Hooda showers largesse, takes a dig at Chautala
Kandela (Jind), July 3 The Chief Minister, speaking at a “dhanyawad rally” organised by the BKU at Kandela village in Jind district, also announced to instal the statues of the nine deceased farmers in their respective villages. He said Kandela village was underdeveloped as its residents had remained engaged in agitation for they were discriminated against by the previous government. He announced that the streets of the village would be laid in concrete, a ‘phirni’ of the village would be developed and the electricity transmission lines passing through fields would be replaced. He also said a power house would be set up at Shrirag Khera village and the road between Shahpur and Jeetgarh would be metalled. The Chief Minister also hinted at announcing yet another major incentive, on the pattern of the scheme of waiving electricity arrears worth Rs 1600 crore after the completion of the present scheme in 20 months. He said this announcement, which he would make after 20 months, would be remembered by future generations. These announcements were responded to by the enthusiastic crowd with loud cheers and the slogans were raised in favour of Mr Hooda and the present state government. Mr Hooda sought cooperation of people to achieve the target of making Haryana a number-one state in the next five years. Mr Hooda said as a result of the progressive policies of the present government, a number of multi-national companies were now keen on setting up their units in Haryana. He said if the programme of contract farming succeeded, it would go a long way in checking the problem of unemployment. Mr Hooda said the former Chief Minister, Mr Om Prakash Chautala, functioned in an autocratic manner and indulged in politics while posing himself as pro-farmer. He said the present government took a decision to waive arrears of electricity bills despite the fact that it was not mentioned in the manifesto of the party. They CM revealed that he had taken this decision on his own when he had started his ‘padyatra’ from Jind to Delhi to press for the demands of the agitating farmers of the Bhartiya Kisan Union. He said that it was strange that cases of sedition were registered against the BKU President, Mr. Ghasi Ram Nain, by the previous government whereas such cases used to be registered during the British regime. Mr Hooda said that AICC President, Mrs Sonia Gandhi, had asked him to support the demand of the farmers and stressed their welfare. The President of the Bhartiya Kisan Union, Mr. Ghasi Ram Nain, assured the Chief Minister that all small and big farmers would pay their current bills to avail of the benefit of the scheme introduced to waive arrears of electricity bills amounting to Rs 1600 crore. Earlier, the Transport Minister, Mr Randeep Singh Surjewala, said the function organised by the BKU signified beginning of a new era in the development of Haryana. Mr Naveen Jindal MP thanked Mr. Ghasi Ram Nain for the support rendered by him and the BKU during the elections. He urged the people to strengthen the hands of Mr Hooda. |

Ambala, July 3 In a letter addressed to the Deputy Commissioner of Police (South), New Delhi, Mr Mullana, said in 2000 Pushpa Mullana was diagnosed as a patient of heart enlargement. Kler along with his team checked her up on June 7 and advised that the battery of the pacemaker had become dysfunctional, therefore, the whole pacemaker should be got replaced,” the letter states. “It was specifically asked as to whether Dr Kler would himself operate the patient and would supervise her throughout her stay in hospital. Dr Kler said he would himself operate Mrs Mullana and supervise her treatment throughout her stay in hospital,” the letter adds. On June 10, Mrs Mullana was admitted in Escorts. She was operated upon for replacing the pacemaker the same day. “The operation was conducted by Dr Kler and his team consisting of Dr Jatinder Singh, Dr Kartik and other associates. After the operation, Dr Kler briefed the applicant (Mr Mullana) that the pacemaker procedure was complete. However, one of the lead of the pacemaker could not be inserted in the artery and the same would be inserted on June 13, 2005.” The letter claims, “The patient showed signs of some infection inside her body on account of fever she developed after the operation. Mr Mullana tried his best to contact Dr
Kler, but he was not available.
Dr Jatinder and Dr Kartik
On June 13, Dr Kler attended Mrs Mullana but by that time, her condition had become very serious. “Dr Kler said the condition of the patient was under control and he would manage the treatment. Mr Mullana had to take words of Dr Kler on the face value. Dr Kler inserted the lead of the pacemaker into the artery on June 13 and even after the second operation, the condition of Mrs Mullana did not improve and she developed more complications.” Mr Mullana specifically asked Dr Kler whether he would be available after June 13 to personally look after the patient and he was told that Dr Kler would remain present. “But, Dr Kler was not available from the morning of June 14 and remained absent till the midnight of June 20. During the intervening period, the condition of Mrs Mullana became more serious. Dr Kler attended on the patient on the midnight of June 20. Even at that time, Dr Kler and his team kept the applicant in the dark about the deteriorating condition.” “Unfortunately, Mrs Mullana breathed her last on June 21, due to the complications she developed on account of improper medical treatment and the deliberate absence of Dr
Kler,” the letter alleged. “The pacemaker grafted in the year 2000 was within the warranty period and they had to replace the same free of cost. But in spite of that they charged money on false pretext. Therefore, the applicant has not only lost the life of his wife but was also cheated by the doctors and the institute. They have also committed criminal breach of trust. It is, therefore, requested that appropriate legal criminal action be initiated against the doctors, the governing body and the institute in the interest of justice and public interest,” the letter states.

Pipaka (Mewat), July 3 Meanwhile, the police registered a case in which eight persons of the attacking party have been named. Twentyone others, whose names are being mentioned in connection with the violence, have been subjected to police investigation. In all, 16 persons arrested were today presented before the court. The police has taken them on one-day remand. According to the police, more persons could be named in the FIR as the investigation moves ahead. They have been booked under Sections 48, 149, 302, 307, 323 and 452 of the IPC as well as under the Arms Act. The party-led by Mr Naresh Yadav of Fazilpur village in Gurgaon substation, allegedly led a mob of about 50 persons and attacked residents of the village. The mob opened fire killing two and injured six others. The irate villagers burnt the eight vehicles used by the members of the attacking party along with three others after they escaped from the scene of violence. Although the villagers allege that the members from the attacking party burnt the vehicles to tamper with the evidence, not many are ready to buy the theory though. Those who discount this theory wonder how could the fleeing members whose first instinct would be to save their lives for attack would have burnt their own vehicles. Meanwhile, an assembly during the time of burial of the two bodies cautioned that a “mahapanchayat” from various parts of Mewat would be organised if the police fails to arrest all culprits. The police continued with security arrangements in and around the village. Senior police officials were spotted doing the rounds of the area. |
Consumers rush to pay power bills under new scheme
Chandigarh, July 3 About 1.75 lakh consumers of electricity have paid their current bills amounting to about Rs 6 crore since June 17, when the scheme was introduced. Encouraged by the response the power utilities have decided to hold cash collection camps in those villages from where such a demand will be received. An official spokesman said here today that on an average over 4,000 consumers were paying their bills daily in each of the districts of Bhiwani, Rohtak and Jind. He said the scheme had also generated a tremendous response in the districts of Faridabad, Mahendragarh, Sonepat, Kaithal, Mewat and Hansi tehsil of Hisar. More than 20,000 consumers paid their bills in a single day yesterday. More than half of the consumers with tubewell connections in Hansi circle, whose payments were pending, had also started paying their bills. He said that the benefit of this scheme would also be given to those consumers whose connections were disconnected. They had been given the facility of reconnection for which they would have to apply afresh by July 31. He said that the consumers had also been given the facility of getting their unauthorised load regularised without paying any penalty. The last date of this scheme had been extended up to July 31. The scheme was introduced in May and about 50,000 consumers under the domestic, non-domestic and agriculture categories falling within the jurisdiction of the Dakshin Haryana Bijli Vitran Nigam had got their load of 215 MW regularised without paying any fine. The nigam had decided to keep its cash collection centres open even on Saturday and Sunday for the payment of electricity bills. |
Haryana to buy aircraft for VIP use
Chandigarh, July 3 A meeting of the HPPC, held here today under the chairmanship of the Excise and Taxation Minister, Mr Venod Sharma, finalised purchase of a new B-200 aircraft for use by the Chief Minister and other VIPs. The plane is a Beach Air aircraft, manufactured by an American company, Raytheon Ltd. The aircraft, which can carry up to eight passengers plus the pilot and the co-pilot, will cost approximately Rs 22 crore. The administrative approval for purchasing the aircraft was obtained before the proposal was put up before the HPPC. Following the HPPC’s clearance of the purchase, the Civil Aviation Department of the state government would now place an order with the American manufacturer for supplying the aircraft. Delivery of the aircraft can take up to two months’ time because of various formalities as well as safety drills associated with such a purchase. The new aircraft will replace the old King Air aircraft which is being used by the state government. The King Air aircraft, with the sitting capacity of eight, including the pilot and the co-pilot, was put into service by the state government in January 1995 and it has logged over 2200 hours
of flying so far. The new aircraft, according to government sources, was being purchased by the state government keeping in mind the safety aspect and security of the VVIPs travelling by the aeroplane. “ The King Air aircraft is more than 10 years old and it is necessary to replace it. In fact the King Air aircraft was purchased as a replacement for another aircraft which was only eight years old”, a source here said. Jhajjar, July 3 The meeting was organised at behest of All India Jat Mahasabha which was also attended by representatives of the community from Delhi, Uttar Pradesh, Rajasthan and Haryana and presided over by its executive national president Bharat Singh Dagar. The Sainis were also invited to attend the meeting. However, when none of the members of Saini community turned up, some persons were sent to their houses to take them to the meeting venue. However, Ranjeet Singh Saini arrived in the meeting and informed that most of the prominent persons of his community, including Sarpanch, Roopchand Saini, were not present in the village due to personal work. He, however, made it clear that their community had decided to abide by the decision of the district administration and any verdict of the social panchayat was not acceptable to them. The president of Haryana Jat Mahasabha and other speakers requested the Saini community to resolve the dispute by mutual talks and urged them to fix a fresh date for the combined panchayat as per their convenience. They held that the district administration has played a dubious and biased role in the whole issue and if both communities could not strike a compromise then the case should be handed over to the CBI for a thorough interrogation. They said a representative of the Jat Mahasabha would call on the Chief Minister Mr Bhupinder Singh Hooda soon to urge him to expeditiously find a solution to the controversy so that both the communities could live in peace. |

Hisar, July 3 This was stated by the Union Minister for Poverty Alleviation and Urban Employment, Ms Selja, who was in the city today. She was talking to reporters after hearing grievances of people at the PWD rest house here. Meanwhile, the Haryana Revenue and Irrigation Minister, Capt Ajay Yadav, who was also here today, said the state government had decided to set up special counters for Defence personnel at the district-level. The main motive of setting up these counters was to redress grievances of the military personnel who were on leave, he added. The minister maintained that to ensure fair distribution of irrigation water, days of releasing water in all canals and rivulets of the state had been fixed. He asserted that efforts were being made to ensure that irrigation water reached tail-end villages. |

Sonepat, July 3 The families have been complaining of non-supply of wheat at subsidised rates at the ration shops opened by the government in this district. Mr Kishan Singh Sangwar, MP and national vice-president of the BJP, has already demanded a CBI probe into the alleged malpractices by a large number of depot holders in connivance with unscrupulous officials of the Food and Supplies Department in the distribution of subsidised ration commodities. The bulk of rationed commodities supplied to the fair price shops in this city and elsewhere find their way to the black market. This racket in Sonepat’s public distribution system (PDS) is flourishing while the poor are turned away on one pretext or the other. Many people alleged that almost all the fair price shops in the urban and rural areas remain closed for most of the day as the owners open their shops at their will when they get the supply of rationed commodities. |
Canal water shortage hits paddy crop
Sonepat, July 3 According to a report, the farmers who had sown the paddy crop need canal water for irrigation but officials of this division have utterly failed to ensure regular supply even during the rotation period. Many farmers alleged that theft of irrigation water was the main cause of the water not reaching their fields situated at the tail end. It is also alleged that a number of farmers allegedly enjoying the patronage of ruling party MLAs and other politicians, are indulging in largescale theft of canal water. Farmers who are supplied water by Israna minor, Butara distributary, Gangesar, Bichpari, Baroda and Busana tails, have made a series of complaints to the authorities concerned about the non-supply of canal water but no action has so far been taken in this regard. |

Thieves injure three, decamp with ornaments
Fatehabad, July 3 According to reports, two thieves, wearing only underwears, went to the residence of a villager, Baldev, after midnight last night and asked him to hand over cash and other valuables. After that the thieves went to the next house and hit Gurnam Singh on his head with rods. Gurnam Singh was sleeping on a cot. The thieves then went into a room and snatched earrings from a woman, Kulwant Kaur. When Kulwant Kaur tried to raise the alarm, the thieves injured her by hitting on her head with iron rods. After hearing the cries of Kulwant Kaur, Balwinder Kaur, who was sleeping on the terrace of the house, also came down. The thieves snatched her earrings too and injured her by hitting on her head and face. The injured have been admitted to the local General Hospital. |

Bhiwani, July 3 He said that on a tip-off received on July 2, the police arrested Jagbir, alias Jaggi, a son of Satpal of Misri village, Krishna, a son of Smandar Mal, a resident of 34, Arya Nagar, Dadri, and Sandeep, a son of Purushottam of Mandi Dham, Narnaul. On interrogation, the accused admitted their involvement in 17 cases. The police has recovered a Pick-up jeep, a van, a motor cycle, two tractors, a TV set, a fridge, iron goods and electricity items. |

Panipat, July 3 The condition of two of the injured, Charan Singh and Satpal, is reportedly serious. The members of the two groups reached Baroli bus stand and attacked each other with sharp-edged weapons and swords. An FIR has been registered at the Sadar police station in this regard. |
Buddha’s idol recovered
Panipat, July 3 According to police sources, the idol was recovered from a Shamli-bound bus during its checking at a naka set up on the Sanauli road. The police took the idol in its possession and informed the Archaeological Survey of India (ASI) in this regard. It is suspected the idol had been stolen from some temple. |
