Greater Noida, June 2 On Tuesday, NPCL stopped power supply to all residential sectors at 11 pm, forcing the residents to come out of their houses and flats due to intense heat. As coolers and fans were ground to a stop, people were forced to spend the night outside, mostly in parks and green belts. In the next morning, light came first for one hour at 7 am. Regular supply was restored only at 6 pm. Thus, a power cut of 18-hours was imposed on the area. There is a lot of resentment against the NPCL and as well as the leaders who have landed the people in such a hapless situation. So far, all the sectors in Greater Noida were subjected to 10 to 12 hours power cuts daily. While the power was restored at 6 pm, but by 11 pm the power cut was again resumed. When people tried to ring up NPCL office, they find the lines busy. According to some people, NPCL officials take the phones off their hooks so that their own peace is not disturbed. Apart from sleeping out in parks, which are full of mosquitoes, the industries and trade in Greater Noida have also been severely affected by power cuts. Most of the residents had opted for house in Greater Noida as it was promised a power cut free zone. While the people are putting up with a prolonged power cuts, the leaders who have landed the people in this pitiable situation, seem to be themselves absolutely unperturbed. Farmers are equally upset, as they can’t prepare paddy sowing due to lack of power. On an average power for two hours only is being given to rural areas. |
HC stay on auto permits to SCs
New Delhi, June 2 Issuing notice to the Delhi Government on their petition, Justice Ms Gita Mittal said that the draw of lots, fixed for today “shall not be given effect to till the next date of hearing.” Issuing notice to the Delhi Government, the court directed it to submit reply by July 18 to the writ petition, filed by Atma Singh Lubana, president of Auto Transport Welfare Society and six of its members. The petitioners challenged the government’s proposal to grant the
licences through draw of lots to the SC and OBC candidates on the grounds that it was being done contrary to the public notice issued by Transport Commissioner. The petitioner said that in the public notice issued by the government, it had been stated that the auto permits would be given This was the policy adopted by the government for granting the permits earlier also, their counsel Rajiv Garg contended, describing the change of rules as “arbitrary”. The auto transporters’ president said that by the sudden change in the rules, various poor Sikhs who were mostly victims of 1984 anti-Sikh carnage and aspiring to get the licences as per the formulated policy, would be outrightly denied an opportunity to participate in the allotment process. |

Faridabad, June 2 While there has been an unusual delay in holding the draw of lots, the applicants do not know the fate of their applications amidst the reports that the authorities may cancel or seek fresh applications after the reported boom in the land rates in the region in the recent past. Each applicant had deposited an amount of Rs 5 lakh with the application for a plot measuring 2000 sq. meters. The applicants who had formed a body named as ‘Garden Villas Association’ has alleged that the authorities have been victimising them unnecessarily. And there has been no satisfactory response regarding their query why the authorities concerned are delaying the draw. The president of the Association, Mr B. R. Sachdeva, said that several representations and memoranda have been submitted to the authorities concerned, but the authorities have not taken any positive move so far, despite the fact that the applications had been deposited way back in October 2003. He said that the authorities made the first announcement to hold the draw in August 2004, but it was postponed, citing some administrative reasons. He said the department again announced to hold the draw on October18, 2004, but it was also postponed with same reasons. There has been no word from the HUDA if their applications are still valid or would they be getting the opportunity to contest for getting the plot in this much-publicised residential scheme floated for those who wanted to get large sized plots known as ‘Garden Villas’ located adjacent to the ‘Leisure Valley’ developed by it. The officials couldn’t be contacted in this regard. It is learnt that the recent notice of the Forest Department to the builders, the HUDA and the Tourism Department over the alleged illegal building activity in the Surajkund area is reported to have made the department more cautious about the sectors of 44 and 47, which are located in the same area, as the department was preparing to submit its reply to the notice. The applicants are, however, not ready to buy this theory for the ‘delay’ so far as they suspect a political and influential hand behind it and alleged that some of the influential persons got it suspended as they also wanted to get a plot in such a prime location. The Association has written a letter to the Chief Minister to intervene in the matter and ensure justice to the applicants. It has warned of going to the court in case the scheme was cancelled or fresh applications were sought. The rate to be charged by the HUDA from the applicants at that time had been around Rs 25,00 per sq. metre, but now the prices of land here have escalated to at least three to four times, says the experts. |
Cong urged to bring up youth leaders
Gurgaon, June 2 The Sanyukt Kshatriya Mahasangh, an apex body of 120 organisations in various states of the country and having its headquarters here, has been campaigning for the past two years on the issue of probity and integrity in public life. Recently, it launched countrywide “Rashtriya Gaurav Chetna Abhiyan” along with “Maharana Pratap Jyoti” Yatra to re-kindle the ideals of nationalism and secularism, especially among the younger generation. Capt Vikram Singh, chairperson of the Sanyukt Kshatriya Mahasangh, stated here that although all political parties should promote their younger leaders, the responsibility was more on the Congress, which is the largest national party in power at the Centre. The Mahasangh is of the view that the Congress should invest in its young leaders. When asked to point single out names, Capt. Singh said that young leaders like Mr Rahul Gandhi, Mr Jyotiraditya Scindia and Mr Lal Singh, all MPs, should be groomed both at the organisational and governmental responsibilities. The leaders have proven themselves and it would be better that they take on the baton from the elder leaders of their party at the earliest. However, there are many good young leaders in the Congress and it is for the Congress to identify them, he added. The Mahasangh feels that the younger leaders with futuristic and global outlook are groomed to take up higher responsibilities in the interest of the country. |
Housewife raped by two in Faridabad
Faridabad, June 2 The police have booked the suspects. According to the complaint by the victim, the main accused, identified as Laxman, and one of his friends, who are residents of the same colony, forced their entry into her house around midnight and raped her in turn. She was alone at the house at that time. The victim’s husband has gone to abroad to look for job opportunities. The victim hails from Rajasthan. She told the police that she has been living with her kids and father-in-law here, but they were away to a relative’s place in Noida last night. She claimed that the accused threatened her with dire consequences if she dared tell about the incident to anyone. A case under section 376,451, 506 and 34 of the IPC has been registered. No arrest has been made
so far. This is the second such incident in the city in the past two days. Earlier, a plus two student had been allegedly raped by her tutor in the Nehru Ground area. The accused is absconding. Meanwhile, in two separate incidents of burglary, cash and valuables worth over one lakh was stolen from two houses located in Sector-30 and Sanjay Colony in the past 24 hours. |
Villagers offer another girl as bride
Ghaziabad, June 2 When in spite of the intervention and advice of the Panchayat of Kharkode village, the bride’s family did not change their stand, the village elders decided that another girl from the village would be offered as the bride to the groom and marriage party. Not only that, the whole village took it as the honour and social responsibility of the entire village and all the people contributed for a decent dowry and the “daughter” was given a traditional and affectionate send-off. This unusual and historic incident took place in Kharkohode village where the marriage party of Lokesh, middle son of Babu Lal, had gone to Panchi village to marry Rajwatti, daughter of Chhida. As the marriage party reached the venue, they were welcomed in a traditional way. Later, the bride and the bridegroom were made to sit around ‘vedi’ for marriage ceremony. Suddenly, the groom was made to leave the marriage venue and some people started beating him up. When asked the reason for this, the girl side said the groom’s hands were deformed. Subsequently, village Panchayat was called, where the groom demonstrated that he had normal pair of hands by lifting heavy loads with them. The whole village urged the bride side to complete the marriage ceremony and rituals. But Chhida and his family did not agree to it. The Panchayat then decided that Lokesh be married with another girl, Usha, daughter of one Mohan Lal of the same village. All the villagers took it as the marriage of their daughter and contributed to her dowry so that newly-weds could start their married life on a happy note. |

Jeweller robbed in broad daylight
New Delhi, June 2 According to the police, at around 10.30 am today, five persons entered the shop of Shree Ji Jewellers. They were armed with country-made pistols and other weapons. Punit (27), the owner of the shop was present in the shop at that time. They told him to show some jewellery items As Punit displayed them on the counter, the assailants whipped out the pistol and threatened to kill him and started picking up jewellery. When Punit resisted and tried to shout for help, the assailants hit him with iron rods and decamped with the cash and jewellery. Punit was taken to nearby hospital. According to the Additional DCP, Mr Ajay Choudhary, “The assailants had come to the shop earlier also. They purchased some gold ornaments from the same shop sometime back. Punit, the victim, told the police that he knew the assailants. “Even today, the entry was friendly,” said the Additional DCP. |
Light rain brings temperature down
New Delhi, June 2 The maximum temperature recorded today was 42.5 degrees centigrade, which was two degrees more than the normal temperature expected at this time of the year. It was also about two degrees more than yesterday’s 40.7 degrees, the weather office said. However, duststorm and light rain in some parts of the city cooled the weather a bit. The minimum temperature recorded this morning was 26.4 degrees, two degrees less than normal. The forecast for tomorrow is mainly clear skies with the possibility of a duststorm and thunder clouds in some places. |

Noida, June 2 Someone informed the police control room that a body of a man, aged about 28, was lying on the side of the main Dadri road in Sector-15. The sector-20 police tried to identify the victim. According to police, the death appeared to have been caused by heat wave sweeping North India.

Self-defence camp for women
New Delhi, June 2 More than 2,800 women/girls in the age group of 13 to 40 belonging to all sections of society were being given training simultaneously at three centres in East, North and South Delhi. The women were receiving training from lady instructors of the Crime (Women) Cell, Nanakpura in South Delhi. The 12-day course would teach the women easy-to-use self-defence techniques to ward off the offenders. They would be taught how to use things like pen, pencil, dairy, handbag, dupatta as weapons. Besides self-defence training, the trainees would also interact with legal experts and psychologists and people from leading NGOs in the field of women’s empowerment. The whole exercise was expected to lead to improvement in self-confidence and personality development of the women who received training. |
UGC bid to bring plagiarists to book
New Delhi, June 2 According to the new initiative, Ph.D. scholars in the country would be required to submit their thesis on the Internet to create a databank that will, “preserve and centrally maintain repositories of electronic theses and make them generally accessible and help in improving the quality of research”. “Sometimes research is duplicated for want of information. While deliberate plagiarism calls for action, there are times when researchers are genuinely not aware of what has already been done. This attempt to have a repository will help in improving the quality of research, because research means building on what has already been done,” said Pawan Aggarwal, Financial Advisor, UGC. The UGC would evolve a regulatory policy and an implementation mechanism for maintaining standards, archiving, accessing doctoral research output of Indian universities. This is also in line with the international trend wherein theses of research are available for others to see. “We will try to set some national standards, keeping in mind the international ones. And while the initiative is still a suggestion, we do hope that universities will show interest in this,” Mr Aggarwal said. The reason for not making it mandatory, he said was, “we received suggestions from people and it was pointed out that various universities in the country are at various levels of development. Therefore, it cannot be implemented in one go, it needs to be carried out in a phased manner”. A UGC expert committee was set up to prepare a “Draft Regulation for Submission of Metadata and Full Text of Doctoral Theses in Electronic Format”. The Electronic Theses Database will have an in-built software to detect plagiarised passages in documents. It was pointed out that “for want of an appropriate policy framework and implementation mechanism, there is no system for submission, archiving and development of a comprehensive database of Ph.D. theses in the Indian universities. As a result, doctoral research in India faces a serious handicap and there is a danger of duplication of research”. Claiming that most universities already have the required funds for setting up the repositories, Mr Aggarwal said, “We are trying to help them with the technical input. Besides, many universities including the Indian Institute of Science are already doing it”. |
KM College sells maximum forms
New Delhi, June 2 Yesterday the university had sold a total of 42598 forms against 43,000 seats. While the DSW office sold 1900 forms, 1997 were sold at the South Campus centre, 1500 in the Arts Faculty counter and 2427 in Gargi. Zakir Hussain College sold 2129 forms and Shradhanad 304, Deshbandhu and Vivekanand sold 2200 and 1805 respectively. “There were no complaints. The whole process was peaceful and we have supplied each centre with the required number of forms,” said Amit Bardhan, Deputy Dean, Students’ Welfare. He said most students are confused about what subjects comprise the best of four. “There are a lot of queries with regard to what makes the best of four, especially in the arts stream. There are a few colleges that do not accept physical education marks. But students need not worry, they should fill the forms as per the university instructions,” said Mr Bardhan. |
CNG to cost more from July
New Delhi, June 2 The IGL is waiting for a cabinet nod for a price rise before deciding on the quantum of hike. The government has approved a proposal to hike natural gas prices by around 12 per cent from Rs 2,850 to Rs 3,200 per thousand standard cubic meter for power and fertilizer units. An official of the Union Ministry of Petroleum said that the increase in natural gas was likely to be effective from next month. Natural gas constitutes the feedstock of CNG supplies. Any price hike would impact its retail cost. However, IGL has assured that only the hike in feedstock gas price will be passed on to the consumers. Increase in CNG prices will directly hit public transport system as they are the main users of the CNG. IGL currently supplies 8,16,000 kg of CNG in the Capital, which has the largest fleet of transport busses plying on the green fuel in any city globally. The Gas Authority of India Ltd (GAIL) earlier proposed to Rs 3,200 per thousand cubic meters compared with Rs 2,850 per thousand cubic meters. The price for all other users will be about Rs 6,400 per thousand cubic meters. The Oil and Natural Gas Corporation (ONGC), India’s largest natural gas producer, hadn’t been allowed by the government to raise gas prices since 1999, when prices were increased to Rs 2,850. |

New Delhi, June 2 SI granted bail in bribery case
A Delhi court today granted bail to Delhi Police Sub-Inspector Purinder Singh who was arrested by the CBI on charges of accepting bribe. Special Judge Dinesh Dayal granted bail to Singh on furnishing a bail bond of Rs 50,000 and a surety of like amount. Yesterday, Mr Dayal had granted anticipatory bail to Singh’s superior, Lajpat Nagar SHO V K Malhotra. Malhotra had moved an anticipatory bail plea as the CBI was on the lookout for him after the arrest of his junior while accepting bribe. The CBI had arrested Singh on charges of accepting a bribe of Rs 30,000. It had registered a case against Malhotra for allegedly conniving with Singh in the transaction. The raid was conducted on a complaint that the accused had demanded Rs 50,000 for extending official favour in a case. The complainant submitted that the amount was reduced to Rs 30,000 after negotiations.
Surety submits fake papers, arrested
