Holiday on April 16 in 47 towns

The Haryana Government has declared a holiday under Section 25 of the Negotiable Instruments Act, 1881, on April 16 in 47 towns of Haryana on account of the municipal elections in these areas on that day.

The Gurgaon administration has finally started taking steps to ensure smooth flow of traffic on the Jaipur-Delhi national highway passing through the district. The Deputy Commissioner, Mr Sudhir Rajpal, has asked the National Highway Authority of India (NHAI) to share the burden of managerial responsibility to make travel on the road hassle- free.

Newly-wed found dead

A newly married woman, Sangeeta, was found dead in her house at Matloda under mysterious circumstances here today. The father of the deceased, Jagannath, of Muzafarnagar in Uttar Pradesh, has levelled allegations that her husband killed her.

Hooda may contest poll from Kiloi

The Chief Minister, Mr Bhupinder Singh Hooda, will make a bid to enter the state Assembly from the Kiloi constituency. He made this announcement on arrival at his ancestral village here today for the first time after assuming office of the Chief Minister.

Mr Hooda, who arrived to a tumultuous welcome, first went to the Baba Mel Nath Temple in this dusty hamlet and then proceeded to the village where he addressed a gathering of villagers from nearby villages. This village falls in the Kiloi Assembly constituency.

The Chief Minister represented Kiloi in the Assembly till May last year when he resigned to contest the Rohtak Lok Sabha seat. As per constitutional provisions he has to be elected to the Assembly within six months of assuming office of the Chief Minister.

Kiloi is presently represented by Mr Shri Kishen Hooda, a close confidant of the Chief Minister. The first indication of the Chief Minister contesting from Kiloi came when Mr Shri Kishen Hooda, in his address, requested him to contest from Kiloi although several other MLAs too had offered to quit their seats to enable him to enter the Assembly. He said Kiloi had long been backing him and the honour of electing the Chief Minister to the Assembly must go to this constituency only.

The Chief Minister’s father, Mr Ranbir Singh, also echoed similar sentiments and said Mr Hooda should opt for this segment despite the other offers. Thereafter, the Chief Minister, announced his decision to contest from his traditional seat.

Mr Hooda said he was committed to giving this area its rightful share of irrigation water. “The days of starvation and deprivation are gone. Now you can look forward to always getting your due. We have made a new beginning and no part of the state will ever complain of discrimination in the allocation of natural resources,” the Chief Minister said.

He told the bureaucrats present there that they should not yield to any pressure and discharge their duties honestly and professionally. “Even if any member of my family asks you for something illegal or against the rules, you can safely ignore. I want the rule of law to prevail”, he said.

He said Haryana would be rid of criminals within a short time. The beginning would be made from Rohtak and the campaign against criminals would be extended to the entire state after that.

The Chief Minister asked the people to attend the proposed Dhanyavad rally at Jind next month in large numbers to thank the Congress President, Ms Sonia Gandhi, for ensuring the victory of the party in the Assembly poll.

Mr Hooda was several hours behind schedule as he was forced to stop at almost every village to accept the greetings of the villagers.

Haryana to set up new purchase panel

The composition of the high-powered purchase committee (HPPC) constituted by the Bhupinder Singh Hooda-led government of Haryana is set to change. The HPPC, which has been set up by the present state government, is headed by the Excise and Taxation Minister, Mr Venod Sharma. The committee met on March 29 and carried out its job of purchasing items needed by various government departments and corporations.

At the March 29 meeting, the HPPC reportedly adopted a novel method to ward off the possibility of any supplier making more profit than what was acceptable. The purchases were to be carried out on the basis of tenders invited by the previous regime. The assembled suppliers were told about the lowest price offered in tenders in respect of various items and asked to quote prices lower than the lowest price. The strategy apparently yielded good results and if a source is to be believed, a substantial reduction took place in the prices of various items following the HPPC instructing the suppliers to offer fresh quotations.

Government sources, however, told TNS that the existing HPPC was constituted by the state government in a hurry in view of the end of the financial year on March 31. “Now that the purchases for this financial year have been made, the state government will constitute a new HPPC”, the sources said. It is learnt that the Supplies and Disposals Department will formulate a proposal in this regard including the names of the ministers who will be the members of the committee. The sources added that Chief Minister Hooda would not be a part of the proposed HPPC.

Earlier, when Mr Om Prakash Chautala was the Chief Minister, he used to head the HPPC. This had attracted criticism from Opposition leaders, including former Chief Minister Bansi Lal who had criticised Mr Chautala in the Assembly for taking part in the purchases of government departments and corporations.

Environment norms must for stone crushers

The Haryana State Pollution Board today said the 16 stone crushing units along the Panchkula-Kalka National Highway were required to have structurally safe wall of at least 50 metres length besides other control measures such as water sprinklers, covered sheds or tree plantations.

The Tribune carried a news report in these columns in which the flouting of pollution norms by these stone crushers at Chandimandir, Rampur Seori, Surajpur and Kiratpur, was highlighted. Water sprinklers were not installed at some of these stone crushers, leading to unhealthy increase in the level of Suspended Particulate Matter (SPM). None of the stone crusher owners had planted trees around their respective premises, against the norms issued by the Pollution Control Board, though crusher owners maintained that they had planted saplings but these were eaten by stray animals. The crushers have also not installed wind-breaking wall — be it GI sheets or concrete structures to ensure that dust and other pollutants do not fly off on the main roads and inhabitated areas.

As per provisions of the Air and Water Act, the board is monitoring the working of the stone crushers and of other industrial units operating all over the State and taking action as per law against the defaulting units from time to time, an official spokesperson of the board said. He said the board had issued closure orders of about 950 crushing units during 2004-05 which were found violating effluent or emission standards.

He added that 14 of these stone crushers had been granted NOC during 2004-05. However, two units which were not complying with the provision of the Air Act were closed down by the board. Closure order of one of these two units was later on suspended keeping in view the undertaking given by the unit for complying with the environment norms.

Don’t bribe officials, MP asks public

Mr Naveen Jindal, MP, sought cooperation of the people in eradicating corruption from public life and asked the public and members of business community to desist from bribing officials for getting their works done.

He was speaking at a public meeting organised by the Convener, state Beopar Cell, HPCC , Mr Mukesh Jain in old Anaj Mandi here today.

Mr Jindal said the newly installed government in Haryana under the leadership of Mr Bhupinder Singh Hooda was committed to provide a corruption- free and efficient government which would take care of all sections of society.

He pointed that recent liquor auctions have fetched Rs 124 crore more revenue as compared to last year and it was the result of transparent policy adopted by the Chief Minister in the interest of the state.

He said that the government had provided a compensation of Rs 50 crore to the farmers whose crops were damaged due to heavy rains and hailstorms recently .

Referring to a charter of demands presented to the MP by Mr Mukesh Jain , Mr Jindal said that he was in touch with the Union Railway Minister, Mr Laloo Parshad Yadav, for starting direct railway link between Kaithal and New Delhi . He also assured that speedy steps were being taken to start a railway bridge over the railway crossing on Jind- Jaithal road here.

Mr Jindal said that steps would be taken to beautify Kaithal town and provide more facilities at the government hospital, opening of second government girls school.

Panchayat poll programme announced

The State Election Commission, Haryana, has notified the programme for the conduct of elections to panchayats and panchayat samitis in the state. While stating this here today, Mr Chander Singh, State Election Commissioner, said nomination papers could be filed from March 31 to April 1. Scrutiny of the papers would be done on April 2.

He said the last date for the withdrawal of candidature would be April 4 and polling, if required, would be held on April 9.

The counting of votes in the case of the panchayat elections would start immediately after the close of polling and in the case of the panchayat samitis, at 8 a.m. on April 10.

This eunuch symbolises triumph of spirit

Her family shunned her years ago, thinking of her as a shame to the family. The world regarded her as a child of a lesser God and someone who could be wished away. But the story of Sweety Mahant, a eunuch in this sleepy town, is one of triumph of human spirit.

Never mind the ostracisation and the ridicule that Sweety has had to deal with all her life, the bitter experiences failed to erode her spirit. She distributes clothes that she gets from families that have been blessed with newborns or from newly weds among the poor and distributes milk among children of a slum colony in the Bharat Nagar Colony every day. She has reared five Jersey cows and the milk thus obtained is distributed among children of a slum colony daily. “Cow is considered like a mother, so children have a right on its milk,” she reasons why she does not utilise the milk herself, or sells it off.

From giving financial aid for construction of temples to distributing fruits to school children — this do-gooder has carved a niche for herself in the social circles here. It was thus that her numerous fans coerced her to contest the Municipal Committee elections from the Kalka main bazaar seat (Ward No 5), and give a political direction to her social service.

“Jumping into the political arena was not a natural progression. I was rather pushed into contesting the elections, but I now believe that this would help me streamline my objective of making a difference to the lives of people here, by improving their surroundings,” she says.

Asked about the poor fiscal health of the Kalka MC and the low grants sanctioned by the government here, she says,”I can spend enough money from my own resources. Wait till I win, and I promise to change the face of Kalka. Since the ward from where I contest is the Main Bazaar along the Kalka Shimla highway, it saddens me to think that lakhs of people passing by would think of Kalka as a dirty town, with no street lights and insanitary conditions. Once elected from this area, I propose to change the aspect of the area,” she says.

She also promises to beautify the only Rabindra Nath Park in Kalka.

Sweety has a huge following among women here. One of her ardent supporters, Ms Sunita Ramola, elaborated how the residents of the Broad Gauge Colony were looking for donation for the construction of a temple, and when Sweety learnt about this, she offered Rs 40,000 as donation. “We are sure she will work for the development of Kalka,” she said.

Sweety Mahant is also the Vice President of the All-India Kinner Welfare Society, Chandigarh, besides being the in charge of eunuchs operating in Solan, Shimla, Panchkula, Ambala and parts of Chandigarh. She is also garnering support of other eunuchs in the area to come and support her in her campaign.

Holiday on April 16 in 47 towns

The Haryana Government has declared a holiday under Section 25 of the Negotiable Instruments Act, 1881, on April 16 in 47 towns of Haryana on account of the municipal elections in these areas on that day. An official spokesman said the holiday had been declared to enable the employees of factories and commercial establishments, located within the jurisdiction of the municipalities, to cast their votes.

The spokesman said the civil bodies which would go to the polls on April 16 included the Municipal Councils in Ambala City, Ambala Sadar, Palwal, Fatehabad, Tohana, Gurgaon, Hisar, Hansi, Jind, Narwana, Karnal, Thanesar, Narnaul, Panipat, Rewari, Rohtak, Sirsa, Sonepat, Yamunanagar and Jagadhri and the Municipal Committees at Naraingarh, Charkhi Dadri, Hodal, Ratia, Ferozepur Jhirka, Nuh, Sohna, Barwala, Jhajjar, Safidon, Cheeka, Gharonda, Tohana, Assandh, Shahbad, Ladwa, Pehowa, Mahendragarh, Kalka, Samalkha, Bawal, Meham, Kalanwali, Ellenabad, Rania, Gohana and Ganaur. He said earlier holiday had been declared on April 10 in Kaithal, Beri, and Bawani Khera.

Plan for smooth traffic on Jaipur-Delhi highway

The Gurgaon administration has finally started taking steps to ensure smooth flow of traffic on the Jaipur-Delhi national highway passing through the district. The Deputy Commissioner, Mr Sudhir Rajpal, has asked the National Highway Authority of India (NHAI) to share the burden of managerial responsibility to make travel on the road hassle- free.

According to sources in the Haryana Government, the NHAI was said to have committed to the administration to increase the number of its “marshals” from 50 to 120 to supervise the stretch from the Rao Tula Rao crossing in Delhi to the Haldiram crossing in Gurgaon, a distance of about 42 km. The expansion of this stretch from four lane to eight lane is under way. The increased number of marshals will be put on the job from April 1.

The NHAI has also agreed to a formula suggested by the administration to get the marshals trained by the Haryana police for managing the traffic.

The district authorities were unhappy over reports that the highway had frequent traffic snarls on account of the construction work. The marshals were interested only in keeping a watch on work on the flyovers and protecting the property of the NHAI.

Newly-wed found dead

Panipat, March 30
A newly married woman, Sangeeta, was found dead in her house at Matloda under mysterious circumstances here today. The father of the deceased, Jagannath, of Muzafarnagar in Uttar Pradesh, has levelled allegations that her husband killed her.

Talking to the reporters at Bhim Sen Sachar hospital, Jagannath alleged that Sangeeta’s husband, Ashok had some extra-marital relations and she stopped him to continue the relations but he refused to do so. He said a frightened Sangeeta had called them this morning and said that her husband was going to kill her.

However Ashok’s uncle Rajender denied that Sangeeta’s husband had killed her. He admitted that Ashok had extra-marital relations with some women but said that he had not killed her.

Rajender said Sangeeta might have died following a heart attack as she remained tense due to her husband’s extra-marital relations.

The body has been sent to Bhim Sen Sachar Hospital for post-mortem, examination. — TNS
