With intelligence reports warning Delhi Police of possible terrorist strikes in the Capital along the lines of the Ayodhya incident or the London bombings, security here has been further tightened

Delhi Police Commissioner K K Paul today met Home Secretary V K Duggal at his North Block office and is understood to have apprised him of the security steps taken by his department in the Capital in the backdrop of terrorist threats.

He is also understood to have discussed the security scenario in Delhi, specially the underground train service here, in the wake of yesterday’s blasts in London Tube in which scores of people died.

After intelligence inputs on ‘possible attacks’ by militants on vital installations and monuments, enhancement of security in and around Delhi Metro, Parliament and other important buildings was also said to have come up during their talks, said sources.

Yesterday, the police had beefed up security at all metro stations in the Capital, and no untoward incident has yet been reported.

BJP to hold large-scale protests against tariff hike in the Capital

The BJP Delhi Pradesh president, Dr Harsh Vardhan, today said that if the increase in power tariff was not withdrawn, the BJP Delhi Pradesh will launch a 10-day protest movement throughout Delhi. Demonstrations will be held at all the prominent places of the 16 districts, beginning tomorrow.

Traffic will be blocked and effigies of the Chief Minister, Power Minister and DERC will be burnt. The workers of all 140 mandals of the BJP will stage protests in their areas.

He called on the power consumers not to pay the increased bills till the Delhi Government and all the three private power companies fulfil their assurances given at the time of privatisation.

He demanded that the companies should be prosecuted under Section 420 of the IPC of the IPC for presenting forged annual revenue accounts.

The BJP Delhi Pradesh president has suggested that the DERC should be made a multi-member commission. The representatives of the public and the voluntary organisations should be included as members so that the voice of the people may be heard there.

He also suggested that at the time of presenting the ARR, the private power companies, with effect from next year, should also swear an affidavit about the authenticity of the report so that if the accounts are found forged, the officers responsible for it may be punished under Section 420 of IPC. Dr Harsh Vardhan alleged that the companies have shown heavy losses in the name of purchase of maintenance equipment. Data is forged. Now the private companies are targeting the valuable, immovable properties of the DVB which were give to them free.

Power tariff hike criticised

The latest hike in the power tariff in the Capital — the third since privatisation — has met with considerable criticism from all sections. Industry chamber PHDCCI today said that the power tariff hike announced by the Delhi Electricity Regulatory Commission (DERC) would be harsh on consumers and should have been accompanied by some guarantees like ensuring uninterrupted power to them.

According to the chamber’s Delhi Committee Chairman Kamal Meattle, the DERC has asked for a tariff hike but not taken adequate initiatives to arrest the losses and theft of power.

The chamber has urged the Delhi Government to come up with a road map for all the DISCOMs operational in the Capital to reduce losses and power theft.

Meanwhile, Residents Welfare Associations (RWAs) of various residential colonies say that there was no justification in hiking the power tariff and that the power companies should put their own house in order by checking theft which was the major cause of losses.

“Passing on this burden on the already beleaguered consumer is totally unfair,” a spokesman of several residential colonies in East Delhi said.

The Delhi State Organising Committee of the Socialist Unity Centre of India also expressed resentment at the power tariff hike and urged the authorities to withdraw it immediately. It also appealed to all the consumers to fight jointly against the move.

1.75 lakh power bill defaulters pay up under waiver scheme for farmers

The power bill waiver scheme launched recently by the Haryana Government for the farmers and rural domestic consumers in the state has evoked a good response with about 1.75 lakh defaulters paying the current bills for the first time after a long gap. This would improve the revenue collection of the Haryana Vidyut Prasaran Nigam. An amount of about Rs 5 crore has been realised from the defaulters.

This was stated by the Chairman of the Haryana Power Transmission and Distribution Corporations, Lt. Gen. (retd.) O.S. Lohchab, here yesterday while addressing two separate meetings in Mindkola and Bamnikhera villages.

Mr Lohchab who was on his maiden visit to the district also held a meeting of the officials of the Power department.

Speaking at the meeting, he claimed that the waiver scheme had been successful so far, but the defaulters needed proper information. There should be no scope of misinformation, Mr Lohchab added.

It may be recalled that the Uttar Haryana Bijli Vitran Nigam and the Dakshin Haryana Bijli Vitran Nigam collect a monthly revenue of about Rs 350 crore through the bills paid by the consumers.

According to a spokesman, the status report of how many defaulters had come forward to pay their bills against the waiver scheme could be known after two months as it would complete all the billing cycles. The scheme was started from June 17.

Describing the response as quite enthusiastic, Mr Lohchab announced that the government could go in for reducing the rates of power in the state, if the consumers made it a habit to pay their bills on time.

Disclosing that the department had decided to extend the last date of the Voluntary Disclosure Scheme (VDS) of power load to July 31, he said the consumers could take benefit of the scheme without penalty.

Stating that providing power supply round the clock was the aim of the Nigam, he said, new power generation plants of the capacity of about 3000 MW would be set up in the state in near future.

He said a sum of Rs 45 crore had been released for the Faridabad district to strengthen the distribution and transmission network, besides the construction of five additional sub-stations of 66 KV at Fatehpur Billauch, Bhagola, Bhupani, Punhah and Escorts Faridabad.

Special camps would be held in villages to facilitate consumers to make payment of their bills, getting connections regularised, reconnections, and to redress the grievances of the consumers.

City industries employ 1.28 lakh people

An annual survey of industries prepared by Delhi government’s Directorate of Economics and Statistics survey has reported that there are as many as 3,413 industries working in the Capital, which together contributed Rs 2,605 crore to Delhi’s economy during 2002-03.

The survey report was formally released by Delhi Finance Minister Dr AK Walia today.

Reading out some key statistics from it, Dr Walia said out of these 3,413 factories, 1,250 factories are under partnership, 992 under individual proprietorship, 961 are private limited companies, 162 are public limited companies and 47 are under joint family setup.

He further went on to say that about 1.28 lakh employees were working in 3,413 factories, of which about 800 factories employed 100-200 persons.

As per the survey, the total output of 3,413 factories during 2002-03 was Rs 17239 crore as against the total value of input worth Rs 14249 crore.

Dr Walia pointed out that the value added per worker was Rs 3.05 crore and the value added investment capital ratio is 0.48 and value added output ratio is 0.15.

The survey also indicates that Rs 914 crore was spent towards sales. Of this, Rs 415 crore was spent towards excise, Rs 15 crore as sales tax and Rs 484 crore as other expenses.

Dr Walia claimed that the financial policies of Government of Delhi have resulted in a 25 per cent increase in the net income of factories in the Capital.

Just a marginal dip in DU’s fourth cut-off list

The fourth cut-off list of DU colleges, as expected, does not have too much to offer. Barring a few subjects, which have seen a dip in the cut-offs, admissions to almost all courses in most of the colleges have wound up.

The fourth cut-off list released by the university here today shows a let-up of two to four per cent in the cut-off for admissions to under graduate courses in some subjects, while for the popular courses like B.Com. Hons. and Economic Hons., the dip is again marginal.

Admissions for BA Programme in Hansraj College is closed for General and Philosophy options and the cut-off is 70 per cent for Sanskrit option.

In Aditi Mahavidyalaya, the cut-off is 55 per cent; in Bhagini Nivedita, it is 57.5; and in Deen Dayal Upadhayaya, it is 63 per cent.

For B.A. Hons. in Economics, the cut-off is 90.50 per cent to 91.50 per cent in Hansraj College; in Kirori Mal, it is 84.25-90.49 per cent; and in Zakir Hussain, it is 75-76.9 per cent.

The cut-off for B.A. Hons. History in Hansraj is 74 per cent to 80 per cent in Hansraj; in Satyawati Evening, it is 58.4 and 58-64 per cent in Dyal Singh.

The cut-off for B.A. Hons. Sanskrit in Hansraj is 47 per cent to 55 per cent and 45 per cent in Sri Venkateswara.

In Hansraj, the cut-off for B. Com. Hons is 90.75 per cent to 94.75 per cent; in Kirori Mal, it is between 90.5 and 90.99 and in Maharaja Agrasen, it is 81 per cent.

B.Sc. in Applied Physical Sciences in Hansraj has a cut-off of 80 per cent, B.Sc. Hons. Botany is 76 per cent, B.Sc. Hons. Chemistry has 81 per cent, B.Sc. Hons. Physics is 85 per cent and B.Sc. Hons. Zoology has a cut-off of 79 per cent.

The dip in Science courses is between one and two per cent. Physics Hons in Hindu has a cut-off of 88 per cent while in Swami Shraddhanand, it is 70. Chemistry Hons has a cut-off of 69 in ANDC, 68 in Dyal Singh and 72.66 in Rajdhani.

The fourth list will be displayed in all colleges on Saturday. For details candidates have been advised to contact individual colleges and those who meet the eligibility requirements have been advised to complete their admission formalities by the 13th of this month within the stipulated time.

Concern over Yamuna level

With the Yamuna flowing just 1.5 metres below the danger mark, the Delhi Government today reviewed the preparedness of various departments to tackle any flood situation in the national Capital.

A meeting held today by Chief Minister Sheila Dikshit, which was attended by her cabinet colleagues, government officials, MLAs and local MPs, decided to set up three control rooms to keep a watch on the situation regarding Yamuna’s water level – which has risen to 203.16 metres – and take necessary steps to prevent flooding.

“The preparedness of various departments for flood control was reviewed and we have also made a list of slum clusters to be evacuated in case of flooding,” said Development Minister Rajkumar Chauhan, whose ministry controls the Irrigation and Flood Control Department.

On the current water level in the Yamuna, the minister said that the recent release of water from Haryana had raised the level of the river though it was still below the danger mark of 204.83 metres. “We are monitoring the level,” he said.

HC summons Safdarjung Hospital’s director

The Delhi High court today asked the Director (Administration) of Safdarjung Hospital to be present on the next date of hearing to explain why the hospital is not paying compensation to a 12-year-old girl on whom a rod had been fixed wrongly by its orthopaedic surgeon.

Justice Vikramjit Sen directed the official, Ajay Agarwal, to come to the court on July 13 and file an affidavit about the reasons for not paying compensation to Manju, a resident of Badarpur. Agarwal, in an affidavit, had explained that the hospital did not go wrong in the treatment of Manju and there was no such provision to pay compensation to her.

In his affidavit, he said, there was no such provision of paying compensation to any patient and if the court directed, the administration might do so. On the last date of hearing, the government-owned Safdarjung Hospital had submitted the inquiry report on the operation in which orthopaedic surgen Ydu Lal had allegedly fixed a rod wrongly on the girl’s spine.

Additional Director General V K Arora and Head of the Department of Orthopaedic Surya Bhan of AIIMS had conducted an inquiry of the operation and submitted the report to the authorities at the Safdarjung Hospital.—TNS

Man who killed wife, daughters arrested

Delhi Police have arrested a person for allegedly killing his wife and three daughters by administering them poison in their milk.
The accused has been identified as Raj Kumar Khandelwal, a native of Bihar (33).

The police had recovered the bodies of Anita (33) and her three daughters Jyoti (4), Archana (6) and Alisha (8) from a room of Gautam Hotel in Lahori Gate on July 5.

They also found a letter reportedly written by Raj Kumar Khandelwal confessing to the murders.

Khandelwal was picked up by the police from near HN Din railway under suspicious circumstances. During interrogation, he disclosed his identity and confessed to having murdered his wife and daughters. It seems that Khandelwal had had taken a bank loan of Rs 13 lakh for his iron-manufacturing business but was unable to repay the same due to huge business losses. He decided to do away with his family due to acute depression at the circumstances.

He visited several temples at different places including Banaras, Delhi, Haridwar, Jammu, Katra, Rishikesh, Agra and Mathura before reaching Delhi and hiring a room in Gautam Hotel, where he went ahead with his bizarre act of poisoning his entire family.

Five more held in bank fraud case

The Economic Offences Wing of Delhi Police have arrested five more persons in the cheating case in which the accused had fraudulently misappropriated Rs 106 lakh by manipulating the computerised data of Janta Coop. Bank here.

The accused have been identified as Ram Babu Maheshwari (62), Raj Kumar Bansal (38), Sohrab Ali (32), Ram Niwas Sharma (52) and Laik Ahmed (37). The latter three are all bank personnel.

The police had already arrested four persons in this regard some time back including Karam Singh, the Manager of Electronic Data Processor.

During investigations, it came to the knowledge of the police that one Anurag Goel, an ex-official of the bank, engaged Ram Babu (a commission agent) for encashing cheques containing forged signatures of account holders in connivance with Mayur Kalra, a Chartered Accountant.

Ram Babu further hired two small-time traders, having account in Canara Bank, Ballimaran branch and promised them 15 per cent commission of total trading for being part of the scam.

Investigation further revealed that Anurag Goel gave 19 signed cheques to Mayur Kalra who passed on the same to RB Maheshwari, who in turn gave them to vendors Raj Kumar Bansal and Raju.

Distractive hoardings at Delhi-Gurgaon border to be removed

Gurgaon, July 8
The Deputy Commissioner here has ordered demolition of several big hoardings installed next to NH 8 on Delhi-Gurgaon border.
Last month, the area SDM had led a team consisting of officials of National Highway Authority of India and Town and Country Planning Department to demolish these hoardings, but the cement and steel structures had survived for want of gas cutters. Soon the hoardings were back up again.

DC Sudhir Rajpal informed today that the steel structures would also be demolished this time so that the hoardings which divert the attention of motorists don’t come up again.

There is also a rule that there should be no hoarding within 30 metre of a national highway.

The district administration and prominent ad agencies have locked horns over the issue time and again.

It may be recalled that last month, the DC invited sealed tenders quoting rates for allotment of advertisement rights on roads/areas developed by PWD (B&R), Municipal Committee, HUDA, HSIDC and Haryana Housing Board for three years for the city.

While 13 parties applied for the tender, two companies went to court and got stay orders. The High Court stayed the process up to July 16 and the district court granted the stay till July 20, the next date of hearing.

HUDA administrator Anurag Aggarwal had recently cancelled five agreements of advertisement and hoardings executed during the tenure of former CM Om Prakesh Chautala, alleging irregularities in the process.

Following the cancellation of these agreements, the Deputy Commissioner had invited the tenders for developing a transparent policy.

Teenager raped for 6 months by neighbour

Faridabad, July 8
A man living in Gonchhi village in the district has been arrested on charges of raping a 14-year-old girl continuously for the past six months. The accused, identified as Munna Lal, had been living in the neighborhood of the girl and working as a daily wager.

It is alleged that he had lured the girl and raped her regularly which resulted in five months of pregnancy in her.

A case has been booked after the victim’s father lodged a complaint.

Cow smuggler drowns: In another case, an unidentified truck driver drowned in a well near Karman border in Hodal sub-division this morning. It is reported that the driver was one of the four persons who were being chased by the police on suspicion of smuggling cows.

It is stated that as many as four trucks, suspected to be carrying cows or their skins, were signalled to halt by the police at border, but none of them stopped.

As the police chased them, one person jumped into a well and drowned. The gunman of the SHO of the Hodal town also jumped, but could not save him.

New hostel for north-east students on anvil

There’s some good news for students hailing from north-east India.
There is a proposal that the Centre and Delhi government would jointly set up a 1000-room hostel in the Capital exclusively for their use.

According to an official release, the issue was discussed recently between Union Minister of Tribal Affairs and Development of North East Region (DONER) Mr. P R Kyndiah and Delhi Chief Minister Mrs. Shiela Dikshit. The former said the land for the hostel would be funded by the Centre.

Mrs. Dikshit, on her part, assured Mr. Kyndiah that she would take up the matter with the Delhi Development Authority and the Delhi University.

She also promised to extend financial assistance to the project in collaboration with the state governments of the North Eastern region. Union Minister for Satistics and Programme Implementation Oscar Fernandez was also present at the meeting.

Baggage restrictions on metro

New Delhi, July 8
A day after the bomb attacks on London’s metro rail, the Delhi Metro Rail Corporation today advised all commuters not to carry more than one bag with prescribed dimensions while traveling on the metro.

The bag’s dimensions shouldn’t exceed 60 cm in length, 45 cm in breadth and 25 cm in height, and a weight of 15 kg.

Requesting passengers to cooperate, a press note issued by the DMRC stated that security staff would check all baggage before passengers enter through automatic fare collection (AFC) gates.

Earlier, a random check of the baggage used to be done. Now the baggage carried by each and every commuter would be checked.—TNS

Roads to be left alone during rains

Delhi Government has asked various civic agencies operating in the Capital to stop repair of roads during the ongoing monsoon season.
 

While reviewing the pre-monsoon arrangements, Delhi PWD Minister Dr A K Walia also directed agencies like BSES, NDPL, DJB and IGPL to stop any project involving city roads as it causes inconvenience to the public. He also said that road-cutting work will not be permitted under any circumstances expect for emergency repair and maintenance.
