NOCs: 780 petrol stations under scanner
Chandigarh, July 8 The state government, in an order issued last week, asked the Deputy Commissioners (DCs) of all 19 districts of the state to review the NOCs given to petroleum companies since January, 2000, to open fuel stations. The DCs have been directed to ask the petroleum companies/dealers to comply with the requirements within a period of 60 days. In the case of non-compliance, the DC will take action against the company/dealer. The order is the culmination of an Assembly question asked by the Congress MLA from Palwal, Mr Karan Singh Dalal. He had wanted to know whether the necessary clearance from the Department of Environment and the Department of Forests was taken while granting NOCs to petrol stations during the period January, 2000, to February, 2005. The Chief Minister, Mr Bhupinder Singh Hooda, had assured Mr Dalal that the state government would look into the matter. It was, however, Mr Ashok Khemka, the outgoing DC of Kaithal, who had first pointed out large-scale anomalies in the issuing of NOCs to petrol stations. He took action against 18 petrol stations for not observing safety norms and violating various preconditions. The order, issued last week by the state’s Food and Supplies Department, said it was found that between January, 2000, and February, 2005, as many as 747 NOCs were issued for setting up petrol stations. It was found that only in five instances out of the 747, clearance from the Department of Forests and the Department of Environment of the state government was taken. There were 25 cases where such permission was not required. There were 717 cases in which NOCs were granted without obtaining clearance from the Department of Forests and the Department of Environment. Then, between March 1, 2005, and May 31, 2005, NOCs were granted by DCs in 87 cases. Out of the 87, clearance from the Forest and Environment Departments was not necessary in 17 cases. In the remaining 70 cases, the DCs gave conditional NOCs. The state government order forbade the granting of “conditional NOCs” in future. It was clarified that a conditional NOC should not be granted in the light of the Petroleum Rules, 2002. The order said that as per Rule 144 of the Petroleum Rules, 2002, an NOC was required to be issued by the District Magistrate (Deputy Commissioner) prior to the issuance of a new licence for setting up a petrol station. It added that although the rules did not make specific mention of the scope of investigation to be conducted by the DC, it was imperative for the DC to ensure compliance with certain requirements while granting an NOC. These requirements, according to the order, related to public safety and property, clearance from the Town and Country Planning Department and the local authorities and certification from the Department of Forests and the Department of Environment. The order said the Forest (Conservation) Act, 1980, of the Central Government laid down that any state government or district authority would not permit the utilisation of forest land or any part thereof for non-forest purposes without the prior permission of the state government. |
Tips on rights for women sarpanches
Hisar, July 8 The seminar, in which more than 50 women sarpanches of Fatehabad district participated, was jointly organised by the Department of Applied Psychology of the university and Fatehabad district administration. Hisar Division Commissioner, R.R. Fuliya, Hisar Deputy Commissioner, Arun Kumar Gupta, Fatehabad Deputy Commissioner, Fateh Singh Dagar, and several senior officials interacted with participants on the occasion. In charge of the Applied Psychology Department Dr Jyotsana coordinated the programme. Women sarpanches, who were hesitant in the beginning, opened up as the programme progressed and gave accounts of difficulties faced by residents of their respective villages. Airing their grievances, most of the sarpanches maintained that the major problems in their villages were lack of proper roads, housing facilities and veterinary hospitals, erratic water and power supply, inadequate educational institutes, improper and discriminatory distribution of ration cards for below-poverty line families. Most of the women sarpnaches visited a university for the first time in their life. Addressing the gathering Mr Fuliya exhorted the sarpanches to realise their potential and remove the stigma that the male members of the families of women representatives exercised their power. |
Nigam launches scheme to check kundi connections
Bhiwani, July 8 A spokesman of the nigam said today that the scheme would remain operational till August 31 in Faridabad, Gurgaon, Mewat, Rewari, Mahendragarh, Bhiwani, Hisar, Fatehabad and Sirsa. He said under the campaign, a team comprising SDO concerned, Junior Engineer, linemen, clerk and a representative of the district administration, would visit villages on fixed days and release new connections on demand by going at the doorsteps of the people. He said the team would carry required papers and complete all formalities on the spot. An electric contractor would also remain present in the village to provide test report for the new connection on the spot. The people desirous of getting domestic or non-domestic connections in villages would thus, be given connections on the same day and would not have even to go to DHBVN’s office for getting connection. He said after August 31, a campaign would be launched to detect unauthorised connections. |
Hooda to take up airport issue
Chandigarh, July 8 The meeting has been convened by the Union Government to draw up a futuristic development plan for the NCR areas for the next 16 years. The board had already emphasised the need for decongesting Delhi airport. In view of the observation by the board, the state government has decided to offer sites in Sonepat and Jhajjar districts for setting up an alternative airport. If the proposal finds favour with the board, it will enable Haryana to put pressure on the Civil Aviation Ministry for setting up an international airport at the site. Earlier, Mr Hooda had written to the Union Minister of Civil Aviation, Mr Praful Patel, urging him to consider setting up an international airport in Haryana. He wrote that other than offering the landing facility to international airliners, the airport could also be used by private aircraft. The proposed airport could also be used for the maintenance and repair of aircraft, Mr Hooda wrote. In the letter, the Chief Minister had identified a site for setting up the airport. The site is at Asodha in Jhajjar district. It is learnt that in the pre-Independence era, there was an airport at Asodha for use by the security forces. |

Sirsa, July 8 Though the Vice-Chancellor, Mr R.R. Fuliya, claims that he would prepare the final master plan of the university by July 31 but officials doubt it. The former Chief Minister, Mr Om Prakash Chautala, had granted the land that was in CICR's possession to the university and later ordered the transfer of another 11 acres to connect the campus on the Sirsa-Barnala road. But the university has failed to take the possession of the land in both cases. The CICR had staked its claim over the land, which was transferred to the Central Government in 50's by the then Punjab Government, say agency officials. The land was initially handed over to the Project for Intensifying Research on Cotton Oilseeds and Millets (PIRCOM) in 1958, which later converted it into CICR. Though the Registrar had issued an eviction notice on June 23 whose deadline expired today but no action has been taken by the university so far. Sources said its parent department, Indian Council of Agriculture Research (ICAR) had last year written to the state government which issued orders in this regard. To their utter discomfort, sources added that both previous and the present governments had not responded to their claims. The institute reportedly is in possession of records showing the 56-acre owned by it. The CICR also ruled out that the land was being given to them on lease. According to the university sources action to hand over 11 acres earmarked for the university has also been delayed. Houses of senior officials, including the Deputy Commissioner, Additional Deputy Commissioner, SP and other officials reportedly fall within the boundary. Even though the Additional Deputy Commissioner, Mr Pankaj Yadav, looks after the charge of Registrar, the university has failed to take its ownership for expansion. According to officials, until the entire land is physically transferred to the university no plan could be chalked out. Despite repeated attempts, Mr Yadav was not available for comments. |

Malik, who goes as the new DC, Kaithal. Mr Phateh Singh, DC, Fatehabad, becomes the DC of Mahendragarh, vice Mr R.P. Bhardwaj, who goes as the DC, Panipat, in place of Mr M.S. Sehrawat, who has been posted as the Commissioner, Municipal Corporation, Faridabad. Ms Sukriti Likhi, awaiting posting orders, has been posted as the DC of Yamunanagar against a vacant post. Mr O.P. Langayan, Joint Secretary, PWD (B&R) and Architecture Department, has been posted as the DC, Fatehabad. Mr Mahavir Singh, who returned to Haryana more than a month ago after being on deputation with the Central Government, and Mr Abhilash Likhi, who joined on Monday after completing a course abroad, are still awaiting posting orders. |

Prisoner escapes while being taken to court
Ambala, July 8 The escape of the prisoner, Baljeet Singh, seemed to be straight out of a Bollywood thriller. Baljeet Singh, 25, escaped from the clutches of accompanying policemen and hopped into a waiting Santro car, which sped away. Baljeet Singh, who was undergoing life imprisonment for murder, was to be taken for a court hearing to Safidon in Jind district in a dacoity case. A team of three policemen from Jind arrived to escort Baljeet Singh. The police personnel along with Baljeet Singh walked out of the Central Jail and went towards the Delhi-Chandigarh highway to catch a bus. Even as they were crossing the railway track, Baljeet Singh, who was handcuffed, gave a sharp tug at the chain, being held by a policeman. The incident took place close to GT road near the Kingfisher Tourist Complex. When the policeman holding the chain lost hold, Baljeet Singh dashed towards the main Delhi-Chandigarh highway. Apparently, a Santro car was following a roadways bus on the highway. The Santro car, bearing a Delhi registration number, screeched to a halt near Baljeet Singh, who had by that time reached the main road. Baljeet Singh sat in the Santro car and made good his escape. The persons who helped Baljeet Singh escape are said to have been armed. The accompanying policemen could do precious little to foil his escape. An alert was sounded but no information about the whereabouts of Baljeet Singh could be received. A case has been registered at Baldev Nagar police station. It may be recalled that on June 9, Vijay Pal, an undertrial, had escaped from a tea shop located outside the Central Jail here. He had escaped when police personnel were having tea. |

Kishau dam issue to be taken up with Centre
Chandigarh, July 8 Stating this here yesterday the Haryana Irrigation Minister, Capt Ajay Singh Yadav, said while Mr Hooda had approached the Prime Minister, Dr Manmohan Singh, Dr Kidwai had written to the Union Government in this regard so that the water which was wasted during the monsoon could be used for irrigation and drinking purposes. Owing to rain in the northern region, the flow of water in the Yamuna increased to 1.35 lakh cusecs yesterday, which, however, came down to 47,000 cusecs today. Captain Yadav said there was no danger of floods to Delhi after the release of water from Tajewala, but Haryana had already alerted the authorities there. He said that so far there had been no loss of life due to floods but reports of damage to property had been received from Yamunanagar, Jind and Rewari. The flood water in Yamunanagar had been diverted to the Son river. People living near the Ghaggar, Markanda and Tangri rivers had been alerted in view of heavy rain in the catchment area. The flood control centres set up in all districts were functioning round the clock. Captain Yadav said the state government was making a proposal to construct a dam on the Ghaggar so that the water could be used for irrigation and drinking purposes during the lean period. |
College students block traffic
Bhiwani, July 8 The students are continuing the agitation to press for the acceptance of their demand for the past one month. During past two weeks this was their third agitation. Earlier, the students had blocked road on last Saturday and Monday and had raised anti-administration slogans. The students today met the Additional Deputy Commissioner, Mr Lajveer Singh, and submitted a memorandum. They urged that the students who had got compartments in class XII and those of gap year should be given admission in local Government College. They further sought review of the decision by the government to save the year of the students. |
Residents seek ban on illicit liquor
Hisar, July 8 The protesters, including a considerable number of women, staged a demonstration in front of the City police station. They went to the office of the Inspector-General of Police (Hisar Range), Mr Mahender Lal, and submitted a memorandum. The residents alleged that the trade of illicit liquor had been going on in the said locality. They said some anti-social elements, in connivance with the police, were engaged in the illegal trade with impunity. They said due to easy availability of cheap liquor, the atmosphere of the area had been adversely affected. Last evening, some persons attacked the house of Mr Jai Singh of Bharat Nagar and injured his wife, Leelawati. According to residents, Mr Jai Singh’s son is an IAS officer and is posted in Chandigarh. The police has arrested two youths, Chet Ram and Kaluwa, in connection with the incident. However, the residents allege that the “real” culprits are still at large. They demanded immediate arrest of the accused. |

court Chandigarh, July 8 The SIs, earlier posted in the now-disbanded Haryana State Industrial Security Force (HSISF), have challenged their dismissal by the government. In their petition, SI Vishnu Prasad of Hisar and 15 others have stated that they were relieved on July 3 after the government disbanded the Haryana State Industrial Security Force (HSISF). The petitioners claimed that they were not even part of the HSISF and had been selected as Sub-Inspectors of the Haryana Police as part of the recruitment done pursuant to an advertisement issued in August 2004 when 80 sub-inspectors were appointed. They said they were incidentally posted with the HSISF even though they had nothing do with it. After hearing their counsel, the Bench issued a dasti notice to the respondents for July 18. |

Girl thrown out of running train
Panipat, July 8 The sources said that when the train crossed Samalkha railway station, Sunil threw the girl out of the running train. The girl reportedly died on the spot. The reason for throwing the girl could not be known till the filing of the report. Agitated over the incident, several co-passengers thrashed Sunil and handed him over to GRP after pulling the chain near Gannaur railway station. An FIR under section 302, IPC, has been registered . |

Rohtak, July 8 The deceased have been identified as Om Parkash, Sunil and Moorti. The injured were Chand, Rajinder and Rajesh. All six are residents of nearby Dhamar village, from where they were coming here. The injured have been admitted to the local Postgraduate Institute of Medical Sciences.
