Swami caught in traffic; BJP does not wait

Traffic snarls caused former Minister of State for Home I.D Swami much embarrassment here today when he reached late in a protest march organised by the BJP against tainted ministers in the Congress-led government. The BJP party workers did not wait for Mr Swami and submitted a memorandum to the President through the Deputy Commissioner.

Mr Swami reached the Deputy Commissioner’s office about half an hour after then the schedule time to represent the party workers. He was surprised to see that only five party workers were present, who were talking to mediapersons. Other party workers had left for their work.

Around 12.15 pm, Mr Swami accompanied with a few party workers, again met the Deputy Commissioners, Mr Balwan Singh, in the guest room. He informed him about the resentment in the BJP against the Congress decision to include tainted politicians in the government.

After meeting Mr Balwan, Singh, Mr Swami said he had come here to submit a memorandum, but he was late due to traffic jams for some times that’s by he got late. He added that he also had some personal work that he discussed with the Deputy Commissioner.

In the morning, the vice-president of the state BJP unit, Mr Nitisen Bhatia, the district president of the BJP, Ms Jyoti Saxen, and hundreds of workers organised a protest march through the various parts of the town.

The rally, which started from the main market reached at the Deputy Commissioner’s Office at around 11.30 am. As Mr Swami failed to reach the venue on scheduled time, Mr Bhatia, along with other leaders, submitted a memorandum to Mr Balwan Singh.

Mr Bhatia said besides the tainted ministers’ issue, the BJP had pleaded to the President to get the water share of Haryana farmers in the Sutlej Yamuna Link Canal as soon as possible. Mr Bhatia added that the law and order situation had worsened in the state to the extent that murder and dacoity had become routine. He said a cut in oil and gas prices was also sought.

He said the party had submitted a memorandum to the Haryana Governor through Deputy Commissioner. It pleaded the constitution of a high-level committee to inquire into all appointments made by the INLD government during its tenure.

Haryana MLAs go on Bharat darshan

“Bharat Darshan” days are back again in Haryana.

According to informed sources, several MLAs, who either belong to the Indian National Lok Dal(INLD), or support it, are to go on a tour of the country. While party sources say the MLAs are going on an education-cum-relaxation tour, the others say they are being taken away from Haryana in view of the forthcoming Rajya Sabha elections.

In the first-leg of the tour, the MLAs will go to Goa by air either late tonight or early tomorrow morning.

Since the Rajya Sabha elections promise to be very close, there is a virtual tug of war for every MLA. The Congress-HVP combine is ahead of the INLD-BJP combine by a single vote for the second Rajya Sabha seat from the State. While the Congress-HVP combine has fielded Mrs Kiran Choudhary, a daughter-in-law of the former Chief Minister, Mr Bansi Lal; the INLD-BJP combine has sponsored the candidature of Mr Tarlochan Singh, Chairman of the National Human Rights Commission.

To be fair to Mrs Choudhary, it may be mentioned here that while her husband and the father-in-law have been in the HVP after parting company with the Congress, she has throughout remained in the Congress. So far she had been active in Delhi. This is for the first time that she has entered Haryana politics.

The state had last witnessed such a keen contest for a Rajya Sabha seat in the mid-nineties when the combined opposition had fielded Mr O.P. Jindal, an industrialist-turned-politician, against then ruling Congress. Mr Jindal had lost.

The sources say the Congress-HVP combine is also not lagging behind in “protecting” its MLAs. It is believed that the combine is keeping the Independent MLAs supporting it in “safe custody”. The Secretary-General of the HVP, Mr Surender Singh, who is the husband of Mrs Choudhary, is said to be the in charge of “mission protection”.

Drinking water crisis in Sonepat

The drinking water supply system seems to have collapsed in this city, district headquarter, having a population of more than 2 lakh.

According to a report, the supply has been erratic and the pressure is always low since the onset of the summer. Many residents alleged that all their complaints to officials of the Public Health department — from junior engineers to the Superintending Engineer — in this regard had fallen on deaf ears. Even the district authorities had failed to take action against officials responsible for the crisis.

The residents living in the old part of the city are the worst hit as they never get water supply on time. Most of the areas have remained waterless for the past few weeks and officials of the department have not responded to public complaints in this regard.

The Public Health Department failed to make alternative arrangements for supplying water in the most affected areas. It has no diesel generating sets to use in case of failure of power. The department has also failed to send water tankers to the affected areas.

The residents have been holding demonstrations in front of the offices of the Public Health department almost daily in protest against the erratic and low pressure supply of water in their areas. The affected areas include Mohalla Kalan and Ram Bazar.

Residents demand clean water supply

Bengali Mohalla and Alu Godam residents today stated that they were getting unhygienic water supply in their area.

The residents said the Public Health Department had failed to ensure clean water supply. “Since last one month, we have been requesting the public health officials to look into the matter but in vain,” they said.

They pointed out that the department is unable to locate the fault and the residents are suffering from water-borne diseases. “The problem becomes acute during rainfall. Yet no concrete action has been taken since last one month,” they said.

Wild animal attacks sleeping boy

Abub Shahr (Mandi Dabwali), June 22
Following an attack by an unidentified animal on a 5-year-old boy, panic has gripped villagers near Mandi Dabwali. The boy Shaktiman, alias Sattu, was attacked around midnight on Saturday when he was sleeping with his aunt in the courtyard of their house, here. His mother is no more.

When The Tribune reached Abub Shahr village around 16 km from Mandi Dabwali, the villagers were tense and under a grip of fear. Kali Devi, aunt of the boy, narrated her nightmarish experience. The boy, with injury marks on his face and head, is admitted to the Civil Hospital, Sirsa.

“It was around midnight when I heard noises around the bed and woke up,” said the visibly upset aunt. Though it was dark, she saw an animal running away from the bed and jumping over the nearly 10-foot high wall.

“It was a terrible experience. Losing no time, I looked for Sattu who was lying in a pool of blood with a severely injured face,” she added. Numbed after the attack, Sattu was not moving but just staring. He was under a severe shock and immediately rushed to Mandi Dabwali for treatment.

Villagers told The Tribune that it was for the first time that a human being was attacked by a wild animal in the area. They believe it was bijju, a wild animal found in the nearby forest areas. Pointing to the injury and scratch marks on the face of the boy, the doctors said it was a case of attack by an animal from the cat family.

Dr Viresh Bhushan, who is looking after him in the emergency ward, said Sattu was also suffering from a slight brain haemorrhage, but was out of danger.

“The villagers are so scared following the incident that since Saturday they all are on tikhri pehra. Beating drums and dholaks throughout the night has become a routine for us,” inform Mr Bhagwan Sharma, an elderly villager.

Meanwhile, the local police has taken precautionary measures to ease the terror. It has posted five PCRs for night patrolling in the village, informs DSP Kuldeep Singh.

Chautala shifts office to Silver Oaks?

The office of the Chief Minister of Haryana, Mr Om Prakash Chautala, seems to have been shifted to a private hospital here where he is recuperating after an operation.

A host of bureaucrats from Haryana and political leaders have been meeting him not only to enquire after his health but also to discuss important matters.

He had left Silver Oaks hospital in the forenoon yesterday but returned in the evening.

Among those who met him today were the SAD President, Mr Parkash Singh Badal, former Union Minister Sukhdev Singh Dhindsa.

Chapra clash: UP fails to provide revenue record

The district authorities of Saharanpur, Uttar Pradesh, had failed to provide any concrete evidence that the 42 acres of disputed land across the Yamuna in Chapra (Zabti) village of Karnal district falls within their territorial jurisdiction. Three persons were killed and 25 injured in a clash between the farmers of Haryana and Uttar Pradesh adjoining the Yamuna in this village of Karnal district on June 15.

The District Magistrate of Karnal, Mr R.S. Doon, while talking to The Tribune on Tuesday said the officials of the Revenue Department of Saharanpur were called here along with the revenue record available with them so as to ascertain the actual position and jurisdiction of the land. However, they failed to provide any revenue record that the disputed land falls within the jurisdiction of UP, he said.

Claiming that the disputed land falls within the jurisdiction of Haryana, he said in accordance with the Haryana and Uttar Pradesh (Alteration of Boundaries) Act, 1979, a major portion of the land belonging to this village was transferred to Haryana. Accordingly, the Revenue Department of Haryana issued a notification on August 26, 1987, for the transfer of land to Karnal district as from the September 15, 1983 (the appointed day as specified vide Government of India notification No. GSR-702E dated 14/9/1983).

Later, the then Collector of Saharanpur, Mr V.K. Sinha, and the then Deputy Commissioner of Karnal, Mr Krishna Mohan, in a joint affirmation signed on February 28, 1986, finally handed over the papers of the original revenue record of the territories transferred to each other. As per the joint affirmation, 727 acres of land belonging to Chapra (Zabti) village was transferred from UP to Haryana (Karnal district) while just 22.2 acres of land belonging to this village was transferred to UP (Saharanpur district).

Retrenched staff hold protest

Chandigarh, June 22
Retrenched and dismissed employees of various departments and corporations of Haryana today staged a large-scale protest here today against policies of the state government.

Protesters from all over the state converged at Matka chowk and raised slogans against the Chautala Government. They flayed the government’s policy of closing down boards and corporations, leaving thousands of persons unemployed. They demanded their reinstatement.

The protesters pointed out that it was due to the “anti-farmer” and “anti-employee” policies of the present government that the ruling faction had lost out in the recent Lok Sabha elections. They cautioned that it would meet the same fate in the forthcoming Vidhan Sabha elections as it did not appear to have learnt any lesson. A number of establishments such as MITC, Export Corporation, Hansi Spinning Mills and Confed have been affected by retrenchment.

Besides leaders of the joint action committee formed by these employees, union leaders from several other government departments, including Forest, Health, Irrigation and Education, also addressed the gathering. Congress MLA Chander Mohan promised his support to the employees.

The protesters marched in procession to Haryana Raj Bhavan, where they submitted a charter of demands to the Governor. They also met Congress leader, Bhajan Lal and presented him a memorandum.

Old woman attacked, robbed

Two unidentified youths injured a woman who lives alone at her residence in Lal Dwara Colony here and robbed her of cash and jewellery worth several thousands in the wee hours today. This is the third incident of robbery in the past 10 days.

According to police sources, the youths in their early twenties entered the house by breaking a windowpane and tried to hack Ms Shakuntla Devi (55) who was sleeping in her bedroom. They ransacked the house and took away jewellery and cash lying in an almirah. They also snatched three gold bangles, a pair of earrings and a ring from Ms Devi.

Ms Devi is living in the house alone since her foster son had migrated to the USA with his wife. Her husband Madan Mohan had died about one and a half years ago.

A few days ago, armed robbers believed to be members of the notorious Bawaria group had injured a couple in Sarojni Colony and taken away cash and jewellery.

Dr B.R. Kalra of Model Town here who along with family had gone on a vacation to Mumbai returned home yesterday to find cash and jewellery valued at several thousand rupees missing.

Police sources said there are several old couples living alone in the twin townships of Yamunanagar and Jagadhri. The residents have been advised to inform the police and neighbours if going out of station. Sources said preliminary investigation reveals that local people were involved in yesterday’s robbery.

The DSP Mr Surinder Malik claimed the police was maintaining a strict vigil and keeping a tab on suspicious looking persons. On the recent spurt in incidents of robbery in the townships, Mr Malik said, “The robbery of Sarojni Colony was the handiwork of a criminal tribe”.

3 new career-oriented courses introduced

Three new career-oriented courses have been introduced in Gandhi Memorial National (PG) College, Ambala Cantonment. Talking to mediapersons here today, GMN College Principal Dr R.R. Malik, said the new courses started in the current academic year were Functional English (English), Guidance & Counselling (Psychology) and Script Writing (Journalism).

Dr Malik said these courses were available in addition to the present degree courses. “A student can opt for any one of these courses and the student will be awarded certificates at the end of first year, diploma at the end of second year and advanced diploma at the end of third year,” he said.

He said the college was already running various vocational courses. “Last year, the college introduced, Mass Communication & Video Production as a vocational subject under UGC scheme in the Arts faculty. In the commerce stream, the college is running two vocational courses, Foreign Trade and Computer Application,” he said.

Dr Malik said the considering the increasing popularity of commerce among students, we are proposing to introduce two job-oriented courses, Tax Procedures & Practice and Insurance at BCom level and PG Diploma in Human Resource Management for the degree holders. “The college also proposes to introduce MSc (Maths) from the current academic session. This course is in great demand and no other college in the region is running this course,” he added.

He stated that the college also proposed to start evening classes in arts and commerce. The NOC from the state government is awaited to start these new courses, he said. “Our college had a strength of 1400 students in the last academic session and we are all set to take the tally up to 1800 students in the new academic session,” he said. He added that college students had excelled in academics. “Our student Suprerna Bakshi has stood 10th in Kurukshetra University in B.Com part II. The college toppers include Abhishek Sabharwal and Gursheen Anand,” he said.

Steps taken to tackle floods

The district administration claimed yesterday that it had taken all precautionary measures to tackle any flood-like situation during the ongoing monsoon season.

In the past, the Yamuna, Pathrala and the Som rivers have been flooding the low-lying areas in the district and causing damage to the standing crops. A budget of Rs 57.55 lakh has been approved for various relief works, including construction of bed bars and stone-pitching along the rivers and the rivulets.

Four bed bars have been raised on the Yamuna near the Kalser forest reserve and a stud each has been constructed near Bhogpur and Bibipur. According to Mr Supraveen Kumar, officiating Deputy Commissioner, 70 per cent work on the construction of studs near Lakarmay Pratapur has been completed. He further claimed that the entire work would be completed by June 30. The administration was keeping day-to-day watch on the various flood relief measures being carried out at different places.

Man electrocuted

A 45-year-old resident, Sohan Lal, of Mandeber village here was electrocuted when he was going to ease himself in a field this morning. Because of heavy rain and a windstorm, the overhead power cable had fallen in the fields. Mr Somnath, brother of the deceased, said on coming into contact with the power cable, Sohan Lal died on the spot. He was a labourer. Later officials of the Electricity Department reached the spot and the power cable was repaired.

Stop screening ‘Girlfriend’, says Sena

The Ambala unit of The Shiv Sena today demanded that the movie Girlfriend should not be screened in the district.

In a memorandum addressed to the Deputy Commissioner, Ambala, Shiv Sainiks, said such type of films have an adverse impact on the youth. The Shiv Sainiks demanded that the movie should not be shown in any movie hall.

They stated that if Girlfriend movie was screened, then they would hold a demonstration.
