BJP burns effigies of Pak President

2 held for Sarai Rohilla robbery
Looted Rs 7 lakh seized
New Delhi, July 6
With the arrest of two persons, Delhi Police claimed to have solved the case in which a person was robbed of Rs 7.15 lakh in Sarai Rohilla area in North district. The accused have been identified as Munna Mandal (20) and Shatrughan (25), both residents of Inder Lok.
The police also claimed to have recovered the entire money looted from the victims.

The clamour for mining in Aravalli once again

It was a wet day for the city as monsoon clouds poured throughout today. Continued rains kept the temperature almost six degrees below normal, a welcome break from the scouring summer heat.

The city had received 21.2 mm rain from morning till 5.30 pm today. The weather office said that more rains were expected in the next 24 hours. With the monsoon active in the entire north west region, it is being pointed out that the rainfall this season would be near normal or above.

Meanwhile, the roads in the city were clogged with water in some places causing the usual traffic snarls. Slow moving traffic and diversions in a few places were reported. Even though electricity played truant in some parts of the Capital, the city seemed to enjoy the much-awaited rain.

The weatherman has forecast generally cloudy skies with rain and thundershowers and heavy spells of rain in some areas.

BJP burns effigies of Pak President

Meerut, July 6
In protest against the attack in Ayodhya, several political parties and Hindu organisations, including BJP, Bajrang Dal, VHP and RSS burnt the effigies of Pakistan President General Parvez Musharraf and the National Flag of Pakistan.

VHP, RSS and BJP activists also took out processions in a number of places in protest against Pakistan.

Earlier, the RSS had called for a total ‘bandh’. To make the closure a success, the parties also divided the city into 11 sectors.

An emergency meeting of BJP and other organisations was also held in the morning at the Shankar Ashram, Regional Headquarters of RSS where the local leaders of BJP, RSS and VHP discussed the Ayodhya issue.

BJP senior leader Vinit Sharda and the party Trader Cell, UP, described it as an attack on ‘our national pride’.

Mr Sharda also asked the representatives of various organisations to observe ‘bandh’ in national interest.

Hundreds of BJP activists took out a procession and burnt an effigy of General Parvez Musharraf at Children’s Park. Several Hindu organisations, including Shiv Sena took out an anti-Pakistan procession and burnt the flag of Pakistan.

Late on Tuesday evening, security was beefed up in and around the city to avoid any untoward incident. Section 144 was also clamped.

Meanwhile, the district administration made it clear that all markets, schools, colleges and government offices will remain open, said the District Magistrate, Mr Chandra Bhanu.

Ghaziabad Police fall short of expectations

Ghaziabad, July 6
At a time when the Noida Police are becoming high-tech, the neighbouring Ghaziabad Police lag behind on many fronts despite its claim to the contrary.

Recently with the help of the Noida Development Authority, the Noida Police have equipped its personnel with many sophisticated instruments like Handicam camera, laptop, projector, etc.

According to a senior officer of the Ghaziabad Police, the Uttar Pradesh Government is all set to transform the face of Ghaziabad Police on the lines of the Delhi Police. “Despite the sanction of fresh budget this year, the Ghaziabad Police are still without these modern facilities due to red tape,” the officer said.

It is strange that almost all initiatives by the Ghaziabad Police in this regard come a cropper. About two years back, the zonal IG Thakur Vikram Singh had announced the introduction of two separate help lines—one for women and the other for the entrepreneurs of the area.

For the women, help line with the help service provider Air Tel, four toll free numbers - 9810944500, 600, 700 and 800 had been introduced with much fanfare. On the same pattern with the help of other service provider Hutch, four toll free numbers 9811634100, 200, 300 and 400 had been introduced for the entrepreneurs. Those help line numbers worked barely for some months. Now all the numbers are out of service. It is amazing that the Ghaziabad Police have no record whatsoever as to how many distress calls were attended to through these lines.

The present police chief of this district, Mr Jai Narayan Singh, had also announced to start a help line for the senior citizens sometime back. At that time, it had been decided to start this help line under the supervision of the SSP.

It had also been decided to connect this line through the city control room. The proposal is yet to be implemented. The separate cells constituted for the operation of those lines have already been dispersed. All the police personnel deployed in those cells are now engaged in other duties.

Besides, other modernisation programmes announced by the district police like starting of its website, lodging of complaints through e-mail, have yet to start, sources said.

Senior police officers of the district said that unlike the counterparts in the neighbouring Noida, there has been little response from the public and this is one reason that the plans have not been able to take off. Another reason, of course, is the lack of funds. The officers were confident that if the bureaucrats pushed the matter, things would change for the better.

They also said that it would be better to involve senior citizens and entrepreneurs of the district in the modernisation plans.

Residents of Ghaziabad, which has attained the notoriety of a crime district, would welcome the modernisation plans and would like to chip in if it would help control the rising crime rate in the area, several senior officers claimed.

2 held for Sarai Rohilla robbery

With the arrest of two persons, Delhi Police claimed to have solved the case in which a person was robbed of Rs 7.15 lakh in Sarai Rohilla area in North district. The accused have been identified as Munna Mandal (20) and Shatrughan (25), both residents of Inder Lok.

On July 5, the police were informed that a sum of Rs 7.15 lakh was looted from the office of Hindustan Petroplast Company, Inder Lok.

The incident took place at around 1.30 pm.

It was also informed that the two accused were armed and looted the money at pistol-point.

During investigations, the duo admitted to have committed the crime.

Police said that both the accused hail from Bihar and working in the company for the last three years. To earn quick money, they committed the crime. The police have recovered the keys of the drawer from their possession. Though the weapon used in the crime is yet to be seized.

Sanjay Chopra awardee relives pain of losing sister

A year ago, Harry Choudhury had confronted his 15-year-old sister Ritika’s “obsessed lover” who attacked her with a knife and killed her.

Today, the 14-year-old Harry, who received the prestigious Sanjay Chopra Award for Bravery from the President earlier this year, was once again face to face with Mangal Singh, the alleged attacker, in a city court.

“He killed my sister brutally”, a weeping Harry, who had also suffered serious injuries in the attack, told Additional Sessions Judge Asha Menon, pointing towards Mangal Singh who stood nonchalantly in a corner of the court room.

The judge then asked him to narrate the incident when the court begins the recording of evidence on July 25. Looking towards his right hand, still plastered, the eighth standard boy just said, “My teachers dictate notes very fast and I am no longer able to take them down properly.”

Last year on July 26, Harry and Ritika were on their way to school from their Paschim Vihar residence in a rickshaw when the motorcycle-borne accused allegedly intercepted them. He asked the girl to accompany him. As she refused, he pulled her hand and took out a knife while the rickshaw puller ran away from the scene.

Harry pounced on the accused catching his knife and fought with him till he was badly wounded. Before Harry fell unconscious, he had thrown away the keys of the attacker’s bike to stop him from escaping. By then the accused had stabbed Ritika 15 times following which she died on the spot. Though she could not be saved, Harry Choudhury shot into fame for his valour.

The court was to begin recording of the evidence today, but could not take it up as the accused did not have a lawyer following which an amicus curae was appointed.

The clamour for mining in Aravalli once again

All mining activities were banned in the Aravalli Hills falling within the five-km range of the Delhi border a few years ago. The step was welcomed by all those who cared for the environment, which had been facing a grave risk due to indiscriminate mining for several decades. However, there is a certain section which is still interested in getting the mining restarted.

The ban was imposed by the Supreme Court on a petition which stated that the underground water level had gone down in many parts of the capital and the surrounding areas and it was also damaging the ecology.

A group of people, mostly labourers, and local villagers assembled at Mangar village in the Aravalli Hills this morning to hold a ‘prarthana sabha’, demanding the restart of mining.

This meeting was organised with the efforts of a leading lease holder of the mines in the district.

The participants held a ‘hawan’ and took part in the ‘bhandara’ as well. Some of the participants claimed that a large number of people had become jobless and machinery and equipment worth crores had been lying waste after the ban.

It is, however, understood that this development had been a part of the move made by certain influential persons, who could not speak against the ban, but had been taking the plea that the mining work served the interests of the poor, especially a large number of labourers.

However, the ban had been appreciated by the people who were conscious of the growing pollution and the damage to the underground water table in the area.

The mining activity had become a major source of income for some influential persons, who used to get the mining plots on lease and according to the locals, a mining mafia had developed in the region, who use to pocket crores through this activity.

The ban had caused a loss of about Rs 200 crore to the government as royality, but it is claimed that the mafia had been making a much bigger profit than the loss to the government.

On the other hand, the crusher zone in the district has come as a source of air pollution to the surrounding areas, where the SPM level had been much higher than the norms.

It is alleged that the Pollution Control department had failed miserably on this account and there had been no action against the defaulters.

Some social organisations had also expressed concern over the growing danger to the labourers working in such areas.

Malaysian team visits NDMC headquarters

A 30-member delegation led by Dato’ Ahmad Termizi Hj Puteh, President-Petaling Jaya Municipal Council, Selangor, Malaysia, visited NDMC headquarters this morning.

Mr U K Worah, Secretary, NDMC along with the senior officers of the civic body interacted with the delegation on day-to-day activities and functioning of NDMC.

The NDMC presented a multi-media presentation highlighting all the activities of the NDMC which was followed by detailed issues of management of NDMC, city planning, various commercial and welfare projects, road maintenance, system of electricity distribution, solid waste management and other activities on the occasion besides its obligatory functions.

The delegation showed interest on city development, finance, revenues and administrative aspects of civic body besides knowing the garbage disposal, solid waste management, control on spread of dangerous diseases like malaria and dengue.

Senior representative of Malaysian delegation apprised the NDMC of the city set-up of Malaysia, which is 50 years old and is awaiting city status.

He also stated that Malaysia is also facing the same problems like parking, plastic bags etc. Petaling Jaya Municipal Council is somewhat different from the NDMC as it does not have control on the distribution of electricity in the city.

Members of the delegation and the NDMC officers hoped for cordial relations.

Height of City Centre not to be lowered: Mehta

The Municipal Commissioner, Mr Rakesh Mehta, reiterated that the height of the controversial City Centre building would not be decreased.

In the weekly meeting of the Standing Committee, MCD, the Municipal Commissioner said in original plan, its height had been mentioned as 30 storeys and it had been approved in 1990 by the Urban Development department of the Delhi Government. The height given in the original plan will be maintained, he stressed.

This issue was raised by the Standing Committee members to know the actual plan of the corporation as the Delhi Government had stuck to its decision, saying that its height should be equal to that of other buildings in the locality.

The maximum height of buildings in that area is only 14 storeys.

The Municipal Commissioner said that City Centre was a landmark of the MCD and the corporation should stick to its decision. Let the Delhi Government raise objection. The argument given by the state government to decrease the proposed height of the building is illogical.

Twenty-storeyed buildings are there in Connaught Place, which is hardly two minutes drive from JawaharLal Nehru Marg crossings where the controversial City Centre is under construction.

He also said that there was no restriction on commercial buildings in the Master Plan of Delhi.

The City Centre will be 50 per cent commercial. He added that if the government had any objection, it should have raised it earlier. Now it is too late. Contract has been awarded to a foreign company which has a rich experience of constructing high-rise buildings. Crores of rupees have been spent in advertisement for an MNC for the contract.

HC directive on shifting quasi-judicial bodies to one building

The Delhi High Court today asked the Centre to examine if it was possible to shift all quasi- judicial bodies and tribunals to one building so as to make it convenient for lawyers to attend the proceedings.

A Division Bench of Chief Justice B C Patel and Justice Sanjay Kishan Kaul confirmed its March 16 interim order allowing unhindered entry of lawyers and chartered accountants into the government buildings housing judicial and quasi-judicial fora here on the basis of their identity cards.

The Bench admitted a PIL filed by Income Tax Appellate Tribunal Bar Association complaining about the problems faced by advocates in appearing before the Tribunal situated at Lok Nayak Bhawan.

The court fixed August 1 for further hearing after the Centre’s counsel Siddharth Mridul sought time to seek instruction on its suggestion.

“The act of restraining the entry of lawyers in any manner is required to be deprecated,” the Bench had observed on March 16 disapproving of the manner in which the authorities regulated the entry of lawyers and other professionals to a judicial forum.

Earlier, the Government had said it was ready to issue identity cards for lawyers to visit government buildings housing judicial and quasi-judicial fora, but such a card would be valid only for two buildings and not all.

Petitioner’s counsel O S Bajpai had demanded that lawyers and other professionals should not be asked to get security passes at the reception of Lok Nayak Bhawan, Central Revenue Building and other buildings.

Shradhanand College introducing certificate in languages

Delhi University’s Swami Shradhanand College is introducing certificate courses in languages from this academic session.

The course is being introduced with a view to providing an opportunity to students to study foreign languages, which can in turn help them make career choices. The college, which had already introduced Russian language from last academic session, will be introducing German and French this year.

The college is also planning to introduce Korean language as part of the certificate course in foreign languages. The decision to introduce these languages courses is also the result of a feedback from students who sought the teaching of foreign languages for enhancing career prospects.

The college offers 50 seats in each course, but may increase the intake depending on the demand. The college will start the admission process for the course from July 15 when the sale of admission form will begin.

The fee for the courses has also been kept at an affordable limit, students will be required to pay Rs 1,500 along with the admission fee for taking up French and German language course. The course fee for Russian language is Rs 700 plus the admission fee. The college is also planning workshops with embassies for helping students acquire better knowledge of the languages.

Girl wrongly operated on; HC for ex gratia to victim

The Delhi High Court asked the Centre to inform it by Friday if it was ready to make an ex gratia payment to a minor girl, who has become disabled after a wrong operation performed on her by an orthopaedic surgeon Yadu Lal at Safdarjung Hospital here.

The suggestion came from Justice Vikramajit Sen on Tuesday during hearing a petition by the girl’s father Om Prakash seeking direction to the authorities for her further treatment, action against erring doctors and compensation for the lapses that resulted into her permanent disability. The court posted the matter for hearing on Friday after the Centre’s counsel Suresh Kaith sought time to get instructions on the court’s suggestion. As the Government opposed the compensation, Justice Sen made it clear that it will have to make some kind of payment to the girl in the form of ex gratia.

Petitioner’s counsel Raman Kapur submitted that mere ex gratia payment would not suffice and demanded that the court should also direct the Government and the hospital to provide better treatment to the girl, Manju. Meanwhile, the hospital authorities submitted the report of a two-man committee that enquired into the complaints against Dr Lal.

The committee of Dr V K Arora and Dr Surya Bhan indicted Dr Lal and recommended his immediate removal as the Head of the Unit.

Dr Lal, who conducted an operation on Manju, allegedly fixed a rod upside down resulting in her disability.

Her father, a roadside barber, alleged that Dr Lal wrongly conducted the operation for insertion of spinal implants on her but the rod came and the spine vertebre was further displaced.

MCD fails to desilt drains, says Arya

The Leader of Opposition in the MCD, Mr Subhash Arya, today claimed that the Congress-ruled corporation failed to desilt the drains in the national Capital resulting in flood-like situation in some areas of Delhi during the first monsoon rain.

According to action plan of 2005-2006, a total of 1213 drains flow inside the national Capital. Of them, 838 drains have been desilted so far. A majority of the drains have been desilted by the NGOs, he said.

The NGOs were awarded contract to desilt while it was the duty of the CSE department employees to pick up the silt. The trucks were used to carry the silt from the bank of drains to landfill sites, with the result that garbage remains in dhalaos.

In reaction to this statement, the Standing Committee members presented the statement of desilting drains in their wards. So far 70 per cent of drains have been desilted. First time in the history of the MCD, the contract was awarded to NGOs to desilt the drains and the result was positive. They did a commendable job. All the members, including Narain Singh, a BJP councillor from Bawana, appreciated the work of CSE officers, employees and the NGOs.

Public prosecutor convicted of demanding bribe

A Delhi court sentenced a public prosecutor to three-and-a-half years for demanding and accepting bribe from an accused in a case for helping him secure bail.

Additional Sessions Judge P K Bhasin on Tuesday awarded the punishment to Sudarshan Kaliya, a public prosecutor in a Rohtak (Haryana) court for demanding Rs 10,000 from one Gulshan Kapoor for converting the charges against him from a non-bailable offence to a bailable one.

The convict, who was punished under the Prevention of Corruption Act, also has to pay a fine of Rs 20,000.

Kapoor was charged under Section 326 (causing grevious hurt) of the IPC which was non-bailable and the PP assured him that he will help him get the charges converted to Sec 324 (causing hurt) which was bailable.

Programme on ‘Effectiveness of Employees at Workplace’

A daylong faculty development programme was organised at the Maharaja Surajmal Institute on the topic, ‘Effectiveness of Employees at Workplace’.

All faculty members participated in the discussion and exchanged ideas. The programme was inaugurated by Prof. M S Chaudhary Director, MSI. In his speech, he highlighted the importance of the topic in the era of globalisation.

In the first session, Dr Dhananjay Tingal spoke about success mantras in the workplace and in the second session, Dr Ramakrishan spoke on the topic ‘Team work and its advantages’. Dr SL Gupta, HOD, Business Administration, gave the valedictory address. — TNS
