliamentary constituency. The resolution stated that Mr Deepender Hooda would be the ideal choice for the party ticket. Addressing the meeting Mr Ajit Jain, chairman of the municipal corporation said by nominating Deepender the party would enthuse the younger generation. Several prominent Congressmen, including Mr Rajinder Nandal, Mr Pankaj Kaushik and Mr Anil Sharma pleaded with the party leadership to nominate Mr Deepender Hooda as a party candidate for the Rohtak Lok Sabha seat. The meeting decided to send a deputation to the Chief Minister and the Congress President, Ms Sonia Gandhi, to plead its demand. |

Councillors bent on MC chief’s removal
Ambala, August 30 Efforts to placate the rebel councillors is not yielding the desired result as they are persisting with their demand for the removal of Ms Sharma from the post of MC president. Although Ambala Cantt MLA Devender Bansal is playing the role of peace-maker, there seems to be little elbow room for Mr Bansal to broker peace since on one hand the rebel councillors are determined to get Ms Sharma removed and on the other hand, Ms Sharma seems to have the blessings of Ambala MP Kumari Selja. Union Minister Kumari Selja has ‘directed’ Mr Bansal to sort out the matter. After Mr Bansal held discussions with the rebel councillors, it has become increasingly clear that the rebels are not willing to scale down their demand for the removal of Ms Sharma. The confrontation between the rebel councillors and Ms Sharma clearly shows that all is not well within the Congress. While the murmurs of dissent were heard as soon as Ms Sharma was chosen as the Congress nominee for the post of president three months back, unhappiness among the rebel councillors came out in the open last week. It is believed that the rebel councillors will intensify their protests in the coming days if Ms Sharma is not removed as the MC president. They state that if Ms Sharma is replaced by some other Congress councillor, it will not have any adverse impact on the party’s image. A group of residents of the ward in the Mahesh Nagar area from where Ms Sharma was elected have expressed faith in the working of the MC president. They have said that Ms Neelam is working for overall development of Ambala Cantt. She has brought about improvement in the functioning in the Ambala Sadar council, they add. |

Mining allowed without environment plan
Panchkula, August 30 The Estimates Committee of the Haryana Vidhan Sabha, headed by MLA Karan Singh Dalal, has pulled up the Environment Department, for this alleged “irregularity”. The mining contract for six zones in Panchkula and one zone in Faridabad district was allotted in May this year. Almost three months after the contract was awarded, the Department of Environment has yet to approve the EMP. But mining in the two districts is going on, allegedly causing a threat to the fragile ecology of the lower Shivalik ranges in Panchkula and near the Aravalis in Faridabad. In 1996 the apex court had made it mandatory to have an EMP for carrying out mining activity, in order to ensure that there is no violation of environment. The EMP is to be formulated after Environment Impact Assessment Data is prepared. The mining contractors in Panchkula and Faridabad have reportedly submitted their EMP plan, but this has not been approved. The Directorate of Environment, in a letter (5/ 1202, dated May 24, 2005) , while citing a civil writ petition (CWP 20134 OF 2003 with title”Vijay Bansal and others V/s State of Haryana), says that the matter regarding allowing mining without approval of the EMP has been considered . “... mining is allowed as per the decision taken by the Chief Secretary held on November 22, 2001, that all highest bidders who have submitted EMP be allowed to commence mining operation, pending approval of their EMP by the designate authority.” The Estimates Committee has objected that mining has been allowed, based on a decision taken four years ago, by the then Om Prakash Chautala government. The Committee has raised fears of a possible collusion between government officials and the mining contractors, for allowing mining without approving the EMP. The EMP includes reclaiming / rehabilitating the mined out areas as per proposed EMP; planting sapling during mining activity, over burden and other waste be dumped properly and using scientific techniques. It may be mentioned that the mining is big business in Haryana. |

However, he regretted that no action was taken on his letters. Mr Pratap Singh alleged that the proclaimed offender had obtained an arms licence and a passport on the basis of false documents procured with the help of certain officials posted in Sirsa. He said it was unfortunate that even under the new regime the Sirsa police was not paying any attention to this grave matter and was not taking action against a known criminal. He said his complaints about the proclaimed offender were a “test case” for the Chief Minister, Mr Bhupinder Singh Hooda, “who is an exceptionally honest, upright and straightforward man”, and Mr Nirmal Singh. “If no action is taken even now the people will be constrained to think that there is no difference between the Chautala regime and the present Congress government.” Mr Pratap Singh has sent copies of his letter to the Chief Minister, the Chief Secretary, the Home Secretary and the Regional Passport Officer, Chandigarh.
