4 ultra-sound clinics raided
Kangra, July 30
Senior officers of the Ministry of Health and Family Welfare, Government of India, and officers of the state Health Department today raided four ultra-sound centres, including one at Government Hospital in Dharamsala, Kangra, Dari and Gaggal areas of the district and sealed two ultrasound machines for not having proper documents in keeping with the Pre-Natal Diagnostic Test Act.

151 evacuated from Kinnaur

As many as 151 stranded tourists were evacuated from various parts of Kinnaur which has been cut off due to the disruption of road links due to flash floods in the Sutlej.

The helicopters of the Indian Air Force made nine sorties to airlift 66 tourists from Sangla, 50 from Peo and 36 from Pooh. These included seven foreigners. In all about 300 stranded persons had been evacuated. Mr Arvind Sharda, Superintendent of Police, said about 100 persons might be stranded still and they would be evacuated over the next two days if weather permitted.

The helicopters also tried to drop some relief material in the Leo village where almost half of the houses were washed away. However, the effort did not succeed because of extremely windy conditions. The authorities despatched food grains and other essential commodities on mules.

The 15 Nathpa Jhakri power project remained shutdown for the sixth consecutive day today as the level of silt in the Sultlej continued to be very high. The level in the river at Nathpa was over 19,000 ppm (parts per million) and the discharge over 1800 cumecs. The project authorities hope that the level of silt will come down over the next two days. Generation will be resume only after the silt contents falls below the maximum permissible limit of 5000 ppm.

The project was daily generating over 36 million units of power when it was closed down on Saturday. Since then it has lost revenue to the tune of Rs 54 crore on account of loss of generation.

Sonia Gandhi returns to Delhi

Mrs Sonia Gandhi, Chairperson of the United Progressive Alliance (UPA), who was on a five-day private visit to the state capital, returned to Delhi this morning.

She went to Chandigarh by road from where she flew to Delhi. However, her daughter Priyanka and other family members stayed back. They were likely to return tomorrow.

The presence of Mrs Sonia in the state capital during the Parechu disaster has had a galvanising effect on the relief and rescue operations with the Centre.

It was her decision to survey the flood-hit areas that brought the Union Home Minister, Mr Shivraj Patil, to Shimla.

He accompanied her to Rekong Peo and later held a meeting with the Chief Minister, Mr Virbhadra Singh, and senior officers to discuss ways and means to deal with the situation.

The central team also arrived without delay to asses the damage.

Central team visits flood-hit areas

An eight-member Central team today visited the flood-hit areas of Kinnuar and Shimla districts.

The team headed by Mr H.R. Singh, Joint Secretary, Ministry of Home, which arrived her last evening, flew to Rekong Peo today. Besides conducting an aerial survey of the affected area right upto Sumdoh, close to the China border, the team also inspected some damaged portions of the national highway near Powari. It also inspected the Peo-Shilti road and talked to affected people.

Later, the team held a meeting with the district officials at which it was informed that eight bridges on the Sutlej had been washed away and another 10 rendered unsafe due to damage caused by floods. In all about 2,400 people of 23 villages had been affected in the district.

The need for airlifting the peas crop was stressed and the team was informed that peas worth over Rs 24 crore were to be transported to the market.

The team went to Rampur in the evening and saw some the damaged houses and bridges.

The state had estimated the total loss at Rs 700 crore to Rs 800 crore. The team will hold discussions with senior officers of the state here tomorrow.

The Centre will provide assistance to the state on the basis of the recommendation of the team which would submit its report after returning to Delhi.

Proposed power tariff surprises Virbhadra

Shimla, June 30
Mr Virbhadra Singh, Chief Minister, has expressed surprise at the steep increase in the tariff of domestic consumers by the Electricity Regulatory Commission.

The Chief Minister said that neither the government had recommended any tariff increase for the domestic consumers nor the state electricity board requested for it in its tariff petition filed for the year 2005-06. He said that keeping in view this, he was all the more shocked by an increase of more than 100 per cent in the tariff of even for the BPL families.

Mr Virbhadra Singh said that the implications of the tariff order would be examined in depth by the government before taking any action on it.

Army placement cell in Kangra soon

A computerised Army placement cell will soon be started with the objectives of providing jobs and self-employment to ex-service men of the district. The General Officer Commanding Corps has agreed in principle not only to open the cell, but also shopping malls to rehabilitate the ex-servicemen.

Giving this information the Deputy Director, Zila Sanik Welfare Board, Kangra, Major O.C. Gulati, said the GOC had assured to undertake a series of welfare measures for the ex-servicemen of the district.

This cell will generate employment opportunities both in private and public sectors, along with army units for ex-servicemen of all categories, he said.

Shopping malls will initially be set up at those places which have Army cantonments and Sanik Rest Houses in the district.

Dharamsala, Palampur, Nurpur and Jawalamukhi will be the first to have such malls. After evaluating the success of these malls, new complexes will be opened at the places having the large population of ex-servicemen. The zila Sanik Welfare Board would pursue the district administration for land and building for these proposed shopping malls, he said.

As the idea of CSD canteen is quite obsolete, there was a need of opening shopping malls to provide all essential commodities under one roof at cheaper rates to ex-servicemen and families of serving soldiers, he added. These malls would exclusively be owned by exservicemen.

The areas having thick population of the ex-servicemen will also be given the facilities of the mobile canteens and medical teams.

Reacting to the hike in power tariff, he said the rates of bulk water supply to local bodies and sewerage had already been increased by the government and the additional burden would be passed on to the people by the fund-starved municipalities.

Villagers lock schools as teachers play truant

Nahan, June 30
Representatives of local Panchayats and Navyouvak Mandals, residents of Paonta and Nahan tehsils have put locks on one middle school and two primary schools in the absence of teaching staff in the school.

Today, Tirmali Primary School in Nahan tehsil was locked by the residents.

Residents of Dharti Dhar area were sore over the alleged carelessness of the Education Department regarding the supervision of schools in this area.

A few days back, residents of Kando Kansar Panchayat under Paonta tehsil put locks on the Kansar Middle School as no teacher had attended the school on that day.

Villagers alleged that in absence of proper supervision by the Education Department, teachers in the Dharti Dhar area hardly attended schools regularly.

Yesterday, residents of Panjahal village put locks on the building of Panjahal Primary School as out of four teachers, none was available in the school. Padam Singh, vice-president of panchayat, said they had made several complaints to the department also but no action was taken.

Both, Primary and Secondary Education Department Deputy Directors have said that they had ordered inquiries into the incidents and villagers were being persuaded to open the lock.

A teacher from Primary School, Birla, has been deputed to teach children at Tirmali Primary School.

Villagers oppose power grid yard

Villagers of Panarsa and Kotdhar villages are up in arms against the proposed power grid yard to be constructed by the national power grid (NPG) on the 42 bighas of agricultural land being acquired by the Himachal Pradesh Government at Panarsa, about 40 km from here.

Taking out a protest march at Panarsa on the Mandi-Kulu highway, villagers today raised slogans against the NPG and the state government.

The villagers protested that this would render them landless.

“We will never allow the NPG to acquire this land,” said Ms Krishan Kumari, pardhan, Panarsa. “Over 50-60 families will be rendered landless if the land is acquired. We grow foodgrains, vegetables on the land”, she rued.

Meanwhile, the NPG and revenue officials have initiated steps to acquire the land.

The district revenue officials said the NPG would pay compensation as per the provision in the agreement.

“We are measuring the land, but the villagers are protesting against it, informed a revenue official, who visited the spot today.

Commenting on the controversy, the Chief Engineer, NPG, Mr B.L. Prasad, said an expert group had recommended the Panarsa site as best suited for the purpose. “We need over 42 bighas at Panarsa for the yard as it would connect the various hydropower projects like Parbati, Kol dam and others located in the region”, he said.

Bio-recycling plant for Chamba proposed

The municipal council here has drawn up a Rs 1 crore scheme for bio-recycling plant for the disposal of solid waste. The proposal has been submitted to the government for approval.

Mr S.P. Dhall, President of the council, said here today that it was for the first time that such a unique scheme had been proposed to rid the town of its garbage disposal problem.

He said a permanent site for the setting up of the plant had been identified at Saach Nala in the suburbs of Chamba town. The scheme would go a long way in providing hygienic conditions to the projected population of around 21,000, Mr Dhall pointed out.

He also said that a drive for the recovery of rent amounting to around Rs 22 lakh from chronic defaulters occupying the municipal shops, stalls and khokhas (wooden stalls) had been launched.

So far Rs 13 lakh had been recovered from them, he added.

Obsolete ITI courses to go, says Chief Parliamentary Secy

Stressing the need to maintain quality and modern techniques in the field of technical education, the Chief Parliamentary Secretary and in-charge of Technical Education, Mr Harbhajan Singh, today said the old courses being run by the ITIs, which had become redundant, would be phased out.

He said a committee would soon be constituted to explore the possibility of introducing new trades suited to the industrial development in the state.

Talking to The Tribune here today, he said the department was also contemplating to introduce certain short-term courses for upgrading the skills of rural artisans.

Such courses, he said, would enable the common artisans to add more saleability to their goods. He said the government would ensure that various institutes, which had been permitted to run various courses approved by the Directorate, maintained the desired technical standards. Such institutes would be personally visited to have a first-hand insight into their working, he said.

A special package for the ITI students would also be developed whereby the meritorious students would have an opportunity to avail internship at the top industrial units.

Addressing students of the local ITI on their annual function, he lauded their efforts in maintaining high standards of the ITI. Credited with being granted the ISO 9001-2000 certificate, the institute has attracted top industrial houses like Gujarat Ambuja Cement Limited, DCM Tools and Dyes, Colgate Palmolive, Torrent Pharma, etc.,

The Government of India had also chosen the institute as a centre of excellence in the electronic sector among six other institutes of the country, he said.

Earlier, the Principal, Dr Shivendra Dogar, read out the annual report and gave a detailed record of the placements this year. Mr Singh later gave away the prizes to the students.

4 ultra-sound clinics raided

Senior officers of the Ministry of Health and Family Welfare, Government of India, and officers of the state Health Department today raided four ultra-sound centres, including one at Government Hospital in Dharamsala, Kangra, Dari and Gaggal areas of the district and sealed two ultrasound machines for not having proper documents in keeping with the Pre-Natal Diagnostic Test (PNDT) Act.

Chief Medical Officer, Kangra Dr K.L. Gupta said here today that the raids were made under the supervision of Madam Rath in charge for the PNDT, Ministry of Health and Family Welfare Government of India. He said that the team comprised four members headed by Madam Rath and Dr M.L. Banno, Director Projects Directorate of Health Services H.P., Dr K.L. Gupta CMO Kangra and Dr Shrinivas Sharma MOH, representing the State Health Department.

Dr Gupta said that as number of girl children was decreasing in the district and was 850 girls against 1000 boys, was worrying medical authorities. He said that in first phase the four ultra-sound clinics were raided in this district and six in Una town yesterday.

He said that the parents, ultra-sound clinic owners and the doctors aborting girl children leading to falling sex ratio which would lead to sex crime and social trauma in the days to come. He said in first phase the ultra-sound clinics were raided today and yesterday and in second phase the doctors indulging in the illegal abortions would be taken to task.

He said that today in one Government Hospital at Dari and three private clinics one each at Kangra, Dharamsala and Gaggal were raided. He said that in the Government hospital and in another private clinic nothing objectionable was found. He said in the remaining two private ultrasound centres the documents were not as per the norms of the PNDT Act. Dr Gupta said that they had been asked to complete formalities before their ultrasound machines would be de-sealed.

He said that besides clinics the operating theatres where termination of pregnancies were being done would be raided.

One convicted for possessing drug

Sundernagar, June 30
Sessions Judge, Mandi, A.C Dogra in an order passed today has convicted Gurdev (19) of Khani Thach for possessing 1.8 kg of charas and sentenced him to undergo rigorous imprisonment for a period of 10 years and to pay a fine of Rs 1 lakh.

In default of payment of fine, the convict has to further undergo rigorous imprisonment for one year.

The convict was nabbed by the police at Pandoh in 2003, when it was checking the traffic from a private bus and the contraband was recovered from him. The police registered a case.

Labourer electrocuted

Baddi, June 30
A migrant labourer was electrocuted here last evening. Jeed Ram along with another worker was working on a marble cutting machine in Goel Construction Company. Jeed Ram, who was holding the handle of machine, got electric shocks. He died on the way to the local primary health centre. A case under Section 304. A of the IPC has been registered against the company owner.
