Security beefed up
New Delhi, July 5 Senior police officers have been asked to supervise security arrangements and carry out extensive review of the existing ones in order to prevent any untoward incident. Patrolling in sensitive areas and markets has also been intensified, while pickets have been set up in some of the sensitive areas in the Walled city, East Delhi, South Delhi and North Delhi. The National Capital Territory of Delhi has seen a sudden increase in terrorist activity in the past few months and the police has managed to come down firmly on some of the modules. At least half a dozen suspected terrorists have been killed in encounters in the Capital and several others arrested. These include some of the suspects allegedly involved in the recent cinema hall blasts carried out by members of the Babbar Khalsa International. A senior police officer said that in almost all the cases, the attempt was to whip up communal tension by targeting specific communities. A close liaison was being maintained with the central intelligence agencies as well as the police of the neighbouring states, particularly those in Uttar Pradesh and Haryana where some militant and terrorist organisations have been trying to set up bases for the last few years. Meanwhile, the police has once again sought the cooperation of the public to deal with suspected terrorists and anti national elements. The public has been asked to remain vigilant and report all suspicious activities to the police control room or the nearest police station. |
Lt-Gov asked to
order probe into MCD’s accounts
New Delhi, July 5 He alleged that the report of the Municipal Chief Auditor for the month of April 2001 and June 2001 which was to be placed before the Standing Committee on July 2001 has been placed after four years. The purpose behind the delay was to hide irregularities committed in various departments involving crores of rupees, Vijender Gupta alleged. He also demanded that amount of provident fund of municipal employees amounting to Rs 24 crores was deducted upto June 2001 but no interest was earned since this amount was not deposited with government banks. He demanded that the loss of interest on this count should be recovered from municipal officers concerned. He said that from the year 1965-66 to 2001-2002 the bank concerned sent challans amounting to Rs 5 crore but the challans were never credited in Municipal Accounts, thereby causing loss of interest which should be recovered from the bank. He further said that dishonoured cheques amounting to Rs 84 crore which were deposited by various stake holders in June 2001 have never been adjusted or write back action has been taken with the connivance of staff and defaulters. Similarly the MCD had not initiated any action to write back cheque amounting to Rs 28 crore which were issued to various firms by the corporation but was not cashed in their accounts. Mr Gupta alleged that as per the audit report there was discrepancy of Rs 20 lakh from April to June in the income of MCD. In the bank reconciliation statement, Rs 20 lakh have been shown as compared to cash book of income account of the corporation, which is a serious matter. |
Metro’s second day fetches
Rs 40 lakh
New Delhi, July 5 The second day of metro operations on the new segment between Central Secretariat and Kashmere Gate saw 2,81,000 people making the most of its world-class comfort on its Line-I and Line-II and Rs 40 lakh flowing into the DMRC coffers. A big jump from the first day when after the inauguration on July 2, 2,66,000 commuters, mostly joyriders out for a spin on a cool and pleasant Sunday, enjoyed the metro and the DMRC made a cool Rs 29 lakh. In any case, the DMRC has been making an operational profit on all its segments from the day one, whether it has been the elevated section between Shahdara and Rithala or the 4-km underground stretch between Kashmere Gate and Delhi University. Presently, the metro operations continue between 6 am and 10 pm and the DMRC has no plan to increase the timing of its operation. However, according to a DMRC official, once there is sufficient traffic and an increase in the demand, the operation timing can be reviewed and increased. |

Faridabad Metro plan still a long way off
Faridabad, July 5 There are still certain projects whose fate has been hanging in the balance and there has hardly been any relief to the locals in the matter of growing traffic congestion and the acute air pollution in the city and around. According to recent studies, the number of vehicles has grown up to three to four times on the roads here in the past two decades and the authorities concerned have not taken up any major scheme to deal with the growing congestion on the roads and the city. “There is hardly any proper local public transport system here,” says an advocate and social activist O.P. Sharma. He said though it was good to hear that the state government had taken interest to get the Metro train extended to Faridabad, any such scheme would fail if it was not backed by genuine interest and will. Claiming that some of the schemes announced with great fanfare in the past few years were still to see the light of the day, Mr Sharma said the government would have to act fast if it wanted to provide new facilities and infrastructure. Citing the example of the proposed flyover at Badarpur border, he said the project had been hanging fire for the past five years despite the fact that the Detailed Project Report had been done and submitted to the government. He said the border was still a major bottleneck. Thousands of people who cross it get stuck in traffic jams. According to Mr Sharad Kumar, a local resident who commutes to Delhi daily for work, Badarpur border was a main headache for a large number of people like him and the delay had been quite torturous. Claiming that Metro was a big project and might take years, even if cleared, the government should ensure that the flyover work at border and other congested crossings on the National Highway No. 2 passing through the city, should be immediately taken up to provide some relief to the commuters. “Though the NHAI has taken up the work of widening some of the crossings in the town, the problem of traffic jams and accidents has persisted,” says Raj Kumar Gaur, a resident of Sector- 15-A here. He expressed concern over the ‘failure’ of the authorities to contain air pollution by three-wheelers and outdated vehicles and the absence of a proper local bus service, despite the huge population of the city. He said Faridabad needed an independent local transport system to overcome traffic congestion and pollution. It may be recalled that the city is among the nine most polluted cities of the country. Two foreign cricket teams had declined to play a cricket match here just because of the pollution. |

Faridabad, July 5 According to the report lodged with the police, one labourer identified as Karman belonging to Bihar had been working at a crusher in Sirohi village here. As he got his payment from the contractor, one youth identified as Shahzad asked him for ‘protection money’ which is reportedly given to him every month by almost every labourer. As Karman questioned, he was told that every person working there had been giving him some money and he, too, had to give it, if he wanted to work there and live peacefully. But this argument did not go well with the victim, who declared that he would not share his wages with anyone. This enraged the accused, who started beating the labourer with some sharp-edged weapon. It is learnt that before anybody could rush to help him, the victim had been beaten to death and the accused ran away. A case under Section 302 has been booked, but no arrest has been made so far. |

DUTA rejects chargesheet against KMC teachers
New Delhi, July 5 With both sides trading blame, it was left to a fact-finding committee to ascertain the truth. But the committee’s report, which led to the three teachers being chargesheeted, has irked the Delhi University Teachers Association (DUTA), which has fired a salvo, threatening to stage protests if their demand is not acceded to. The DUTA, which has written to the Chairman of Kirori Mal College seeking a “fair inquiry” into the charges leveled against three teachers who were involved in an altercation with the Principal on July 29, 2004, has cautioned that if their demands are not met with by July 15, they will stage protests starting with the Chairman’s residence. Pointing out that Dr SP Gupta, who has been named in the chargesheet, was not mentioned in the “original complaint by the Principal,” the DUTA has alleged that he is being framed and that the charges against him are baseless. “The chargesheet also mentions that the Principal, Dr Bhim Sen Singh reacted instinctively and pushed Dr S C Garg because of which Dr Garg lost his balance and fell on the students. No chargesheet has been served to Dr Bhim Sen for this misconduct and indiscipline”, the DUTA said, seeking action against the Principal. It has also mentioned that the charges of sexual harassment against Dr Garg are fabricated and that in the absence of any individual complaint of sexual harassment by any of the lady teachers, no action can be taken against him. “This is against the University Ordinance XV-D in this regard indicating the definition, scope and procedure of sexual harassment cases. There seems to be malafide intention to frame Dr Garg on this charge. The illegal and illogical implication of Dr Garg on this charge seriously undermines the importance of the Ordinance on sexual harassment,” the letter to the college Chairman reads. Seeking the withdrawal of charges against all three teachers – Dr Garg, Dr Gupta and J P Mahajan – the DUTA has rejected the report of the fact-finding committee and asked the Chairman to resolve the issue within the stipulated time frame. |

New Delhi, July 5 Additional Sessions Judge Deepak Jagotra sentenced Swarn Singh to RI and imposed a fine of Rs 20,000 on finding him guilty under Section 307, committing an act capable of causing death by firing at Happy Agarwal. It was pointed out that Aggarwal was involved in a serious argument with the Managing Director over a salary dispute. Aggarwal, who was not happy with the salary he was getting, had gone to meet the MD, R S Shukla on September 4, 2002 to discuss the issue. A verbal duel ensued between the two and Swarn Singh who was present inside the MD’s chamber, fired at Aggarwal who escaped with injuries. Though all the eyewitnesses in the case had turned hostile, the court convicted Singh on the basis of documentary evidence and the forensic evidence including fingerprints found on the pistol. |
12 years RI for possession of smack
New Delhi, July 5 According to the prosecution, Salim used to sell smack clandestinely to various customers in Shyam Lal College area in Shahdara. Acting on a tip-off, police arrested the convict on September 3, 2001 using a decoy customer and recovered 400 grams of smack from his bag. The defence counsel had argued that the fact that prosecution could not produce even a single eye-witness proved that the accused was “falsely implicated and the recoveries planted”. Rejecting the contention, the judge said “now-a-days, public seldom comes forward to join the raiding party and even if they are compelled to do so, they do not support the prosecution case before the court”.
