BKU plans rally to honour CM
Chandigarh, July 1 According to sources in the BKU, the organisation has decided to organise a “Dhanyawad rally” at Kandela in Jind district where the Chief Minister, Mr Bhupinder Singh Hooda, will be honoured for taking a “bold” decision to resolve the long-pending problem of arrears of electricity charges in the rural sector. Incidentally, Kandela was the village from where the BKU had launched an agitation to press the Chautala Government to fulfill its promise of providing free power and waiving off the arrears of electricity charges. The agitation had led to the killing of nine farmers in police firing in 2002. Kandela also marked the beginning of disenchantment of the farming community with the Indian National Lok
Dal(INLD), which, till then, had been projected as the sole champion of the cause of the farmers. Mr Hooda, who was the President of the Haryana Congress at that time, took out a “padyatra” in support of the agitating farmers from Jind to Delhi where it culminated in a public rally on June 21, 2002. Because of the sweltering heat and the long march on foot, Mr Hooda’s feet were so badly injured that he could wear only “chappals” for three years. It was for the first time that the Congress had pro-actively agitated for the farming community. Due to the contentious issue of the electricity arrears, as many as 32 farmers lost their lives in various agitations launched under the banners of farmers’ organisations during different regimes in the past 14 years. The problem started when the Bhajan Lal Government increased electricity charges for the agriculture sector in 1992. The INLD gave a call to the farmers not to pay the electricity bills. It also promised to provide free power and water when the party would come to power as well as to waive off the power arrears. Since then the problem continued to aggravate with change of every regime. The arrears grew up to Rs 1600 crore in the agriculture sector and the rural domestic sector. It had become virtually impossible to recover the arrears. Even the INLD Government failed to recover the arrears despite having adopted a carrot and stick policy. By deciding to conditionally waive off the arrears, the Hooda Government has taken an astute business decision, feel many economists. The arrears were standing in books alone and had virtually become non-performing assets for the Power Utilities. With the farmers refusing to pay even the current bills the arrears were increasing every month. The consumers were using free power. By linking the waiving of the past arrears with the payment of current bills, the government has made an attempt to cultivate the habit of paying for the electricity among the users, who will have to pay for 20 months to ensure that in future the power utilities would not ask them to pay the arrears. By now the BKU, whose leaders faced sedition charges and spent months in jail for protesting democratically, has also realised that the offer made by the Hooda Government is the best bet for it and its supporters. |
Haryana to promote 900 teachers
Chandigarh, July 1 While disclosing this here today, a spokesman said the promotion cases of the JBT teachers had been pending for the past many years but in view of the policy of the State Government top priority had been given to promote JBT teachers on the post of SSM which would also result in clearing the backlog of promotions of JBT teachers. Stating this decision an
unprecedented move of the department, the spokesman said that over 1300 JBT teachers, including 314 of reserved categories and 986 of general categories, were considered for promotion out of which about 900 were found eligible for promotion on the basis of their available service record. The spokesman clarified that the JBT teachers who had not been promoted for want of complete service record would be reconsidered for promotion on the availability of their complete service record from the field offices. He said the performance of these teachers would be reviewed by a counselling committee of the department. If their annual examination results were not found up to the mark, the department would have no choice except to revert them. |
Sixty villages declared flood-prone
Fatehabad, July 1 The Deputy Commissioner, Mr Phateh Singh Dagar, today called a meeting of officers connected with the flood relief operations and issued directions to check flood situation in the district. Later, Mr Dagar informed media persons that the administration had identified the villages of Rozabad, Dhirh, Majra, Barseen, Bisla, Fatehabad (rural), Khanpur, Hinjrawan Kalan, Khan Mohammad, Bharolanwali, Baijalpur, Rozanwali, Lamba, Ghaswa, Chimmo, Kalandergarh, Burj, Mohammadpur Sottar, Chando Khurd, Raipur, Palsar, Shekhupur Sottar, Mehmrha, Rattangarh, Mirana, Baliala, Bora, Marh, Jakhal, Kundani, Nadel, Mamupur, Kasampur, Udaipur, Chuharpur, Talwara, Talwari, Sadhanwaas, Sidhani, Chandpur, Meond, Bogawali, Shakarpura, Dher, Bhurthali, Nadel, Gullarwala, Hyderwala, Lalwas, Kanakhera, Badanpur, Hindalwala, Nathwaan, Rattatheh, Roopanwali, Karandi, Dharsul Khurd, Dharsul Kalan, Himmatpura and Rehanwali as sensitive as even a rain slightly higher than normal was sufficient to cause flood-like situation in these villages. The DC added that the district administration had set up flood control rooms at Fatehabad, Rattia and Tohana. The telephone number of the district-level flood control room is 230018, while the telephone numbers of the flood control rooms at Rattia and Tohana are 250048 and 230051, respectively. Mr Dagar said the administration had kept in readiness sufficient numbers of boats, life-jackets, motorboats and trailers to meet any emergency. |
PDS wheat sold in black market
Karnal, July 1 The wheat meant for APL families was diverted to the ‘black market’ with the connivance of the officials of Food and Civil Supplies Department, CONFED, a couple of depot holders and transport contractors. According to a confidential report submitted by the additional Deputy Commissioner of Karnal Sanjiv Verma to District Magistrate Shyamal Mishra on Thursday, at least 14,000 quintals of wheat meant for distribution among the APL families in the villages of Nissing block did not reach thousands of beneficiaries during September 2004 to December 2004. Mr Verma has recommended to the district grievances committee in his inquiry report to register a criminal case against the guilty involved in the scam. The matter will come up for discussion in the forthcoming meeting of the district grievances committee, the date of which was yet to be finalised. A couple of months back, a few depot holders of Nissing block in a complaint filed before the DM Karnal had alleged that they were not being supplied the required wheat for distribution among the APL families by the Food and Supplies Department and CONFED, therefore, they could not distribute the same among the beneficiaries. After hearing these complaints, the DM ordered to place them before the district grievances committee for discussion. Meanwhile, an inquiry into the allegations was marked to the Mr Sanjiv Verma. After probing into the allegations, the ADC had established the fact not even a single APL family was provided wheat through the PDS during the said period in Nissing block. During the investigations, it also came to light that many senior officials of the district administration, district manager of CONFED, District Food and Supplies Controller, District Food Supplies Officer, assistant Food Supplies Officer Posted here during the said period and the transport contractor were hand-in-gloves in this scam. All these officials and transport contractor had all admitted in written before the ADC that the said quantity of wheat did not reach to the APL families in Nissing block. They had also admitted that they did not perform their duties perfectly. Transport contractor Ranbir Singh had stated that he did not lift even a single bag of wheat from the godowns of CONFED or food and supplies department to supply them to the depot holders of Nissing block. During a cross-checking of the records of ‘dharam kanta’ (weighing machine) at Nissing and the stores register of CONFED by the ADC it was found that the wheat was lifted from the godowns at Nissing on different trucks with registration numbers contrary to those mentioned in the bills of CONFED indicating that even the transport contractor was kept in dark during this process of lifting wheat from the godowns. Investigations revealed the wheat instead of supplying to the depot holders was sold to a few private flour mills in Kalayat, Kaithal and Karnal on the black market at higher rates having a margin of at least Rs 200 per quintal. The market rate of wheat prevailing at that time in Haryana was between Rs 800 and Rs 850 per quintal. The wheat meant for distribution under the APL scheme is procured from the Food Corporation of India by the CONFED at a rate of Rs 610 per quintal and then supplied to the depot holders at the rate of Rs 642 per quintal making a profit margin of Rs 32 per quintal. Further, the depot holders sell this wheat at the rate of Rs 6.60 per kg making a profit of Rs 18 per quintal. The transportation charges are being paid by CONFED by hiring trucks. The DM of CONFED, Mr B.S. Saini, alleged that he was under the pressure of a few senior IAS officials posted at Chandigarh during that period. He further said that the matter was also brought to the notice of the senior civil officials of the district administration but they also asked him to keep quite, otherwise, he would lose his job. The Tribune tried to contact Mr Rajinder Singh Raja the then officiating DFSC of Karnal repeatedly on his mobile during whose period the scam actually took place but his telephone number did not respond. |
State to have private mandis soon
Panchkula, July 1 This was stated by the Financial Commissioner and Principal Secretary, agriculture, Ms Asha Sharma, while talking to media persons today. She said that as of now there was no provision for private mandis and contract farming in Haryana, and thus the amendments were proposed last year so as to facilitate contract farming and set up private mandis for selling all kinds of agriculture produce. She said that once the amendments are approved by the Centre and passed by the State Assembly, farmers can get into a contract with the buyers directly. The Haryana Agricultural Marketing Board would act as the monitoring agency and buyers will be required to register themselves with the Board. Provisions have been made to keep this contract farming out of civil litigation, and instead arbitration will be allowed, she said. She said that private mandis would be set up at various places in the state, where not only the fee collection, but also the management of mandis would be in private hands. As of now, the market fee collection for Apni Mandis in Faridabad and Gurgaon has been offered on contract, and this has been very successful in generating revenue and stopping pilferage of market fee. Ms Sharma said that special emphasis was also being given to promote floriculture in the state. She said that mandis for floriculture produce were proposed to be set up at Panchkula, Karmal and Panipat. |
Varsity staff shortage has admission seekers worried
Sirsa, July 1 Talking to The Tribune on the campus, a number of students from different parts of the state expressed apprehensions about their future if they got admission to the university. Sources said there was not much enthusiasm among the students due to the apathetic attitude of the state government. A girl student, who had come along with her father from Charkhi Dadri, was shocked to know that there were no regular teachers in the science stream. “I am not ready to take a risk in the university, where a department is
being run without any regular teacher,” she said. A student wanting to pursue a post-graduation course in food science and technology was worried since no practical was conducted last year. Similarly, no practical class was held for the science and mass communication departments. At present the CDLU is offering 20 PG course in science, management, arts, computer science, mass communication and physical education with just 39 faculty members, including one Professor, seven Readers and 31 lecturers. The remaining teaching staff, on contract, has already been relieved. Officials said the required number of teachers was 100. Most of the science courses were started during the last academic session, but the CDLU failed to appoint regular faculty members. The university had appointed a few teachers on deputation and on a contract basis. Absence of deserving candidates was cited as the reason. The Registrar, Mr Pankaj Yadav, said soon eligible candidates would also be appointed. |
Mid-day meal contractor’s payment released
Kaithal, July 1 Ms Ravi Rekha, DPEO, in her letter (No. 2284/2005 dated July 3, 2005) had admitted that the mid-day meal received for April was of sub-standard quality and it was distributed among students without being tested by the competent committee as nominated by the District Magistrate even as it was mandatory as per the agreement between the district administration and the supplier/contractor signed on March 3, this year. The food items meant for mid-day meal supplied by Aggarwal and Company for April could not be examined by the committee as the representative of the DM, Dood and Supplies Department and Health Department did not turn-up for this purpose, stated Ms Rekha in her letter. However, in her capacity as member of the inspection committee, she rejected the supply of substandard ‘gur’ and ‘channa’ and asked the DM, Confed, to get a fresh supply of hygienic food items. But ignoring her objections, the DM got supplied the rejected food items to all schools of the district on March 29. The matter came to the notice of the DPEO on April 25 when the bills with regarding the supply were submitted before her for approval. She then asked the Block Education Officers to go out in the schools and check the supply. The BEO of Rajaund objected to the supply stating that “gur” and “channa” was not supplied in accordance to the approved samples. Later, the supplier admitted that the supply did not meet the standards. Subsequently, notices were issued to the DM but he did not respond positively, stated the DPEO. She has also stated that a payment of Rs 62,507 was immediately stopped for release to the contractor. However, a payment of Rs 14,68,345 was released to DM vide cheque No. 337907 for releasing it to the contractor. She released the payment even as the District Magistrate in his letter dated July 9, 2005, had asked her to stop all payments with regard to the supply of mid-day meal. Further, investigations made by The Tribune had revealed that the DPEO and DM, Confed, had also given payments to the contractor against previous supplies worth Rs 1 crore. |
Villagers seek security for victim’s family
Hisar, July 1 The delegation of villagers, led by the sarpanch, Mr Chhaju Ram, and other panchayat members, submitted a memorandum to the SSP, alleging that Baldev’s family members had been getting threats from the assailants. According to police sources, Baldev had been shot dead due to some enmity which erupted during the recent panchayat elections. The complainants told Mr Chawla that the assailants, including Ramphal, Balbir and others, who also belonged to the same village, had stated that they would kill the other family members of Baldev’s family before they went to jail. They urged the district police chief to get the accused persons arrested at the earliest to end the terror created by them in the village. Mr Chawla assured them of prompt action in this regard. |
Pen-down strike by MDU employees
Rohtak, July 1 The call for the strike had been given by the MDU Non-Teaching Employees Association. A seven-member delegation of the employee leaders met the Registrar this morning. They pointed out that as many as 12 employees had been chargesheeted while orders to chargesheet other 25 employees had been issued. Besides, five others had been suspended. The employee leaders said most of these actions were aimed at victimising their colleagues. The delegation sought a review of these cases and withdrawal of chargesheets if the issues involved were petty. It also offered cooperation to the authorities in curbing corruption but pointed out that opposite stands taken by the Vice-Chancellor and the Registrar on the issue of leakage of B. Ed entrance examination question papers and cancellation of the examination were not sending the right signals to the public. However, the form sales counter remained open keeping in view the interests of the students. |
Villagers meet DC over shamlat land
Bhiwani, July 1 They said the land had been given in a “wrongful manner” to benefit the former MLA. They charged Mr Parmar with grabbing the land in connivance with the former sarpanch. Those who met the Deputy Commissioner today included former sarpanch Om Prakash. They alleged that Dashrath Singh had embezzled about Rs 5 lakh during his tenure as sarpanch and an inquiry had been conducted by the then Deputy Commissioner into this case. To save himself, Dashrath Singh approached Mr Parmar and promised to donate 30 acres of panchayat land free of cost to him. He got a resolution passed in the panchayat in a hasty manner without taking permission from the gram sabha. Mr Parmar formed a Trust after the passage of the resolution, they said. They alleged that all trustees belonged to the Parmar family and not even a single member had been taken from the panchayat or the village. |
Campaign to check pesticide stocks
Hisar, July 1 According to official sources, more than 50 per cent of pesticides are used on the cotton crop. Hisar being the main centre where the C&F agencies and godowns of various pesticide companies are located, these are supplied from here to the rest of the state. As part of the special campaign, Dr B.S. Duggal, Additional Director (Agriculture), Haryana, visited the city and inspected the premises of several companies. Mr Prithvi Raj, Deputy Director (Agriculture), who accompanied Dr Duggal on the inspection campaign, told The Tribune here today that nearly 20 samples were collected and the records pertaining to the purchase, stock and supply of pesticides checked. “In case any of the samples is found substandard, legal action would be taken against the company manufacturing the product,” he asserted. The results of the lab tests would be out within a month, he added. Mr Prithvi Raj pointed out that since the maximum consumption of pesticides on the cotton crop takes place during July, August and September months, the companies had started stocking these. In response to a question, the Deputy Director maintained that the recent rain would prove highly beneficial for the cotton crop. Another benefit was that now the kharif crops could also be sown, he opined. He advised the farmers that in case the cotton crops were still sparse in some of their fields, moong, moth and bajra could be sown as inter-crop to prevent losses. |
I-Tax Dept launches help centre
Gurgaon, July 1 The move is a follow up of the Budget speech of the Union Finance Minister for the year 2005-06 in which he had stated that the Central Government proposed to set up such help centres. The Chief Commissioner of Income Tax, Haryana Region, chose the Gurgaon range in the state for setting up the centre as part of the pilot project in the state. The Commissioner, Panchkula range, Mr A.K. Bhardwaj, who is presently holding the additional charge of the Gurgaon Range, said that the venture was a public-private participation, and hoped that small assessees would benefit from it. In fact, Mr Bhardwaj inaugurated the centre. The centre has been established in Gurgaon Club, a private body. |
Special census of select villages ordered
Sonepat, July 1 For the first time, the survey will be conducted by the Postal Department. The special census is aimed at collecting special information about these villages, including their historical background. Forty three villages in Sonepat district have been selected under the pilot project. The Branch Postmasters have been made nodal officers. The survey report will be sent to the Registrar General of India, New Delhi. The selected villages in Sonepat district are: Gangana, Butana Khetan, Butana Kundu, Bichpar Jagsi, Mundlana, Mahmoodpur, Baroda, Bhawar, Garhwal, Rindhana, Dhanana, Kathura, Madina, Ahulana, Jauli, Garhi Ujale Khan, Khanpur Kalan, Kheri Gujjar, Datauli, Rega, Panchi Jatan, Jaun, Murthal, Bayyapur, Bhatgaon, Mundalana, Rathdhanna, Khewra, Jhundpur, Rai, Jakhauli, Nangal Kalan, Janti Kalan, Kundli, Nehri, Khanda, Farman Gorar, Sisana, Rohna, Sehoti and Barona. Mango mela begins today

Kothari, while addressing mediapersons here today. The Director, Horticulture, Mr Dhanpat Singh, and the Director, Haryana Tourism, Mr
D.R. Dhingra, were also present. The mela would be inaugurated by Mr Venod Kumar Sharma, Excise and Taxation Minister, while the Chief Minister, Mr Bhupinder Singh Hooda would preside over the closing and awards presentation ceremonies on July 3. Ms Asha Sharma said mango was grown on one quarter of the total area under fruit cultivation. Mango Mela, she said, was an annual event organised especially to celebrate mango as the king of fruits. For this event, mango growers, authorised mango product manufacturers, agricultural universities, the general public and housewives from the state and neighbouring states were invited to send mangoes and mango product entries to participate in mango display and competition. The event aimed to generate awareness about the fruit, its cultivation and introduced new trends in its cultivation among the growers. This festival also provided a unique opportunity to the mango growers coming from different parts of the country to exchange notes about mango cultivation, study new trends and techniques in vogue in the field of mango cultivation. Talking about tourism, Mr Kothari said the government would incur an expenditure of Rs 7 crore for promotion of tourism in the state as against Rs 5.5 crore spent during the last year. An amount of Rs 6.76 crore was also sanctioned by the Government of India as financial assistance during the year 2004-05. He said that Haryana was going in for promotion of highway tourism, develop a golf circuit around Delhi, promote adventure tourism at Morni and religious tourism at Kurukshetra. He said that under farm/rural tourism, 10 more farms would be identified during this year besides 18 farms already identified to encourage the visit of foreign and domestic tourists to see the rustic lifestyle in the state. He said during the current year, many ongoing and new projects would be taken up. These included landscaping, beautification and development of dream valley at Badkhal lake, conservation and restoration of old monuments at Yadavindra Gardens, Pinjore, preparation of a concept plan for the project of Mini India Miniature Theme Park at Surajkund, convention hall at Tilyar Lake, Rohtak, convention centre at Surajkund, construction of 18 new rooms at Rai and 16 rooms and a conference hall at Bahadurgarh. |
60 cities identified for urban renewal mission
Panchkula, July 1 These also include all state capitals, including Chandigarh. The minister said the satellite townships of Panchkula and Mohali would be included in the Urban Renewal Plan for Chandigarh. She also said that the Union Government had approved a project for setting up an IT park here. Funds for setting up the IT park had now been allocated under the planned head. Ms Selja also said that the state governments should come up with proper rehabilitation programmes, before they decided to remove encroachments. Otherwise, basic amenities should be provided
in the slum colonies, she said. The minister also said that public toilets would be made for nightsoil lifters, with a 50 per cent grant from HUDCO and a matching grant from the state government. |

Chandigarh, July 1 The Haryana Director, Agriculture and Cane Commissioner, Mr Dhanpat Singh, who was speaking at a two-day training programme for cane managers and cane growers conducted by the Haryana State Cooperative Sugar Mills Federation here today, said the farmers should avail maximum benefit of the schemes being implemented by the sugar mills. The Managing Director of the federation, Mr Gulab Singh Sarot, who presided over the function, suggested the sugar mills to open Kisan Service Centres for distribution of improved seeds, better fertilisers and insecticides at reasonable rates. Bank manager stabbed to death
Bhiwani, July 1 According to report, the victim, Ashok Goyal, was preparing to go to the bank at his residence at Lajpat Nagar chowk when the youths entered his house and attacked him with knives. According to Shakuntla, housemaid, who was also at home at the time of the incident, three youths with covered faces took forceful entry into the house at about 7.15 am and shut her in the kitchen after threatening her of dire consequences. It is learnt that Goyal made several attempts to save his life, but the accused stabbed him indiscriminately. The housemaid later broken the window of the kitchen and cried for help. The housemaid said the attackers were in the age group of 25-35 years. She alleged that no one came to their rescue even after hearing the cries of the manager. The body, after the postmortem, has been handed over to the relatives of the deceased. The police said it suspected some old enmity behind the murder and was working on the theory. |
5 held in Ambala City double murder case
Ambala, July 1 Retired Executive Engineer Hari Krishan Gupta and his wife Pushpa Gupta were found brutally murdered at their Sector 8 residence on June 23. Superintendent of Police, Ambala, Mr Rajinder Singh, said that they managed to crack the case after carefully analysing the work which was underway at the Gupta residence in Sector 8. “We began to track down all those who had worked at the Gupta residence. We found that carpenters had worked there,” he said. He said a carpenter Sohan Lal Sharma had worked at the Gupta residence for about 1 1/2 months. He had passed on information about the couple to his acquaintances Sukhwinder Singh, Harvinder Singh and Rajesh Kumar. They had learnt about the daily activities of the couple, including the fact that Mr Gupta used to go and help his younger brother twice a day. Sohan Lal then bought a knife for the purpose of committing dacoity. The plan was to kill the couple so that there are no eye-witnesses. Mr Rajinder Singh said that the assailants had been planning to strike at the Gupta residence for more than a month. “On one occasion, when they planned to carry out their intention, a son of Mr Gupta arrived from the USA. In the second attempt, a house maid of the Gupta’s arrived unannounced,” he said. He said that on June 21 they again tried to execute their plan but they lost their nerve and backed out. “The next day on June 22 they went to Mr Gupta’s residence in the morning but again did not commit the crime. Then they had alcohol and returned at about 12.30. It was then that they struck,” he said. He stated that while Sukhwinder Singh and Harvinder Singh went inside the house, Rajesh Kumar waited with his motorcycle outside the house. Mr Rajinder Singh said that after brutally murdering Pushpa Gupta, they waited for her husband H.K. Gupta to return. When retired Mr Gupta entered the house, they too murdered him. Thereafter, they decamped with valuables and cash. A mobile of Mr Gupta was taken away by an Harvinder Singh. He later gave it to another person Harpreet Singh, who also has been arrested. He said that Sukhwinder Singh, who stabbed the couple, has already undergone imprisonment of five years in a rape case. |
Cop, wife end life over domestic turmoil
Karnal, July 1 Suman, wife of Prem Singh, working as a draftsman in the Haryana Police in the police lines here, hanged herself to death at her residence in Avtar Colony last afternoon. She had returned from her parents’ house at Rewari in the morning. She had gone there to appear in a B.Ed entrance test. A couple of hours after she returned, Suman hanged herself. When she committed suicide, her son and niece were present in the house. On hearing the news of her wife’s death, Prem Singh returned home from duty and went out of the house without informing anybody. Meanwhile, the police recovered the body of Suman and sent it to the local civil hospital for post-mortem examination. Late in the night, Prem Singh jumped before a train near Bhaini Khurd village to end his life. On hearing the news of this incident the police reached the spot. Prem Singh was identified from his identity card that he carried along with him in his purse. Later, his body was brought to the Civil Hospital for post-mortem examination. The post-mortem examinations of the bodies were conducted on Friday. |
Clerk held for taking bribe
Ambala, July 1 The DIG, Vigilance Bureau, Ambala Range, Mr M.S. Ahlawat, said he had received a complaint of Mr Patanjli Sharma, who is working as a teacher in Government High School, Thrawa, near here. Mr Sharma had alleged in the complaint that a clerk of the education office was demanding Rs 2,000 from him for putting his file before the District Education Officer. The Education Department had been perusing a departmental action against the teacher concerned. The clerk had kept the file pending for the past few months. Mr Ahlawat said the clerk had asked the teacher to pay him the amount at around 7.30pm. A raiding party was constituted by the DIG to arrest the clerk. The Tehsildar, Ambala, Mr Rajiv Sharma, was included in the team as an Executive Magistrate. When the teacher was handing over the amount to the clerk, the bureau arrested the clerk. Later, the vigilance team recovered the amount from his possession. The bureau has registered a case under the Prevention of Corruption Act against the clerk. |
Labourer found dead
Panipat, July 1 Rajbir had been working in Harpal’s fields for the past some weeks. He had gone to his fields for some work on Wednesday night. However, his body was found there when Harpal’s son went to the fields on Thursday morning. The body was taken to Bhim Sen Sachar Civil Hospital for post- mortem examination. |
