deny community quota move New Delhi, June 26 Talking to The Tribune, Dr. D.S. Claire, Principal, SGTB Khalsa said, “There is no decision to reserve 50 per cent seats for Sikh students. The governing body had given us the option of reserving seats for the community members, but since we do not have a minority status we cannot do so”. He elaborated, “We have been, for the last 10-15 years, giving preference to Sikh students or students who opt for Punjabi, which cannot be seen as reservation. If we get a student who has scored a little less than the cut off, but has opted for Punjabi in classes X and XII, we admit the student”. Dr Claire added, “Forty per cent of the seats are earmarked for the reserved categories, then there are foreign students, children of war widows and so on. Of the 24 seats that are left in the general category, we get no more than 10 or 12 Sikh students. And, if we are giving preference to the students from the community, we are in fact doing so only for the preservation of the language and the culture”. His views were echoed by
Dr Satnam Kaur, Principal of Mata Sundari College for Women. “We try to accommodate Sikh students, but there is no rule as of now which speaks of 50 per cent reservation”. Dr Kaur said, “The governing body is meeting next month. We will discuss certain issues and the reservation issue may also come up, but as for now we are not inclined to offer half of the seats to Sikh students”. She also stressed on the need to encourage and preserve Punjabi, “ Punjabi has now become both a language and a discipline. While the college offers Punjabi in various courses, there are not too many takers. So, when we receive applications from students who have opted for Punjabi, then we have a special consideration for them”. Maintaining the “standard” of the college has also been cited as a reason for not opting for reservation. “It has been made clear that on no account will the standard of the college be diluted. We cannot admit a student who has scored, say, 50 per cent, on the ground of reservation when the others have scored a higher percentage. Besides that would create a gap and the reserved category students would face a wall”.
Law student gets nod for exam Coming to the rescue of a law student, the Delhi High Court has broken norm and set a precedent by allowing a Delhi University Law Faculty student to take her exam from a study centre where she was not enrolled. Considering that the Campus Law Centre student, Deepa Nair, had secured a scholarship to pursue LLM in England that required LLB as a qualifying degree, Justice H R Malhotra allowed her to take the supplementary exam from Law Centre-I. The results, however, will not be declared till further orders of the court. The girl’s counsel had advocated a common examination for all the centres, which includes the Campus Law Centre, Law Centre-I and Law Centre-II, arguing that the course and subjects in all three were exactly the same. However the university’s counsel said that the syllabus, teachers, question papers, study and exam schedule of all the three centres was different and under the DU rules a student of one centre was not permitted to take the exam from a different centre. He added that only the varsity’s Academic Council could permit such a thing, which has not been approached by the petitioner. On June 24, the High Court had issued notice to the university on a plea by a student seeking ‘’common examinations’’ for all the three study centres of its Law Faculty. The petition was filed after the Faculty rejected the petitioner Deepa’s representation. Deepa had missed one of her fifth semester (final year) papers and she wanted to take the supplementary exam with the LC-I students. It was pleaded in the court that a common question paper and exam schedule, which has been a long-standing demand in some quarters, could save a lot of unnecessary expenses. |
Six MCD wards go to poll today New Delhi, June 26 A total of 51 candidates, including six each of the Congress and the BJP, are in the fray for the six MCD seats. In Trinagar ward, Amrit Lal of the Congress is facing Suresh Kumar of the BJP. They are among a total of eight candidates for the seat. The Keshavpuram ward is witnessing a fight between Ms Anuja Pooja of the Congress and Ms Laxmi Arya of the BJP. There are five contestants in this ward. In Nangloi, Mohinder Kumar of the Congress and Narender Kumar of the BJP are the main contestants among the eight candidates. In Khyala, the main contest is between Mr Jagmohan S Marwah of the Congress and Rajender Singh Techno of the BJP. There are 11 candidates for the seat. Mr Brahmswaroop Sharma of the
Congress is pitted against Bhim Sen of the BJP in Nandnagri . There are in all 10 candidates. In Timarpur ward, there is a contest between Anil Malhotra of the Congress and Surender Singh of the BJP. There are seven other candidates. The Trinagar seat had fallen vacant following the murder of its councillor Atma Ram while the election to the Keshavpuram seat was necessitated by the disqualification of its councillor Sharda Jain. The councillors in the other four wards had been elected to the Delhi Assembly. Out of these four seats, only one, Khyala, was with the BJP in the last elections.

in residential pockets New Delhi, June 26 The household industries are specified small and cottage industries, which can be run in residential pockets. The industries, however, will not be allowed to carry out the process of anodising, bleaching, canning facility, dyeing, electroplating and varnishing. In a recent direction, the Supreme Court had said that light household industries would be allowed to continue in the residential and non-conforming areas and, accordingly, directed the Union Government to determine within three months the permissible light household industries that could be allowed to operate in the residential and non-conforming areas. The apex court had, however, held that all other industrial units in residential and non-conforming areas set up after August 1, 1990 would have to be closed down. The court had said that all heavy industries and hazardous chemical units would have to be closed forthwith if they are found to be operating in the residential and non-conforming areas. |
Lid off 100 auto theft cases, 4 held New Delhi, June 26 The sleuths also recovered 26 motorcycles and four Maruti cars, master keys, stamps of transport authorities of Uttar Pradesh and forged and blank RCs from their possession. The 30 vehicles were recovered from places like Ghaziabad, Muradabad, Badaiyun, Bareili, Aligarh, Bulandshahr and Rampur. The police suspect involvement of the accused in around 200 motor vehicle theft cases. Deputy Commissioner of Police (Crime) Tajender Luthra said that the sleuths had received information about an inter-state gang that was active in Delhi. Accordingly, a team was constituted to nab the gang members. On June 18, the police spotted two persons riding a Hero Honda motorcycle in Nand Nagri; when signalled to stop, they tried to escape. However, after a brief chase, they were overpowered. They were identified as Anoop Singh (30), resident of Ghaziabad, and Bijender Singh (25), resident of Bulandshahar. Mr Luthra said that based on Anoop’s information, two of his associates, Tejbir Singh, alias Ajay Veer (34), and Chokey Lal, alias Nadeem (27), both residents of Bulandshahr, were also nabbed. During interrogation, the accused revealed that they had stolen motorcycles from the busy market places in Preet Vihar, Geeta Colony, Mandawali and Atta Market in Noida, besides railway stations, courts and markets of Ghaziabad. They were also involved in stealing motorcycles in faraway places like Japanese Park in Rohini, but they always preferred New Delhi, East and North-East districts as here it is easier to cross the Delhi border. They had targeted mostly Hero Honda motorcycles and Maruti cars. The quartet managed to organise fake papers easily and dispose of the vehicles. |
Stolen goods worth Rs 1 lakh seized, four nabbed New Delhi, June 26 Based on a tip-off that some robbers were planning to commit dacoity near Shyam Vihar, a special team apprehended four persons who were later identified as Shailesh Paswan, alias
Supni; Mithlesh Shah, alias Mukesh; Kamal Paswan, all residents of Qutab Vihar and Gopal Yadav, alias Dalip, resident of Nangloi Dairy.
Caught for forging credit cards The Crime Branch has arrested one Mayank Garg, alias Bobby (27), resident of Noida for allegedly forging credit cards. The accused used to gather data from the genuine credit cards through a skimmer and then transfer them to the forged credit cards. During interrogation, Mayank told the sleuths that he came into contact with one Kim from Bangkok who told him about the technique of preparing forged cards. Kim also gave him a skimmer. With such cards, Mayank had defrauded several multinational banks and shopping centres in Delhi.
Wanted men arrested The East district police has arrested two persons who were wanted in several cases in Meerut. One country-made weapon and one button-actuated knife were recovered from them. Based on an information that two criminals of Meerut were in Delhi to commit some crime, the police nabbed Altaf, alias
Peeplikhera, and Shahdab, alias Kala, both residents of Meerut from Old Iron Bridge near Gandhi Nagar.
Nabbed for cheating bank The Central district police has arrested one Keshav Sharma, alias Ashok Jain, of Sanjay Gupta gang who had defrauded the Central Bank of India, Parliament Street of Rs 1.25 lakh in 2001. |

Muster roll racket: MCD junior engineers held New Delhi, June 26 The accused have been identified as Jag Mohan Meena (30), Vishram Meena (30) and Vinod Khati (26). According to information, the accused, in March, 2002, had prepared at least 19 bogus muster rolls to show that as many as 447 persons were employed for the purpose of desilting work of drains in areas like West Patel Nagar, New Rohtak Road, Chana Mandi, Anand Parvat, Baljit Nagar, Prem Nagar, Samta Ashram, Naraina Vihar, Ranjit Nagar, Fareed Puri and Dev Nagar. They later wrote to the Accounts Department, MCD, and claimed that the desilting work had been completed and also received a payment of Rs 11.33 lakh for disbursement among the workers. As all the 447 names were bogus and their signatures were forged the accused persons shared the money among themselves. The sleuths received a complaint from MCD, Vigilance, that some Junior Engineers in the Karol Bagh zone were involved in some malpractice and had siphoned of Rs 11 lakh. During investigation the sleuths scrutinised the muster rolls along with the original ones and found huge differences. The signatures were also found to be forged and in most of the muster rolls the addresses of the workers were not provided. Even the signatures had similar characteristics, suggesting that signatures of several workers had been made put by the same person. The signatures were later sent to the Government Examiner of Questioned Documents, Chandigarh, for verification; the experts confirmed that the signatures were forged. During interrogation, the accused confessed to their involvement in the crime. |

Regunathan, a 1968 batch Indian Administrative Service (IAS) officer of the Delhi cadre, was Principal Secretary to Chief Minister Sheila Dikshit till February this year. During his stint as Principal Secretary in the Government of NCT of Delhi, Mr Regunathan enjoyed a cordial relationship with Chief Minister Sheila Dikshit. The other names that were doing the rounds for the top job were that of Principal Secretary (Health) in the Government of NCT of Delhi, Mr SP Aggarwal, who has also been the Commissioner of Municipal Corporation of Delhi. Rescinding its order of January 13, 2004, the Uttar Pradesh Government has issued a G.O., restoring nine districts and four divisions which had been de-notified under Section 5 of the UP Revenue Act. In a communication issued by Principal Secretary (Revenue), Govt of UP, Kapil Dev on June 25 has stated, “Four divisions and nine districts de-notified by the govt. order, UP Revenue Act, on 13 January 2004 have been restored fully with immediate effect.”
