The Allahabad High Court has ordered the Central Bureau Investigation to inquire into land shark Moti Goel’s land scams. He had illegally got transferred 1,300 Bigha land of Gram Sabha’s in Gautam Budh Nagar to his own and the names of his 88 relatives and people close to him.

DU curriculum: Students unaware of changes

While the Delhi University officials have been patting their backs for the changes made in curriculum and the revamping of age-old syllabi, these changes are yet to register with the students seeking admission to these revamped courses this year. “I think the revised B.Sc. programme is just the old course with a new name,” said Pooja Gupta attending the Open Days at Hindu College, organised by the students’ union, when asked what she knew about the new course.

Life term for rape of 7-year-old

A city court today sentenced a man to life imprisonment for raping a seven-year-old girl after luring her to a room by offering her some money more than three years ago.

‘’The accused is the scum of the earth and disgrace to mankind. The crime of rape has assumed such dangerous proportions that the punishment should serve as an eye-opener to those who have such inclination,’’ observed the Additional Sessions Judge.

The court further imposed a fine of Rs 5,000 on Santosh Kumar who committed the crime in Karampura area on February 21, 2002, while the parents of the victim were not at home.

According to the prosecution, Santosh lured the girl to a room while her father had left for work and her mother had gone to hospital to look after her ailing brother. After committing the crime, the accused, who had given five rupees to the victim, told her not to tell anyone about the incident.

The matter came to light after she started bleeding and was taken to hospital. Initially, she said she fell down and was hurt.

The prosecution produced 12 witnesses after charges were framed against the accused on January 20, 2003.

‘’We proudly say that we live in a civilised society, but a female in this so-called civilised society is not safe enough to venture out safely,’’ the judge said while holding the accused guilty of having committed the crime.

Woman commits suicide

A 50-year-old woman employed in the Ministry of Defence as an assistant on Friday committed suicide by hanging from a ceiling fan at her house in Vikaspuri.

According to the police, the deceased identified as Varsha Gulati allegedly committed suicide as she was unhappy with her husband’s decision to sell their LIG flat in which they were living.

The deceased who left the house at around 8 am for work returned at around 10.30 am and told her neighbour Savita to bolt the door from outside as she wanted to be in privacy for sometime. However, she later committed suicide by hanging from the fan.

The deceased’s husband Ravi Kumar works in a government press in Mayapuri area and the couple has a 12-year-old adopted son Mayank.—TNS

Three burglars nabbed

The South district police today claimed to have arrested three persons for their involvement in burglary cases in R K Puram, Sarojini Nagar, Lodhi Colony, Kotla Mubarakpur and Tilak Marg areas. With their arrest, the police also claimed to have solved at least 47 cases of burglary and recovered two kilograms of gold and silver ornaments worth Rs 7 lakh from their possession.

The accused were identified as Dinesh Kumar, Bhushan Lal and Kishore Kumar. With a spurt in burglary cases in the government colonies, a special team was constituted and the team received a secret information that the suspects would come near Lodhi Road complex park. Accordingly, a trap was laid and the suspects were nabbed while were found moving in a Maruti car.—TNS

Gang engaged in selling pirated software smashed

With the arrest of four persons, the Crime Branch of the Delhi Police today claimed to have busted a gang involved in selling pirated software in the Capital.

The sleuths also claimed to have recovered a huge quantity of inlay cards, pirated and master CDs along with the negatives worth Rs 1 crore from their possession.

The accused were identified as Prithvi Singh, alias Kallu (36), resident of Khazoori Khas, Rajesh Kakkar, alias Bagga (42), resident of Malka Ganj, Vikas Jain, alias Vicky (25), resident of Arya Pura and Bharat Bhushan, resident of Nariana Industrial area.

Acting on a secret information that some persons were involved in supplying pirated CDs of the latest movies in Punjab, Haryana and Himachal Pradesh, the sleuths along with representatives of music companies raided a godown in Noida and recovered a huge quantity of pirated software from their possession. Since the pirated inlay cards were bought from a printing press in Naraina through one Vikas Jain, Vikas and his employer Bharat Bhushan were also arrested.

Chit fund firm owner, wife jailed for cheating

A city court today sentenced the owner of a chit fund company to three-year imprisonment for duping investors of lakhs of rupees eight years ago. The court sentenced Ravi Kant, the managing director of the Instant Growth Fund Pvt Ltd, to three-year imprisonment and his wife Asha Lata to one-year imprisonment for cheating around 15-20 investors.

The court further slapped a fine of Rs 65,000 on each of the convict. The duo allegedly duped 15-20 investors of more than Rs 40 lakh after luring them to invest in their company.

The Economic Offences Wing of the Central Bureau of Investigation arrested the duo in 1997 and had filed 13 chargesheets against both the persons, according to the prosecution. They were booked under Section 420 (Cheating) and 120-B (Criminal Conspiracy) of the Indian Penal Code.—TNS

Patwaris held for rape

The accused – Om Prakash and Yashwant – have been booked under sections 376, 342, 506 and 34 of the IPC.

According to the complaint lodged with the police, the woman, 25, a resident of Machhgar village, had contacted the accused at the Patwarghar located at Dayalpur village on Friday morning to get the papers of the domicile application attested. It is reported that while she was asked to come to the office around 2 pm, the accused took her inside a room on some pretext. Then after overpowering her, the accused raped her in turn. It is stated that there were no other employees at that time in the office.

It is alleged that after the incident, she was threatened with dire consequences if she told about it to anybody. The medical examination has confirmed the rape of the victim. The accused were arrested this morning.

Woman’s body found

The police have recovered the body of a 30-years-old woman from a water channel near Rasoolpur village of the Palwal sub-division of the district. It is suspected that the woman may have murdered and her body was thrown there later.

The victim, identified as Ratish Kumari, had been married to a resident of Daultabad village here a few years ago. The failure to bear any child is suspected to led to differences and dispute between the victim and her in-laws. Her in-laws had informed her kin a few days ago that she had been missing from here and had failed to locate her.

However, her two brothers who have lodged a complaint with the police against her in-laws have demanded a thorough probe as they have suspected that their sister had been allegedly murdered and her body was disposed in this manner. The police have registered a case and launched investigations into the matter.

CBI told to probe land scams

Ghaziabad, May 28
The Allahabad High Court has ordered the Central Bureau Investigation to inquire into land shark Moti Goel’s land scams. He had illegally got transferred 1,300 Bigha land of Gram Sabha’s in Gautam Budh Nagar to his own and the names of his 88 relatives and people close to him.

The report of this inquiry will be presented to the High Court by the CBI within three months (by September 2), the High Court said in its order. The HC has ordered the District Magistrates and senior Superintendents of police of Ghaziabad and Gautam Budh Nagar to make available all the relevant records and correspondences to the CBI forthwith.

The HC has also refused to stay the arrest of all the concerned accused persons in the land scam. Only two accused – Rajiv Chaudhry and Harish Nagar – have been spared by the High Court from arrest as both of them had pleaded that they were minors at the time of the land scam in 1984, and that they are not involved in the matter in anyway.

The division Bench comprising Mr Justice S. S. Kulshreshth and Mr Justice Mukteshwar Prasad had given their decision while hearing the plea of Geeta Agarwal and some two dozen other appeals filed by many others in this connection.

The appellants had challenged the legality of FIRs against them in 2005. The special public prosecutor of UP government, Mahender Pratap Yadav had argued that Moti Goel had usurped 1,300 Bigha public land to his name. SDM Ram Lakhan Singh had filed the FIR. But later on March 22, 1995, these transfers and titles of land were considered valid, though these were cancelled by the District Magistrate on September 9, 1997, as time barred and hence illegal. These title deeds were then rejected by the Additional Divisional Commissioner on April 4, 2001.

An FIR against 89 persons lodged in 2005, had challenged these fictitious and illegal actions by them. The next hearing in the High Court will be on September 2, government advocate Mr Yadav said. The High Court, while ordering Ghaziabad and Noida officials to hand over all documents to the CBI, has ordered the apex inquiry agency to present its report direct to the court.

The CBI will also look into the role of various government officers of Noida and Ghaziabad who have been found suspicious.

DU curriculum: Students unaware of changes

While the Delhi University officials have been patting their backs for the changes made in curriculum and the revamping of age-old syllabi, these changes are yet to register with the students seeking admission to these revamped courses this year.

“I think the revised B.Sc. programme is just the old course with a new name,” said Pooja Gupta attending the Open Days at Hindu College, organised by the students’ union, when asked what she knew about the new course.

A small number of students are not even aware of the changes in BA and B.Sc. programmes. Most of them are still hoping to make it to the popular courses like economics and English honours.

“I want to take up English honours and I haven’t thought about the revised B.A. Programme,” said Urja, who has secured 84 per cent in the science stream.

The fact that the new BA programme allows the students to have more options for pursuing higher studies is still not known to many. Students as well as their parents are however keen on the “job-oriented” courses.

“I want my son to opt for a course that will fetch him a good return. I have been reading that the students of economics are better placed than others. I am also encouraging him to opt for an add-on course while pursuing his degree,” said M M Malhotra.

To answer the queries of students, the university has been conducting Open Days wherein questions related to admission procedure, courses offered by colleges and even the scope of certain subjects are dealt with.

“This year we have also put up a list of frequently asked questions on our website and there is a handbook for the students containing information,” said Deputy Dean Students Welfare, Amit Bardhan.

“Information about the admission and the ICR forms, the dates and the places are what most students seek. Some of them who are here for career guidance, want to know what are the courses they can opt for and the merits of those courses,” said Amrita Dhawan of the DUSU.

IGNOU management programmes

The last date for the submission of applications for management programmes of Indira Gandhi National Open University (IGNOU) is May 31, 2005.

The management programmes of IGNOU include various degrees and diplomas, including Master of Business Administration (MBA), Post Graduate Diploma in Management (PGDIM), Post Graduate Diploma in Human Resource Management (PGDHRM), Post Graduate Diploma in Financial Management (PGDFM), Post Graduate Diploma in Operations Management (PGDOM), Post Graduate Diploma in Marketing Management (PGDMM) and Diploma in Management (DIM).

All the programmes have multi-media design, using technology-aided delivery systems. These are offered through country-wide network of study centres.—TNS

A student of Delhi Public School, Mathura Road, Punya Vij is ecstatic. In the CBSE class X results, he managed to score 100 in mathematics, 98 in science, 99 in French, 98 in social science and 95 in English, bringing his aggregate to 98 per cent.

“I am happy … I had expected these marks and I am satisfied that I scored well,” Punya told ‘The Tribune’. Interestingly, while private coaching has become a norm these days, Punya has studied on his own.

“I never took private tuition,” claims the boy who loves mathematics and wants to study engineering. The mood in the Vij household is upbeat. His parents who run their own business are on cloud nine.

And while congratulatory calls over his astounding performance keep pouring in, the heady feeling of having scored the maximum among the millions in the city is gradually sinking in.

Meanwhile, there are others who have scored just as well. In Sadhu Vaswani International School for Girls, the highest score is 93.6 per cent and six students have scored 90 per cent In Manav Stahli School, New Rajinder Nagar, Stuti Gupta has stood first with 96.6 per cent followed by Nancy Khandelwal with 95.4 and Karan Gupta with 95.2 per cent.

Samarth Dhingra with 96.8 per cent has stood first in Apeejay School, Pitampura, followed by Arpita Saluja with 95.6 and Pragya Agarwal with 95.4 per cent.

Aastha Grover with 95.2 per cent stood first in Apeejay, Noida followed by Aproova Jain and Abhishek Pande with 94.40 and 94.20 per cent respectively.

In Apeejay School, Saket Rachit Garg with 94.4, Ayush Goyal with 94 and Mihir Pant with 93.8 per cent have bagged the first three positions.

In CRPF school, 72 students have scored more than 75 per cent and the school topper Bhavna Tandon has scored 97 per cent. Raghav Saxena and Swati Rawat have scored an aggregate of 95 per cent.

Noida beset by power cuts

So grim has become the power scenario in Noida that it dominated the monthly proceedings of the Noida Citizen Forum held in Noida Authority yesterday – along with power, water is the other attendant casualty in the area during these hot days.

Speaker after speaker had highlighted the worsening plight of the industrial, commercial and residential sectors due to prolonged and unscheduled power cuts. The representatives of Resident Welfare Association from Sector 12, 23, 26, 28, 29 and 37 as also the RWA’s federation Chairman Shushil Agarwal said there is something seriously wrong with distribution of electricity also apart from low power generation. ACEO M. M. Mishra and Administrative Officer Arun Kumar Sharma were practically tacit listeners. Out of two hours meeting over an hour was taken by discussions, rather complaints of power and water shortages.

The power and water crisis has, meanwhile, reached alarming proposition and people in industrial and residential sectors seems to have reached at the end of their tethers. Sectors like 9 and 10 had 24-hour power cuts, compelling industrial units to come to a grinding halt.

A transformer in the area had reportedly exploded, forcing 400 to 500 small and medium units to stop production. Sectors 26, 25, 12, 15, 16-B, 19, 27, 20 had been without power from 11 am to 7 pm on Wednesday because Sector-20 and Sector-9 transformers had failed due to excess heat, GM UPPC Noida B. B. Singh said.

Meanwhile, in Greater Noida District Magistrate Santosh Yadav on Thursday had summoned the officials of UPPCL for having blacked out Greater Noida villages from power supply and reprimanded them severely. The Greater Noida sectors, including Swaran Nagri, are putting up without power from eight to 10 hours daily.

NHRC seeks report from govt on sewage deaths

The National Human Rights Commission has asked the Delhi Government and the Delhi Jal Board (DJB) to explain within two weeks the recent death of two persons in a sewage line in the Capital.

Taking suo motu cognizance of a news report about the death of two DJB workers on a sewer line in Giri Nagar on May 25, 2005, the NHRC has directed the state Chief Secretary and the Jal Board Chairman to state clearly whether the guidelines and safety codes for operations and maintenance of the sewage system issued by the Commission were being followed. These guidelines and safety codes were conveyed to the Government of Delhi through a letter dated October 18, 2002. The NHRC stated that it would also like to know what steps had been taken by the State Government on the recommendations.

The Commission directed that the copies of the news reports be sent to the Chief Secretary, Delhi and the DJB Chairman to look into the allegations and submit their comments within two weeks.

The media had reported that DJB Junior Engineer D. C. Pant had taken Hari Kishan Bahadur, a labourer, to get a sewer cleaned after receiving complaints from the residents of Giri Nagar.

The labourer reportedly removed the manhole cover and entered the sewer but fell unconscious as a result of the strong methane gas emanating from the sewer. In trying to save him, the Junior Engineer also fell inside. Thereafter, both of them were pulled out and rushed to the hospital, where they were declared brought dead. The newspaper reports said this was the 13th accident in the last 18 months and added that the detailed guidelines issued by the Commission were not being followed.

Hooda greeted by freedom fighters

The All India Freedom Fighters Organisation (AIFFO) and the All India Freedom Fighters’ Successors Organisation (AIFFSO) today felicitated Haryana Chief Minister Bhupender Singh Hooda.

Mr Hooda, who is also the president of All India Freedom fighter’s Successors Organisation (AIFFSO) while speaking on the occasion, said that he has pledged to work honestly keeping in mind the principles of freedom fighters as he himself belonged to the family of freedom fighters.

The Haryana government has recently increased the pension of freedom fighters and will further work for their benefits, he added.

Mr Hooda’s father Chaudhary Ranvir Singh has been a veteran freedom fighter and worked for the cause of freedom fighters.

He also paid homage to veteran freedom fighter Sheel Bhadr Yajee. More than 1,000 freedom fighters from various states had gathered to honour Mr Hooda.

Delhi MP Sajjan Kumar was also honoured on the occasion. He has sanctioned about Rs 1 crore for freedom fighters from his MP fund.

According to Mr Satyanand Yajee, eminent freedom fighters, including Capt S S Yadav (INA), Prithvi Chand Kisku, Ram Chander Mishra, Laxmi Narain Sharma, Capt Ranjeet Singh and Diwan Jagdeesh Chandra along with more than 500 veteran freedom fighters were present on the occasion.

The 7-km Metro section between Kashmere Gate and Central Secretariat is likely to become operational by the third week of June, putting an end to the traffic chaos in one of the most congested areas of Delhi.

Considering President A.P.J Abdul Kalam’s appreciation for the DMRC in developing advanced rail technologies, the Delhi government is all set to invite Dr Kalam and Congress president Mrs Sonia Gandhi for the inaugural run.

In his address to the nation on the Technology Day 2005, the President had praised the DMRC, saying that it had given to the nation the potential of executing a fast transportation system using high technology with reliability through a time-bound mission mode operation.

The preparations for the underground stretch, which will connect some important landmarks like Delhi University, Old Secretariat, Kashmere Gate, Old Delhi Railway Station, New Delhi Railway Station, Connaught Place and Central Secretariat, are almost complete. Trial runs are being carried out and the line inspection will take place on June 7.

The 4-km stretch between Delhi University and Kashmere Gate is already operational and the new section will be its extension.

According to the Director of the school, Dr Inder Malik, our student Anuj Arora has brought laurels to the school by scoring 100 per cent in science subject.

Akal Academy students make their mark

The students of Akal Academy, Baru Sahib in Himachal Pradesh, have excelled in this year’s CBSE board examination, Principal Davinder Singh said in a statement today.

Twenty-seven students who appeared in the Senior Secondary exams passed in first division. Lovepreet Kaur was the school topper with 90 per cent marks. In the secondary school examination, 79 students appeared and 78 of them passed in first division.

Twelve students aggregated above 90 per cent and 53 students secured more than 80 per cent. Tejprakash Singh, who got 468 out of 500 (93.6 per cent), was the topper of the school.

Addressing the press conference on the occasion of DMA’s 48th annual medical conference to be held here on Sunday, DMA president Dr KK Aggarwal said that if one lakh members of the general public are trained in chest compression cardio pulmonary resuscitation, over 12,000 deaths in the city could be avoided on a yearly basis.

Six new cases of brain fever

Six new cases of meningitis have been reported during the past 24 hours. However, there has been no report of death.
The Director of Hospital, Administration, Dr J. N. Banavalikar, said that only 56 cases are under treatment.

Overall the situation is under control and it might end within a few weeks. The patients admitted to various hospitals in the Capital are being provided with proper medicines. Their attendants in the hospital are also given medicines as precautionary measures, he said.

BJP opposes hike in power tariff

Delhi Pradesh BJP president Dr Harsh Vardhan and secretary Vijender Kumar Gupta have demanded from the Delhi Electricity Regulatory Commission that the present electricity bulk and retail supply tariff should not be enhanced.
