2 run over, killed by truck
Rohtak, March 29
Two persons were killed when they were run over by a truck near the local Post Graduate Institute of Medical Sciences this morning. The deceased, Sahil and his maternal grandfather, Attar Singh, were on their way to the PGIMS on a cycle when a truck coming from the city side ran them over.

Cylinder catches fire at railway station
Panipat, March 29
A gas cylinder caught fire at the railway station here yesterday. According to information the cylinder which belonged to a vendor caught fire around 7.30 p.m. leading to panic. Fire Brigade personnel put out the flames. No one was injured.

Stone crushers violate pollution control norms

For several years, 16 stone crushers in the district here have been functioning without obtaining a licence from the Department of Mines and Geology, or without getting a No- Objection Certificate (NOC) from the Haryana Pollution Control Board. It is alleged that because of the proximity of owners of these crushers to the powers that be in the previous Indian National Lok Dal (INLD) government, no efforts were made to close down these stone crushers.

These crushers are located outside the crusher zone carved by the state government, and eight of them are located right along the Panchkula- Kalka National Highway. No stone crushers are allowed to operate along National Highways, link roads or any residential colonies- be it in cities or the villages. The Supreme Court had ruled in 1992 since these crushers caused grave air pollution and were a traffic hazard, besides endangering human health, these be relocated to separate crusher zones.

As a result, a stone crusher zone was set up by the Haryana Government in Burj Kotian village, spread over an area of 105 acres in 1992. It was earlier proposed that 25 stone crushers be set up in this zone, which was later extended for 36 stone crushers. As of now, 29 crushers are functional in the crusher zone at Burj Kotian.

However, throwing all government norms to the winds, seven stone crushers are functional in the Chandimandir area (Tanda), five in Rampur Seori, three in Surajpur and one in Kiratpur (on the Pinjore- Nalagarh road). Not only are these crushers functioning without obtaining a licence or an NOC from the Haryana Pollution Control Board, but these crushers are also located in the periphery region of Chandigarh and thus violating the Punjab New Capital Periphery (Development and Regulation) Act, which specifies that no construction is allowed within 50 km radius of Chandigarh.

Official sources allege that no notice was issued to these crushers in the past four years, even though they are functioning illegally. But as soon as the INLD-led government fell, paving the way for the new political regime, the Department of Mines and Geology has issued notices to the stone crusher owners, asking them to apply for licences.

A visit to these stone crushers also reveals that they have not installed the proper pollution control devices. Water sprinklers are not installed at some of these stone crushers, leading to unhealthy increase in the level of Suspended Particulate Matter (SPM) here. None of the stone crusher owners had planted trees around their respective premises, against the norms issued by the board. The crusher owners maintain that they have regularly been planting saplings but these are eaten by stray animals. Similarly, none of the crushers have installed a wind-breaking wall — be it GI sheets or concrete structures.

Sonia to address rally at Jind

Having scored an emphatic victory in Haryana in the recent Assembly poll, the Congress has decided to organise a “dhanyavad rally” at Jind on April 23, which will be addressed by Congress President Sonia  Gandhi.

Haryana Chief Minister Bhupinder Singh Hooda, who met Ms Gandhi here yesterday, invited her to address the thanksgiving rally to mark the return of Congress to power in Haryana after nine years.

Mr Hooda later met AICC general secretary Janardan Dwivedi to finalise the date and venue of Ms Gandhi’s visit. He also met AICC treasurer Motilal Vora. Mr Hooda apprised the central leadership of his plans to visit every district of the state soon to address problems of the people.

Sources said Jind had been chosen as the venue of Ms Gandhi’s rally as it was “centrally located” and the district had a sizeable population of the Jat community. The Congress had received handsome support from the Jats in the Assembly poll and the party later bestowed the leadership of the state to a leader from the community.

The Congress hopes that efforts to consolidate its support among the Jat community will also pay it electoral dividends in western Uttar Pradesh and Delhi.

Interestingly, Jind is represented in the Assembly by Mr Mange Ram Gupta, who is considered a loyalist of state PCC chief Bhajan Lal.

Ministry clears grants of Rs 2 cr

The Haryana Social Welfare Ministry today cleared almost all cases of sanction of grants to non-government organisations (NGOs) amounting to about Rs 2 crore.
According to sources, following publication of a report in The Tribune today regarding fears of these grants lapsing because of the refusal of the ministry to clear these cases without personal verification by the Commissioner (Social Welfare) or a personal meeting of representatives of these NGOs with the minister, Ms Kartar Devi, the ministry cleared most of the cases without insisting on the two conditions.

It is learnt that only a few cases, which involve payment of grants to NGOs by the Haryana Government and which were cleared at a meeting held in December last year, have been put on hold. However, even in these cases too, the Deputy Commissioners concerned have been asked to verify these again in time for the ministry to release the grants before the end of the current fiscal year.

Notably, the proposals cleared at this meeting were verified by then DCs during the Chautala regime.

The minister also approved almost 20 cases in which the entire grant is paid by the Centre. These cases amounting to about Rs 1.5 crore had been held up because of the refusal of the ministry to clear these unless one of the two conditions specified by the minister were met. Had these cases not been cleared, the grants would have lapsed on March 31.

The sources said the Social Welfare Directorate had been directed to ensure that the formalities for release of grants are completed before the March 31 deadline.

These grants are paid annually to the NGOs involved in welfare activities for destitute women, children and the disabled. The ministry had earlier cleared cases of District Red Cross Societies and the NGOs from the Chief Minister’s home district — Rohtak.

One teacher for every 40 school students

The Haryana Government has decided to appoint one teacher for every 40 students in government primary and middle schools.

While stating this here today, the Education Minister, Mr Phool Chand Mullana, said the step had been taken to improve the standard of education in the state. He added that one teacher could teach a maximum of 40 students at a time.

He said the number of students in each section would be reduced to 40 from the existing 60. He pointed out that rooms built for primary and middle classes in government schools were also not large enough to accommodate 60 students.

Teachers could only teach through the lecture system in large classes which was not correct for school-level students.

He added that the state government would also receive aid from the Central Government under the Sarv Shiksha Abhiyan by ensuring the ratio of one teacher for every 40 students in schools.

Hardcore criminal shot in gang war

Assandh (Karnal), March 29
A hardcore criminal of Haryana, Sher Singh, was shot dead in a gang war here late last night. The police recovered his body this morning.
The PRO of the district police, Mr Ganpat, said Sher Singh, who spread terror in Haryana, was presently on parole. He was sentenced to four years’ imprisonment for murdering Virender Gaba on June 18, 2000.

He was also suspected in a murder in Panipat, besides many other criminal cases, he said. Three of his gang members were sentenced to life imprisonment, while three others to four years’ imprisonment in the Gaba murder case, said the PRO.

Preliminary investigations made by the police revealed that a few known persons came to meet Sher Singh at his residence on Monday afternoon. After some time, Sher Singh went along with them, but did not return home. They allegedly took him to a lonely place and fired as many as four shots, leaving him dead on the spot. One bullet struck him in the head, while three bullets hit his chest.

Sher Singh’s brother, Kehar Singh, in a statement to the police, suspected that accomplices of another gangster, Surender Nara, were involved in the murder of Sher Singh.

A team of forensic experts from the State Forensic Laboratory, Madhuban, was called to take a few samples from the spot.

Meanwhile, the police has registered a case of murder against a few persons possibly involved in the murder on the statements given by the family members of Sher Singh.

Sources within the police revealed that the Assandh police had taken in custody four persons for investigation in this regard, but the police denied taking anyone in custody.

The Tribune tried to contact Ms Bharti Arora, SP, Karnal, on the telephone for her version, but all efforts in this regard proved futile.

More water to be released  in canals

The Haryana Irrigation Minister, Capt Ajay Singh Yadav, yesterday announced that instead of the previous system of seven-day supply in a month water would now be released for 20 days in a month in canals throughout South Haryana.

He made this announcement a reception at Kapriwas village, about 20 km from here, yesterday.

This was his first visit to his home constituency after assuming the charge of the Irrigation Ministry in the Hooda government.

Captain Yadav was also felicitated by residents of Dharuhera, Kharkhara, Masani, Jonawas, Hansaka, and Phideri villages.

He further announced the Sahibi Barrage basin would be filled with canal water to raise the declining level of the sub-soil water in the region.

Degrees conferred on 1,553

Kidwai, while presiding over the 26th annual convocation of the university here today, conferred an honoris causa degree of Doctorate of Literature on Prof Satish Chandra, Secretary-General of the Society for Indian Ocean Studies and former Chairman of the University Grants Commission, in recognition of his outstanding research work in the fields of science, education and social services.

Professor Chandra is an eminent historian, who has dedicated his life to quality teaching and research. His insight into history was duly recognised when he was chosen to represent India at the UNESCO conferences in Paris in 1972 and 1975. He has taught at a number of universities and remained Vice-Chairman and Chairman of the UGC from 1973 to 1981.

Dr Kidwai also awarded PhD degrees in various subjects to 152 students and post graduate degrees, including MPhil, LLM and LLB degrees, to 1,401 students.

Mr Bhupinder Singh Hooda, Chief Minister, attended the convocation as the guest of honour. He presented medals and certificates to 147 meritorious students who excelled themselves in educational, cultural, sports and other co-curricular activities.

Professor Chandra, in his convocation address, stressed the need to raise the standard of education in the country. He said there was a great demand for Indian experts not only in the field of science but also in medicine, information technology, business, financial administration and many other fields. He said India had a great potential in the field of outsourcing.

He further said that the Asian nations should cooperate more actively in setting up a tsunami early-warning system in the Indian Ocean. y.

To the passing out students his advice was to imbibe Lord Krishna’s teachings to Arjuna on the Mahabharata battlefield.

Faridabad MC poll schedule announced

The State Election Commission, Haryana, has notified the programme for the conduct of elections in all wards of the Municipal Corporation, Faridabad.

While stating this here today, Mr Chander Singh, State Election Commissioner, said that nomination papers could be filed from April 8 to 12. Scrutiny of the papers would be done on April 15. Appeals against the scrutiny orders could be made to the Deputy Commissioner on April 18, which would be decided by the Deputy Commissioner on April 19.

He said the last date for the withdrawal of candidature would be April 20 and symbols would also be assigned to the candidates on this date. Polling, if necessary, would be held on April 30 from 8 a.m. to 4 p.m. The counting of votes would start immediately after the close of polling on the same day. The results would be declared immediately after the completion of the counting process.

HPSC Chairman moves court

The Haryana Public Service Commission (HPSC) Chairman, Mr M.S. Saini, has moved the Punjab and Haryana High Court seeking directions to the Haryana Government not to oust him from his official residence.

The petitioner, who was appointed by the previous O.P. Chautala government, has already been served notice by the government to vacate his Sector 7, Chandigarh, house within one week.

Today, the Bench of Mr Justice NK Sud and Mr Justice AK Mittal, while ordering status quo, issued notice of motion for March 31.

The petitioner has alleged that with the change in government, he is being harassed on flimsy pretext. The house, he has stated, was allotted to him in a proper manner and the government is showing its mala fide intentions.

She was awarded her doctoral degree at a ceremony in Kurukshetra University today.

Dr Seema Kansal observed that there was a need for state funded reverse engineering. “The scientific instruments industry in Ambala has practically no provisions for R&D in the frontier areas of instrumentation.

“The Government of India and Government of Haryana should allocate an R&D corpus to sponsor and trigger reverse engineering of prototypes in instrumentation, especially computer based data acquisition systems, series and parallel mode network systems, mobile & microwave telephony, and fabrication of room temperature superconductors for electricity transmissions and power generations. This will not only facilitate the industry but in the long run bring more foreign exchange through export,” she said.

She suggested that the special technology based industries like the scientific instruments industry in Ambala should be classified as `technology industry’ and the definition of small-scale industry should stipulate investment limits between Rs 10 lakh to Rs 50 lakh.

“The instrumentation industry is poised for a growth rate of more than 30 per cent per annum as per the studies conducted by the Indian Association of Electronics and Electrical Industry, Mumbai. The medical instrumentation and nuclear instrumentation demand a very high component of indigensation and joint ventures with emerging countries of Asia-Pacific rim consisting of China, Korea, Taiwan and Japan are required on priority to upgrade the quality and technology of instrumentation,” she said.

Dr Seema Kansal said joint ventures would facilitate substantial inflow of FDI and would bring in new manufacturing techniques in the scientific instruments industry in Ambala. “It is indeed strange that this few decades old industry does not have even a single joint venture with any foreign company. The CII and the Asia Pacific Centre for the Transfer of Technology can contribute a lot to promote and expedite the transfer of technology from overseas companies,” she pointed out.

One booked for rape

The police has registered a case under Section 376 against a youth of Ambala city for allegedly raping a girl. The police registered the case against the youth after recording the statement of the victim girl.

According to information Mohit took the girl to a hotel in the city with the help of a friend. He took the girl in a room of the hotel where he allegedly raped her. After the incident the girl instead of going to her house went to Yamunanagar where she stayed in an ashram for a few days.

Today when the girl reached home and narrated the incident to her parents. She said Mohit had threatened her dire consequences if she disclosed the incident to any one. The police recorded the statement of the girl.

Chain snatched: An unidentified youth snatched a gold chain of a woman who had come to Ambika Devi temple here today. Shashi, a resident of Inder nagar colony filed a complaint with the police post No. 3.

According to information Shashi had come to the temple along with her husband who runs a chemist shop in Ambala city. After worshiping the Goddess when she reached near the main gate of the temple, two women and a youth met her. The youth asked Shashi that some of her article had dropped on the ground. As soon as the woman bowed to look for the article, the youth tactfully grasped her gold chain and fled.

After a few minutes when the woman found her chain missing, she informed her husband who later intimated the police.

It is learnt that following a huge rush in the temple half a dozen police constables were deputed in plain dress around the temple to keep an eye on anti-social clements.

Last month the police had nabbed two youths who had stolen silver ornaments of the goddess from this temple.

Forest project cleared for Rewari villages

The Haryana Forest Department has got approval from a Japanese bank for the implementation of a natural resource management and poverty alleviation project for some villages in Rewari district .

While stating this here today, a spokesman for the Forest Department said the villages to be covered under this scheme were Harzipur, Tehna,Depalpur, Nemot, Panwar,Rojhuwas, Sangwari, Dulhera, Karoli, Chabba and Suthana.

He said the aim of the scheme was to improve the socio-economic status of rural people living in these areas and to efficiently manage natural resources by planting saplings in the forest areas.

HAU mela a big draw

Apart from acquainting them with the latest developments in agriculture and allied fields, farmers purchased certified seeds of various crops for the ensuing kharif season. According to official sources, seeds worth Rs 36 lakh were sold at the counter set up by the university in collaboration with various government seed agencies.

Products and technologies developed by more than 200 public as well as private agro-industrial units were displayed at the exhibition.

2 run over, killed by truck

Two persons were killed when they were run over by a truck near the local Post Graduate Institute of Medical Sciences this morning.
The deceased, Sahil and his maternal grandfather, Attar Singh, were on their way to the PGIMS on a cycle when a truck coming from the city side ran them over.

Both of them died on the spot. They were rushed to the PGIMS but were declared dead on arrival.

The driver of the truck, identified as Krishan, a local resident, absconded. The police has registered a case of rash and negligent driving.
