Rohtak, November 10 Addressing newspersons here, he said in the absence of norms, khap panchayats were playing havoc with the lives of young couples by issuing diktats at will. A lasting solution could only emerge from a joint meeting of representatives of all khaps and all gotras where such norms could be devised, he said. Partap Singh said the problem of khap panchayats and gotra disputes was more acute in areas inhabited by the Deswali Jats. There were no such disputes among Bagri Jats because they had kept pace with the times and changed the norms according to the times. However, the Deswali Jats did not have an open mind on the issue and this mindset was leading to gotra disputes. Elaborating his point, he said if the Bagri Jats followed the same norms as Deswali Jats, a majority of the young men and women would have to remain unmarried as the Bagri villages were multi-gotra entities. He said in Punjab, marriages were being socially accepted even between members of the same gotra. Akali leader Parkash Singh Badal’s daughter was married to Partap Singh Kairon’s grandson though both were Dhillons. Likewise, actress Karishma Kapoor was married to a Kapoor. Personally, he said, he was not in favour of intra-gotra marriages because of scientific reasons, but suggested that the Deswalis follow the Bagris and accept all marriages except those among members of their own and their mother’s gotras. |

November 10 The controversy brewed up last month when a few people, belonging to the Lohan sub-caste of Jats residing in the village, objected to the engagement of local resident Satyajit Kadiyan with Pinki of Ramra Bhain village (Jind) belonging to the Lohan sub-caste. An interesting factor that has come to fore with the outcome of this incident is that Haryana is still to come out from “caste and gender discrimination”, even after 57 years of the independence. While talking to The Tribune, Ms Omi Devi, Sarpanch of this village, expressed helplessness in the matter. “Since, I belong to a Dalit community no one from upper castes listen to my appeal or request”, she said, in a fading tone. Moreover, even panchayat members were also not listening to her, she said. An interaction with her revealed that she was not opposed to the marriage of Satyajit with Pinki, rather, she was of the view that the issue needed to be solved amicably without hurting anybody’s sentiments and maintaining the social harmony. She said, “I am not in a position even to call a meeting of the village panchayat because of the opposition from the panchayat members, otherwise, I would have definitely taken a strong decision on the issue that would have had a legal binding on them”, she said. Portraying a sorry picture of the panchayati raj institutions in the area, she said that ladies had to face opposition not only from the members of the panchayat but also from people belonging to the higher castes. “This not only demoralises me but also thousands of my sisters who are representatives in the elected bodies of villages and other panchayati raj institutions in the state”, she added.
The National Commission for the Scheduled Castes and Scheduled Tribes has taken a suo motu action on under headline. “Caste discrimination hampers development works in Haryana” published in The Tribune on September 2, 2004, and summoned a detailed report from the Chief Secretary of Haryana and the Director of the Haryana Institute of Rural Development (HRD) on the sorry state of Dalit women panchayat functionaries in the state. According to a hand-written letter, addressed to both officials, Mr Sohan Lal, Assistant Director of the commission has said, “I am directed to enclose herewith a copy of the news on the subject “caste discrimination” to request on that a detailed report in the matter may please be sent to the commission urgently so that it could be placed before the Chairman for his perusal”. Meanwhile, the Director of HIRD, Nilokheri, Dr Surat Singh, said he had personally submitted the detailed report in this regard to the commission. However, sources in the Chief Secretaries office revealed that a reply from his side was yet to be given in this regard. |

Chandigarh, November 10 The Bills were then sent to the Governor, Mr A.R. Kidwai, for his assent.
The Governor, who had received a number of memoranda from Opposition parties against these Bills, reportedly decided to send the Bills to the Attorney-General of India for his opinion. It was, however, learnt that the Bills are at present with the Union Law Ministry. Official sources, though, tried to play down the Law Ministry's coming into the picture and said the existing procedure to refer any matter to the Attorney-General was to route it through the Ministry. The Attorney General Mr Milon Banerjee, sources here said, is currently on a foreign tour. He is in London from where he is slated to return on the night of November 14. Only then could he have a look at the Bills. It is not clear whether the Law Ministry would also examine the Bills before passing them to the Attorney-General. The last Haryana Governor, Babu Parmanand, had referred the controversial casino Bill to the President of India. This was done about two years back and till now there is no news about the fate of the Bill. Officials here, however, denied that examination of the Bills on advancing elections of panchayati raj institutions and urban local bodies is likely to be a long-drawn affair. " The Attorney-General is likely to look at the bills soon after his return", a source here said. The Bills in questions were being opposed by the Opposition parties alleging that Mr Om Prakash Chautala wanted to hold the panchayat elections before schedule to create division among the rural populace and consolidate the ruling party's hold on a section people in the rural areas. Mr Bhajan Lal, chief of the Haryana Pradesh Congress Committee (HPCC), and Mr Randeep Singh Surjewala, President of the All India Youth Congress, gave separate memoranda to the Governor opposing these Bills. A delegation of the Bharatiya Janata Party also met the Governor and alleged that there was a hidden political motive behind the government's decision to introduce these Bills to the assembly. The Governor, it was learnt, has sent the Bills, along with copies of the memorandum presented by the Opposition parties and the Haryana Advocate-General's report justifying the Bills, to Delhi. |
DAV college panel elections not per rules: Ex-minister

Chandigarh, November 10 Mr Saini has alleged that the office-bearers don’t print electoral rolls and also don’t provide information about the members to candidates. The petitioner has claimed that elections are not held by secret ballot as is the requirement, but simply by show of hands. The petitioner has stated that election schedule is never published in newspapers, thereby depriving members residing in various states the opportunity to cast their vote. He has also alleged that though principals of various DAV-run colleges and schools have the right to vote, they are not allowed to do so. Since DAV schools and colleges perform public duty of imparting education, the petitioner has said it is necessary that only duly elected representatives are allowed to carry out the functions of managing committee. The Division Bench comprising Mr Justice Amar Dutt and Mr Justice Rajive Bhalla adjourned the hearing in the case to December 2. |

Bhiwani, November 10 In a press conference, the Superintendent of Police, Mr Arshinder Singh Chawla, produced the prime accused, Rahul (18), son of Karmbir Singh of Bhiwani, with whom Masta family has a prolonged land dispute. While briefing presspersons, Mr Chawla disclosed that the police arrested the three accused from near the Shiela bypass road in Rohtak yesterday. J.B. Gupta, who sent them to police remand for two days. It is pertinent to mention that Ramesh Masta was murdered by three assailants on Friday last. An attempt was also made on his life on February 9 this year when he was returning home after attending a function at about 10 pm. A shooter criminal from Uttar Pradesh was involved in this incident who is still out of police net. Rahul, alias Shashi Pratap, while narrating his tale before the Press, said that they had a land dispute with Ramesh
Masta. He said the root of this dispute was a piece of land of 3,512 yards on which Masta had constructed his school, Dronacharya Shiksha Niketan. He said that Masta had implicated his name in the case of February 9 while he was at Chandigarh. Rahul said he was a student of BA (II) at Chandigarh. The police had arrested Karmbir Singh, a resident of Jaildar
Ghati, Bhiwani, and father of Rahul, and the court had sent him for juidicial remand. Rahul said that an attempt was made on the life of his father in prison by a relative of the Masta family. He said that a few
co-prisoners, however, saved his father’s life but no report had been lodged with the police in this matter. Rahul said that the police had gone to his college and enquired about his character which he understood as an insult. The family atmosphere had ruined, he quoted and his mother had left talking even to his father. He consulted his friend,
Satender. Satender, son of Ranbir Singh of Manan Pana area, and he planned to eliminate Ramesh
Masta. They bought a country made pistol from Manjit Singh of Bond for Rs 900, whereas another such pistol was borrowed from a friend Banti from
Sanjarwas. They decided on November 5 to commit the crime. In afternoon, he contacted Satender and Bharat Singh, son of Prem Singh, and fixed Lohar Bazar as the meeting place. Bharat was asked to bring a motor cycle. At about 7.45 pm, they stopped near Ramesh Masta who was talking to his friends outside Shri Nanak temple in front of city police station. Rahul said he fired at his head but the shot missed, while Satender successfully fired.
Satender, who could not sit on the bike, ran away. Rahul and Bharat went to Sanjarwas village and after putting the bike and pistol with their friend they went to Kurukshetra by bus and stayed with a friend. Later, the police mounted pressure on Karmbir’s family and arrested the three accused from near Shiela byepass yesterday. |

Cops torture one of their

Chandigarh, November 10 All this and much more is part of a habeas corpus petition moved by the son of the police official, which is pending in the Punjab and Haryana High Court. Notice has been issued to Kaithal Superintendent of Police Ranbhir Sharma, at whose behest Sub-Inspector Banwari Lal of Haryana Police, at present posted in Escort Guard, Police Lines, Kaithal, was allegedly picked up. A warrant officer appointed by the High Court to visit the spot to get the detenue released also reported about the presence of CIA staff in the same ward as Banwari Lal. When the warrant officer went to the CIA Staff, Kaithal, he was informed that no case had been registered against the SI. Incidentally, the “roznamcha”, which has to be maintained properly in such situations, was also not made available to the warrant officer on flimsy grounds. As per the writ, filed by Banwari Lal’s son Subhash, the SI was allegedly tortured in custody by his own colleagues on September 10-11, following which he had to be admitted to hospital. The cop had joined duty after leave on the same day. Information about his father’s condition was conveyed to Subhash by an unidentified person on the phone. When he went to Kaithal to inquire about his father’s health, he was asked by two police personnel who were not in uniform posted outside the emergency, to leave immediately. However, on his persistent request, Subhash was finally allowed to meet his father. He was told by his father that he had been taken into custody by personnel from CIA, Kaithal on September 10. As his condition deteriorated due to torture, he was shifted to the Government Hospital, from where he was again shifted to another hospital due to his serious condition. The petitioner’s father also told him that he could even be “eliminated at the instigation” of Superintendent of Police Ranbhir Sharma. When the petitioner tried to meet Mr Sharma, he was not allowed to do so and instead was threatened with dire consequences. Saying that the SP held a grouse against his father on the issue of publication and distribution of some pamphlets concerning the SP, the petitioner has prayed that directions be issued to the police to release his father from illegal custody. While directing the Superintendent of Police to file an affidavit, stating therein all facts, Mr Justice M.M. Kumar adjourned the hearing to January 20. |

Panipat, November 10 He was speaking at a function organised by the Panipat unit of the BJP to honour him and former Union Minister Mr I.D. Swami for being selected as the party’s national vice-president and member of its executive, respectively, in the recent past. The BJP vice-president said his party keep on forging alliance with either Mr Om Prakash Chautala-led INLD or Mr Bansi Lal-led erstwhile HVP in Haryana and with Mr Parkash Singh Badal-led Shiromani Akali Dal in Punjab. As a result the BJP remained urban-base party as it had been allotted some seats in urban areas only in both the states because of alliance politics, he added. So it could not set up its units in rural areas till the recent past, he said, adding, that now the situation in Haryana had changed as the party had decided to contest last Assembly elections on its own and it had now constituted a mass base in rural areas also. Speaking on the occasion, Mr Swami said the people of Haryana had shown in the last Lok Sabha elections that there was direct contest between the BJP and Congress candidates. He claimed that the BJP would defeat the Congress in the ensuing Assembly elections. |
Court appoints observer for MC

Hisar, November 10 The judge maintained that an observer of the court would be present at the council meeting and he would bring the ballot papers in a sealed packet to the court. The decision on the counting of votes would depend on the court's judgment on the validity of the meeting. The next hearing in this regard will be on November 16. Municipal Councillor Anand Sharma had filed a petition in the court, challenging the convening of a meeting by the SDO (Civil), who is also the presiding officer of the council. After admitting the plea, the court sought the replies of the Deputy Commissioner and the SDO (Civil). The Deputy Commissioner, through his counsel, sought some more time from the court. The petitioner had asserted that since a meeting of the council on a no-confidence motion had been convened for November 5, a fresh meeting could not be called before six months, according to a provision in the Municipal Act. Since the respondents have sought more time to file their reply, the judge stated that the next hearing on the validity of the meeting would be held on November 16. In case the councillor's petition is rejected and the meeting is found to be valid, the counting of votes would be carried out and the result declared thereafter. On the other hand, if the meeting is found to be invalid, there would be no need to count the votes. Additional District Attorney Mahenderpal Singh has been appointed the observer by the court in this regard. |

Chandigarh, November 10 A state-level Seminar-cum-training programme was also organised at Panipat on November 7. It was inaugurated by Punjab and Haryana High Court Judge Mr Justice V.K. Bali, who is also Chairman of the Haryana State Legal Services Authority. The purpose of the seminar-cum-training programme was to give proper training and guidance to the newly-appointed counsellors and judges of Permanent Lok Adalats as well as members of lok adalats and NGOs involved in the judicial system. |
4-year-old boy found dead
Panipat, November 10 While the police said the cause of the death was not yet known, however, the injury marks on the neck of the body indicate that the child might have been strangulated to death. Sunny’s body was taken to Panipat Civil Hospital for post-mortem to know the exact cause of death. However, the doctors sent the body to the PGI, Rohtak, for the post-mortem as they were unable to find out the cause of death. |

Duped investors go on the rampage
Sonepat, November 10 According to a report, Manohar Kumar, along with his family members has fled after duping the depositors of crores of rupees. The angry depositors also took away generating sets kept outside his posh hotel situated near the Civil Lines police station. The police, however, failed to intervene despite having information about the incident. The investors also thronged the LPG agency of Manohar Kumar but the employees managed to escape after downing its shutters. The depositors include Mr Rajpal (Rs 27 lakh), Mr Naresh (Rs 10 lakh), Mr Suraj Mal (Rs 2 lakh), Mr Hari Ram (Rs 2 lakh), Mr Sunil (Rs 15 lakh), Mr Rajbir ( Rs 10 lakh), Dharambir (Rs 3 lakh) Mr Shyam Lal (Rs 5 lakh) Mr Arvind Dahiya (Rs 20,000), and Mr Sidharth (Rs 12 lakh). Meanwhile, no complaint has so far been lodged with the police against Manohar Lal. |

While he died on the spot, his three colleagues ASI Pooran Singh and two constables received serious injuries. Similarly, Susheel and Vikash died when the motorcycle, they were boarding, collided with a truck. While they were killed, their companion, Ashok is still struggling for life. —
