The tug of war between the ruling INLD and the Congress-HVP combine in Haryana over the MLAs has intensified on the eve of polling for two seats of the Rajya Sabha from the state. Following a high drama in Delhi, the two sides are accusing each other of “kidnapping” an Independent MLA, Mr Mula Ram, who had extended support to the Congress on June 14.

Criminal arrested, cops relaxed

With the arrest of Rajesh Dahiya the police departments of Delhi as well as Haryana have heaved a sigh of relief as he was involved in 11 cases of murder, kidnapping for ransom and dacoity. He had managed to give the slip to a police escort party while on their way to the Rohtak jail on December 24 last year.

2 held for killing trader
Panipat, June 27
The Panipat police claims to have arrested two persons who had allegedly shot dead industrialist and social worker Pawan Garg last Monday at Matloda town, about 17 km from the city. Terming it as a case of extortion, the police said Garg was murdered for Rs 5 lakh extortion money. The assailants had called up Garg on his mobile many times before he was killed.

A woman gave birth to triplets at a private nursing home at Ambala cantonment this morning. All three babies are doing fine and their weight is around 1.75 kg each. The triplets include a baby boy. The woman has a
five-year-old boy. Dr Anita Bhusan of the nursing home said the mother, Nisha, was doing fine and the delivery was normal. Dr Anita said the first baby was delivered at 7.35 in the morning and in a gap of five minutes the other two took birth.

Part of MLA’s hotel razed

Officials of the Haryana Urban Development Authority demolished a portion of a hotel owned by Mr Dev Raj Dewan, Independent MLA, on the Sonepat-Bahalgarh road near Ahmadpur village, about 5 km from here, last evening.

Undertrial’s escape bid foiled

In a daring incident an undertrial prisoner made an attempt to free from police custody after throwing chilli powder into the eyes of one of the cops escorting him.

The tug of war between the ruling INLD and the Congress-HVP combine in Haryana over the MLAs has intensified on the eve of polling for two seats of the Rajya Sabha from the state.

Following a high drama in Delhi, the two sides are accusing each other of “kidnapping” an Independent MLA, Mr Mula Ram, who had extended support to the Congress on June 14. The ruling party alleged that Mr Mula Ram, MLA from Narnaul, was kidnapped by Mr Surender Singh, Secretary-General of the HVP, who is the husband of Congress candidate Kiran Choudhary, and Mr Karan Singh Dalal, a disqualified Congress MLA.

On the other hand, Mr Dalal told TNS on the phone that Mr Mula Ram, along with his wife, Manju, had returned to Delhi from Bangalore this afternoon. While he was coming to the residence of Mr Surender Singh from the airport, INLD supporters in three vehicles tried to kidnap him in the Lodhi Garden area.

Mr Dalal said following a phone call, he, along with Mr Surender Singh, immediately went to the spot of incident and brought back Mr Mula Ram and his wife to the residence of the HVP leader. Soon after there was a phone call from the Lodhi Garden police station that a complaint had been lodged against Mr Surender Singh and Mr Dalal, alleging that they had kidnapped Mr Mula Ram. An ASI of the Delhi Police, Mr Rakesh Kumar, also came to the HVP leader’s residence.

Mr Dalal, who went to the police station, told the policemen to verify from Mr Mula Ram if he was kidnapped or not. Mr Dalal alleged that a media adviser of the Chief Minister was present in the police station along with a horde of mediamen.

Mr Mula Ram reportedly told the Delhi police that he was at the residence of Mr Surender Singh of his free will. Following his statement the police did not take any action against Mr Surender Singh and Mr Dalal.

Mr Dalal demanded that the Delhi police should take action against those who had lodged a false complaint against them as well as against those who had tried to kidnap Mr Mula Ram on behalf of the ruling party.

Expressing surprise over the reports that the INLD had taken its MLAs to Goa, Mr Dalal said it must be the first incident when a ruling party in Haryana had organised “Bharat darshan” to keep its flock intact. In the past the opposition parties had been undertaking such exercises to prevent “poaching” by the ruling parties. He said it showed that Mr Om Prakash Chautala had lost the confidence of his MLAs and was keeping them in “illegal confinement”.

Meanwhile, it is learnt that the ruling party MLAs would return from Goa tonight to Delhi from where they would come to Chandigarh late in the night or early morning for polling, which is scheduled tomorrow.

Six MLAs, who were disqualified by the Speaker of the Haryana Vidhan Sabha, Mr Satbir Singh Kadian, on June 25, have reportedly approached the Supreme Court again, challenging the action of the Speaker. Their writ petitions are likely to come up for hearing at 10.30 am tomorrow. The polling will continue till 4 pm. Meanwhile, eight Independent MLAs, who have extended support to the Congress, have left for an undisclosed destination.

A meeting of the Haryana Congress Legislature Party was held here this afternoon to chalk out a strategy for the Rajya Sabha elections. The AICC General Secretary, Mr R.K. Dhawan, came specially for the meeting. The party MLAs were told to vote fearlessly. A former Leader of the Opposition in the Haryana Assembly, Mr Bhupinder Singh Hooda, has been nominated as the election agent of Mrs Choudhry while the officiating leader of the CLP, Capt Ajay Singh Yadav, will be her polling agent.

Entry banned

The Speaker, Mr Satbir Singh Kadian, has banned the entry of MPs, former MPs and MLAs in the Haryana Vidhan Sabha building tomorrow in view of the polling for the two seats of the Rajya Sabha, according to a spokesman of the Vidhan Sabha.

Cong-HVP alliance exposed: Chautala

“The alliance between the Congress and HVP has been exposed in the Rajya Sabha polls,” said Haryana Chief Minister Om Prakash Chautala, while speaking to mediapersons at his local residence here.

To a question about the alliance of INLD in the coming Assembly elections, he said politics was game of speculations and possibilities.

The Chief Minister said the Congressmen, who talked of courting arrest on the SYL issue, not only boycotted an all-party meeting on the issue, but also did not join the delegation constituted to meet the Prime Minister in this regard.

Regarding the changes being incorporated in history books, Mr Chautala said he opposed all those who want to dispose of the decisions of the previous government. The new government should formulate new public welfare policies instead, he added. He said he respected Dr Manmohan Singh but suspected that those who were exercising power through remote control would not let him work in the right direction.

Earlier, he addressed party workers at the local PWD rest house and listened to the grievances of the people.

Bibi opposed to Haryana SGPC

Bibi Jagir Kaur, former President of the SGPC, said here yesterday that candidates contesting the SGPC elections under the banner of the Haryana Sikh Gurdwara Parbandhak Committee (HSGPC) were playing into the hands of forces which were trying to weaken the Sikh Panth.

She was here to canvass for Mr Sharan Jeet Singh Sotha, SAD candidate from this area.

Addressing a well-attended gathering, she said the SAD was the only body which represented the Sikhs and made sacrifices to strengthen the Panth. She lashed out at those spreading rumours and accusing the SGPC of misappropriating funds. She said only a small amount collected in Haryana gurdwaras was sent to the SGPC which in turn spent the money not only on the maintenance of Sikh shrines but also on opening of schools, colleges and medical colleges.

She said Mr Parkash Singh Badal was the undisputed leader of SAD as he enjoyed the confidence of the Sikh sangat. She said the Sikh masses were intelligent enough to under-stand the motives of all those who had recently parted ways with the SAD and chose to contest the SGPC elections under different other banners.

She also criticised all those who were demanding a separate Haryana SGPC. She said that if such candidates had no faith in the SGPC, why were they contesting elections for the SGPC. She said the SAD was demanding enactment of All-India Gurdwara Act so that more attention could be paid to the maintenance of Sikh shrines all over the country.

Jathedar Mohar Singh, Jathedar Dar Chuhar Singh, Mr Jagtar Singh Pehowa, Mr Sukhbir Singh Mandi and Mr Harpal Singh Cheeka were other prominent leaders who addressed this gathering.

With the arrest of Rajesh Dahiya the police departments of Delhi as well as Haryana have heaved a sigh of relief as he was involved in 11 cases of murder, kidnapping for ransom and dacoity. He had managed to give the slip to a police escort party while on their way to the Rohtak jail on December 24 last year.

Rajesh, a resident of Nahri village in Sonepat district had been giving sleepless nights to the cops of the two states for the past 10 years. Although he has been in the jail for about five years, his escape from the police custody last year posed a challenge to the police. Sources said Rajesh used to kidnap people for ransom. He used to kill the kidnapped person in case the money did not reach him. He even made calls for ransom from jail.

The sources said he was a sharp shooter and also remained associated with the notorious Krishan Dichao gang of Delhi, which is active in these two states. Smack addiction adversely affected the health of the 40-year-old criminal.

According to police sources, Dahiya is wanted in at least four murder cases in Delhi and Haryana besides one case of kidnapping and two cases of dacoity.

Mr H.S. Doon, said today that his arrest was a major achievement adding that he had been sent to the Rohtak jail by a court in Bahadurgarh.

2 held for killing trader

The Panipat police claims to have arrested two persons who had allegedly shot dead industrialist and social worker Pawan Garg last Monday at Matloda town, about 17 km from the city.

Terming it as a case of extortion, the police said Garg was murdered for Rs 5 lakh extortion money. The assailants had called up Garg on his mobile many times before he was killed. During interrogation, the assailants had revealed that Garg was shot as he had refused to pay them the money.

The police said the two alleged assailants, Chand and Krishan, were arrested on a tip-off that two suspicious looking persons had been roaming in Sink village for the past four days. The police team headed by SHO, Mr Mahavir Singh, sealed Sink and arrested the two. The police has also sent a team to arrest the other two suspects, Hira Lal and Sita Ram, who had earlier worked as accountants at Anaj Mandi in Matloda town.

The police claimed that the suspect, Chand, had been involved in several other criminal cases, including extortion and dacoity in Panipat and Karnal.

The assailants had murdered Garg when he was alone in his office at Anaj Mandi on June 21. The armed assailants came in white Maruti. A driver remained in the car, while the assailants went to Garg’s office and shot at him twice from a close range. Garg had sustained bullet injuries in his chest and stomach. He died on the spot.

Dairy farming programme starts

A three-day training programme on scientific dairy farming organised for farmers of 22 villages from Shahpur area of Kangra district, Himachal Pradesh, began at Krishi Vigyan Kendra (KVK) of National Dairy Research Institute (NDRI) here today. The training programme is a part of the Intensive Dairy Development Programme (IDDP) implemented in Kangra district through the District Rural Development Agency.

Dr Nagendera Sharma, the Director of NDRI, said this was the seventh successive training programme organised in the institute during this year. He said the NDRI would conduct two similar training programmes every month this year for the beneficiaries of the IDDP from Kangra district.

Mr Sharma said so far more than 100 women farmers from different blocks of Kangra district had been given training on scientific dairy farming by the institute.

Dr J.C. Markanday, the head of KVK, while addressing the trainees today, stressed that the latter adopt new technologies related to balanced feeding of cattle so as to maintain the production and reproduction status of the dairy animals. He also said the visiting trainees would be trained in feeding, breeding, health care and management practices of dairy animals.

Mr Dalip K. Gosain, a senior scientist and coordinator of this training programme, said the trainees were shown the elite cross-bred cattle at the institute cattle yard, machine-milking system, and goats' section.

Part of MLA’s hotel razed

Officials of the Haryana Urban Development Authority (HUDA) demolished a portion of a hotel owned by Mr Dev Raj Dewan, Independent MLA, on the Sonepat-Bahalgarh road near Ahmadpur village, about 5 km from here, last evening.

According to a report, the JCB machines used also damaged standing sugarcane, jowar and vegetable crops in seven acres of the hotel complex. The land had been acquired by HUDA and it had paid compensation for the land.

The manager of the hotel claimed that there was a dispute between Mr Dewan and the HUDA over the payment of the compensation and Mr Dewan was waiting for the decision of the Chief Administrator of HUDA in this regard. He said Mr Dewan would file a petition in court against the HUDA administration.

In a daring incident an undertrial prisoner made an attempt to free from police custody after throwing chilli powder into the eyes of one of the cops escorting him. According to police sources, the prisoner, Makhan Singh, was booked under the NDPS Act by the Sirsa police and was on bail.

He was recently arrested again and booked under the NDPS Act by the Bathinda police. On Friday, he had to appear in a Sirsa court and was brought here by the Bathinda police. He allegedly threw chilli powder into the eyes of the cop, Paramjit Singh, when they were about to board a Bathinda-bound bus at the local bus stand. But the policemen foiled his bid to escape and with the help of the public overpowered him. — PTI

Protest held over burnt transformer

Jhajjar, June 27
Residents of Salhawas village blocked the traffic on the Kosli-Matanhale road here today in protest against the electricity authorities delay in replacing the burnt transformer in their village.

Hundreds of villagers gathered on the road in the morning and blocked it. Later, the district officials, including the DSP, Mr Teeka Ram, and the special collector, Mr Rajpal, reached the spot to pacify the villagers. The officials ordered the HBVN authorities to replace the transformer. The transformer was replaced immediately.

Pipat, Daya appointed

Senior Advocate S.K. Pipat has been appointed by the President of India as "senior panel counsel" for conducting central government cases in the Punjab and Haryana High Court. Advocate-cum-former president of the Punjab and Haryana High Court Bar Association Daya Chaudhary has also been appointed as "senior central government standing counsel".

The Department of Legal Affairs in the Ministry of Law and Justice has directed that Mr Pipat and Ms Chaudhary will conduct central government cases other than those pertaining to income tax and the Railways Department.

One killed in Jhajjar road accident

Jhajjar, June 27
One person was killed and another injured seriously when their truck rammed into a tree along the roadside near Birdhana village of the district today.

The truck was returning to a brick-kiln after supplying bricks when the driver lost control over the vehicle. Sukur Ali, a labourer died on the way to hospital, Abdul Sattar sustained serious injuries. Two other occupants Ashraf Ali and Zamarudeen were also injured in the accident.

Vehicle charges to be reimbursed

The Haryana Health Department has introduced a scheme to reimburse the charges of a vehicle hired by a gram panchayat to rush an expectant mother to the nearest health institute for safe delivery in an emergency situation.

Dr B.S. Dahiya, Director General, Health Services, said the scheme would encourage the people living in rural areas to opt for institutional delivery.
