Madhavan is Chief Secretary,

Chandigarh, June 30 While Mr G. Madhavan, an IAS officer of the 1968 batch, was today appointed the Chief Secretary, Mr Nirmal Singh, a 1968 batch IPS officer, was appointed the DGP. Mr Madhavan and Mr Nirmal Singh have come in place of Mr Sunil Ahuja and Mr A.S. Bhatotia, respectively, following their retirement today. Mr Madhavan’s batchmates from the Haryana cadre, Mr Dhanendra Kumar, Ms Komal Anand and Ms Reva Nayyar, are all in Delhi on central deputation and that apparently blocked the chance of anyone of them being considered for the post of Chief Secretary. Mr Madhavan, a native of Tamil Nadu, was the Principal Secretary, Revenue Department, before his elevation as the Chief Secretary. His retirement is due on October 31. Thus, his stint as the Chief Secretary will be of four months only. Mr Madhavan, who was born in October, 1945, has never been outside the state on central deputation. While the appointment of Mr Madhavan as the Chief Secretary was on somewhat expected lines, the posting of Mr Nirmal Singh as the DGP has come as a pleasant surprise for government watchers. The new DGP, a recipient of the President’s Police Medal for Distinguished Service, was formerly a decorated Army officer who had also served in the insurgency-hit states of Mizoram and Nagaland. His “no-nonsense” approach apparently landed him in trouble during the Bansi Lal regime when he was given an insignificant posting. Mr Nirmal Singh remained DG/OSD/Rules when Mr Om Prakash Chautala succeeded Mr Bansi Lal. After Mr S P S Rathore went on leave following the CBI filing a charge sheet against him, Mr Chautala appointed Mr M.S. Malik, who is one year junior to Mr Nirmal Singh, the DGP. Mr Nirmal Singh was posted as the Director-General, Prisons, after the Congress formed the government in the state with Mr Hooda as the Chief Minister. The new DGP, a native of Hoshiarpur, is slated to retire on October 31, 2006. |
Contractual KU employees stage dharna
Kurukshetra, July 30 According to them, they had called upon the university Registrar, Mr Yudhbeer Singh, yesterday under the president of Kurukshetra University Non-Teaching Employees Association (KUNTEA), Mr Karan Singh, and urged upon him (Registrar) to release their pending salaries for the past three to four months and to extend their contracts. But, after giving them a patience hearing the Registrar had told them that “such employees will not be paid salaries and they should seek the same from university officers who had registered them,” they alleged. They added that as they had been appointed by the last government so they were being harassed by the university administration. They have warned the latter that if efforts were made to remove them, then the university administration would have to face the music. Mr Karan Singh said the employees were appointed against vacant posts created by the university executive council on the recommendations of the state government. But they had not been paid salaries for the past few months, he added. Refuting the allegations levelled against the university administration, Mr Yudhbeer Singh said the university had not issued any notice for their removal and he could not understand the reason of launching the agitation. However, he refused to comment further. |
Faridabad to have waste management
project
Chandigarh, June 30 Mr D.S. Dhesi, Commissioner and Secretary, Environment Department, Haryana, presided over a workshop on hazardous waste management facility organised by the Haryana Environmental Management Society (HEMS), the Haryana State Pollution Control Board (HSPCB) and the Gujarat Enviro Protection and Infrastrcuture
Limited (GEPIL) here today. Delivering his presidential address, Mr Dhesi said the project would be a joint venture of the Industry Department, Haryana, HEMS, HPCB and GEPIL, which would envisage development of common treatment storage disposal facility of international standard for the state and the National Capital Region. He said a 32-acre site had already been notified in Pali for developing this facility and the project would be first of its kind in this region. He said the site was connected by major roads from Faridabad and Gurgaon and was an abandoned mine site in the crusher zone of Pali. This facility for disposal of hazardous waste is going to be run by a private operator on build own and operate basis. Mr Sunil Sabharwal, president of HEMS said the society, a non-profit organisation, aimed at promoting environment management in the state and the NCR by strengthening in-house capabilities in all industrial sectors. |
New DGP promises more nakas
Panchkula, June 30 Talking to TNS, after taking over as the new Director-General of Police, Mr Nirmal Singh, said that the law and order situation in Haryana had
deteriorated in the wake of lax policing over the past couple of years. “I will ensure effective and round-the-clock police patrolling, including night patrolling. More nakas will be set up all over the state so as to make the police presence felt. The results will be for all to see in the next couple of months,” he assured. Mr Nirmal Singh was posted as DGP (Prisons), Haryana, before he took over as DGP, Haryana today. He said he would also work for a better police- public interface and schemes launched in this regard by his predecessors in this regard will be implemented in letter and spirit. He would ensure better participation in decision making from his officers. “Team work and suggestions from all officers will help us in better policing,” he said. The Director-General of Police also said that he would work towards weeding out corruption from the Police department. Clean administration would be the buzzword in policing, he said. On being asked about delay in registering FIR’s by the police, he said that he would ensure that FIRs are registered immediately, as and when a person approaches the police. |
Lawyers to meet CM for chambers
Ambala, June 30 The president of the Bar Association, Ambala, Mr Chaman Singh, said that two years ago when the new complex of the district court was inaugurated, the then Chief Justice of the Punjab and Haryana High Court said that the chambers for lawyers would be constructed soon but till now the process of construction had not been started. He said a deputation of the Bar had met the Deputy Commissioner recently and requested him to shift the labour court and the consumer forum court to the district court premises so that the clients as well the lawyers could reach there easily. He said that two courtrooms were lying vacant in the district court building where those two courts could be shifted without trouble. Mr Chaman Singh said that the old bar building would be replaced with a new one soon. He said the amount of Rs 10 lakh announced by a former MP, Mr Swaraj Kaushal, and Rs 1 lakh announced by the Union Minister, Kumari Sailja, for the construction of the building had been received by the office of the Additional Deputy Commissioner. It would be utilised in the construction of the building. He said no proper parking arrangement had been made for the parking of lawyers’ vehicles on the court premises. He said similarly no arrangement had been made to drain out the rainy water logged on the old court premises during the rainy season. |
Encroachments removed from Ambala Sadar
Ambala, June 30 Municipal Council employees today cleared temporary encroachments from different areas of Ambala Sadar. Although they met with resistance in some areas, the drive was peaceful. The markets looked more spacious after the drive had taken place. The anti-encroachment drive took place in Sadar Bazar, Vijay Ratan Chowk, Railway Road, Rai Market and Subzi Mandi. Municipal Council Ambala Sadar president Ms Neelam Sharma said that the anti-encroachment drive was an ongoing process which will help in easing traffic congestion in the market place. “We have started the drive after announcing that the drive will take place. The announcements have been made regularly for the last couple of days,” she said. She said that strict instructions had been given to the Municipal Council staff to not to return the articles picked up during the drive. “We had learnt that once the anti-encroachment drive was over, the impounded articles used to be returned to the owner. The purpose of the drive used to be defeated since once again the same problem would crop up,” she said. Ms Sharma said a decision with regard to the impounded articles soon would be taken soon. “Our intention is to have a healthy cooperation with the people. We want that our drive should help in clearing traffic bottlenecks,” she said. She said that once the temporary anti-encroachment drive gained momentum, permanent encroachments on drains would be targetted. “The encroachments on drains cause a major problem specially during monsoon. It is difficult to clean the drains due to encroachments on them,” she said. |
Load disclosure scheme extended
Bhiwani, June 30 A spokesman of the nigam said here today that the scheme was initially launched for the month of May and then extended up to June 30. It would now remain operative up to July 31, he added. The scheme is meant for domestic, non-domestic consumers and tubewell users. It allows them to declare unauthorised load voluntarily so as to get it regularised without paying any penalty. For extending the load to an extent where the total load increases up to 20 KW, the consumers need not submit any test report and ‘A’ form. They can make declaration on a simple form and are not required to submit any fresh affidavit of terms and conditions. They will be required to pay advance consumption deposit (ACD). The form also contains all details about the scheme. The consumers belonging to domestic category are required to pay ACD at a rate of Rs 52 per KW on extended load, while the rate for consumers of non-domestic category is Rs 345 per KW of the declared load. The farmers are required to deposit Rs 30 as ACD for every KW of extended
load. |
Residences of Customs officer raided
Gurgaon, June 30 The residence of Mr Singal is said to have been found locked when the raid was conducted. According to CBI sources, Mr Singal owns eight houses in various parts of Delhi, including Vasant Kunj, five in Uttaranchal, besides one in DLF, Gurgaon, in Haryana. He has been booked for having property disproportionate to his known sources of income. His income is said to be about 231 per cent more than his known sources of income. The sources said that more than Rs 8 lakh and bonds and others economic instruments worth Rs 36 lakh, allegedly owned by him, have been recovered during the raids in various parts of the country. In all, moveable property worth more than Rs 96 lakh recovered in the raids had been attributed to him, the sources added. |

Panipat, June 30 According to information, Babloo of Wadhawa Ram Colony and Mintoo of Mahadev Colony were returning to their houses when they were intercepted by six youths armed with hockey sticks at Wadhawa Ram These youths allegedly beat them up with hockey sticks and snatched Rs 10,000 from them and fled. |
Unauthorised colony razed
Ambala, June 30 The colony was being set up on nine acres of land located close to Railway complex. Roads were being prepared without taking permission from the government. Two shops had also been constructed to sell plots in the illegal colony. Nine houses were under construction and all of them were razed with the help of JCB machines. Similarly, an illegal colony being constructed in Shahpur village was also razed. |

Hisar, June 30 The elephant of Apollo Circus got angered and tossed
Safia, the elephant trainer, about 15 feet in the air and then crushed him under foot. Safia was rushed to a private hospital with serious injuries, where he died. The circus is due to begin shows here from tomorrow.
