3 die as car rams into truck

Three persons were killed and one injured in a road accident near Kharak Kalan village, 18 km from here, on the Bhiwani-Rohtak road on Saturday night. They were returning to Bhiwani in an Indica car.

An ASI, Jaipal Singh, was shot dead in Kailash Colony here last night. Jaipal, who was posted in the Police Lines here, was watching a cricket match on television in a shop along with a youth, Dinesh Sanghi. The two had an argument after which the youth snatched the ASI’s service revolver and shot him in the forehead at point blank range. — TNS

Develop alternative energy sources, says Kidwai

In view of the fast depleting conventional sources of energy like petrol and diesel, there is an immediate need to identify and use non-conventional and alternative sources of energy for sustainable development. This was stated by the Haryana Governor, Dr A.R. Kidwai, while inaugurating a national seminar on jatropha cultivation as part of a bio-diesel mission at the Plant Tissue Culture Research and Application Centre on the premises of Haryana Agricultural University here today.

Addressing the seminar organised by the Department of Science and Technology, Dr Kidwai said nearly 300 universities in the country produced thousands of skilled professionals every year, who were an asset.

The Governor said if the present pace of development continued, India would become an advanced nation by 2020 and be among the three top world powers by 2050. Emphasising the importance of energy, he said it was the key to development.

He exhorted scientists to develop means to exploit solar energy and use hydrogen as a fuel as these were economical and environment-friendly. He asked officials to encourage people to use solar energy as it would save electricity.

Targeting agriculturists, the Governor asserted that instead of setting up gobar-gas plants, cattle dung should be used as farm manure to maintain the natural fertility of soil. He suggested that jatropha cultivation could be undertaken on barren land.

Mr S.K. Saxena, Commissioner and Secretary, Science and Technology Department, Haryana Government, said nearly 4 lakh jatropha saplings had been distributed among state farmers. The government planned to distribute 1.5 lakh jatropha plants every year, he added.

The Plant Tissue Culture Centre Director, Dr Vijay Singh Beniwal, said according to estimates, the stocks of petrol and diesel would perish in the next 65 to 70 years. Hence, developing alternative sources of energy was the need of the day, he maintained.

Construction of Chhotu Ram thermal power plant starts

After two decades, construction of the Deenbandhu Chhotu Ram Thermal Power Plant finally started this evening with the Haryana Chief Minister formally launching the commencement of the work at Ratanpur Pansara village here. Reliance Energy has been entrusted with the task of constructing the plant at a cost of Rs 2,396 crore.

The first unit of the 2 X 300 MW plant would start producing 72 lakh units on November 20, 2007 and the second unit would start generating power (72 lakh units) on February 20, the following year.

Addressing a gathering on the occasion, Chief Minister Bhupinder Singh Hooda thanked the residents of Pansra, Isharpur, Rampur, Ratanpur, Dosani, Kyagpur, Behrampur, Nayagaon, Lapra, Mehmoodpur and Mandi villages for giving land for the ‘Urja Temple’ (thermal plant) and promised jobs for one member of each family, which had given lands for the project.

The CM said the previous governments had not taken concrete steps to narrow the gap between the demand and supply of power.

He said the power load in the state was more than 9,000 MW and established capacity was slightly more than 4,000 MW. The state was purchasing power at higher prices from Andhra Pradesh, northern grid and other states.

Taking a dig at the former Chief Minister Om Prakash Chautala on his promise of 24-hour power supply, Mr Hooda said in the next three to four years even villages would be getting 20/22 hours of supply daily.

Mr Hooda announced that a target of 3,000 additional power generation has been set for the next four years.

He said besides 1065 MW and 1050 MW gas-based power plants at Faridabad and Jhajjar, the government was planning to set up 600 MW gas-based power plants each at Yamunanagar and Hisar. He said the government had already entered into a MoU with the Gas Authority of India.

He also announced that renovation of a unit of Panipat Thermal Power plant has been entrusted to BHEL and project would be completed by March 2007.

He said that his government was in process of implementing ‘Rajiv Gandhi Gram Vidyutikaran Yojna’, the scheme envisaged by UPA government led by Prime Minister Manmohan Singh under the guidance of UPA Chairperson Ms Sonia Gandhi.

He said an estimate of Rs 700 crore for the project has been sent to the central government for approval.

Among others who were present on the occasion included Capt. Ajay Yadav, Revenue Minister, Mr Naveen Jindal, MP and local MLAs.

Mr Sudhir S. Yadav, Vice-President, Corporate Affairs, Reliance Energy informed that the main equipment with latest technology for the plant would be supplied by Shanghai Electrical Company, China. The power plant area would be 157 hectares and ash disposal area would be 95 hectares. 10,000 metric tones of coal supplied by North Karanpura would be used daily for operation of the plant and 24,000 cusces meter water would be consumed daily and 5,76,000 cusecs meter reservoir would be developed.

Besides, a 500 metre green belt would be preserved around the project site and enough greenery would be developed in the inner side of the project, informed Mr Surinder Singh Sheoran, Administration, Head of the project. Taking August 20 as ‘zero date’, 250 engineers and other workers are working round the clock on the project site.

3 die as car rams into truck

Bhiwani, August 29
Three persons were killed and one injured in a road accident near Kharak Kalan village, 18 km from here, on the Bhiwani-Rohtak road on Saturday night. They were returning to Bhiwani in an Indica car. The deceased have been identified as Abhishek, a lecturer with local college, Arun, a student, and driver Mukesh. Another student Pramod, who sustained serious injuries, has been admitted to the medical college, Rohtak.

According to information, Abhishek, Arun and Pramod were returning in the Indica car after participating in a programme organised by a private firm, Vardhman, in Himachal Pradesh. The car was being driven by Mukesh of Dhanana village of Bhiwani district. At about 12 p.m. when the car crossed Kharak Kalan village it rammed into a truck parked on the road. Abhishek, Arun and Mukesh were killed on the spot. Since it was night, there was nobody nearby. Later, a private bus driver noticed them and stopped the bus and brought them to the Civil Hospital.

The bodies were handed over to the relatives on Sunday after a post-mortem examination.

GJU to have patenting cell

Dr Ram P. Bajpai, newly appointed Vice-Chancellor of Guru Jambheshwar University (GJU), said here today that his top priority would be to put the available resources to optimal use to establish centres of excellence at the university.

Addressing a news conference on the university campus, Dr Bajpai said the need of the day was to create a synergy between research scholars and the industry in order to develop marketable and competitive products.

He said nano-technology and biotechnology would be the key research areas in future.

Dr Bajpai, who is presently serving as a director-level scientist at the Central Scientific Instruments Organisation, Chandigarh, said he would formally take charge after September 5.

He asserted that an IPR and patenting cell would be set up at the university and efforts would be made to establish a regional patenting group. “My endeavour will be to develop GJU as a reputed research centre to attract top students from all over the country,” he maintained.

The newly appointed Vice-Chancellor said he would try to involve other universities of the region and initiate joint research programmes in collaboration with them.

Water stealing to attract fine of Rs 5,100

Bad news for farmers stealing irrigation water during night from Khanak minor. Now, a farmer will have to pay a fine of Rs 5,100, if he found stealing water. A decision in this respect was taken by five villages panchayat at a meeting at Ratera village in this district today.

The panchayat decided that the fine would be imposed against the farmer who would be found involved in stealing irrigation water. Besides this, the panchayat decided to give a reward of Rs 500 and Rs 1,000 who would inform it about the theft of water.

The panchayat has sent copies of this decision to the Superintendent of Police, the Superintending Engineer of the Irrigation Department and the Deputy Commissioner.

Case against Dangi to be withdrawn

The Haryana Government has decided to withdraw a criminal case against former minister, Anand Singh Dangi registered under the Chautala regime.

The case was registered under various provisions of the IPC and the Prevention of Corruption Act. Mr Dangi, who shot to fame for contesting against the then Chief Minister, Mr Om Prakash Chautala, from Meham in the early nineties, resulting in the infamous Meham mayhem, was arrested and had to spend several months in jail before he was granted bail by a court.

The case pertained to alleged irregularities in the settlement of outstanding claims of the persons displaced during the Partition of the country in 1947, when Mr Dangi was the Revenue and Rehabilitation Minister during 1994-95.

It was alleged that more than 1400 acres were allotted to 94 persons without verifying the claims and identities of the beneficiaries. It was also alleged that the Tehsildar(Sales) used to put up the files containing recommendations for the allotment of land directly to Mr Dangi, who is now the Congress MLA from Meham.

An inquiry was ordered and the then Commissioner, Ambala Division, Mr Bhagwat Prashad, pointed out the alleged irregularities.

It is believed that the legal advisers of the government have now recommended that the evidence collected by the investigating agency was not sufficient to prove the allegations against the accused in the court.

Police fails to check misuse of red light atop vehicles

Due to inaction by the police, unauthorised use of red lights on vehicles goes unchecked. Though police officials showed ignorance but sources blame political pressure coming in their way.

Enquiries revealed that several leaders of the ruling party and those from the opposition are not entitled to use red lights.

According to sources, the Police Department is aware of the unauthorised use of red light. But express inability of action. Terming the practice as a nuisance, sources said that political leaders use the red light atop vehicles as status symbol or for illegal activities. An insider said that on occasions politicians use beacons to pressurise the police. Investigations revealed that several district level Congress leaders indulge in this illegal practice.

A number of the party leaders of the former INLD government have also fitted red lights on their luxury vehicles in violation of rules. Due to inaction by the police the vehicles move freely in the town.

Sirsa is known as transit point for narcotic trade and the use of red light as ploy to avoid checking of vehicles.

Admitting inaction, sources said that pressure from powers that be posses a hindrance to check high-profile politicians. An official said that with clear indications from state government to entertain the party leaders misusing red light on their vehicles.

Mr Ajay Singhal, SP, expressed ignorance about the misuse of red light on vehicles by local leaders in the town. He added that the police had challaned certain drivers for wrongly using the beacon.

Plan to construct 63 railway overbridges

The Haryana Government will implement a master plan for the construction of 63 new railway overbridges (ROBs) at a cost of Rs 900 crore. As many as 40 overbridges will be constructed in the next five years and the entire plan will be completed within eight years.

This was decided at a meeting presided over by the Haryana Chief Minister, Mr Bhupinder Singh Hooda, here yesterday.

It was also decided to take a number of new initiatives to improve the network of roads and bridges in the state. These included reorganising the existing laboratory as an autonomous body and the setting up of a committee to renew the enlistment of contractors. It was also decided to constitute a committee to identify roads to be taken up for improvement in the NCR with special focus on the proposed express highway.

The policy on the construction of new roads was also discussed. Under this policy, new roads would be constructed on a selective basis and only in those areas where these would shorten the distance between two points by at least 3 km. In case an adjoining state had constructed a road up to Haryana’s border, a link road would be constructed to provide inter-state connectivity. Approach roads would be provided to general hospitals, community health centres and primary health centres. If a new railway station had been constructed, approach road from neighbouring villages would be built.

Mr Dharamvir, Principal Secretary, PWD (B&R), said Rs 140.63 crore had been sanctioned by the government for the repair and maintenance of roads during this year.

Radhey Shyam Sharma to head Sahitya Akademi

Mr Radhey Shyam Sharma, a former Editor of Dainik Tribune, has been appointed Chairman of the Haryana Sahitya Akademi. He will take up his new assignment tomorrow.

Mr Sharma (71) worked as a journalist in various capacities, like reporter and Editor, in Madhya Pradesh for 22 years before he joined Dainik Tribune as Assistant Editor in 1978. He became Editor of the paper in 1982. He was the founder Vice-Chancellor of Makhan Lal Chaturvedi National University of Journalism, Bhopal. He remained Editorial Adviser to Divya Himachal and Dainik Bhaskar, Chandigarh.

A trade unionist to the core, Mr Sharma has been twice president of the Chandigarh Journalists Association, affiliated to the National Union of Journalists(I). He has written two books on journalism and was honoured by the President of India for his services to the Hindi literature.

DA for pensioners of private aided schools

The Haryana Government has decided to grant dearness allowance (DA) to pensioners of privately managed government-aided schools with immediate effect.

Disclosing this here today, Mr K.K. Khandelwal, Commissioner-cum-Director General, School Education, said the associations of employees of privately managed government-aided schools had been requesting the state government to allow DA to the retired staff of these institutions. The pensioners would be allowed DA at the rate of 67 per cent on the basic pension, he added.

He said 850 pensioners of various schools would benefit by this decision. The state government would bear a financial burden of about Rs 2.40 crore annually on account of the grant of DA.

Seva Dal to enrol 1 lakh members

The Haryana unit of the Seva Dal, a front organisation of the Congress, will enrol one lakh members within the next three months. This was announced by Mr Rajiv Gugnani, after he took over as chairman of the unit here today.

He told newsmen that the dal would launch the “Ek chaupal, ek raat” programme under which dal workers would go to villages and spend the night there. The workers would highlight the achievements of the Hooda government.

He said the dal would also constitute “emergency help groups” to give assistance to the administration at the time of natural calamities.

The Chief Minister, Mr Bhupinder Singh Hooda, who was also present, appealed to the dal workers to strive to strengthen the organisation and make efforts for implementing the policies of the state government.

Describing himself as the chief worker of the state, he said he was only interested in working as the protector of the interests of the people. He apprised them of the National Rural Employment Guarantee Act, 2005, and said this was a historic decision taken under the directions of the AICC President, Mrs Sonia Gandhi, and the Prime Minister, Dr Manmohan Singh.
