‘Aya Ram, Gaya Ram’ in Haryana Chandigarh, June 25 The conduct of Mr Uday Bhan’s father, Mr Gaya Lal, was instrumental in the introduction of the coinage “Aya Ram, Gaya Ram” in the political vocabulary for describing the practice of floor-crossing by legislators. In 1967, Mr Gaya Lal, the then MLA from Hassanpur, changed his party thrice in a single day. Mr Gaya Ram’s feat was immortalised in the phrase “Aya Ram, Gaya Ram”. Mr Uday Bhan, an Independent MLA from Hassanpur, is among the 10 MLAs facing charges under the anti-defection law for allegedly joining the Congress. The MLA, however, said that he had not joined the Congress but only switched over support from the INLD to the Congress in the Assembly. While video CDs and newspaper clippings were submitted as evidence against some of the MLAs facing the charges, nothing of this sort could be provided to press the charge against Mr Uday Bhan. While Mr Jagjit Singh Sangwan and Mr Karan Singh Dalal, who were disqualified today, have always opposed the Om Prakash Chautala-led Government, the same cannot be said about four Independent MLAs who too were disqualified. Mr Rajender Bisla, one of the Independent MLAs, came to be known for his habit of frequently “expressing gratitude” to the Chief Minister on various issues during the Assembly sessions. Mr Bisla and Mr Dev Raj Dewan also went abroad with the Chief Minister and visited various foreign countries. When asked why he withdrew support from the INLD, Mr Bisla said voters of his constituency wanted him to join hands with the Congress. The INLD, which has
initiated proceedings against the MLAs for allegedly joining the Congress, is itself apparently apprehensive about potential defectors in its own lot. That a large number of INLD legislators have gone to Goa at this juncture is not simply a coincidence. It is believed that the MLAs have been packed off to Goa to secure them against poaching by the Congress. The INLD is also enjoying the support of Mr Bishan Lal Saini, who won the elections as a candidate of the Bahujan Samaj Party. He also reportedly participated in election meetings of INLD candidates during the Lok Sabha elections. While Mr Nafe Singh Rathi an INLD legislator and petitioner against six Independent MLAs, said that he had moved the petitions for moral reasons, could not give any satisfactory answer when asked about Mr Saini’s truck with the INLD. |
BJP to go alone in Assembly poll, says state chief Jhajjar, June 25 Addressing a press conference here today, the BJP state president said the party would go to the people with a proposed Chief Ministerial candidate. He said his party has proposed the name of Mr Trilochan Singh for the Rajya Sabha seat and “the INLD or any other party is welcome if they wanted to support their proposed candidate”. “It should not be interpreted that the BJP is coming closer to the INLD for another stint as an alliance partner”, said Prof Ganeshi Lal, adding the party has enlarged its support base in the Lok Sabha elections and there would be a direct contest between the BJP and the Congress in the Assembly elections. He said the parties should not claim credit for the Supreme Court directions on the SYL canal and the occasion to celebrate would be the day when water starts flowing in Haryana. Earlier, he led a demonstration which started from the Badli Chowk and went to the Deputy Commissioner’s office. They submitted a memorandum in the name of the President of India raising the issues of tainted ministers in the Manmohan Singh’s Cabinet, worsening law and order situation in Haryana and Chief Minister Om Prakash Chautala’s community specific derogatory remarks. |
MLA’s hotel raided;
political witchhunt alleged Sonepat, June 25 According to a report, the officials failed to detect any irregularity. Mr Kamal Dewan, son of Mr Dev Raj Dewan, was present during the raid. According to political observers, this step amounted to a witchhunt by the government to take revenge on Mr Dewan who had switched his loyalty to the Congress and withdrawn support to the ruling INLD. Meanwhile, the Rohtak police is still investigating the case of a girl who was recovered from the hotel during a raid recently. |
Chautala attends office Chandigarh, June 25 After being discharged from a Mohali hospital where he was being treated, Mr Chautala first went to another hospital in Mohali to look up Mr Swadesh Deepak, a noted Hindi writer. There he also announced a financial
assistance of Rs 1 lakh for Mr Deepak’s treatment. From Mohali, the Chief Minister drove straight to his office and spent over two hours there. He went home for lunch and came back again in the evening to resume work. Sources said Mr Chautala would go to Sirsa tomorrow to stay at the farmhouse owned by his family at Teja Khera village. |
Haryana to have world class road safety net Chandigarh, June 25 This was stated here yesterday by Mr R.
N. Prasher, Principal Secretary, Transport, Haryana. He said according
to the available data for 2002, there were approximately 2,900 deaths
on the roads in Haryana. Punjab saw 2,700 deaths while Chandigarh
recorded 120 deaths. The government was keen to minimise the deaths in
road accidents. The Haryana model of setting up traffic-aid centres on
highways had proven to be effective. The centres were located on some
of the national highways at every 30 km. The aid centres were
equipped with a crane, an ambulance and supporting infrastructure and
could reach the accident site within minutes of receiving information
about the mishap. This had proved to be very useful because medical
aid provided to the accident victims within the first hour — also
called golden hour — was very crucial. It was because of these
centres that the number of deaths in road accidents had come down from
1132 in 2000 to 821 in 2003. The government was now trying to reduce
this figure further. |
Polio eradication campaign in 3 districts from July 4 Karnal, June 25 While presiding over a meeting of officials of the Health Department and the polio-eradication programme, the District Magistrate here, Mr Raghbir Singh Doon, said there was no case of polio in Karnal district. so far. He said a special five-day intensified pulse polio immunisation campaign would be launched in Karnal, Panipat and Sonepat districts that share boundaries with Mujaffarnagar district of UP. Adding that the district administration had made adequate arrangements to immunise children up to five years of age, he said there were more than 2 lakh children in the district below the age of five. He said as many as 715 teams had been constituted to administer the polio vaccine to the children in Karnal district, out of which 615 teams would cover the rural areas while the rest, the urban settlements. Besides, 19 transit and 41 mobile teams would also help to administer polio vaccine to the children at railway stations, bus stands and at other public identified by the Health Department, he said. |
Officers authorised to certify qualifications Chandigarh, June 25 Mr Dhanpat Singh, Higher Education
Commissioner said here today that the Higher Education Commissioner or Director had been authorised to authenticate the qualifications in respect of certificates or diplomas or degrees issued by the Universities located outside Haryana. He said that the Registrar of a university within Haryana would be authorised to authenticate the certificates of diplomas or degrees. The Director, Secondary Education, would authenticate the certificates or diplomas or degrees issued by the National Open School, the Central Board of Secondary Education, the ICSE or any other State Board of Education in the country. The Secretary, Board of School Education, Bhiwani, has been authorised to authenticate certificate of matric and higher secondary certificates issued by it or by the Haryana Open School. |
Farmers get soil health cards Karnal, June 25 Dr Ranbir Singh Rana, Joint Director of the Department of Agriculture (soil testing) and in charge of the soil testing laboratories of the state, said the purpose of the drive was to ensure that soil was properly preserved and water resources periodically ascertained and maintained by farmers. He said variations in the condition of soil could be controlled by the climatic and agronomic changes. There was every need to test soil periodically before farmers raised crops, he said. He said the department has also collected samples from the sugarcane-growing areas where the 13 cooperative sugar mills were located in the state. As many as 5,000 such samples were in the process of soil testing analysis, the results of which would be finalised by the end of next month. The Joint Director said there were five laboratories in the state for testing soil fertility status and soil conditions. Apart from main laboratory at Karnal, other laboratories are located at Ambala, Jagadhri, Gurgaon and Narwana. Dr Rana said the soil health card contains analytical reports of soil texture, saline/alkaline pH values, salt concentration, status of macronutrients such as phosphorous, potassium, sulphur and micronutrients like zinc, iron, manganese, copper and other relevant elements. In accordance to these findings, the soil health card has charts of recommendations regarding the requirements of various fertilizers and macro/micro nutrients that the farmers need to apply in their fields. “This helps in preserving the soil fertility, thereby, reducing the unwarranted doses of various fertilizers that the farmers have been using indiscriminately,” he said. Dr Rana said the panchayats, rural development agencies, non-government organisations (NGO’s) and other departments/private agencies should come forward to help the agriculture department in collecting the samples as they need to be collected immediately after the harvesting of rabi and kharif crops. |
