Tarlochan Singh Haryana Congress leaders have started picking on the Independent candidate for the Rajya Sabha, Mr Tarlochan Singh. 5 of marriage party killed in mishap
Kaithal, June 26
Five members of a marriage party were killed and six others injured when their vehicle collided with a truck near here in the adjoining Jind district today, the police said. The marriage party was on its way to Chandigarh from Sangatpura village in Jind district. Those killed have been identified as Jagat Singh, Narveen, Satish, Ishwar and Rup Ram. — PTI

Former Sirsa MP assaulted by hotel staff

Former Member of Parliament from Sirsa and Indian National Lok Dal leader, Dr Sushil Indora, was allegedly assaulted by employees of a hotel in Dalhousie. Dr Indora was on vacation to the hill station when the incident took place. He was rushed to the General Hospital here from the hill station late last night.

17 Hindi, Sanskrit writers honoured

The police today succeeded in arresting Hari Singh, main accused in the Sudhir Machra murder case. People, cutting across party lines, had set up a sangharsh committee demanding the arrest of the accused. They were accusing the police of not acting owing to the influence of political leaders.

Dreaded criminal Rajesh Nahri, who escaped from police custody while returning from an appearance in a Delhi court in December last, was arrested by the district police here this evening.

Clarify stand on canal, Cong leaders ask Tarlochan

Haryana Congress leaders have started picking on the Independent candidate for the Rajya Sabha, Mr Tarlochan Singh.

Talking to the TNS today, Captain Ajay Singh Yadav, officiating leader of the Congress Legislature Party (CLP) in Haryana, said the Independent candidate must clarify his stand on the issue of the completion of the Sutlej Yamuna Link canal. Mr Yadav alleged Mr Tarlochan Singh was basically an Akali and was favouring the stand of Punjab on the SYL issue.

“Haryana’s interest will be greatly sacrificed if Mr Tarlochan Singh wins a RS seat from the state”, Mr Yadav said. Mr Jagjit Singh Sangwan, MLA, who recently joined the Congress party and was disqualified by the Speaker, Mr Chander Mohan, Congress MLA from Kalka and Mr Krishna Moorti Hooda, HPCC spokesman, also demanded that the Independent candidate must make his stand on the SYL issue clear before the RS poll on Monday.

The Congress candidate Ms Kiran Choudhary, is locked in a contest with the Independent candidate for one of the two seats while the other seat from the state is slated to go to the INLD representative, Mr Ajay Chautala.

While the BJP was among the proposers of Mr Tarlochan Singh’s candidature, there was not much jubilation in its Haryana unit over the disqualification of MLAs paving way for the Independent’s victory.

Mr Ganeshi Lal, president of the Haryana BJP, and Mr Krishan Pal Gurjar, leader of the party’s legislative wing, tried to justify the response by claiming that even the Supreme Court had refused to stay the Speaker’s order.

The Supreme Court turned down the disqualified MLAs’ plea yesterday saying that the order itself had not been challenged in their petition.

“Mr Tarlochan Singh’s candidature was proposed by five BJP legislators, three Independent MLAs and the lone BSP legislator. How he manages the additional votes required for his victory is not our problem”, Mr Ganeshi Lal said. The BJP chief — who seemed to have closed his eyes to the fact that the Independent and BSP MLAs would not have proposed Mr Tarlochan Singh’s name if they were not asked to do so by the INLD President and Haryana Chief Minister Mr Om Prakash Chautala — claimed that candidature of Mr Tarlochan Singh had not brought the INLD and BJP together again.

Meanwhile, the INLD is rejoicing the disqualification of MLAs. Mr Ashok Arora, Transport Minister and president of the party’s Haryana unit, welcomed the decision in a lengthy statement today.

Redemarcation in Chapra comes to a halt

Chapra (Karnal), June 26
The joint exercise of Haryana and Uttar Pradesh for the re-demarcation of the disputed land across the Yamuna in this village has come to a halt as the revenue authorities from Saharanpur district are allegedly not cooperating with their counterparts in Karnal district.

Three persons were killed and 25 injured in a clash between farmers of the two states in this village on June 15. Earlier, during the scrutiny of revenue records, the district authorities of Saharanpur had failed to provide any concrete evidence that the 42 acres of disputed land fell within their territorial jurisdiction, whereas the district administration of Karnal claimed that they possessed relevant records with proper maps.

Officials of Karnal went to the site today for re-demarcation of the disputed land, but the officials concerned from Saharanpur did not turn up for the joint exercise. The Saharanpur administration had earlier given its consent for the re-demarcation of land with mutual help.

The District Magistrate of Karnal, Mr Ranbir Singh Doon, talking to The Tribune, said he would apprise the Chief Secretary of Haryana about the situation and request dialogue at a higher level.

He said: “It will be much better if the matter is referred to the Surveyor-General of India for re-demarcation of the land on the inter-state border so that fresh pillars could be erected accordingly.

Meanwhile, the Union Government is said to be concerned over the inter-state disputes between Uttar Pradesh and Haryana that in the past few years have claimed more than 15 lives in Karnal, Panipat, Sonepat and Faridabad districts. Sources in New Delhi said the Union Ministry of Home Affairs had sought a detailed report on the issue through the Intelligence Bureau (IB). A senior official of the district administration, who provided details to the agency of the revenue records, confirmed this.

The joint re-demarcation of the disputed land could have suffered due to the transfers of the District Magistrate and the SSP of Saharanpur. On the other hand, the retirement of the Chief Secretary of Haryana is due by the end of this month.

Documenting Haryana's historical richness

Even after receiving the prestigious Babu Bal Mukund Gupt Puraskar for his contribution to the field of Haryana's history and culture, Prof K.C. Yadav is hesitant to be termed a historian.

"It would be arrogant on my part to assume that I am one. I would rather be a student of history," says Prof Yadav, who spoke to The Tribune after accepting the award at the Haryana Niwas today.

A pioneer in the field of Haryana studies, Prof Yadav has authored 20 books, spanning topics that are unheard of in the realm of history. A master documenter, he has used his skills not just to analyse historical facts but also to record lives of lesser known people who impacted the national conscience during the freedom struggle.

Besides, he started the first-ever research journal in Haryana. Christened "Journal of Haryana Studies", Prof Yadav also edited it for 30 years. These days he is editing a five-volume work on the writings and speeches of Sir Chhotu Ram.

Well-known for his documenting skills, Prof Yadav started his academic pursuit with the biography of Rao Tularam, the freedom fighter from Haryana who played a significant role in the Revolt of 1857. He later wrote about several unsung freedom fighters from Haryana. The idea was to give them their due.

"I have always been inspired by freedom fighters who represented the middle class in India. Though their contribution to society was immense, they were largely neglected in India. I have traced the events that made them special to the freedom movement," says Prof Yadav, who has written biographies of Lala Muralidhar, one of the founders of Indian National Congress, Bal Mukund Gupt, the father of Hindi journalism and peasant leaders Sir Chhotu Ram and Devi Lal.

Explaining his obsession with these men who set classic examples, Prof Yadav says, "A few would know that Bal Mukund Gupt wrote the most powerful critique on Curzon's rule in India. He studied till class VIII, but there is not a single Hindi syllabus book which does not contain references to his works. He was a nationalist and much before Mahatma Gandhi, he had talked of "charkha" and "swadeshi"."

Prof Yadav's works on the Revolt of 1857 have been particularly hailed. He was the first historian to explode the myth that the Sikhs were loyal to the British during the mutiny of 1857. Later, Manohars published another of his pioneering works titled, "The Revolt of 1857 in Haryana". It was this work that earned him a year-long stint as visiting professor at Tokyo University of Foreign Studies, Japan. The visit resulted in another publication, "Elections in Punjab". This work is considered indispensable to those working on the political history of Punjab and India.

But more than anything else, Prof Yadav's contribution has been in the field of Haryana's history, culture and literature. While Macmillans has published three volumes on Haryana's history documented by him, Manohars has published another two.

An advocate of the supremacy of civil society over government, Prof Yadav feels the rich culture of Haryana has not been fully exposed. He, however, does not recommend government intervention to stem the rot. "Governments should be made least visible. People must assume responsibility," says the historian.

Former Sirsa MP assaulted by hotel staff

Former Member of Parliament from Sirsa and Indian National Lok Dal (INLD) leader, Dr Sushil Indora, was allegedly assaulted by employees of a hotel in Dalhousie. Dr Indora was on vacation to the hill station when the incident took place. He was rushed to the General Hospital here from the hill station late last night.

Talking to TNS at the hospital today, Dr Indora said that he was assaulted by the employees of Hotel Mehar in Dalhousie when he relieved himself at the backside of the hotel. The incident took place on the evening of June 24, while Dr Indora along with his family, and two other families were on their way to Dalhousie from Khajjiar. Dr Indora has sustained multiple fracture on his right wrist, a fracture on his left arm, and injury on his spine.

"After a picnic at Khajjiar, we were on our way to Dalhousie, when the children called for the cars to stop so that they could answer the call of nature. The children relieved themselves along the road, while I walked up to a hotel, a little off the main road, and asked the employees to allow me to use their toilet. When they declined, I came out and relieved myself near the backyard of the hotel," he says.

Dr Indora adds that as he was making his way back to the car, five employees of the hotel pounced on him, showered blows and hit him with lathis. "A number of people gathered there as I cried for help. In the meantime, my friends and family, too, reached there and I was finally let off. In the process, cash worth Rs 5000 that was stacked in my pocket was also lost," he says.

The former MP says that after getting his medical examination done at the Government Hospital, Dalhousie, he and his friends approached the police and submitted a written complaint against the hotel employees. "However, the police did not cooperate with us. Later, the Deputy Superintendent of Police, called up at our hotel, but till the next morning, i.e. June 25, no FIR had been registered. Since my condition deteriorated, I was asked by the doctors in Dalhousie to shift to the Chamba Hospital. But we decided to come here because of better medical facilities," he says.

Dr Indora says that he has already submitted a complaint to the police here, for registering a case against the accused.

17 Hindi, Sanskrit writers honoured

Seventeen litterateurs of Sanskrit and Hindi were honoured by the Haryana Finance Minister, Mr Sampat Singh, at a function organised jointly by the Haryana Sahitya Academy and the Haryana Sanskrit Academy here today.

Sanskrit litterateur Dr Madan Lal Verma of Kurukshetra was awarded Maharishi Balmiki Award while Hindi writer, Dr Meera Gautam was given the Sur Puraskar. The awards carry a cash prize of Rs 1 lakh, a commendation certificate and a shawl.

Another Sanskrit litterateur Mr  Narain Shastri of Karnal was honoured with Maharishi Ved Vyas Award. Other writers honoured today were, Dr K. C. Yadav with Babu Balmukund Gupt Puraskar for books on art, culture and history and Dr Rajinder Swarup Vats with Pandit Lakhmichand Puraskar for his writing on Haryana folk art and culture.

Mrs Shakuntala Brij Mohan, was honoured with Devi Lal Samriti Sahitya Puraskar for her book ‘Vidha’, which carries an award of Rs15,000. She was also awarded the first prize of Rs.3500 in the Hindi story writing competition for the year 2003-04. Mrs Mohan, has 15 Hindi books to her credit.

Mr Subhash Rastogi of Chandigarh was awarded for his book of poems, ‘Samay Ke Samne’, Mr Ranjit Verma of Faridabad for his story collection ‘Uska Gaon’,

Mr Bhisham Pitama of Chandigarh for his novel ‘Chaudhary Sahib’, Mr Amrit Lal Madan of Kaithal for his play ‘Vishgatha’, Mr Pawan Chaudhary Manmauji of New Delhi for his essay ‘Chhote Hath Bare Hath’ and Dr Ram Kumar Bhardwaj and Mrs Anita Bhardwaj were awarded for their book on folk literature . They were all given a cash awards of Rs10,000 each. Mr Sham Sakha Sham was honoured for his Haryanivi novel ‘Samajhaniye Ki Mar’ and given a cash award of Rs 10,000.

In the Hindi story writing competition, Dr Kashmiri Devi of Rohtak and Mrs Kamal Kapur of Faridabad were awarded.

Representation for Rajputs sought

The state president of the Akhil Bharatiya Rajput Mahasabha and senior Congress leader, Thakur Atar Lal, has demanded one representative each in the Haryana Public Service Commission and the Haryana Staff Selection Commission from the Rajput caste.

Calling upon the residents of Devsar, Manheru and Tigrana villages in this district yesterday to participate in a dharna to be held outside the office of the Deputy Commissioner on June 29, he alleged the state government was neglecting the Rajput community in government appointments. “For the first time, there is no Rajput minister in the present Cabinet,” he said.

Demanding redemarcation of Vidhan Sabha areas, he said the next assembly elections should be held as per the new ward system. As many as 12 areas with Rajput majority were bracketed with the 17 reserved areas for the past 30 years. The areas were Sadhaura, Mulana, Radaur, Gulha, Assandh, Pataudi, Hasanpur, Buwani Khera, Kalanaur, Jhajjar, Kalayat and Bawal, he said. These should be declared unreserved, he added.

Among others who spoke was Mr Pawan Tanwar, general secretary of the mahasabha.

Murder suspect arrested

Fatehabad, June 26
The police today succeeded in arresting Hari Singh, main accused in the Sudhir Machra murder case. People, cutting across party lines, had set up a sangharsh committee demanding the arrest of the accused. They were accusing the police of not acting owing to the influence of political leaders.

The committee, led by a former minister, Mr Jagdish Nehra, had submitted a memorandum to the Additional Deputy Commissioner here earlier this week and had threatened to launch an agitation in case the accused was not arrested.

Sudhir Machra, a resident of Bhattu Mandi in this district, had gone missing on April 30.

His body was later recovered from a canal.

The police had registered a case against Hari Singh, a resident of Landhri village, but he had been evading arrest over since.

The police managed to arrest the accused today at Dhangar village in this district, where he had gone to consult his lawyer. The SP, Mr Saurabh Singh, informed mediapersons here today that the police had earlier raided several hideouts of the accused in Gurgaon and Faridabad, but to no avail.

The SP said that a “love triangle” was the suspected motive behind the murder. Both Sudhir Machra and Hari Singh were in love with a girl of Gurgaon and they had an altercation over the issue a few days before the murder.

According to police sources, Hari Singh, and a few of his friends had assembled at a local dhaba for drinks on the fateful day.

Sudhir Machra was also there. There was an altercation between Sudhir Machra and Hari Singh, but the friends reasoned with to not fight.

Hari Singh then allegedly took Sudhir to the bus stand in his car and offered him more drinks. He then convinced Sudhir to accompany him to Hisar. On the way, he allegedly threw a semi-conscious Sudhir out of the car and then hit him with the car several times. When Sudhir was dead, he allegedly threw his body in a canal.

Murder accused escapee nabbed

Dreaded criminal Rajesh Nahri, who escaped from police custody while returning from an appearance in a Delhi court in December last, was arrested by the district police here this evening.

According to information, the police received a tip-off that Nahri, wanted in several cases of murder, attempt to murder, ransom and kidnapping, was standing at the bus stand at Jhajjar. The police laid a trap and arrested him.

Nahri escaped by duping the police escort on December 24 along with three accomplices. The escort party of 11 policemen was bringing them back after their appearance at Tis Hazari courts in Delhi.

Haryana board to follow CBSE syllabus

The Haryana School Education Board has decided to conduct the next year’s matric and senior secondary examinations according to the syllabus prescribed by the CBSE.

The Secretary of the Board said question papers according to the old syllabus would be set for those who were to appear in the supplementary examinations in 2004 and 2005. Similarly, those who wanted to appear for an additional subject in 2005 would also be given question papers according to the old syllabus.

He clarified that the students who had failed would have to appear in the next examination according to the CBSE syllabus for 2004.

Two killed in mishaps

Ambala, June 26
Two persons were killed and three others injured in three separate accidents during last 24 hours.

According to information, three cyclists were seriously injured near Garnala village when an unknown vehicle hit them. One of the cyclists, Suraj, later succumbed to his injuries.

In another accident, one person was killed on the Ambala-Jagadhri road near Mlkdhan village when an unidentified vehicle hit him. The body has not been identified so far. Also Amandeep, a resident of Ahmadpur village, was seriously injured when a tractor-trailer hit him.

The police has registered three cases.

Pollution control board seals 3 dyeing units

The Haryana Pollution Control Board (HPCB) has sealed three dyeing units located near the Jatal road for releasing chemically polluted water.

Sources said that a team led by the Executive Engineer, HPCB, Mr R.K. Goel, sealed the three units after polluted water released by these units was found contaminating agricultural land. The Tribune had carried a report on June 18 highlighting the harmful effects of water pollution caused by about 500 dyeing units in the city.

AIDS care centre planned for Rohtak

Chandigarh, June 26
The Haryana AIDS Control Society will open a community care centre at Rohtak during the current financial year to provide home care services to the patients infected with HIV or AIDS. This centre will be linked with referral hospitals, physicians, counselling and testing centres.

This was announced here today, by Dr. Baljit Singh Dahiya, Director General Health Services and Project Director, HACS. He said the community care centre would also train families to look after the AIDS patient and help change people’s attitudes towards the patients.

Dr Dahiya said that one such centre had already been established by the HACS at Yamunanagar in collaboration with the District Red Cross Society.
