Delhi Police today arrested notorious drug lord Sharafat Sheikh from Nizamudding (West) area. The police claimed to have seized 500 grams of smack and one Italian pistol of 7.65 bore and four live cartridges from his possession.

The district administration today finally woke up to the major ailment in various parts of the city: lack of dividers on the roads. In his ‘Janata Durbar’, the Deputy Commissioner Mr Sudhir Rajpal today directed the concerned authorities to construct dividers at each roundabout in the city.

Delhi Police today arrested notorious drug lord Sharafat Sheikh from Nizamudding (West) area. The police claimed to have seized 500 grams of smack and one Italian pistol of 7.65 bore and four live cartridges from his possession.

According to the Joint Commissioner of Police, Crime Branch, Ranjit Narayan, “Sharafat has more than 28 cases registered against him in different police stations. He is the biggest drug dealer in the city.”

He said in a press conference that Sharafat accumulated a number of properties through illegal means. The properties he have include two in Nizamuddin, eight luxury cars, one guest house and one hotel in Uttam Nagar.

Besides, he also acquired a beer bar in Mumbai in collaboration with some another person. Police also disclosed that he claims to have connections with film stars. “He claimed that he knows Govinda and Salman Khan,” said a senior police official.

The officials also claimed that Sharafat was acting as a foreign car dealer in Mumbai and that he was the person who had sold a car to Salman Khan that was later involved in an accident that took place in Mumbai.

Sharafat was earlier arrested twice by the police in NSA act. He is a native of Bihar and was owning a palatial house in Nizamuddin in name of Bihar Bhawan.

He started his career in the year 1985 as a newspaper hawker when he was just 15 years old. Later on he started dealing as a scrap dealer and dealing with stolen goods.

Subsequently, he started selling drugs to rangpickers, thieves, burglars and robbers. Later he became the main agent of the drugs in the city, said the police.

Police further said that Sharafat earned a lot of money through his narcotics trade in his bar in Mumbai where a number of celebrities used to visit and purchased drugs from him. The bar was quite common in the high ups. He also has political contacts in some leading parties, said police officials. Meanwhile, the wife of the accused, Zohra claimed that she and her husband were framed while going to attend a court date in the morning today. “As we reached near India Gate, the Crime Branch sleuths intercepted them and asked for Rs. 10 lakh from us. When we refused to pay, they forcibly planted the drugs and pistol with him,” she alleged.

Electricity rates hiked
Domestic consumers to shell out an extra 10 per cent

New Delhi, July 7
The Delhi Government today hiked the power tariff in the Capital with an average increase of 6.6 per cent while domestic consumers will have to pay 10 per cent more for electric consumption.

However, there is no change in the tariff for slum clusters whose residents will continue to pay a flat rate of Rs 175 a month.

For non-domestic consumers, the hike is up to 4.9 per cent while for industrial consumers, it is to the tune of 5.2 per cent, according to the new tariff order announced by the Delhi Electricity Regulatory Commission.

The worst hit by the new tariff are agricultural consumers who will have to shell out 19.8 per cent more money for power.

Earlier the DERC had recommended the Delhi Government to increase the power tariff from July 1.

However the state government did not implement the hike due to several reasons, including political compulsions.

Meanwhile, warning against the increase in power tariff, the Delhi BJP today threatened to go on agitation if the Delhi Government goes ahead with its implementation.

Delhi BJP President Dr Harsh Vardhan said that the Delhi Electricity Regulatory Commission (DERC) was only favouring the interests of the private companies.

Dr Vardhan alleged that the private companies were deliberately showing heavy losses for demanding 62 per cent increase in the power tariff.

He said that the private companies have increased the power tariff by 30 per cent in the last three years. Also they have managed to increase the bill charges by 30 per cent by installing fast meters.

He also claimed that although the Capital’s power demand had considerably decreased after the rains, the problem of load-shedding continued in many areas.

Mystery behind CEE results deepens, CBI probe demanded

Even as officials in the Delhi University maintain a stoic silence on the alleged manipulation of results of 21 candidates who are among the top 56 in the final list of the CEE – the common entrance exam for engineering – another interesting aspect came to light today: Not only do these students have exactly the same marks, but they have also attempted the same questions.

Sources said there is a strong possibility that “someone from within the university is involved”.

It was pointed out that not only have students scored exactly the same marks in mathematics, physics and chemistry, which lead to them getting the same rank, but they attempted the same questions as well.

Incidentally, the Principal of Delhi College of Engineering, Prof. P B Sharma, is reported to have written a letter to the University Administration indicating “foul play” in the results. “He wrote a letter on June 21 asking the university to verify the results, but no action was taken,” sources said.

President of the Delhi University Teachers Association (DUTA), Aditya N Misra, demanded a CBI probe into the issue. “There is a need to have a CBI probe; the university is fast becoming a den of corruption and the administration should cancel the exam,” he said.

He said that the University’s decision to stop these 21 students from attending the counseling session on July 13 was not enough. “The exam should be cancelled because we have been able to identify only 21, how can the administration be sure that others are not involved,” he said.

One of the students who has been placed 36 on the merit list of the CEE has scored 7 in AIEEE 2005 and was placed 371434 on the list. Another student who has been placed 13 on the CEE list has been ranked 221262 in  AIEEE 2005 and 18659 in the exam conducted by the IP University.

“How can a student who scores negative marks in one exam manage to get 36th rank in another. Did he become bright overnight”, questioned Misra. Two students whose roll numbers are in succession have both been placed 56th.“These students, a girl and a boy are cousins and both have attempted the same questions, got the same marks and same rank. Three students who are ranked 25th have all scored 190 in Physics, 146 in Chemistry and 191 in Maths,” said Misra.

Metro security beefed up after MHA alert

In view of the perceived threat to the Delhi metro following the Ayodhya terrorist attack and today’s London tube blasts, the Delhi Metro Rail Police claim to have beefed up the security arrangements on both its lines, besides making special arrangements for the newly-inaugurated underground section.

The Delhi police, it seems, has received an alert call from the Union Home Ministry regarding the possibility of a terrorist group targeting the metro, especially considering the fact that security personnel were more busy guarding religious places and other vital installations, which made the metro a soft target.

Due to the increasing popularity of the underground section between Central Secretariat and Delhi University, the average metro ridership today stands at 2.5 lakh per day.

Additional DCP (Metro) R. K. Jha told ‘The Tribune’ today that 126 extra police personnel have been deployed on all stations in two sections in view of the perceived threat.

He said each shift of 63 personnel comprised two platoons, or 42 men, of the Delhi Armed Police (DAP) and one platoon of 21 women CRPF personnel, in addition to the routine duty staff.

Besides this, searching, frisking and monitoring had been stepped up on all stations, he said, adding that sniffer dogs were also being taken from one station to the other to check for any explosive device. While the DMRC has its own private security, comprising 250 guards, for round-the-clock monitoring, it has adequate number of metal detectors and CCTVs installed on all stations.

The Operation Control Centre at Shastri Park has a security controller and all stations are routinely manned by personnel of the separate wing of the Delhi police: the Delhi Metro Rail Police.

A few cautionary measures have also been adopted like there are hardly any or no dustbins on the 28 metro stations, especially in the underground section. No eatables are allowed and except for staff toilets, there are no public washrooms, which are considered sensitive areas for planting of explosives inside the stations.

The Delhi police security comprises 281 personnel, including four inspectors, 13 sub-inspectors, 20 ASIs, 60 head constables and 184 constables. Now an additional 126 personnel have been deployed.

Despite this, today there were some reports of no checking of baggage carried by passengers despite policemen deployed at entrance and exit points. People were observed carrying parcels without being asked what they contained and some office-goers complaining of not being frisked for the past three days ever since they started using the underground section. Then there is also a view point that metal detectors are good only for simple, non-plastic explosives and were useless as far as plastic explosives like RDX. A metro rail police official, however, maintained that checking and frisking had been stepped up, especially in view of the blasts on London metro today.

Tihar escapee surrenders, three cops suspended

One of the inmates who escaped from Tihar yesterday ‘’surrendered’’ today, the Delhi Armed Police (DAP) has claimed.

The senior police officials today claimed that police have intensified the manhunt for the remaining nine escapees after Zahir’s surrender.

Meanwhile, the LG has ordered an inquiry into the matter and have also ordered to take stringent action against the police personnel including senior police officials, who would be found guilty in performing their duties.

The enquiry, whose report is to be submitted in a week, will be conducted by Divisional Commissioner Mr Y R Marwah.

13 Tihar inmates had escaped from police custody yesterday at about 3 pm after a court hearing barely 1 km from the main prison compound. The inmates broke open their lock-up after the hearing in Tihar court at Lajwanti Chowk near the main prison.

In another development, three police personnel — SI VP Jha and Constables Rajesh and Parmanand — have been suspended for lapse of duty during the daring jailbreak.

Capital stays cool with continuing rains

The Capital continued to receive rains today, with many areas reporting heavy showers. With the monsoon active over Delhi and the entire north west region, more rains are expected in the next 24 hours.

The three weather stations in the Capital had recorded substantial amount of rain by 8.30 am this morning. Since yesterday, the city has received 35.5 mm of rain, while from 8.30 am to 5.30 pm today, the total rainfall recorded was 4.5 mm.

The continued rains brought a further fall of about two degrees in the day temperature as compared to yesterday. The Met office has predicted more rains and cloudy skies.

Two days of rain, and the roads begin dissolving

While the Monsoons have kept its date with the region, bringing major relief to people from the hot weather conditions, the civic authorities here seem to have been caught completely unprepared to tackle problems associated with the monsoon season.

As a result, many roads in the city and other towns in the district are submerged under water in part or whole, causing inconvenience to commuters. Worse, many roads are simply dissolving in the standing water, leading to emergence of craters and potholes which pose a severe hazard for traffic. The town received about 35 mm of rainfall in the past two days, with lots more to come.

The rainy season, which has just begin, thus threatens to make life miserable for residents of the city unless the authorities wake up and take suitable measures to ensure speedy drainage of rain water and begin the task to repair damaged sections of the roads immediately.

“Nowadays, it has become very difficult to commute anywhere due to the poor condition of roads and water-logging,” said Rakesh Kashyap, a resident of sector 17 here.

He said there was hardly any road in the area which had not been affected by the rainwater. Blaming the civic authorities, he said perhaps the officials concerned had forget to do their ‘homework’ of cleaning the drains, sewers and repairing damaged roads, resulting in the present situation.

He pointed out that the possibility of road accidents was high in such circumstances.

Many low-lying parts of the city, including sectors like 7,8,3,9,10,16, 15-A, 16-A, 18,19, parts of Old Faridabad town, Ballabhgarh and NIT have been inundated under rain water. Rajesh Sharma, who resides in sector 7 here, said that just two days of rain had led to flooding of not only the residential pocket, but also the main roads and parks as the drainage system in the sector was poor.

“Despite this persistent problem for past many years, civic authorities have failed to chalk out and implement any plan to provide a solution to this,” he lamented.

Hawa Singh Rathi, Corporator from ward number 29 said that he was aware about problems associated with the monsoon season, but expressed his inability to do much since the MCF has not held a single meeting since elections were held over 2 months ago. Moreover, as highlighted by ‘The Tribune’ time and again, the election of the Mayor has not taken place despite passage of such a long time since municipal elections were held here. A former Senior Deputy Mayor and MCF representative from ward number 5 here also admitted that nearly all development work had been lying pending for past few months.

He said the problem could become more acute in the coming days as the rainy season had just started. He demanded that the authorities should immediately launch a move to check water-logging and repair damaged roads.

DC orders construction of dividers

The district administration today finally woke up to the major ailment in various parts of the city: lack of dividers on the roads. In his ‘Janata Durbar’, the Deputy Commissioner Mr Sudhir Rajpal today directed the concerned authorities to construct dividers at each roundabout in the city.

The administrative fiat is in consequence to grievances from the public aired in the ‘Janata Durbar’.

The DC also directed PWD and HUDA to start construction and repair work on the roads for which governmental sanctions has already been given. Money for the repair of roads is said to have already been provided to the concerned departments. Further, he directed that repair works on the roads which had been stopped be re-started.

Unreserved Ticketing System area extended

New Delhi, July 7
Northern Railway has extended the Unreserved Ticketing Sytem (UTS) to 35 locations on the Delhi division.

According to a Press release issued by NR here on Thursday, the stations where UTS has been extended are New Delhi, Delhi, Hazrat Nizamuddin, Ghaziabad, Delhi Shahdara, Sarojini Nagar, Shivani Bridge, Tilak Bridge, Delhi Kishnganj, Shakurbasti, Vivek Vihar, Sahibabad, Okhla, Sewa Nagar, Mangol Puri, Subzi Mandi, Azadpur, Naya Azadpur, Vivekanand Puri, Delhi Sadar Bazaar, Delhi Sarai Rohilla, Delhi Cantt., Tughlakabad, Naya Ghaziabad, Sonepat, Panipat, Karnal, Kurukshetra, Daya Basti, Gurgaon, Badli, Faridabad, Faridabad New Town, Ballabgarh and Palwal. — TNS

Crime against women on the rise

Statistics show a marked increase in crime against women in the capital, but the number of dowry deaths has gone down in the first five months of this year. There have been more incidents of rape with 308 cases reported so far this year compared to 403 in the whole of 2002. The total number of eve-teasing cases registered with the police till May was 574 as against 976 in 2002.

Molestation incidents have also gone up compared to 2002 when there were 446 cases reported while there have been 268 cases registered so far this year, says Joint Commission of Police (Crime Against Women Cell) Vimla Mehra.

“A lot of the crime against women go unreported because of the stigma and hesitation to come forward,” says Ms Mehra.

Dowry deaths have, however, shown a slight decline because of the stringent provisions in the Indian Penal Code. “The only law which has really helped the women in the capital is the anti-dowry death law. It’s a very good law and has shown good results,” Ms Mehra said while speaking at a panel discussion on laws and women’s security organised by the FICCI Ladies’ Organisation.

Under the IPC, any woman who dies an unnatural death within seven years of her marriage is presumed to have been killed for dowry and it is on her in-laws to prove otherwise.

The new Domestic Violence Act could be a good deterrent against wife-battering, the panel opined. There were 541 cases of domestic violence in the Capital till May this year compared to 1252 in 2002.

According to Nari Raksha Samiti President Vandana Sharma, about 60 per cent of all women in the country face some kind of abuse or other: physical, economic, verbal and emotional.

“The fear of long-drawn litigation, social stigma, lack of support from police and pressure to compromise are some of the factors that push the victims not to report,” says Ms Sharma. Demanding implementation of the laws and change in the mindset of the people, she said women should not be made to feel guilty because of the gender.

The other panelists at the discussion were lawyers Seita Vaidalingam and Heme Gupta.

MCD urges measures to prevent dengue

New Delhi, July 7
The Municipal Commissioner, Mr. Rakesh Mehta today appealed to administrative heads of all government and semi-government departments, autonomous bodies, educational institutions, owners and occupiers of commercial complexes, office bearers of market and resident welfare associations and citizens to initiate adequate preventive steps to prevent breeding of aedes mosquito which spreads dengue.

“It is duty of each and every citizen to adopt preventive measures against breeding of mosquitoes. Aedes mosquito breeds in artificial collection of clean water like coolers, uncovered overhead tanks, old tyres or any other article holding water. In the rainy season the unattended waste articles get filled with rainwater and provide ideal place for breeding of aedes mosquito,” he said.

The Municipal Commissioner advised the citizens that all coolers should be cleaned once in a week and moped dry before refilling. In the coolers that cannot be cleaned one can put one tablespoon of petrol or kerosene. All overhead and other water tanks should be kept covered.

All water containers used to store water for any purpose should be drained once in a week and kept covered after refilling. Collection of stagnant water should not be allowed inside or around office. People should spread kerosene in the water stagnant around their residences.

Murder case solved, 2 held

New Delhi, July 7
With the arrest of two persons, Delhi Police claimed to have worked out a murder case in which a retired Subedar Ram Avtar was killed.

The arrested accused have been identified as Manish Kumar Yadav (18) and Jagdish (25). The police claimed to have recovered silver coins, meritorious medals, gold and silver jewellery, and HMT watches from their possession.

Police said that the accused allegedly killed Ram Avtar at his residence at Dabri. The deceased was found dead with his hands tied with a rope. Police said that Ram Avtar wanted to marry Mrs. Anju (45), the mother of the accused Manish Kumar Yadav.

On the day of the incident, the deceased went to Anju’s room while she was cooking and allegedly tried to rape her. In the mean time, Manish Kumar Yaday and his brother in law Jagdish Yadav entered the room and gave a sound beating to the deceased.

They tied allegedly tied his hands and gagged clothes in his mouth. Thereafter the duo allegedly strangulated him with the help of pillow. — TNS

Man gets life imprisonment for murder

New Delhi, July 7
A city court today sentenced a 45 year-old-man to life imprisonment for brutally murdering a person and injuring his 15 year-old-son in Palam in South-West Delhi two years ago.

The Additional Sessions Judge, Mr. Lal Singh, held Rajinder Kumar guilty of murdering Tota Ram and injuring his son Ram Kumar and sentenced him to life imprisonment. A fine of Rs 3500 was also imposed slapped on him.

However, the court acquitted Rajinder’s son Vipin due to lack of evidence. — TNS
