Trade fair job racket busted, five held
New Delhi, November 13 The police arrested them while they were trying to make their escape from the trade fair area in the evening. The police said that more than 100 youths were waiting outside the trade fair premises today to be informed of the location of their work during the fair. Initially, the suspects were trying to misguide them by telling them that their stalls were not ready yet. However, the picture became clear to them and the candidates informed the police about the racket. According to the DCP in-charge of the Trade Fair, Mr Rajiv Ranjan, “We have arrested all the five accused in the case and are interrogating them. The complainants are still waiting here and we are noting down their statements. We are also trying to find out whether the accused arrested were involved in the cheating or they were innocent and were working for the company without knowing the intentions of the company owners.” He said that the accused were associated to a company called ‘Global Solutions’. They had put advertisements in the local newspapers and invited candidates for the temporary jobs during the trade fair. The accused also collected Rs 500 to Rs 1000 each from the candidates for the purpose. “These people had also issued fake appointment letters to the candidates after taking their passport size photos and resumes,” said Mr Ranjan. He said that the accused charged huge amounts of money for the purpose and did not rule out the possibility of a trade fair staffer being involved in the case.

45 persons challaned for violating SC directives on Divali
New Delhi, November 13 Actions were taken against those who violated the court direction, the police said. The direction of the Apex Court and the strictness of the police brought down the noise pollution in the Capital during this year’s Divali, the police said. Meanwhile, the Central Pollution Control Board (CPCB), which monitored these levels at 14 places in the Capital on the festival day also claimed that noise pollution levels in Delhi on Divali day went down, though air pollution increased as compared to the last year. The Chairman of CPCB, Mr V. Rajagopalan, said that the possible reason for increase of air pollution was the use of more crackers and meteorological conditions like low wind speed and low temperature on the Divali day. He, however, said detailed explanation of the phenomena will be available after the Board completes its study on the subject. Talking to The Tribune, Dr S. D. Makhijani, Additional Director, CPCB, who has been involved with the coordination of the monitoring programme, said reasons for lowering of noise pollution was possibly the use of less noisy crackers, following the drive against such crackers by the government authorities. The increase in the particulate matter could be attributed to Chinese crackers flooding the market, which produce more light and colour, he added. Addressing mediapersons, Dr Rajagopalan said the Board had issued show cause notices to 15 manufacturers of crackers before Divali for not complying with the decibel norms. Noise monitoring was carried out for half-an-hour at Connaught Place, India Gate, Raja Garden, Pitampura, Model Town, Mayur Vihar Phase-11, Lajpat Nagar, AIIMS, New Friends Colony and East Arjun Nagar between 6 pm. and 11 pm yesterday. Ambient air quality monitoring was carried out at ITO, Patel Nagar, Siri Fort and Ashok Vihar before and on the festival day. Round the clock air quality monitoring was carried out on November 12, 2004, at the monitoring stations of CPCB in Shahzada Bagh, Shadara, Janak Puri and Nizamuddin, Dr Rajagopalan said. |
Faridabad makes light of SC order
Faridabad, November 13 This led to a severe air and noise pollution in the town. While the government and its agencies had been carrying out publicity and advertisement campaigns, appealing the people to restrict the use of crackers, it appeared that there was hardly any affect of the campaign last evening. Although some people feel that the overall use of the crackers had come down and had been limited to the Divali day only. The government had also instructed the cracker-sellers to display the decibel limit of the crackers. However, the sound emitted by the crackers in any locality was much more than the permitted level and quite disturbing, especially for the sick and old persons, says Sachin, a resident of Sector-9 here. He said there was no checking of the decibel and sound factor of the crackers being sold with the due permission of the authorities. A cracker-seller claimed that the policemen on duty had been demanding money and free crackers. He said there was hardly anybody who enquired about the decibel limit of the crackers. There were at least four spots in the town where the administration had allowed the licensed shopkeepers to sell crackers. “It appears that the local authorities had not made any efforts to inform the residents of the time limit,” said Suresh Kaushik, a social activist here. |

Need for special law to curb communal violence stressed
New Delhi, November 13 A resolution was passed to form a committee headed by Justice R. S. Narula, H. S. Phoolka and two more legal experts to finalise the recommendations for framing a special law on communal violence. These recommendations would later be sent to the Prime Minister, it was pointed out. Addressing the meeting, Maj-Gen M. S. Chadha regretted that despite 3000 people being killed in Delhi, the government is yet to pass a condolence resolution. Dr Amarjeet Singh Narang said that despite the UPA government having claimed in its manifesto that a new Act will be enacted to check communal violence and genocide, the government is yet to do so despite being in power at both the Centre and the State. He said that in 1984,1993 and 2002, various state governments have become a party to genocide despite law and order being a state subject. Calling for the need to have the special law, Dr Narang said that it should a legal compulsion of the state to appoint a commission of inquiry and compensation to the victims should also be a part of the Act. Raising the question whether the Central Government would be more effective with the special powers, Ajay Mehra, Director, Centre for Public Affairs, said there are a number of Acts and tools available to the State, which are not being Senior Advocate P. S. Phoolka, citing the example of the then DCP, North, Maxwell Pereira, who had managed to disperse an unruly mob gathered to attack Gurdwara Sis Ganj Sahib, said that the police need to use their discretion to deal with an unruly mob. During the meeting, it was put forth that the new law needs to include genocide and ensure that those policemen, who have been charged with genocide, are not the investigative authorities. Laying stress on the need for the special law, Justice Narula said that without the complicity of the state and the police, any large-scale riot cannot take place. As such, he emphasised the need for the new law. |
‘Terrorists’, part of magician’s troupe
New Delhi, November 13 Fear gripped the club when some journalists spotted two young men in black dress with their faces covered. It was later explained that the two ‘masked men’ were part of the 25-member team of the magician, who was giving a preview of his forthcoming performance before the newspersons. Titled “Gandhi Mantra Mission,” the first among them will be held at the Siri Fort auditorium on November 15, followed by Tihar Jail on November 17, Gandhi Smriti on November 18 and at the India International Trade Fare on November 19. Muthukad told reporters that his 120-minute show at the Siri Fort, to be attended by Prime Minister Manmohan Singh’s wife Gurusharan Kaur, would feature a series of dazzling numbers. Its highpoint would be a ‘Speaking Mahatma” who would answer queries from the audience on peace, truth, non-violence and communal harmony among others. A statue of the Mahatma, made in fibre, had already been readied for the purpose. He said he had already travelled 12 countries to propagate the Mahatma’s ideals.
