Prawn farming is picking up in Haryana with an area of 70.06 hectares brought under fresh water prawn farming. The state government has fixed a target of undertaking prawn farming in 100 hectares of fresh water area by the end of next financial year.

The Oriental Insurance Company has been fined Rs 70,000 for not paying compensation to a construction company by a consumer court here. Two bridges built by the construction company at Faridabad, which were insured, were damaged in rains.

CM working on pact with BJP?

The Haryana BJP has been kept in a state of nervous tension by the Indian National Lok Dal(INLD) President and Chief Minister, Mr Om Prakash Chautala.

In the past the state leaders have seen Mr Chautala’s ability to extract cooperation from the BJP’s central leadership, despite opposition from the state unit of the party.

The Haryana BJP’s latest fear is regarding the possibility of Mr Chautala pulling off an alliance between the INLD and the BJP for the Assembly elections slated for early next year.

The most recent incident which has fuelled this is Mr Chautala’s meeting the former Prime Minister Mr A.B. Vajpayee at the latter’s residence in New Delhi yesterday.

While the Indian National Lok Dal(INLD) claims it was a social visit by its President to greet Mr Vajpayee on Divali, Haryana BJP leaders, are deeply suspicious about Mr Chautala’s activities, allege that the Haryana Chief Minister is cosying up to Mr Vajpayee to strike an alliance between the INLD and the BJP for the elections.

It was learnt that a recently elected Rajya Sabha member, who is close to Mr Chautala, was active in New Delhi to facilitate an alliance between the two parties. A BJP leader said the MP had been frequently making calls to Mr Krishan Singh Sangwan, Lok Sabha member from Haryana and BJP Vice-President, to propose a alliance between the two parties. “Mr Chautala is not responding to our criticism of the state government headed by him. He is keeping mum because he does not want to annoy the BJP at this juncture”, the BJP leader alleged.

He said the party’s central leadership, including President Mr L.K. Advani, had been told on more than one occasion that the state unit of the party was vehemently against any alliance with the INLD.

“The central leadership is receptive to our point of view”, he said.

The BJP leader claimed that the party was all geared up for the elections in Haryana on its own strength.

“Our Mandal-level meeting to activate workers will start from tomorrow and go on till November 22. This will be followed by holding rallies and public meetings. We are also going to present a report on our preparedness for elections in a party meeting to be held in Delhi on November 17”, he said.

Haryana BJP leaders, who were happy to see the party’s central leadership snapping ties with the INLD at the time of the Lok Sabha elections in May, received a jolt when BJP legislators of the Haryana Assembly were made to vote for Mr Tarlochan Singh, an Independent, for a Rajya Sabha seat from Haryana. The Independent candidate was openly supported by the INLD and he romped to victory with the votes he received from the BJP-INLD combine.

MC voting: Cong MP to move court

The Congress MP from Hisar, Mr Jai Prakash, said today that he would move the court against not being allowed to cast vote during a meeting of the local municipal council.

The meeting, convened in connection with the no-confidence motion against the council president, Mr Yashvir Goel, was held yesterday. Mr Jai Prakash alleged that he was not allowed to vote during the meeting and he would move the court on Tuesday.

The SDO (Civil), Mr Pradeep Kumar Dagar, who is also the presiding officer of the council, has, however, refuted the allegation. He maintained that Mr Jai Prakash was present at the meeting but he did not express intention to cast his vote. Neither did he object after the voting was over, he added.

Mr Dagar asserted that the meeting had been held as per the directions of the court and in the presence of the court’s observer. The court of Mr Ajay Tewatia, Civil Judge (Senior Division), is hearing the case and November 16 has been fixed as the next date of hearing.

On being asked why did he not express his desire to vote, Mr Jai Prakash remarked that he had gone to attend the meeting especially to cast vote. He said he would also request the court to halt the counting of votes till a decision was taken on his plea.

Cases opened against Karnal MLA’s kin

Punjab National Bank has issued a notice to the local MLA, Mr Jai Prakash Gupta’s cousin, Mr Rajinder Prasad, son of Mr Panna Lal, and three other family members for recovering of a loan totalling Rs. 3.62 crore that was advanced to the Jhandu Mal Panna Lal rice mill and was not repaid in time.

This action follows Mr Gupta’s parting ways with the ruling Indian National Lok Dal and ‘joining hands with the Congress.

Sources in the PNB revealed that they had issued a notice to acquire the property to Mr Rajinder Prasad and his family members on November 18, 2004. “We have also sought the help of the local administration to provide adequate security on November 18 to the bank officials so that some of their immovable property could be acquired peacefully to recover the amount”, said a bank official.

When contacted, the District Magistrate of Karnal, Mr R.S. Doon, confirmed that his office had received a request in this regard from the higher authorities of the PNB, recently. He said the local police had been asked to provide adequate security to the bank officials as per the existing law so as to prevent any breach in the law-and-order situation.

The bank official said the possession notice under the Scrutinisation Act was issued to Mr Rajinder Prasad, his son Mr Deepak Kumar, mother Mrs Ratni Devi and sister-in-law Ms Ratika Devi to acquire the factory land and building.

The bank official further said that adequate time was given to them to repay the loan amount but they did not bother to respond to the earlier notices during the past eight months.

The notice was also issued to the MLA’s nephew, Mr Yogesh Gupta, owner of a local cable network being the guarantor in another loan advanced to the above-mentioned firm to purchase a car but later after settlement with the bank his name was deleted from the list.

It may be mentioned that Mr Jai Prakash Gupta himself was facing corruption charges in a Rs. 92 lakh paddy scam under the Prevention of Corruption Act. A case of not paying an electricity bill of Rs. 31.13 lakh against one of his firms was also pending in court.

Arrest warrants had been issued against his son, Mr Mukesh Kumar, and brother-in-law, Mr Ramesh Kumar, in a case registered against them by the excise department for not paying purchase tax amounting to Rs 56.22 lakh pending against a firm allegedly owned by them.

The nephew of the Independent MLA, Mr Yogesh Gupta, once the baron of cable network in the district, was also facing two cases of non-payment of ground rent for laying cables and poles in the city to the Municipal Council and the Haryana Urban Development Authority, besides, a few other criminal cases in the ongoing cable war between the major players.

With more and more cases of corruption and fraud coming to the fore against the MLA’s family members and relatives, his political career seems to be at stake. The president of the state unit of the Congress, Chaudhary Bhajan Lal, had already sidelined him from active politics by appointing his local political rival Mr Suresh Gupta as the organising secretary of the state unit of the party.

Prawn farming picking up in Haryana

Prawn farming is picking up in Haryana with an area of 70.06 hectares brought under fresh water prawn farming. The state government has fixed a target of undertaking prawn farming in 100 hectares of fresh water area by the end of next financial year.

According to a senior official of the Fisheries Department, Haryana is the only state which was giving subsidy for promotion of prawn culture. The department was implementing three projects for prawn farming. At least, 119 farmers had been given subsidy and imparted technical know-how to take up prawn culture during the last financial year.

The project of fresh water prawn farming was initiated in 12 districts—Yamunanagar, Karnal, Sonepat, Faridabad, Gurgaon, Jhajjar, Rohtak, Bhiwani, Fatehabad, Sirsa, Hisar and Jind. The department not only provided technical know-how to the fish farmers for undertaking prawn farming in fresh water but also took them to a study tour to Andhra Pradesh so as to acquaint them with the latest practices being adopted there.

Two other projects to develop water-logged areas into aquaculture estates and utilisation of saline water for fish and prawn culture were also being implemented with 100 per cent assistance from the Union Ministry of Agriculture. Under the project, 18.7 hectares of area was brought under fresh water prawn culture by imparting training and technical know-how to the farmers in the districts of Gurgaon, Rohtak, Jhajjar and Sirsa.

Under the project for utilisation of saline water, 23.2 hectares of water area was brought under fish or prawn culture by providing benefit to the farmers in the districts of Gurgaon, Jhajjar, Rohtak and Sirsa. Under both these projects, 100 per cent assistance was provided to the farmers at a rate of Rs 2.30 lakh per hectare, which included Rs 2 lakh for development of area and Rs 30,000 for inputs.

As it was a new technology, the scientists identified the sites and the experts analysed soil and water before using them for prawn culture. The seeds of prawn were procured from Andhra Pradesh and Tamil Nadu. Both these projects were being implemented since 2002-03.

As per the figures of the Fisheries Department, a total area of 8,760 hectares was under fish culture as on March 2004. At least, 39,133 tonnes of fish was produced in the state during that period. As many as 8,120 fish farmers were benefitted by the training and incentives providing by the department.

At least, 17,660 farmers in the state were presently engaged in fish farming. An additional area of 663.25 hectares was brought under fish culture during the last financial year.

Insurance company fined

The Oriental Insurance Company has been fined Rs 70,000 for not paying compensation to a construction company by a consumer court here. Two bridges built by the construction company at Faridabad, which were insured, were damaged in rains.

Mr Satpal Chopra of Yashpal Chopra Construction Company had moved the court complaining that the insurance company had not paid the compensation for two bridges insured under ‘All Risk Policy’ for Rs 5 crore for the period June 30, 2000 to December 29, 2001.

According to the construction company, one bridge had suffered damage worth Rs 5.71 lakh and the second Rs 27.85 lakh. The surveyors of the insurance company had calculated the damage at Rs 2.31 lakh and Rs 12 lakh for the first and second bridge, respectively. The insurance company had made a payment of Rs 4.81 lakh for the second bridge but the remaining amount was due.

The court had ordered the insurance company to pay the compensation for the two bridges at an interest of 12 per cent. The insurance company has also been asked to pay another Rs 20,000 and 50,000 to the construction company.

Fire in cracker stalls in Ambala

A few fire incidents took place on Divali night in Ambala City as well as in Ambala Cantt.

Two temporary cracker stalls put up in BC Bazar went up in flames after a ‘rocket’ fell on one of the stalls leading to bursting of crackers. The adjoining stall was also engulfed in flames. Fire brigade personnel brought the fire under control. A local shopkeeper pointed out that BC Bazar was not an authorised place for selling crackers.

In an incident in Model Town, a car was damaged after a ‘rocket’ landed on it.

Meanwhile, a fire broke out in a shop in Patel Road, Ambala City, last night. The cause of the fire is not known as yet. Smoke was noticed by neighbours who called the fire brigade. The shop was gutted in the fire.

A fire also broke out in a house in Sector 9 in Ambala City last night. The tenants had gone out when the fire broke out. Household goods were damaged in the fire.

Crime on rise in Sonepat

The crime situation here, is worsening. In the past week, two incidents of crime have been reported.

According to a report, a robbery was committed in the State Bank of India branch at Bahalgarh village on the intervening night of November 7 and 8 and thieves had decamped with about Rs 15 lakh from the strong room.

In a separate incident, two armed youths robbed Mr Sher Singh, manager of a petrol station of Rs 2.88 lakh in Sector 14 here when he was on his way to a bank to deposit the money.

The murder of a truck driver of Yamunanagar on the GT Road near Bhigan village on November 7 had also rocked the area. He had been clubbed to death.

Representatives of various political parties, including the Congress, the BJP, the BSP the Lok Jan Shakti Party and the Nationalist Congress Party, have expressed their concern over the deteriorating law and order situation.

According to a report, the agitating workers assembled outside the factory and shouted slogans against the management. On apprehending trouble, the management of the factory called the police for maintaining law and order.

SD College wins Vice-Chancellor Cup

SD College, Ambala Cantt, has won the Vice-Chancellor’s Cup a second time in succession for Ambala Zone by securing the maximum score in the recently concluded inter-zonal youth festival at Kurukshetra University.

The college Principal, Dr Desh Bandhu, said in group dance (general), Sanskrit play and classical instrument solo, the college was recommended, while group song (general) was commended.

He said Mr Girish Sharma was declared best actor in the Sanskrit play and Ms Parminder Kaur and Mr Vishal Gupta were declared best actress and second best actor in the Hindi play.

In the awards ceremony held at Kurukshetra University, the Governor of Haryana, Dr A.R. Kidwai, awarded Surekha Rana for being the best university women sportsperson. Akansha, Ritika, Zahera Begum and Arti Dewan were awarded for securing the top position in the University in BSc (H) IT first year, BSc (H) IT final year, BSc home science first year and BCA first year, respectively.

Two students of DAV College, Ambala City, were also awarded, during the ceremony. The college Principal Prof J.S. Nain said Jyoti Sekhri was awarded for standing first in MA English, while NCC cadet Aman Kumar was awarded for leading last year’s NCC contingent at the Republic Day parade.

2 persons electrocuted

Two persons were electrocuted at Ambala Cantonment today. The police has sent their bodies to the local Civil Hospital for postmortem examination.

According to information, one person died of burn injuries when he came in contact with high tension electricity wires crossing over the rail track at Ambala Cantonment railway station . According to an eyewitness, the deceased who was standing on platform No 7, all of sudden started climbing on a bogie of a goods train. His body touched the high tension wires crossing just close to the roof of the bogie.

The deceased, who has not been identified so far fell down from the roof of the bogie and died on the spot.

In another incident a servant working in the house of an Army official died when he incidentally touched the live electricity wire. The police informed his relatives about the incident.
