Paddy procurement resumes after strife
Kaithal, October 3 Farmers raised slogans against the government and Chief Minister and expressed their resentment after government agencies failed to procure their paddy till afternoon. The agitated farmers assembled outside the local market committee office in new Anaj Mandi and some of them vandalised the office to draw attention of the authorities to their plight. They wanted procurement agencies to purchase their paddy, while the administration and the agencies showed unwillingness to purchase the produce on the ground of it being wet. Farmers’ main contention was that the purchase, which the Food and Civil Supplies Department had started last afternoon following protest, was discontinued soon after it began due to rain and the department failed to resume it even today. They resorted to slogan shouting and vandalism to draw their attention. SHO (city) Ram Pal Singh, who arrived on the scene pacified the agitated farmers and promised to take up the matter with higher authorities. Apprehending trouble, a large police force was sent to new Anaj Mandi. DSP Raj Kumar Vashisth and Tehsildar R.S. Bhoria also visited the mandi, listened to the farmers and called DFSC R.C. Madan to sort out the problem. The DFSC informed the farmers that the purchase had been started in the morning but a commission agent refused to purchase paddy on grounds of high moisture level in it. The staff then discontinued the purchase. But the farmers argued that even their dry crop for the past couple of days had not been purchased. However, officials prevailed upon the Civil Supplies officials to resume purchase and defuse tension. Consequently, the DFSC instructed his staff to begin the purchase. Talking to mediapersons, farmers said some of them had brought their crop to the mandi for sale and in the absence of any purchaser they had to take care of their stocks themselves and could not leave for their villages. Radha Krishan of Khurana village and Jaswant of Chakku Ladana said they brought paddy to the mandi on September 28, while Chajju of Deora village said he brought about 200 quintal of it on September 27, but it was still lying there. A number of farmers, including Kirpal Singh of Umaidpur, said their dry paddy had been lying under the shed for over a week now but no one had yet come to purchase it. Similarly, Jarnail Singh of Nauch said he had been at the mandi since September 24 but no one had purchased his paddy so far. Deputy Commissioner H.S. Malik said the government agencies were prepared to purchase the paddy as per government policy and had even purchased some quantity. But due to the presence of moisture above permissible limits as a result of recent rains, their hands were tied, he added. If wet paddy was packed in bags, it would get damaged and lead to huge loss to the government, he said. Hence, the purchase agencies were reluctant to purchase the crop. He assured of procuring dry paddy falling within the specifications. He added that rice millers were also being persuaded to purchase and lift paddy from the market. Meanwhile, it is learnt that rice millers are reluctant to purchase paddy owing to some issues, including levy of Rs 7 lakh as security by government agencies on them. They allege that government agencies create unnecessary hurdles when they seek refund of their securities once the milling season is over. Besides, the rice levy policy of the government is not in their favour, which forces them to adopt a cautious approach while making purchases, as most of them are already facing financial problems, they say. |

When questioned on the matter, the LJP leader replied that the Central politics was ‘different from state politics’. On being reminded that his party had supported the Congress during the Lok Sabha poll in Haryana, he said it had been done to defeat the BJP.
Hisar, October 3 He was addressing a rally organised by the Samajwadi Labour Party (SLP) here. SLP president Rajender Tanwar announced the merger of his party with the LJP on the occasion. The LJP chief appointed Mr Tanwar president of the Backward Classes Cell of the party. The LJP leader asserted that his party would not have an alliance with any party for the Haryana Assembly elections. The party would contest all 90 seats, he said. Giving jobs to the unemployed and reservation in the private sector would be the main priorities of the LJP, he added. Mr Paswan said the main objective of the LJP would be to oust Haryana Chief Minister Om Prakash Chautala. He, however, supported the creation of Satyamevpuram district in the state. Lambasting the Congress, Mr Gautam said it had exploited Dalits during its long rule in the state as well as the country. He appealed to the masses to end the rule of the three ‘Lals’ and their political scions in the state. Mr Tanwar also termed the Congress their ‘enemy No.1’. The LJP leaders alleged that atrocities on Dalits were on the rise in the state. |

Jind, October 3 On holding the panchayat elections in the state, he said the state government had already passed a bill in the Vidhan Sabha session and now it was for the Election Commission to announce the date of elections. The government would not interfere in the matter, he added. Mr Chautala said all the formalities concerning the setting up of the 20th district of the state, Satyamev Puram, would be completed by November 1, which was also celebrated as the Haryana Day. He said the Congress leaders had lost their hold on masses, particularly on the SYL issue, and were now issuing baseless statements to gain publicity in the newspapers. Taking a dig at senior Congress leader Chaudhary Birender Singh, Mr Chautala said he and his supporters had not won even a single seat in any of the 90 constituencies in last elections and yet he was dreaming of becoming the CM. He said Chaudhary Birender Singh’s dream of becoming the CM would never be fulfilled because people, particularly the farming community, was against the Congress. Mr Chautala claimed that the purchase of paddy and bajra during the current season had begun and there was no problem of procurement anywhere in the state. He asked the officials concerned to assure that the agricultural produce being brought to the grain markets was purchased at the earliest. Any official found lacking in duty would not be spared, he warned. Earlier, the CM made a surprise visit to the party office in Jind, where he inspected the official work and offered floral tribute at the photograph of Chaudhary Devi Lal kept in the office. Later, the CM also heard the grievances of the local people at Uchanna village in Jind district and Popri village in Assandh sub-division of the Karnal district. |
Cong ticket seekers out to please party bosses
Panipat, October 3 Overconfident because of the performance of their party in the Lok Sabha elections, Congressmen are in the forefront as far as indulgence in such type of activities is concerned. Congressmen are of the view that whichever person from their party got the ticket he will win the forthcoming Assembly elections as according to them people wanted to bring the Congress into power. The had already shown their intention in the last Lok Sabha elections where the Congress got nine out of 10 seats in the state and the ruling Indian National Lok Dal (INLD) failed to even open its account. Congress ticket seekers of Naulatha constituency in Panipat district have also intensified their activities to ensure ticket in the forthcoming Assembly poll. As part of this campaign, ticket-seeking Congressmen from three faction of former Chief Minister Bhajan Lal and of former state Congress unit chiefs Bhupendra Singh Hooda and Chaudhary Birendra Singh have either already organised at least one public rally or are going to do so shortly to show their strength. One such public rally was organised at the Israna rest house of Naulatha constituency by state general secretary of Haryana Kisan Congress, Khusiram Jaglan, who belongs to the Hooda faction. The rally was organised in the name of paying tributes to Mahatma Gandhi Jayanti on October 2, where freedom fighter Ranvir Singh Hooda, father of Mr Bhupendra Singh Hooda, was honoured. However, when asked by The Tribune, Mr Jaglan said the function was nothing to do with politics and Mr Ranvir Hooda was honoured for his sacrifice during freedom struggle. It was not only Mr Bhupendra Hooda’s father who had been honoured but several other freedom fighters of the area were also facilitated, he added. Former minister Vijendra Kadian and state unit general secretary of the Haryana Ex-servicemen Congress Mahendra Singh Deswal are also not far behind. Both belong to the Bhajan Lal and Birendra Singh factions, respectively. They are also going to hold public rallies in Naulatha constituency on separate dates. |

Yamunanagar, October 3 Most of the arhtiyas have gone bankrupt and there is no news of three of them. It is not only the vendors who are suffering but the Municipal Committee is also loosing lakhs, which it would have earned had the mandi started functioning. The irony is that the allottees have not carried out any business from the shops but the Municipal Council has issued a notification to hike the rent by 15 per cent. Meanwhile, the pressure on the old sabzi mandi has increased many folds during the past few years and farmers and agents are facing lots of problems in selling their commodities. The Municipal Council, Yamunanagar, on May 27, 1999 had passed a resolution for issuance of license to the allottees and the same was forwarded to the HSAMB. On April 20 this year, the Deputy Commissioner, Mr Vijayendra Kumar, had taken up the matter with the HSAMB. He too recommended the Municipal Committee be authorised to run the vegetable market and the licences may be issued to the vendors by the Market Committee, Yamunanagar. The HSAMB has reportedly refused to issue licences as the Municipal Committee had not informed the board while extending the area and committee, thus, violated the provisions of the PAPM Act, 1961. The Municipal Council had constructed 29 shops in the industrial area of Yamunanagar,in 1978, as a vegetable market. However, the population and demand for vegetables and fruits increased over the years. The MC constructed 60 news shops in the Phase – II (adjoining the old mandi) and the same were auctioned in 1999. After depositing three months of rent as security and 30 months of rent in advance (Between Rs 300 and 1200) possessions were given to the bidders. Eight of the shops were earmarked for eateries and tea stalls. The association members have stopped depositing rent for the past two years. “In hope of getting the licence, we kept depositing rent for four years and we stopped paying the rent because we were not given licences”, informed Mr Ram Kumar, secretary, Association of Sabzi Mandi, Phase – II. He added, “most of the allottees have gone bankrupt. Three of them, Ved Parkash, Pankaj and Ramesh Sharma are believed to have left the district in search of new jobs. Some of the allottees are forced to earn their livelihood by selling vegetables on rehris”. As per the Association members, those allottees, numbering 14, who already own shops in the old mandi had rented some of the shops in the new mandi and are allegedly using the shops as godowns. Mr Sanjeev Kumar, one of the allottee told the Tribune that once the licence is issued all the members would clear all the dues to the Municipal Council. The Association had moved the Punjab and Haryana High Court but the court had dismissed their civil writ petition, leaving the petitioners free to represent to the competent authority. |
MC drive over, encroachments return
Sonepat, October 3 Public, municipal and HUDA land, which had earlier been got vacated, have been again encroached upon. There is hardly any main road in the city where one can’t see encroachments. Not only in Model Town, 8-marla colony and Ashok Nagar (kutcha quarters) areas but also in Sectors 14 and 15, residential colonies of HUDA owners of houses have encroached upon the land in front of their houses by fixing grills and turning them into private lawns. This has led to the narrowing of the roads which affect traffic flow. Shopkeepers in button-making factory area have encroached upon the land of a park, thanks to the failure of the authorities concerned to check it despite repeated complaints by the residents. Even the embankments of the drain No. 6 passing through the city have been encroached upon by people who have constructed houses and other structures near it. Similarly, all footpaths in the mandi and other areas of the city have also been “re-occupied” by shopkeepers. Moreover, the orders of the Punjab and Haryana High Court banning the running of commercial establishments from residential houses in Sectors 14 and 15 have not been implemented by the HUDA authorities. The land on both sides of the G.T. Road between Kundli and Haldana border has been grabbed by the owners of dhabas, hotels and restaurants in the absence of any checking by officials concerned. |

Earlier, Mr Ranvir Singh Hooda, father of MP and former state Congress President Bhupendra Singh Hooda, was honoured by Mr Khusiram Jaglan. Several other freedom fighters were also honoured by presenting them shawls on Gandhi Jayanti. |
Health Deptt organises medical
camp
Karnal, October 3 As many as 1,096 patients, including 536 women, were checked-up for various diseases and free medicines were distributed among them. While inaugurating the camp, Mr Bal Krishan Kamboj, Chairman of the Haryana Housing Federation, said the state government was committed to provide better health care services to the people. Dr O.P. Mittal, Chief Medical Officer (CMO) of Karnal, advised the people to get themselves diagnosed during the initial stage of any disease so as to avoid further complications. The Health Department also organised a pictorial and graphical exhibition on various diseases and their preventive measures that attracted the attention of hundreds of persons who visited the camp. |
Infant found abandoned
Sonepat, October 3 According to a report, a large number of people assembled at the site and some of them informed the police about the newly born child. The police did not register the case. Thereupon, a woman took the child for adoption. The condition of the child is stated to be good. It is stated that a woman who had illicit relations with a man has given the birth to this child and threw him in the garbage. |
