VAT implementation may prove lethal: traders’ guilds
New Delhi, June 19 The Sadar Bazar Traders Welfare Association has asked the Union Government to rethink the introduction of Value Added Tax (VAT). It said this tax regime is not suitable for a “semi-literate” country like India. The president of Sadar Bazar Traders Welfare Association, Mr Brij Mohan Vig, said he and the other office-bearers met in the morning to take stock of the situation. The Sadar Bazar Traders Welfare Association, Mr Vig said, was of the opinion that VAT might have been successful in the “literate” countries but introducing it in India may have “lethal” consequences. He appealed the Union Government not to introduce the VAT as, he felt, the trader was the “spine” of the government and if the trader were to be sad or restless, then government cannot work. The general secretary of Delhi Vyapar Mahasangh, Mr Srikrishna Goel Chandiwala, said VAT was shelved after it was introduced in a certain Western nation. He claimed the tax regime was not in vogue in any of the member-countries of the South Asian Association for Regional Co-operation (SAARC) or some other Asian economies. The national general secretary of the Confederation of All India Traders, Mr Praveen Khandelwal, described the government’s decision as “unfortunate”. He said that the decision was taken without taking the traders into confidence. That, he said, was wrong. And, he continued, any decision taken in haste could hit the trade inside the country. The general secretary of the Federation of All India Traders Association, Mr Bhagat Ram Gupta, said that the VAT regime was complicated and would encourage corruption. Mr Gupta said that the main problem was of the harassment in the name of recovery of sales tax; so sales tax could be removed and replaced with a tax on manufacture / production. He claimed that the traders, who earned only a small profit, found it hard to pay 12 per cent sales tax and take recourse to lying or evading taxes by other means. Under the new VAT regime, Central Sales Tax (CST) will be reduced from four per cent to two per cent and ultimately eliminated but no time line has been set. The Centre will bear the loss of revenue to certain states on account of the switching to VAT and the reduction of CST. The Union Ministry of Finance will calculate the quantum of compensation to States after the Budget Session of Parliament. The Budget Session begins on July 5 and ends on September 3. The introduction of VAT has been deferred more than five times since 2001. Also, the last deadline of April 2003 was missed because certain States that were going to polls were reluctant. |
Kids refuse to go with Pakistani mother
New Delhi, June 19 The children, a girl aged 10 and a boy aged 6, were produced by their father, Mohammed Sallauddin, before the court of Additional Sessions Judge (ASJ) S. N. Dhingra as the mother sought custody of the kids. Earlier, ASJ Dharmesh Kumar Sharma (on vacation duty) had directed Sallauddin to bring the children to ASJ Dhingra’s court acting on a petition filed by the mother Shahzia Ansari seeking ‘hizanat’ (custody) of the kids. Before the judge came to the courtroom from his chamber, the children had entered the courtroom clinging to their father in the midst of the waiting mother, relatives and mediapersons. When Shahzia tried to hug her children the emotionally charged up kids refused to stay with her. She alleged that the kids were tutored by their father. Following this, the ASJ directed everybody to go out except security personnel, the parents and the children. Later, Shahzia’s lawyer, Mr B. B. Pandey, told reporters July 3 had been fixed as the next date of hearing. Sallauddin divorced Shazia on January 25, 2001, after which she left for her hometown Karachi in Pakistan. She could make it to India only now after the relations between the two countries improved. |
Pre-monsoon showers lash Capital
New Delhi, June 19 Heralding the arrival of the monsoon in the Capital, the pre-monsoon showers brought down the temperature. The showers started after midnight and continued till morning, the Meteorological Department said, adding that 52.5 millimetres of rainfall was recorded. The minimum temperature in the city came down to 22 degree celsius as a result of the rains, six degrees below normal. While more rain has been predicted in the next two days the monsoon is likely to arrive on June 29. However, while the city is eagerly awaiting the rains the usual chaos that follows is everybody’s nightmare. With the MCD yet to finish its desilting process chances are overflowing drains will be a feature this year as well. Sources pointed out that of 1,166 drains less than half have been desilted. As for underground sewage drains, the apathy continues. The civic agencies are working out the details of preventing water clogging on city’s roads, particularly the low-lying areas. Water pumps are provided to the MCD’s Conservancy and Sanitation Engineering Department to ensure that the water collected on the roads during the rains is effectively removed to avoid traffic jams. |

New Delhi, June 19 Leader of Opposition in Delhi Legislative Assembly Jagdish Mukhi has claimed the company was awarded the tender in spite of it being not technically eligible to bid for the contract. He alleged that the rules of the tender were flouted to “oblige” the private company and that it was allowed to start a plant for the treatment of solid waste. That plant, Mr Mukhi claimed, was not operating today. The Agriculture Marketing Board had, consequently, suffered losses to the tune of several crores of rupees. |

Faridabad, June 19 He accused both the Indian National Lok Dal (INLD) and the BJP for putting at stake the interests of Haryana for supporting an “outsider’s” candidature from here. In a statement here today, Mr Vidrohi claimed that Sardar Tarlochan Singh was an Akali leader and had been put up by the pressure from the Shiromani Akali Dal leader, Mr Prakash Singh Badal, and stated that it was Mr Badal who has mediated to make both the INLD and BJP, rivals in recent Lok Sabha elections, to patch up on the issue of supporting Mr Singh’s candidature from Haryana. He said while it has exposed the “double faces” of Mr Chautala and the BJP leadership, he claimed it was the same Prakash Singh Badal and his Akali Dal, who had been opposing giving the share of SYL water to Haryana. It was totally ridiculous that while the Akali leaders had been the enemy of Haryana’s interest on the SYL issue, the Chief Minister of Haryana and his party and the BJP, which is dreaming of forming its own government in the state in the next Assembly elections, were nominating an Akali leader to represent the state in Parliament. He claimed that how a leader whose party had been opposing to provide water to Haryana could safeguard the interests of the state and its residents. The nomination of such a person not only exposes the mentality of the leadership of the ruling party but also proves the fact that their personal relations were above the interests of the state. Alleging that the Chautala government is least bothered in solving the SYL issue, he said failure of the state government to convene an all-party meeting on the matter stands to prove the allegation. While an all-party meeting had already been held in Punjab and two sworn political enemies had come united, the ruling party and the government in Haryana was evading the demand and was trying to befool the people by issuing statement that the issue will be discussed in the daylong Assembly session to be held soon, he added. He claimed that both the BJP and the INLD had perhaps failed to learn a lesson from the recent Lok Sabha elections and had still been hobnobbing with each other on serious matters like the SYL or Rajya Sabha nomination. |
Two held for cheating bank out of Rs 3 crore
New Delhi, June 19 The accused have been identified as Dinesh Goel, Director of M/s Rama Copper Wire Ltd, Wazirabad, and Prem Singh Chauhan, an approved transporter from the Indian Banking Association. Both Goel and Chauhan were arrested from Shalimar Bagh and Faridabad, respectively. The sleuths had received a complaint from the Oriental Bank of Commerce manager at the Pitampura branch that the Directors of M/s Rama Copper Wire Ltd, Dinesh Goel and Vijay Goel, had conspired with the transporters in July 2004 and took the delivery of goods worth Rs 3 crore directly from the transporters without prior written authorisation of the consignee bank and later failed to make the payment. The bank official told the sleuths that the company got sanctioned certain credit facilities, including import/inland letter of credit from the bank, during February 2001 since it had been purchasing copper rods and coils from M/s Indo-Gulf Corporation Ltd. During investigations the sleuths found that the company had raised bogus invoices to the tune of Rs 3 crore and presented fake bills to the bank for discounting. |
DU passes new course module for BCom (Hons)
New Delhi, June 19 The university has made significant changes in the course module enabling the students to come up to the demands of the current industrial requirements. In its proposal the university also recommended collecting additional fees from the students to develop infrastructure for the newly constructed course. The salient features of the revised BCom (Hons) course include the induction of 22 papers in three years, of which seven papers would be in the first year, eight in the second year and seven in the third year. In the third year, out of the seven papers, students would be able to choose four optional papers in two groups, out of a total offering of 10 groups, including one group from social sciences. The programmme is an integrated one in which languages and social sciences have been included as compulsory/ optional papers unlike the earlier practice of having subsidiary papers. The newly constructed course module also includes IT. There would be a component of experimental learning initially through projects and later on through internship in some business organisation. The Council also approved the draft ordinance to provide a governance structure for the school of open learning to complete the transition of the School of Correspondence Courses and Continuing Education to the campus of the School of Open Learning. |
Devotees throng streets to pull Lord Jagannath’s rath
New Delhi, June 19 Drawing inspiration from the famous Puri Rath Yatra, idols of Lord Jagannath, Lord Balabhadra and Goddess Subhadra were placed on a specially built rath, which made its way from Jagannath Temple in Tyagraj Nagar through INA Market and Laxmibai Nagar, back to the temple. Minister for Coal and Mines Shibu Soren joined the devotees, many of them from the Oriya community, in paying homage to the deities. The procession, which accompanied the rath, also had ‘Kirtan Mandalis’ from Vrindavan, which were specially brought for the occasion. |
Mob goes on the rampage after youth’s murder
Meerut, June 19 Angry at the murder, the mob first targeted a private bus stand. At least four buses were set on fire. The irate mob also pelted stones heavily on the police. They attacked several houses and the market. More than 80 shops and houses were either gutted or ransacked by the time the Deputy Inspector-General of Police and the Additional District Magistrate rushed to the spot at about 3 am on Saturday. Tension was still in the air in Saradhana town, the police said. A heavy police contingent along with the PAC was deployed in the town. According to certain eyewitnesses, the whole drama unfolded when Bobby, son of Dharampal Gurjar, was brutally stabbed to death by some assailants near Liberty Cinema. Bobby tried to escape but the miscreants stabbed him in the chest. Thousands of people were present when the incident occurred. As the news of the murder spread in the town, hundreds of youths of a particular community gathered and soon went on the rampage. After an attack on a private bus stand, the mob headed towards Bhulria locality and attacked the Muslim community. The police had to use force to disperse the mob. There was continuous firing from both the sides till the morning. According to some residents, the situation deteriorated due to the negligent and irresponsible attitude of senior police and administrative officials. Initially, they took the murder case very lightly. The local SDM and the Deputy SP were at a musical night after the youth’s murder. According to police sources, at least 24 persons were injured. |
Man who murdered son unrepentant
Greater Noida, June 19 Suspecting his wife to be involved in illicit relations with his own father, the man, Nirdosh had murdered his five-year-old son, Robin, in Kailashpur village on June 11. Nirdosh had also killed his nephew’s five-year-old son, Sagar, to keep the incident under wraps, as both the boys had been playing together. According to police, Nirdosh suspected that since his wife was involved with his father, Robin was not his son, but of his father’s. However, Nirdosh, who was sent to jail, says, “I have done the right thing”, he told the police. The, SP Greater Noida, M. P. Singh, said Nirdosh’s nephew, Sheraz, had filed a missing report about two boys on 12 June. The bodies of both the boys were fished out from the canal at two different places in the police station area. Since phone calls were being received and a letter was also received threatening the family, SP Greater Noida said police had been deployed for the protection of the victim’s family. Finding Nirdosh’s role suspicious, he was detained and in sustained interrogation he confessed that he had killed both the boys as he had suspected his wife’s illicit relations with his own father, MP Singh said. On June 11, Nirdosh had carried both the kids on scooter towards Dadri. He got his son treated from a doctor as he had injured his chin when the scooter had skided into a ditch. He had also made phone calls for ransom and holding out threats to his own family, the police said. Korean engineer’s car recovered,
one held Noida: The car looted from a Korean engineer in Greater Noida last week in which the foreigner and his secretary were injured as they had jumped out of the running car has been recovered by the police and one of the criminals arrested. The four accomplices of the arrested criminal are absconding. The Korean engineer’s car had actually become a white elephant for the criminals, as they did not have enough money to refuel it. The main aim of the criminals was the girl, the secretary of the engineer inside the car, whom they wanted to rape later, the police said. According to SP City Anant Dev, the Korean engineer, Mr Lee, had taken his car towards Sarfabad village to teach his personnel assistant driving. Later, eyeing the PA of the Korean engineer, the five youths forced their way into the car and started driving. Lee and his PA had both jumped out of the running car to escape from criminals and were later hospitalised. A report had been duly lodged with the police, who had since raided many places but couldn’t find the car. Subsequently, the police had learnt that the car would shortly be coming on Sarfabad-Baheta Road on Friday evening. On seeing the car, police party started chasing it. When the criminals found they were being pursued, they abandoned the car and ran towards field. One Ashok was nabbed while his companions escaped in darkness. The arrested criminal gave the names of his accomplices as Lulloo Yadav, Bhota, Dharminder and Rakhi. |
Two minors involved in 60 snatching cases held
New Delhi, June 19 While one of the accused was the son of an employee of Post and Telegrams the other was the son of a an Indian Air Force employee. The juvenile delinquents, who were both 17years’ old, were nabbed near Priya Cinema by some plainclothes policemen while they were trying to escape after lifting Rs 410, some documents and a cigarette carton from a shop. The police had constituted a few teams after getting information that some juveniles from R. K. Puram, Munirka and Vasant Vihar government colonies were involved in snatching in the busy market areas and cinema places. Yesterday the policemen spotted a man running behind two juvenile delinquents who were in the possession of a polythene packet and a cigarette carton. Immediately, the two were nabbed by the police team after a brief chase. The complainant, an employee in a cigarette stall in the Priya Cinema complex, told the police that the two snatched a polythene bag and a cigarette carton from his shop. During interrogation the accused persons told the police that they were in involved in at least 60 cases of snatching and theft in the past eight months. They always targeted the college students besides people coming to the market places and cinema complex. Since they were not getting enough pocket money from their parents to spend lavishly, the accused persons spent the money on movies and other vices. |
MCD to launch job-oriented programmes
New Delhi, June 19 The Social Welfare Committee will provide training to needy people to prepare mid-day meal, chalk, weaving work, candle making and computer training. Those who are interested in the training course can collect the admission form and submit the same at the office of the committee located at Rajpur Road. During training, the students will be given Rs 2,000 scholarship, all route bus pass and two meals. |
V P Singh demands 25 pc seats in schools for slum children
New Delhi, June 19 Singh, who is President of the Jan Chetna Manch, also demanded immediate stop to the eviction drive against slum dwellers, rehabilitation of evicted persons in their original settlements and inclusion of small scale and cottage industries in slums under the Master Plan prepared by the Delhi Government. “Governments have changed through the years. But there has been no improvement in the condition of slum dwellers as the bureaucracy and the institutions remain the same,” Singh said addressing a gathering, which included slum dwellers. He gave a “deadline” of six months to the state Government to meet the demands. CPI General Secretary A B Bardhan, who also spoke on the occasion, said his party would press the UPA Government at the Centre to address the grievances of slum dwellers. “We are not part of the Government. We only extend outside support to it. But we will not hesitate to press the Government to ensure that the demands of slum dwellers are met with,” he said. CPI (M) leader Yogendra Sharma and JD (S) MLA Shoaib Iqbal were also present on the occasion. |

Ghaziabad, June 19 Due to their haphazard way of functioning and attaching cables on electric poles, a 22-year-old man of Kar Kar Model village under Link Road police station area lost his life as electric current had entered TV cables. The incident occurred when the victim was removing rubber covering of the cable with his teeth and came in touch with live electric current. The victim Tejbir, son of late Ram Chander in Ka Kar village, was trying to start a new TV set. As there was some disturbance on the TV screen, he went to the terrace and started scratching the cable with his teeth. The live cable gave him electric shock for quite sometime in his mouth and hands. |
