No ticket for sitting MPs, says Bhajan Lal
Rohtak, November 8 As of now, there were no plans of asking MPs to contest the Assembly elections, he added. He said the party ticket would be allotted on the individual applicant’s merit. Even some of the sitting Congress MLAs could be denied the ticket if there were better candidates available. This remark came when he was informed that Mr Hooda in his meetings had been declaring his supporters among sitting legislators as the Congress nominees for the next election. Mr Bhajan Lal said it was not proper for Mr Hooda to make such declarations since the ticket would be finalised by the party high command at the appropriate time in consultation with the state Congress leadership. He also scotched rumours that the party high command was contemplating replacing him as the Haryana Congress chief. He said the Assembly elections would be held under his leadership and that after his recent treatment he was fully fit to lead the party to victory. He said leadership changes were being made only in those states where the Congress had fared poorly in the Lok Sabha polls. In Haryana, the Congress had won nine of the 10 seats. He said the Congress would launch district-wise rallies from November 15 and the entire would be covered by January next. The first such rally would be held at Hisar and the last at Jind. Describing Mr Bansi Lal as an “old friend” he said he only had political differences with the former Chief Minister so long as he headed the Haryana Vikas Party. Now that Mr Bansi Lal was back in the Congress, there were no such ideological differences. |
Bandh against Cong leader’s murder
Bhiwani, November 8 Earlier, at a condolence meeting yesterday, the Congress leaders had decided to constitute a joint action committee and adopted resolution to seek CBI probe into the murder. Ramesh Masta was shot dead by three unidentified assailants on Friday evening outside Shri Nanak temple, just few yards away from the city police station. They all escaped. Masta rushed to Civil Hospital but was referred to medical college Rohtak where he succumbed to his injuries. The residents shocked at the incident, criticised the police role in the murder. They said that the police could have arrested the culprits had it acted immediately. But SP Mr Ashrinder Singh Chawla, said that police was not under pressure and no accused would be spared. The investigation had been handed over to the CIA branch, he said. A brother of deceased, Pawan Masta, had lodged an FIR and mentioned names of the suspects. The police had rounded up several persons in connection with the murder. A previous murderous assault that had taken place on Ramesh Masta on February 9 this year. Karmbir and his son Rahul who had evaded arrest for several months were held last month only. A condolence meeting was held at Tilak Bhawan yesterday wherein Congress leaders paid tributes to the deceased. HPCC general secretary and president of the Board of Cricket Control in India, Ranbir Singh Mahendra also paid tributes to Masta. He offered his legal services for legal case also. Among others who were present in the meeting included Sohan Lal Makkad, general secretary, Mahila Congress, Bimla Parmar, Vikram Singh, Dr Ved Mehra, Dev Kant Sharma, block Congress president Nand Lal Chawla, ex-chairman Zila Parishad Anand Parmar, retired SP Mahender Singh, Kunwar Bir Singh and Kamal Singh. Today, leaders from all parties submitted a memorandum under leadership of Jangbir Singh to the Governor through the deputy commissioner. The memorandum demanded CBI probe into the murder of Ramesh Masta. |
Surjewala flays Chautala’s comment
Fatehabad, November 8 Mr Surjewala said that the Haryana Chief Minister had perhaps forgotten the erstwhile NDA government supported by Mr Chautala had bade goodbye to the price control mechanism for petroleum products at the floor of Parliament and had decided that the international market would decide prices of petroleum products in future. He said had Mr Chautala been concerned about the common people, he could have absorbed the hike by reducing the sales tax on these items. |

Cops shielding HCS officer, alleges rape victim
Panipat, November 8 Talking to The Tribune, the complainant, a girl from Sonepat, and her father accused the police of handling the case in a lax manner. It had not arrested the accused even after five days of the registration of the FIR on the orders of a city court. They alleged that the police was not taking action just because of the influence of the officer. The girl said the police had not registered the FIR even though she had approached it several times, forcing her to approach the court. Meanwhile, the SP, Ms Suman
Manjri, said the matter was being investigated and Inspector Susheela Devi was probing the case. She refused to say anything about the investigation and whose statements had been recorded. She said she could not say anything at this stage as the case might turn in any direction. Counsel of the complainant, however, claimed that the investigation had been completed but police was not arresting the accused. He said the statement of the complainant had been recorded in the court of the Ilaqa Magistrate and her medical examination had also been conducted. The counsel termed the statements, published in a section of the vernacular press, of the accused and his wife, as lies. The accused had said he had been targeted because he was a Dalit and that the girl was his “wife” and was levelling false accusations at the behest of her father. He has, meanwhile, not attended his office. He has applied for earned leave till November 11, sources said. The FIR had been registered against the officer under Sections 376, 420, 467, 468, 471 and 506, IPC, on orders passed by the
ACJM, Ms Manisha Batra. The complainant had alleged that the accused had raped her for eight months after a “sham” marriage with her. |

Exiled couple to be rehabilitated
Jhajjar, November 8 This decision was taken at a meeting between the Superintendent of Police Mohammed Akil and about 30 representatives of various organisations. This was the second meeting on the issue after the couple, Ashish and
Darshana, of Jaundhi village filed a writ seeking rehabilitation. The Peoples’ Union for Civil Liberties, Panchkula, which also took up Sonia’s case is also a party to this petition. The SP met representatives of all organisations individually as well as jointly. He said later that it was decided to summon a panchayat in Jaundhi village at 11 am tomorrow at the same venue where the panchayat that had exiled the couple in 2000 had met. Mr Daya Kishen who had presided over the panchayat then has been asked to chair tomorrow’s meeting also. He said the administration would, by and large, follow the same line as it had adopted in the Sonia-Rampal case where a panchayat was summoned to withdraw the diktat and validate their marriage. Representatives of Jaundhi village had also requested that the village community be involved in the final decision. Mr Akil said some ticklish issues remained to be sorted out to ensure social acceptability of the decision to rehabilitate the exiled couple. The effort was to ensure that the couple did not face any backlash once they were rehabilitated. He reiterated that the administration was determined to rehabilitate the couple come what may, though every attempt would be made to do so by general consensus. Sonepat, November 8 Workers assembled at Ambedkar Chowk, near the general bus stand, from where a procession started. Mr S.N. Solanki and Mr Howa Singh, secretary of the district committee of the CPM, and president, district committee of CITU, led the procession. Carrying placards and raising slogans, they marched through the main bazars of the city and reached the mini secretariat where they submitted a memorandum to the Deputy Commissioner, demanding roll back the hike in the prices of LPG and other petroleum products. The memorandum warned that if the government failed to withdraw the hike, they would intensify the agitation. |

Panchkula, November 8 The BJP workers, led by senior leaders Mr Harbilas Jindal, Mr Sham Lal Bansal, the BJP councillor, Mr C.B. Goel, and the state BJP treasurer, Mr Gian Chand Gupta, were protesting against the recent hike in prices of petroleum products. They said this would also lead to an increase in the prices of other products. The BJP workers also protested against the failure of successive governments in the state for formulating a policy for rehabilitating slum dwellers in Panchkula. They alleged that during the Congress rule in the state, the Bhajan Lal government had taken Rs 3,500 from colony residents for
allotting them plots, but they were not given any plots. They also demanded better facilities in slum and labour colonies, better law and order facilities and construction of booths in the rehri markets of Panchkula. |

Ambala, November 8 The demonstration was led by the BJP national Vice-President, Mr Kishan Singh Sangwan. Addressing the BJP activists, Mr Sangwan said the Vajpayee government had turned India into a powerful country, the foreign exchange coffers were full and a large network of roads had been established. However, the UPA government had failed to fulfil its electoral promises. Mr Sangwan said the Prime Minister was losing its importance due to the pressure of Ms Sonia Gandhi and the control of the Left parties. He said ever since Haryana came into existence, the three Lals had shown favouritism to only their areas. People were unhappy with them. BJP manifesto by month-end
Ambala, November 8 The BJP had constituted a manifesto committee under the chairmanship of former Union Minister, Mr I.D. Swami. The other committee members were Mr Kishan Singh Sangwan, Mr Ganeshi Lal, Mr Veer Kumar
Yadev, Mr M.L. Sarwan and Mr Kriap Ram Punia. According to highly placed sources in the BJP, the party, in its manifesto, has decided to announce a total exemption from house tax for owners occupying houses in the urban areas. It will also announce free electricity for farmers having single tube well on land less than five acres. The sources say that the manifesto committee has recommended the enhancement of unemployment allowance and the delivery of the old age pension on the doorsteps of the beneficiaries. The committee has also recommended to provide free bus service to
sarpanches, panches, municipal councillors, members of Zila Parishads, chowkidars and numberdars of the villages. The party will promise a clean and honest government. The manifesto will indicate to take a firm stand on the construction of the SYL canal. The party has also added a number of incentives for the SC BC and other weaker sections of society in the manifesto, the sources add. |

7 cops hurt in mob attack
Karnal, November 8 The SHO of Jhinjana police station, Mr S.S. Chaudhary, told The Tribune over the telephone that a police team from Karnal raided the possible hideouts of a wanted criminal, Punnu, and his four accomplices at Khanpur this morning. “We managed to take in custody Punnu but when we tried to look for other criminals, aggressive people of the village belonging to the Bawaria community attacked the police party with sticks and stones in which few police personnel received minor injuries”, he said. In reply to a question, he said that the women managed to rescue Punnu from police custody. He said the police team was not in a position to counter-attack and retaliation could have aggravated the situation, he added. When contacted, senior police officials of Karnal denied any such incident. The Karnal Superintendent of Police, Mr Vikas Arora, deliberately avoided media queries and even did not pick up his mobile phone. On the other hand, Mr Noneet Sikera, Senior Superintendent of Police of Mujaffarnagar said he had sought a detailed report of the incident in which a few police personnel from both the states were injured. The SSP said he had directed the SHO Jhinjana to arrest the wanted criminals and the guilty persons responsible for the ‘resistance’ within 24 hours. However, he said the FIR in this regard was yet to lodged as the Karnal police had not yet sent the complaint and nature of injuries, if any, to their police personnel. |
Rs 200-cr project on veterinary medicine
Hisar, November 8 This was stated by Dr M.P. Yadav, Director, IVRI, Izatnagar, Uttar Pradesh, while talking to mediapersons here today. Dr Yadav was here to inaugurate a 21-day training programme on “Antimicrobials, disinfectants and immunomodulators — the Indian heritage” organised in the Animal Microbiology Department, ICAR Centre of Advanced Studies, Haryana Agricultural University, here. Dr Yadav said there were numerous misconceptions about the role of microbes, the biggest one being that these only caused various diseases. He maintained that all microbes were not harmful. Many of these were friendly to the human beings, he said, adding that their potential needed to be tapped. The HAU Vice-Chancellor, Mr M.K. Miglani, presided over the inauguration ceremony, while the keynote address was presented by Dr Gyan Singh from the National Institute of Science, Communication and Information Resources, New Delhi. Lawyers asked to popularise lok adalats
Ambala, November 8 Addressing the members of the District Bar Association here today, Ms Mahi said the Legal Service Authority provided free legal services to needy persons who could not afford to hire an advocate. It was also the moral duty of the lawyers to guide such persons, she added. A senior member of the bar, Mr Ram Sarup Jain, said the orders of the lok adalats were maintainable up to the Supreme Court, but in case of the degree of the properties the banks did not recognise it, which created problems for the clients as well as the lawyers. A former District Attorney, Mr K.L. Dua, said that lok adalats were the only way to reduce the burden of the courts. He asked the lawyers to cooperate to make this concept a success. Ms Namrata Gaur, who is also a member of the Legal Service Cell, informed that 59 lok adalats had been organised in the district so far and 22,439 cases had been settled. Compensation of Rs 9.5 crore had been awarded through lok adalats in various vehicle accident claim cases. The president of the district bar, Mr Shyam Singh, also spoke on the occasion. |

HIGH Court Chandigarh, November 8 The order to this effect was passed by Mr Justice S.K. Mittal on a revision petition filed by Mr Rajesh Rawat, Chairman, Zila Parishad, Faridabad, and six others. Mr Rawat is an accused of having forcibly taking away some gold ornaments, colour TV, and Rs. 1.6 lakh in cash from a Palwal resident's house. The revision petition was moved against the order dated March 11 of Faridabad District and Sessions Judge. In this order, the Judge had issued summons to the petitioners and further directed the trial court to proceed with trial of the petitioners. |

Chandigarh, November 8 While stating this, here today, a spokesman of the Finance Department said arrears on account of the enhancement made in the DA from July 1 to October 31 would be credited to the General Provident Fund (GPF) accounts of the employees. The DA from November 1 would be paid in cash. He said the employees who had opted to retain pre-revised scales, in their case the earlier provisions would continue to be applicable while regulating DA. The DA would be computed with effect from April 1, 2004, on the basis of basic pay, dearness pay and non-practicing allowance. |

Farmer robbed of Rs 35,000
Bhiwani, November 8 According to a report, Bani Singh, along with his son, had taken a loan of Rs 35,000 from the Tosham branch of Central Cooperative Bank Limited and was on the way to his village. Three unidentified miscreants attacked Bani Singh with an iron and escaped with the cash. They stoned his son badly. Bani Singh, in his complaint to the police, has mentioned the names of robbers, but no arrest has been made so far, police sources said. |

Ambala, November 8 While the unit is no longer there, the area opposite the new grain market retains its name and is called Kanch Ghar. The glass manufacturing industry was set up in the 1890s. It was one of the first major industries to be set up in the region. Mr Rajinder Singh Tayal, advocate, said the glass manufacturing unit was started in 1895. The assistance of an expert from Austria was taken to start the unit. “Lala Panna Lal was the proprietor of Upper India Glass Works. The glass manufacturing unit deservedly held the position of a pioneer glass manufacturing concern in India,” he said. He said the glass manufacturing unit had three melting furnaces which were built using Western technology available at that time. “The glass melting furnaces combined economy in fuel consumption with high melting points. The `healing’ of glass was done by coal gas,” he said. Mr Tayal said that the factory used to manufacture medicine bottles, flower vases, electric battery jars, dishes, lamp chimneys, inkstands, paperweights, laboratory glassware and scent bottles. “Provision for making pressed glassware also existed in the factory,” he said. Articles manufactured in the factory were of good quality, comparable to that of glassware imported in those days. The competitive prices of products manufactured by the unit made these popular. The products had a good market in different areas of the region. The Citizens Council chairman, Dr N.C. Jain, recalled that they used to frequently visit the glass manufacturing unit. “We used to buy items like paperweights. These used to hardly cost 1 paisa,” he said. He said one of the products, long chimneys for kerosene lanterns and table lamps, were quite popular in those days. “The products of the unit like flower vases used to be given as gifts”, he said. |
