Lok Adalat held
Gurgaon, June 4
A Lok Adalat was held here today under the auspices of local unit of Haryana Legal Services Authority. As many as 1,024 cases were heard. Out of the total cases, 537 cases were solved, including 52 cases under Motor Accident Claims Tribunal (MACT). The highlight of today’s proceedings was the cases relating to MACT, in which the total compensation awarded was more than Rs 1 crore.

20 Kasna cops suspended in 10 months

The Kasna police station in Greater Noida, has a dubious record. As many as 20 policemen have been suspended during the 10 months. As a result, all those currently posted here are keen to be posted out of this police station.

This evil spell reportedly started with the death of Munshi Om Singh in June last year who had died as a result of brain haemorrhage. According to insiders, Om Singh had been severely rebuked by the then SO of the Kasna police station.

On July 18, 2004, in a dacoity at three gas agencies in the area, three persons had been killed by the robbers. After this, six policemen, including police station in-charge Inderjit Chaturvedi, had been placed under suspension.

Later, SI Attar Singh Mona was suspended for having accepting bribe of Rs 50,000 from a person as well as for allegedly having insulted a woman in Khanpur village. The maximum damage was, however, done when 11 cops, including SO Ashok Sharma, were placed under suspension on September 26, 2004. They were accused of having tortured and killed three Dadri junk dealers in custody.

On December 13, 2004, Achher police post in-charge Chatter Sen had brutally tortured a youth that he still continues to be in a coma and dangling between life and death. The SI was later suspended.

On May 10, another SI in Kasna police station, Dr S. N. Pathak, had been accused of having so brutally beaten up a sick revenue accountant Padam Singh that the later succumbed to his injuries. The SI was also accused of having taken bribe from the relatives of the deceased. SI Chatter Sen and S. N. Pathak were not only suspended but have sent to jail also.

All these have created a strange eerie atmosphere in the Kasna police station, which was in good books of the people as well as the higher officers. Now all incumbents’ policemen secretly pray for an early transfer from this jinxed police station.

Kashmiri youths held for links with Hizb-e-Islami

The Delhi Police have arrested two Kashmiri youths, allegedly acting as conduit to Hizb-e-Islami. The police claimed to have recovered fake currency worth Rs 1.10 lakh from their possession.

With this arrest, the police claimed to have cracked a network of militants in Delhi which gives financial and logistic support to the Kashmiri militants.

One of them, Nazir Ahmed Khan, was carrying half a kg of RDX when the police captured him on a subway at Subhash Marg today, DCP (Special Cell) Ajay Kumar told reporters here. Khan, who belongs to Poonch, has admitted his links with the Hizb-e-Islami, Mr Kumar said.

Police are working out the origin and destination of a sum of Rs 60 lakh, they say, Khan has received from Hizb-e-Islami leader Masood Sarfraz.

Mr Kumar said Khan had also confessed to supplying forged Rs 110,000 notes to two persons—Ejaz Ahmad Wani and Abdul Ahad Peer—who were arrested last week while receiving the money in a park near Humayun’s Tomb.

The arrests were the product of a lengthy investigation, Mr Kumar said. “But the large sum of money transferred in less than five months is a cause of concern,’’ Mr Kumar added.

Bomb hoax caller nabbed

The Delhi Police have arrested one person on the charges of making hoax call of bomb in Kalawati Hospital. The accused arrested has been identified as Pawan Sharma, (42), a resident of Pahar Ganj.

Police said that the accused made the call from the nearby PCO and said that a bomb was to explode in Kalawati Hospital at 10.25 pm. The police said that the accused was arrested earlier also for making similar calls two years back.—TNS

Rape case: Kohli’s cross-examination plea rejected

The application for summoning prosecution witnesses for cross-examination, submitted before a city court by the prime suspect, Maninder Pal Singh Kohli, in the rape and murder of British teenager Hannah Foster, has been rejected.

After hearing the arguments of both the prosecution and the defence, Additional Chief Metropolitan Magistrate (ACMM) Ravinder Dudeja rejected the application which pleaded for summoning prosecution witnesses for cross-examination. There were about 20 prosecution witnesses living in the UK.

‘’The right of cross-examination was inherent and fundamental for eliciting the truth. It is the accepted form of jurisprudence that whenever a judicial inquiry was conducted, both the parties should be heard,’’ the application said.

Earlier, the court had completed the cross-examination of the Ministry of External Affairs (MEA) Public Relation Officer, D. K.Ghosh, a prosecution witness.

Maninderpal Singh Kohli, facing extradition trial for allegedly raping and murdering British schoolgirl Hannah Foster in Southhampton March 19, 2003, was arrested on July 15, 2003 from Panighata in Siliguri sub-division’s Naxalbari area under Darjeeling district while he was trying to cross over to Nepal.

After his arrest, he was taken to Punjab on July 27, 2003 to face charges in some cases. Later, the CBI had got Kohli’s judicial custody till his extradition was processed.

The accused was arrested under Sections 376 (Rape) and 302 (Murder) of the Indian Penal Code (IPC). The next hearing will take place on July 4, 2005.

20 depts in Noida headless

Gautam Budh Nagar district has completed one year on June 4 of its reorganisation. But the state government’s apathy towards the district is clear from the fact that in 20 departments of district administration, no officers have been posted. That is why the benefits of government schemes are not reaching the common man in Noida.

Interestingly, the state government has not found it possible to post a full-fledged District Magistrate for the district. His work is being looked after additionally by the Ghaziabad DM Santosh Kumar Yadav. The separate District Magistrate Ajay Singh was, however, shifted after a couple of months and his successor have yet to be named by the state government.

District Magistrate and SSP were posted here on November 23, 2004, five months after the district was restored in June last. But on February 16, 2005, the DM was posted out.

It may be recalled that the state government, which had disbanded the GB Nagar district in February 13, 2004, had to restore the district following a decision of the Allahabad High Court on May 21, 2004. The government had restored the district on June 4, 2004, after the High Court verdict was upheld by the Apex Court.

Most of the departments were also looked after by the Ghaziabad head of departments even after restoration of the district. Some of the subordinate officials were, however, posted back to Noida from Ghaziabad and Bulandshahar, where they had been posted after the district was de-notified.

But in spite of District Magistrate having apprised the Principal Secretary in Lucknow, no officers have been posted and about two dozen posts are lying vacant here since then.

The posts lying vacant in Gautam Budh Nagar include District Magistrate and other district level officers viz. Minorities officer, District Backward classes officer, Youth Welfare officer, Agriculture officer, Excise and Taxation officer, Irrigation officer, Entertainment officer, Assistant Registrar Cooperative Societies, Assistant Director Stamps, District Development officer, Education officer, Programme officer, Women and Child Welfare officer, Forest Officer, SP City (police), and police Circle Officer, Traffic. Only one or two employees are running the show in all these departments.

The ruling party leaders and senior bureaucrats in Lucknow, it seems, are oblivious of the difference much a famine of officers can make on the day to day administration and working of the government in what is claimed to be the most important and vibrant district of the state.

CM to lay foundation stone of MUL’ second plant

The Maruti Udyog Limited is going to lay the foundation stone of its second plant at Industrial Model Township (IMT), Manesar on June 6.
According to the spokesperson of the MUL, Haryana Chief Minister Bhupinder Singh Hooda would lay the foundation stone of the new plant, christened as ‘Maruti Suzuki Automobile India Limited’. The Ambassador of Japan to India Yasukuni Enoki would be the guest of honour on the occasion.

The Maruti Udyog Ltd, India’s largest car-maker, will invest Rs 749 million dollar on a new car manufacturing and an engine and transmission plant. The two plants will be set up at Manesar, Gurgaon. Maruti became a Suzuki subsidiary in May 2002, after the Central Government offloaded 25 per cent of its stake in the firm through an initial public offering in June 2003, as part of the privatisation plan.

In September last year, Maruti and Suzuki decided to set up a separate joint venture for the car-making plant rather than expand the existing factory that is 20 years old.

The new car plant will have an investment of Rs 15.24 billion under a “joint venture company” called Maruti Suzuki Automobiles India Limited,” the official added. Maruti Udyog Ltd will hold 70 per cent equity in Maruti Suzuki Automobiles India Limited, while Japan’s Suzuki Motor Corporation will keep the remaining 30 per cent.

The new plant, which is expected to begin commercial production by 2006-end, will initially produce 1,00,000 cars a year with the scope to scale it up to 2,50,000 cars. In the case of a plant for manufacturing diesel car engines, “the facility will also manufacture petrol engines and transmission assemblies. The total plant capacity will be 3,00,000 diesel engines per annum to be developed in phases”. The initial annual capacity of this facility, which will have an investment of Rs 17.48 billion, will be 1,00,000 diesel engines, 20,000 petrol engines and 1,40,000 transmission assemblies.

The capacity would be gradually expanded. The facility will begin commercial production by the end of next year under a joint venture company renamed Suzuki Powertrain India Limited. Earlier, it was called Suzuki Metal India Limited. Suzuki Motor Corporation holds 51 per cent stake in Suzuki Powertrain India Limited, while Maruti Udyog has the remaining.

Docs to sport green on Environment Day today

For the sake of environment, doctors in the city will go green on Sunday to mark World Environment Day. Dressed in green and taking part in a series of ‘green’ walks, they will also participate in tree plantation drives being organised in the Capital.

‘’Green is a soothing colour and it will create an awareness in the public which is what the medical fraternity is aiming at,’’ said Delhi Medical Association president Dr K K Aggarwal talking to reporters here today.

He said it is vital that every person realises the importance of keeping the environment clean and safe, only then can future generations enjoy it.

‘’If each person in Delhi plants a tree that day, in a few years we will have a much greener city,’’ Dr Aggarwal added. Talking about the disastrous impact man had made on nature, well-known Kathak exponent Shovana Narayan said, ‘’Dancers are always performing about nature—the flowers, trees and bees. Each dance form has poetry as its base and most poets and mythology speak a lot about the beauty of nature..

‘’This is why it has to be conserved. If I am performing an item about the beauty of a waterfall in a celestial garden, the audience too must have enjoyed such natural beauty to understand me.’’

She said every epic in some form or the other tells us to conserve nature like in the ‘’Kaalinga Nardhanam’’, Lord Krishna is asked to kill a water serpent which poisons the lake.

‘’This is nothing but the control of water pollution where pollution has been symbolised as the black snake,’’ she said.

According to Dr K K Aggarwal, the DMA is organising tree plantation ceremonies at 12 different location in the Capital with a Heritage Walk being flagged off by Health Minister Yoganand Shastri at 0700 hrs from the Archaeological Park at Mehrauli on Sunday.

Several functions to celebrate day

Several events are being organised in the Capital tomorrow to celebrate the World Environment Day. Union Minister of State for Environment and Forests Namo Narayan Meena will preside over a function to mark the day and chair a seminar, “Green Cities: Plan for the Planet”, organised by the Institute of Engineers, Delhi Chapter, on the occasion.

Union Water Resources Minister Priyaranjan Das Munshi will inaugurate a water harvesting facility at Munirka Vihar, opposite Jawaharlal Nehru University, in South Delhi. Besides, Delhi Lt-Governor B. L. Joshi will launch a tree-plantation drive, organised by the ASSOCHAM and the New Delhi Municipal Council, at the Lodhi Gardens in Central Delhi.

The World Wide for Nature-India is also organising many competitions for the youth and children to celebrate the day.

Two youths crushed to death near Tikri

New Delhi, June 4
Two youths crushed to death and one seriously injured after a DTC bus hit a moving motorcycle from behind near Tikri Border. According to the police, the accident took place at 5 pm when a speedy DTC bus hit the motorcycle.

The bus was plying on the route from Karampura to Bahadurgarh. All the three victims were residents of Bahadurgarh in Nangloi police station area. The injured was taken to the Sanjay Gandhi Hospital where his condition was said to be serious. The victims died on the spot. They have been identified as Himanshu and Ajay.

In another accident, one youth was killed and another seriously injured when a loaded truck bearing Haryana number hit a rickshaw near Prashan Vihar village.

The injured has been identified as Arvind, a resident of Pitampura. He was taken to nearby hospital where his condition is serious. The person is yet to be identified, said the police.

Revolutionary knee replacement surgery performed in Noida

For the first time, a team of doctors at Frotis Hospital, Noida, performed a knee replacement surgery using Computerised Navigation System, a revolutionary technique in knee surgeries in North India. The team was led by Dr Ashok Rajgopal, Director and Head of the Department Orthopaedics, Fortis Hospital Noida.

Neelam, suffering from painful knees, was admitted on May 30, and operated upon on May 31, and is now fast recuperating. She is already walking with the help of a walker. She is due to be discharged on  June 5.

“Through computer navigation system, longevity of the implant increases because of the accuracy of its position and precise directional setting. The system uses remote camera-sensors, which use reference points of the thigh and leg that accurately reproduce the exact alignment. Using this technique, the deformities can be fully corrected and function rapidly restores,” said Dr Ashok Rajgopal.

Dr Alok Roy, COO, Fortis Hospital Noida, said “Fortis Hospital Noida was introducing technology to ensure that the results of surgery were as good as the best in the world. Ours is one of the leading centres for Joint Replacement Surgeries in India.”

IMI ties up with Flinders University

IMI has entered into an arrangement with Flinders University in Adelaide, Australia, whereby after completing the PGPIM at IMI, students will have the option of earning an MBA (International Business) degree at Flinders University at a highly accelerated pace through credit transfer for the courses done at IMI.

“This gives the PGPIM students an opportunity to acquire two international business degrees from two different parts of the world, a truly international experience,” said Dr Himadri Das, Program Director (PGPIM).

“The willingness of Flinders University for the credit transfer arrangement is recognition of the quality of IMI’s restructured PGPIM and its relevance in the international business education arena,” added Dr C. S. Venkata Ratnam, Director, IMI.

Approved by the Ministry of Human Resource Development, the 11-month transformational programme is designed for enabling executives with work experience to take up globally oriented management positions.

The institute has also restructured its flagship Post Graduate Program in International Management (PGPIM) to cater to contemporary market needs. The institute’s 22nd batch begins from August 1.

The programme has been designed for the executives with three or more years of postgraduation work experience. A key target segment is company-sponsored executives who would return to their companies after the programme. CM urged to give compensation to 1984 victims

On the occasion of 21st anniversary of the Operation Blue Star, Sikh leaders today gathered at Gurdwara Bangla Sahib and urged the Chief Minister of Delhi, Mrs Sheila Dikshit, to release the court-ordered compensation to the victims of 1984 carnage in the national Capital.

Led by Shiromani Akali Dal (Santokh Singh) president Manjit Singh, they looked back at the incident and but expressed hope that both Prime Minister Manmohan Singh and Congress chief Sonia would ‘’put the record straight’’.

‘’Both Dr Singh and Mrs Gandhi are people of high moral integrity. We have high hopes on both of them,’’ Mr Singh, also a senior member of the Delhi Sikh Gurdwara Management Committee (DSGMC), said.

He regretted the events of 1984 and mourned the death of numerous innocent bystanders allegedly during the Army operation in the holiest of the Sikh shrines.

Addl DGP reviews law and order in Gurgaon

If the police officials thought that they would get a pat on their back from the Additional Director General of Police, Haryana, Administration, Dr John V. George, they were visibly shaken after the meeting.

In a joint meeting of the all the Station House Officers, the DSPs, the district Police Chief and the Inspector General of Police, Gurgaon Range, Dr George stressed the importance of day and night patrolling.

The meeting was convened to take stock of the law and order in Gurgaon district and plug the loopholes, if any, to make the policing more effective.

Although the local officers were evasive on exactly what transpired in the meeting, sources say that Dr George was critical on the slow pace in solving the pending cases. He stressed on priority in solving the cases, which are hanging fire. He was said to be very critical in his assessment on the pace of development of the investigation in one case. He is scheduled to visit all the districts falling in Gurgaon Range to review the law and order and policing.

Lok Adalat held

A Lok Adalat was held here today under the auspices of local unit of Haryana Legal Services Authority. As many as 1,024 cases were heard.
Out of the total cases, 537 cases were solved, including 52 cases under Motor Accident Claims Tribunal (MACT). The highlight of today’s proceedings was the cases relating to MACT, in which the total compensation awarded was more than Rs 1 crore.

In the solved cases, 364 pertained to Summary cases in which a total fines recovered was more than Rs 7 lakh. While 61 cases solves were in the category of “petty criminal” cases, six related to IPC. Eight cases solved were under Section 138 of the Negotiable Instrument Act. This was the 90th Lok Adalat here. The Legal Services Authority is chaired by the District and Sessions Judge.

Lovely flags off trekking group of 52 students

In an effort to expose the government school students to outdoor adventure activities for the all-round development of their personalities, Delhi Education Minister A S Lovely on Friday flagged off a group of 52 students who were going trekking to 12,000 ft Churdhar Peak near Shimla.

He said that the plan had been made by the State Government and the Delhi Tourism and Transportation Development Corporation to encourage students to take up adventure activities.

Mr Lovely said that adventurous activities like mountaineering and trekking tours would be regularly organised for students of various age groups to enable them gain confidence and help overall development of their personalities.

IGNOU management courses

New Delhi, June 4
Distance education pioneer, IGNOU, has extended the last date for submission of applications for its next year’s management programmes to June 13.
The last date has been extended in view of “popular demand”, according to the university.

The management programmes include degree and diploma courses as well as MBA and P.G Diploma courses. The courses begin in January next year. The application forms should reach the Registrar (SR & E), IGNOU, Maidan Garhi, New Delhi-110 068 by registered post on or before June 13, the university said.

The admissions will be based on an entrance test, ‘OPENMAT XVIII’, to be held on August 7 at 160 centres across the country.—TNS

National policy for hawkers

On the lines of the Municipal Corporation of Delhi (MCD), the New Delhi Municipal Council (NDMC) is also going to implement the national policy framed for the hawkers in its area. It was informed by the member of the council, Mr Ashok Ahuja, at a convention organised at Vithal Bhai Patel House here today.

He said that it would be implemented in a phased manner. At first, it is being implemented near Sarojini Nagar parking area. About 150 hawkers have been identified for that purpose. The convention was organised by the Pawan Putra Rehri Patri Khomcha Sangh.
