Where felling trees on municipal land is “no offence”

Over 1,000 trees planted and nurtured by the Haryana Environment Society (HES) in Yamunanagar have disappeared in the past few years but the municipal committee has refused to proceed against the ‘culprits’.

Unlike Delhi and Chandigarh felling of trees (planted by general public or private organisations) on municipal land is ‘no offence’ in Haryana and people are uprooting trees to suit their interests.

In the absence of a suitable tree protection act or bylaw, thousands of ‘healthy’ trees of the HES in the districts of Yamunanagar, Panchkula and Ambala have been axed or pruned. It is to be noted here that the HES has planted over 35,000 trees in the three districts since 1995. The HES does not get any grant from the government and it collects fund from people.

For the past three-years the society has been striving for legal protection to trees.

In reply to a complaint filed by the HES, an Executive Officer of the MC, wrote ‘the MC has no logic’ to protect trees planted by private persons as such trees are ‘private property’. The HES had requested to proceed against persons who had uprooted trees planted by the society in Yamunanagar.

Sources said there is no bylaw to protect trees planted by private persons on municipal land in the state. “There are laws to prosecute persons felling trees on protected and the HUDA areas but there is no specific bylaw to prosecute such person if they fell trees on municipal land”, said an official of the Haryana Urband Development Authority.

When in December 2002, the HES approached the Secretary, CEO and Inspecting Secretary, Yamunanagar, Ms Urvashi Gulati, with a request to provide legal protection to trees as in the Delhi and Chandigarh, the Secretary’s office replied ‘you (Prof Saini, Chairman, HES) are requested to elaborate on the legal provisions to safeguard trees which are available in NCT of Delhi and Union Territory of Chandigarh. Please enclose copies, if available’. “It took lot of efforts to come up with the possible legal provisions and procure the copy of ‘Delhi Preservation of Trees Act, 1994, and the same were sent to the office of Ms Gulati”, claimed Mr Saini, a mathematics lecturer at MLN College here and added, “the same were also sent to the Governor, the Chief Minister, the Environment Secretary, the Principal Chief Conservator and others”.

“We are aware of the problem and the administration has sent a proposal to the government to enact a bylaw to empower the local bodies to proceed against those who fell trees sans permission”, said Mr Vijayender Kumar, Deputy Commissioner, Yamunanagar.

Mr Saini complained that he had approached the officials concerned to protect trees planted by the HES. “We are literally running from pillar to post for legal protection of trees but in vain”, complained Mr Saini.

Roadways staff hold demonstration

Jind, September 30
Employees of the Haryana Roadways Depot, Jind, today organised a demonstration in front of the office of the General Manager of the depot, in protest against the non-acceptance of their pending demands.

The demonstrators raised slogans against the administration. The Haryana Roadways Workers Union (affiliated to the Sarv Karamchari Sangh Haryana were demanding the cancellation of transfers of union leaders, disposal of cases of employees, issue of seniority list and the construction of cemented roads from the workshop to the Gohana Road.

Mr Harinarain Sharma, the state president of the Haryana Roadways Workers Union, said the employees of the Jind depot had been agitating for a long time but the General Manager had adopted an indifferent attitude.

He said the General Manager instead of solving their problems had begun to victimise them. He alleged that the General Manager had dismissed nine employees and placed two employees under suspension during the past six months.

He further said during talks with state office-bearers of the union, the General Manager had agreed to implement some demands of the employees.

Escapee juvenile offender held

Sonepat, September 30
The police today claimed to have re-arrested another juvenile offender in Hisar. According to a report, he was identified as Sunil of Tarkha village in Jind district and involved in a case of murder, two cases of murderous assault and one case each of theft and loot registered against him at police stations in Hansi, Bawani Khera and Julana.

He was arrested by the police on January 11 and escaped from the Bal Sudhar Graha, Sonepat, along with eight other juvenile offenders on the night of July 20.

The other eight were identified as Vinod of Siwan village in Panipat district, Rakesh of Lath village in Sonepat district, Jamna of Jind, Somkar of Ahulana village, Pradeep of Jhajjar, Sanjeev of Farukhabad, Jaivir of Taraori and Gulabsher of Dhanrajpur village in Uttar Pradesh.

The Civil Lines police has arrested Gulabsher on the same night whereas Vinod had been arrested by the Samalkha police. Rakesh was arrested by the Civil Lines police and after a few days another juvenile offender was arrested at the judicial complex.

The police has so far arrested five of the nine juvenile offenders who had fled from the Bal Sudhar Graha on the night of July 20.

NSUI launches membership drive

Sonepat, September 30
The National Students Union of India (NSUI) has launched a membership drive in Haryana and has set the target of enrolling at least, 5,000 members of the union in every district.

Stating this, general secretary of the NSUI Satish Dahiya said here today that after completing the enrolment process by the end of October, the union would launch an agitation in Haryana in November to protest against the anti-students policies of the Chautala government.

During the agitation, the union would protest at the state and college levels to demand lifting of a ban on the elections of the students unions.

Mr Dahiya also said that in the coming assembly elections, the union would urge the Congress President to allot the party ticket to those union leaders who could be the winning candidates. The union will also organise a state-level ‘Chhatra sammelan’ at Sonepat shortly in which a number of Union ministers will also take part,” he said.

Earlier, student leaders addressed a ‘chhatra sammelan’ at the local Congress Bhavan and asked the students to get ready for the agitation.

Mr Sharad Kumar, Inspector General, India Reserve Battalion, Bhondsi, headquarters at Gurgaon, has been posted as IG, Ch.Devi Lal Centre for Police Training and Research, Bhondsi, headquarters at Gurgaon.

Mr Shiv Charan, Deputy Superintendent of Police(DSP), State Vigilance Bureau has been posted as DSP, Loharu, vice Mr Gurdip Singh, who has retired today. Mr Ashok Kumar, DSP, CID has been posted as DSP, 5th Battalion, Haryana Armed Police(HAP) vice Mr Hari Singh, DSP, who retired today.

Mr Harinder Singh, DSP, State Vigilance Bureau, has been posted as DSP, CID. Mr Kiratpal Singh, DSP, Traffic, has been posted as DSP, City Karnal, against a vacant post. Mr Om Parkash Arora, DSP, State Vigilance Bureau, has been posted as DSP, Traffic.

Chautala afraid of Cong, says Kuldeep

The Congress MP from Bhiwani, Mr Kuldeep Bishnoi, has decried the Chautala government’s move of calling a one-day session of the state Assembly. He said the MLAs could not get enough time to express their views in such a short time.

Mr Bishnoi asserted that Mr Chautala was afraid of the Congress and knew that he could not answer the questions raised by party members.

He said due to his fear, the Chief Minister tabled a Bill only after the Congress MLAs staged a walkout from the Assembly.

Employees hold demonstration

Hundreds of government employees staged a demonstration at the Mini Secretariat here today to press for the acceptance of their long-standing demands. The protest was organised by the Sarv Karamchari Sangh, Haryana.

Addressing the protesters, Mr Ranvir Deswal, district president of the sangh, said the Chautala government had promised to create lakhs of jobs for unemployed youths but during the past about five years it had retrenched over 20,000 employees and more retrenchments were on the anvil.

Blood donation camp

A blood donation camp was organised at MDSD Girls College today on the eve of International Voluntary Blood Donation Day. The camp was held in collaboration with the District Red Cross Society and the State Bank of India. The Deputy Commissioner, Ambala, Mr R.P. Gupta, presided over the camp. 

Speaking on the occasion, he stressed the importance of blood donation.

The civil Surgeon, Dr N.K. Sharma, said that any person in the age group of 18 to 60 years could donate blood. He said that a donor could donate blood after a period of three months. Blood banks were available at Civil Hospital, Ambala City, Military Hospital, Mission Hospital, Ambala City and MM Medical College, Mullana, he said.

A painting and debate competition was held on the occasion. In debate, Gurpreet Kaur was first, while Geetika and Kumari Rabiya were second and third respectively. The consolation prize went to Fenny Oberoi. In painting, Gaurav Sharma was first while Seema and Mukta stood second and third, respectively. Gurpreet got the consolation prize.Top

 

Gandhi’s statue reinstalled

A statue of Mahatma Gandhi was installed for the fourth time for communal harmony at the same place of historical Qila ground in the old city of Panipat today from where it had been stolen once and demolished twice since its installation in 1948 for the first time.

The Qila ground had a historical background as Mahatma Gandhi had visited the same place for propagating the message of communal harmony to the people of Panipat soon after independence as Hindu-Muslim riots had been taking place in most parts of north India at that time due to Partition.

He visited the Qila ground on September 3, 1947.

Employees threaten to intensify stir

The Haryana Karamchari Mahasangh has warned the government that the employees would organise a state-level rally or go on strike if their demands are not met. The state president of the mahasangh, Mr Dhara Singh, said winding up of various government agencies, privatisation and sacking of employees had forced them to intensify their agitation.

He said a final decision in this regard would be taken at a meeting of the mahasangh to be held in Rohtak on October 20. Employees of various government departments staged a demonstration under the banner of the mahasangh here yesterday.

Five get life term for murder

Five persons, including two brothers, were sentenced to life imprisonment by Additional District and Sessions Judge R.S. Bagri in the Jaswant murder case. The court also imposed a fine of Rs 20,000 on them.

On July 27, 2002, Satinder, Buta Singh, Mewa Singh, Dilbag Singh and Kala Singh attacked and killed Jaswant.

Postal counter for senior citizens

To mark Senior Citizens Day falling on October 1, a special counter for senior citizens will be opened in Ambala GPO. The Chief Post Master General, Haryana circle, Ms Meera Datta, said that necessary arrangements for manning the special counter for senior citizens had been made.

At the counter, facility for booking of speed post, registered letters, money orders, registered parcels and payment of telephone and electricity bills would be accepted.

In addition, the deposit under the Senior Citizen scheme launched by the Central Government on August 2, 2004, will also be accepted. This facility will be extended to other head post offices in Haryana after observing its successful implementation for three months in the Ambala division.Top

 

Mountaineering expedition flagged off

A mountaineering expedition was flagged off by Lieut-Gen G.D. Singh, General Officer Commanding, 2 Corps, today. The expedition will go to Leo Pargial peak, at a height of 22,500 feet, in the Zasker range. The peak lies in the remote region of Himachal Pradesh and is scheduled to be scaled by a team of 50 personnel, including six officers, with members from all formations of the Western Command.

The team is being led by Brig M.S. Gill of Kharga Corps. The peak will be attempted during the third week of October. A total of five camps will be established prior to scaling of the summit.

The team will be the largest to attempt one single peak and the expedition will be completed in a month’s time, including initial training and acclimatisation.Top
