Corruption eroding people’s faith in govt: Hooda
Nilokheri, November 6 He said corruption was rampant among the politicians and the official machinery of the state. It was at its peak and had reached a saturation point. The people were fed up with the present situation, he said. Mr Hooda warned the bureaucrats and other officials not to harass the public and refrain from corrupt practices. “We will initiate inquiries into all major allegations of corruption against the politicians and the officials concerned after the Assembly elections and change in power”, he said. He said corruption would be the biggest issue in the forthcoming state Assembly elections. He appealed to the people to vote in favour of honest candidates so as to ensure the ouster of corrupt politicians. Lashing out at Chief Minister Om Prakash Chautala on the Sutlej-Yamuna Link (SYL) canal issue, he said the state government had deliberately kept mum on the unilateral annulling of water agreement by the Punjab Government. He said the CM should have initiated a legal course of action against the Punjab Government in the apex court in this regard. He criticised the Sarkaar Apke Dwar programme launched by the state government and alleged that it was being misused to benefit certain Assembly segments that were being represented by the CM, his younger son and a few of his close associates. He claimed that Rs 350 crore was spent under this programme in Rori Assembly segment alone on development works, which is represented by the CM’s younger son Abhay Chautala. He also expressed concern over the rising unemployment among the educated youth in the state and alleged that the present government had completely failed in providing employment to them. |

Chandigarh, November 6 In town for a seminar on "Justice for Weaker Sections of Society", organised at the Law Bhawan in Sector 37 here today, she said, "I have never been in state politics. I am comfortably placed at the Centre and am satisfied with my portfolio. All this talk about change of the Congress leadership in Haryana is mere conjecture. Nobody is in a position to say what the high command has in mind." Denying that Haryana Congressmen had met Congress President, Ms Sonia Gandhi, to press for removal of Mr Bhajan Lal as HPCC President before elections, she clarified that the meeting was held to plan for the forthcoming Assembly elections in the state. "We are nobody to point out how Mr Bhajan Lal is performing. The Congress President has to decide and she will do so at the appropriate time," she emphasised during an interview to The Tribune. Ms Selja said that the Congress party was geared to form the next government in Haryana. "We have provided an alternative to the people of the state. Though the chargesheet is prepared by the Congressmen, we are only putting into black and white what the public already knows about the Chautala government. His misdeeds will weigh heavy on the Indian National Lok Dal (INLD)," she asserted. Dismissing the bickering within the state unit of the Congress as "difference of opinion", she maintained that "this was a healthy sign and an indication that the party was open to all shades of opinions". "I don't subscribe to the impression that there is conflict within the party. This impression is attributed to the contradictory statements which the senior leaders of the party are making. However, this is the outcome of personal ambitions of these leaders and I am in no position to comment on the same," Ms Selja emphasised. |
HPCC leaders to meet in Delhi
Chandigarh, November 6 While stating this here today, a press release issued by the PCC office here said the meeting would chalk out programme of rallies being organised by the Haryana Pradesh Congress Committee under its jan jagran abhiyan. The first rally is slated to take place at Karnal on November. The jan jagran abhiyan is aimed at exposing the misdeeds of the Chautala-regime during the past five years. It will also highlight the policies and programmes of the Congress party, the release said. The release added that former PCC chiefs, party MLAs, MPs from Haryana, and the functionaries of the PCC had been asked to take part in the meeting. In a separate press release, Mr Bhajan Lal expressed grief over the assassination of Mr Ramesh Masta, President, DCC, Bhiwani (Urban), last evening. He said Mr Masta was a thorough gentleman and a devoted party worker. In his death the party has lost a promising leader. The release added that the incident was a poor reflection of the law and order situation under the INLD regime in the state. |

Woman denies being City Magistrate’s wife
Panipat, November 6 A Sonepat girl had lodged an FIR against Mr Mehra yesterday accusing him of raping her for eight months after a fraudulent marriage. While the Sonepat girl had alleged that Mr Mehra was already married to Ravikanta, she claimed that she was never married to Mr Mehra. However, this correspondent is in possession of documents, including Ravikanta’s driving licence, registration certificate of her vehicle and her school record that clearly indicate that she was in fact Mr Mehra’s wife. Ravikanta had been issued a driving licence (number 2000/D/GNR dated July 5, 2000) on which her husband’s name is mentioned as Mr Jeet Singh, HCS. Her address is also mentioned as SDM residence, Gannaur, Sonepat. At the time of issuance of the driving licence, Mr Mehra was SDM of Gannaur sub-division in Sonepat district. Similarly, Ravikanta’s husband name has been written as Mr Jeet Singh in the registration certificate of her vehicle and in her school record also. Further, according to a certificate issued by a Sonepat school,
Rishikul Vidyapeeth, Rajeeta’s mother is Ravikanta and her father is Jeet Singh. However, Ravikanta claimed that she had nothing to do with Mr Mehra. She claimed she had been married to Suresh Kumar of Punjab and Rajeeta was born of their wedlock in 1990. Ravikanta further said she had got a divorce in 1991 and since then she had been living as a divorcee in Kurukshetra. At the same time, she said Mr Mehra had adopted Rajeeta later. On the contrary, the documents presented by the Sonepat girl in the court, on whose direction the police had to lodge the FIR, clearly indicate that she is Mr Mehra’s wife. The Sonepat girl’s advocate, Mr Ishwar Singh Sangwan, also termed Ravikanta’s statement as a mere lie and further told The Tribune that she was trying to defend her husband. Meanwhile, the statement of the Sonepat girl was recorded in the court of Ilaqa Magistrate in which she had reiterated her allegations. The police got her medical examination conducted at Civil Hospital, Panipat ,on court’s direction. Meanwhile, the accused remained unavailable as his mobile was switched off. |

Jagadhri, November 6 Dr Raj Kumar, Director of MAMIT, said as many as 400 students participated in the fair. Over 1,000 people participated in a quiz organised by The Tribune. Stalls were also put up by various publishing houses, coaching centres and other institutes. Solo-dance and song, group dance and skits were presented by students of MAIMT and were appreciated by the audience. A series of seminars on ‘Career Development’ and Options’, ‘Overseas Education’, group discussions and personal interviews were held on the occasion. India needs awareness on cancer, feels specialist
Ambala, November 6 Talking to Chandigarh Tribune during his visit here today, Dr Jain pointed out that people here carried the notion that “cancer” meant death. “This is not so when early detection of cancer takes place. This mindset needs to be changed. We need to overcome this taboo,” he said. Dr Rajiv Jain, who matriculated from BD High School here, is currently Chief of Staff at VA Pittsburgh Healthcare System in Pittsburgh, Pennsylvania. He is also Professor of Medicine and Assistant Dean at the University of Pittsburgh’s School of Medicine. “Cancer awareness centres should be opened in each district of the country. A trained nurse and literature needs to be provided at each centre so that facts like self-examination, hygiene, diet and nutrition can be explained. This will enable early detection of cancer,” he said. Dr Jain stated that the rate of cancer in India was one-third the rate in the USA. He observed that while the basic cancer treatment facilities were available in India, it would perhaps take some time before bone marrow transplants took place at more centres across the country. To a query, he said the concept of “Disease Management and Outcome based Medicine” was being followed in the USA. “It has enabled us to bring about uniformity in administration of medicine to the patients,” he said. “Disease management guidelines were formed by a conclave of the top medical practitioners. These guidelines have been formed for diabetes, hypertension and heart disease. A general practitioner simply needs to refer to the guidelines and he will be able to deliver the best treatment,” he said. He said the guidelines had been hosted on the web. “Any person in the world can avail of the best possible treatment course by referring to the guidelines,” he added. |

Ambala, November 6 Mr Pavneesh Kumar, Controller of Examination, CBSE was the chief guest and he was accompanied by Mr P.I. Sabu, Regional Officer, CBSE, Chandigarh. The programme began with the lighting of the lamp followed by prayer to Goddess Saraswati. Tiny tots of the school presented a welcome song. The programme revolved around the theme “groom the child, groom the nation.” An English play “Abu Hasan Western” was staged by students. Hindi plays “Chai Ka Pyala” and “Toofan” were appreciated by audience. Bhangra and classical dance by the senior students enthralled the onlookers. Villagers discuss case of exiled couple
Jhajjar, November 6 At least 60 persons, including the couple, Aashish and Darshana, attended the meeting today summoned by Superintendent of Police Mohammed Akil. Motivated by the stand taken by Sonia of Asanda village, the couple had approached the Punjab and Haryana High Court for intervention. The court issued a notice to the district administration. The SP said the couple’s family members were not present but those who participated in the meeting had agreed to abide by the administration’s decision in the case. However, to ensure social acceptance of its decision the administration had summoned another meeting on this issue here on November 8. Stern action would be taken against those who opposed it, he said. The couple was forced to leave the village in August 2000 almost two years after their marriage and the birth of a child. Khap panchayat comprising representatives of 83 villages had ostracised them and their families for life, objecting to their marriage. Bid to molest 75-year-old woman, suspect held
Hisar, November 6 In a complaint lodged with the police, the woman’s son, Mr Budh Ram, stated that his mother was hard of hearing and her vision was also below normal. He said on the evening of October 31, his mother, along with his brother’s wife, had gone to Sarjeet’s house to fetch water. He said his brother’s wife returned with a pitcher of water and when she went back to bring more water, she found that her mother-in-law was missing. She began to look for her and soon found Sarjeet trying to molest her. However, on seeing her, he fled from there. The complainant said the accused was not seen in the village for four days after the incident. He said they did not disclose the matter as it would have been embarrassing for them. However, after four days, when Sarjeet appeared in the village, he was beaten up by the villagers. After this, he disappeared
again. Since the matter had come out in open by then, the village panchayat yesterday met the Deputy Superintendent of Police, Mr Ashok Kumar, who ordered the Barwala police to register a case in this regard. Following this, the police registered a case against the accused. Sarjeet, who was undergoing treatment at a hospital, has been arrested. |

Nagender, Ankur Sharma, Vaibhav Malik and Abhishek Tomar — have been rusticated from the institute till June, 2006 and have also been debarred from appearing in any examination till that time. Rakesh Sharma, Anil Kundu, Gaurav Makkar, Guru Prasad and Manu Aggarwal — have been rusticated from the institute till June, 2005 and debarred from appearing in any examination to be held in November /December, 2004 and May/June, 2005. Viney Gulia, Amit Dahiya and Sidharath Dahiya — have been rusticated from the institute till December, 2004. |
Next govt to decide on new district
Chandigarh, November 6 Following objections by the Delimitation Commission to creation of the district, the state government has decided to notify the district after the Commission submits its report. The Commission’s report is expected to be submitted sometime in December. However, sources say that it may not be possible for the state government to notify the district even if the Commission submits in report in December because by that time the date of the assembly elections in Haryana is likely to be announced by the Election Commission of India. The EC is unlikely to approve creation of a new district after the assembly elections for the state has been notified. Of course, if the INLD returns to power in the state after the elections slated for early next year, there will not be any hurdle for creation of the district. The Congress party too is committed to creation of the district. However, if the Congress comes to power in the state, it is likely to formulate its own plan for creating a separate district for Mewat region. The BJP has been opposing creation of Satyamevapuram. According to the BJP, though the decision is being justified by the government saying that it will lead to development of a backward area, in reality Mr Chautala wants to win over the Meo Muslims of Mewat region by creating the district. |

Deaths due to encephalitis denied
Karnal, November 6 In a written clarification, he said in all 14 cases of suspected JE that were reported in Karnal district during this year, four of them had been cured. It had been found that 10 deaths occurred due to pneumonia, diarrhoea, dehydration and vomiting. He said blood samples of 10 patients and six suspected cases of JE were sent to the National Institute of Communicable Diseases (NICD), New Delhi by the Civil Surgeon, Karnal, but none of the samples had been found to be positive for JE infection. He further said the State Health Department had constituted 62 special teams of medical officers and para medical staff in the district to provide medical care to the patients. The teams were regularly visiting the areas and enquiring about suspected JE cases. |

Panel set up to suggest names for VC
Sirsa, November 6 The post of the Vice-Chancellor has been vacant since Dr R.P. Dahiya was "removed" last month. Talking to
The Tribune, the Registrar, Prof Ajay Kumar Rajan, said the committee would suggest three names for the post. At a meeting of the Executive Council yesterday it was decided that the university would invite non-teaching staff from the other four universities of the state. Prof Rajan said the university was giving priority to the appointment of administrative staff and problems in this regard would be resolved soon. Certain senior officials of other universities had already expressed their willingness to join this university, he added. The university has administrative officials from Kurukshetra University on deputation and has yet to appoint regular employees. |

Legal service camp in jail
Ambala, November 6 Addressing prisoners, Chief Judicial Magistrate Kanchan Mahi said the Haryana Legal Service Authority was providing free legal service to people having annual income below Rs 30,000. She added that there was no limit on the income of people belonging to SC/BC category. She said prisoners could also avail of the legal service of the authority. Former District Attorney K.L. Dua said besides local and district courts, the authority was also providing free legal services to the needy in the High Court and the Supreme Court. Charnjit Singh, a social worker, said some time the accused had to remain in jail even after getting a bail from the court as they did not have the guarantor and a person to identify them. Advocate Vinod Bhardwaj, Alka Sharda, Mukesh Sahni and Jail Superintendent S.P.S. Chauhan also spoke on the occasion. |
Restricted ban on sale of crackers
Sonepat, November 6 According to a report, under the orders, no person can sell or store crackers and explosive materials without obtaining the requisite licence under the Explosive Act, 1884. Similarly, no person can sell and store fireworks and explosive materials at congested places or markets except the places earmarked and at authorised godowns, respectively. The District Magistrate has allowed the sale of crackers between 8 am and 8 pm and the use of fireworks and crackers between 6 pm and 10 pm. No fireworks or crackers can be used between 10 pm and 6 am. The firecrackers can not be used at any time in the silence zone comprising not less than 100 metres around hospitals, educational institutions, courts and religious places. |
Assembly session after Divali
Chandigarh, November 6 In view of the Opposition criticism that there was no budgetary provision for the sops announced recently by the Chief Minister, Mr Om Prakash Chautala, the government may put supplementary demands for the consideration of the House to silence the Opposition. Constitutional experts say the prior approval of the House is not mandatory for additional expense incurred by the government. Excess expenditure can be regularised by the Assembly even after the expiry of the financial year in which the expenditure is made. However, to score a political point over the Opposition, the INLD Government may put up supplementary demands before the House so that during the election campaign for the Assembly elections, Mr Chautala and his colleagues can say that the announcements made by their party were backed by the budgetary provisions also. |

Places allotted for sale of crackers
Yamunanagar, November 6 The Deputy Commissioner-cum-Magistrate, Mr Vijayender, has imposed the ban under Sections 133 and 144 of the Explosives Act 1884. The administration has earmarked special places for sale of crackers. Crackers could be sold between 8 am and 8 pm. In Yamunanagar, firecrackers would be sold at the City Centre, ITI Campus, Dasehra Ground (Model Town), Railway Ground (Railway Workshop) and camp area. In Jagadhri one could buy crackers at camping ground near the old court premises, Dasehra ground, Budhia, Chhacchrouli and some other open places. |
