Protesting BJP leaders detained, freed

The police on Tuesday released the BJP’s lone Member of Parliament (MP) from the NCT of Delhi, Prof Vijay Kumar Malhotra, and office-bearers of the Delhi Pradesh BJP after detaining them briefly for planning to hold a demonstration outside Chief Minister Sheila Dikshit’s residence.

Besides Mr Malhotra the Delhi Pradesh BJP president, Dr Harshvardhan, the Leader of Opposition in the Delhi Legislative Assembly, Mr Jagdish Mukhi, and a former MP from Karol Bagh (Reserved), Dr Anita Arya, were detained at the Parliament Street police station.

Launching the agitation at Jantar Mantar, Dr Harshvardhan said, “‘The anti-people policies of the Congress regime are now coming to the fore. The power tariff hike is just the tip of the iceberg, the people of Delhi will now face the brunt of this inefficient and corrupt government.”

Alleging a deep-rooted conspiracy between private distributors and the Government of NCT of Delhi, Dr Harshvardhan wanted to know how soon after privatisation the losses made by the companies skyrocketed to Rs 4,500 crore and how they reduced it to Rs 1,700 crore.

Fire in Sadar Bazar, SBI office

New Delhi, June 15
Property worth lakhs was destroyed in two fire incidents which took place this morning in the State Bank of India office in the STC building and in the Sadar Bazar area.

Sources said the first fire broke out in the State Bank of India office on the 15th floor of the STC Building at around 2 am in the wee hours. As many as 26 fire engines were pressed into service. The fire was brought under control at around 4.45 am.

The fire damaged office records, computers, furniture and electrical goods of the State Bank of India. However, no one was injured. The blaze was discovered by the office watchman who saw the smoke and informed the Delhi Fire Service.

The second fire took place in Sadar Bazar in front of Tehliwada this morning at around 9. As many as 12 shops were gutted, causing considerable loss.

The Fire Brigade said the blaze started in a plastic shop at around 9 am. Soon, it engulfed 12 other shops in the city’s largest wholesale market. Thirty-nine fire engines have been rushed to the area. The fire was brought under control after some time. However, no one was reported injured during the incident. The Fire Service, which declared it a medium fire, is ascertaining the exact cause of the fire.

Dreaded criminal shot in encounter

Ghaziabad, June 15
The Ghaziabad police have shot dead in an encounter a dreaded criminal who was carrying a Rs 20,000 reward on his head. A Maruti car, a revolver, half-a-dozen live cartridges and Rs 10,000 have been recovered from him. The slain criminal was identified as Veerpal, alias Veeru, of village Aara in Bulandshahar district.

The incident occurred when one Raj Kumar Sharma was going in his Maruti (No HR51/4388) from his residence to RTO office on the Bulandshahar Road. Near Silver Line School, two motorcycle-borne youths bumped into his car. The motorcycle, which they were riding didn’t have a number-plate.

Later, one of the youths dragged Sharma out of his car and pointed a gun at him and took Rs 10,000 from his pocket. Later, they fled in the car; a third accomplice, who was on the standby, followed them on the motorbike. Sharma informed the police from a nearby PCO.

The SP (City), Mr Umesh Srivastava, immediately alerted all teams at police barriers. At about 1 pm, the car was seen on the GT Road.

The SOG in-charge, Mr Vijay Prakash, and SO Kotwali police in-charge C. P. Singh, who were patrolling in the area, tried to stop them at Chaudhry Mode, but the criminals turned towards Arya Nagar. Finding the road barricaded, the criminals got out of the car and started running towards Arya Nagar. The third person started firing at the police.

In the return fire, one criminal was shot at and wounded. The wounded criminal was rushed to the district hospital where he was declared brought dead. The police had recovered a revolver and six live cartridges from the slain criminal as well as Sharma’s Maruti car and Rs.10,000. The slain criminal is said to have created panic in about 10 districts.

Veerpal, alias Veeru, was wanted in about 20 cases of murder, dacoity, and road hold-ups. Making his first foray into the world of crime in 1996 from Moradabad, Veerpal was an active member of dreaded criminal Guniya’s gang.

The gang had committed a number of bloody dacoities in Moradabad and Bulandshahar. The kingpin of the gang, Guniya, alias Ganesh, was also killed in a police encounter in Vijay Nagar two months ago. Seven cases under sections 307, 394, 395, 397 of IPC and under Gunda Act had been filed against Veeru in various police stations. The SP (City), Mr Umesh Srivastava, said Veeru was a history sheeter of Secunderabad police station.

Flesh trade racket busted in farmhouse

With the arrest of 10 persons, including five pimps and five call girls, the South district police claims to have busted a prostitution racket in a farmhouse in Mehrauli area.

The police also claim to have recovered four cars, including a Cielo and a Maruti Esteem, eight mobile phones and some cash from their possession.

The police had received secret information at around 3.30 pm that some people were involved in a prostitution racket in Mehrauli area. Accordingly, a decoy customer contacted a pimp Amar on his mobile phone.

The pimp demanded Rs 10,000 from the decoy customer, if the girls had to be sent to his address, and Rs 15,000 if the customer wanted to visit the farmhouse in Mehrauli. The decoy customer agreed to visit the farmhouse and when he reached the venue five call girls in the age group of 18-25 years were paraded before him.

In the meantime the police party raided the farmhouse and arrested 10 persons. The pimps were identified as Amar Kumar, resident of Malviya Nagar, Chander Prakash, alias Sanjay, resident of Rohini, Jagatjeet Singh, alias Ketan, resident of Mumbai, Ram Bahadur Thapa, resident of Porvat Nagar, and Fajlu-ur-Rehman, alias Fajlu, resident of Mumbai. The police also arrested five call girls.

Acts outside campus actionable, rules HC

The Delhi High Court has ruled that ‘misconduct’ of a student even outside the campus of the institution can be construed as breach of discipline.

Mr. Justice Vikramajit Sen ruled that any conduct anywhere, even outside the university campus, which was considered to be unbecoming of a student could be construed as a breach of discipline.

The judge was disposing of the case of a student who was served with a rustication notice for being implicated in a case of extortion and causing bodily injury with a firearm.

The student challenged the notice, saying the incident had occurred outside the campus, so the authorities could not have taken it into consideration, besides the charges had not been proved in the court of law.

The court, however, upheld the university’s notice, saying the degree of proof in a criminal case was extremely high in as much as the guilt of the accused should be beyond reasonable doubt if he was to be convicted while in all other cases, if it was preponderant possibility, the authority concerned could act on the material presented before it.

As far as the incident occurring outside the university campus was concerned, it could be taken into consideration by the authority keeping in view the university provisions dealing with ‘students discipline’, which stipulates that any conduct anywhere, even outside the university campus, which was considered to be unbecoming of a student could be construed as a breach of discipline.

L-G moves into official residence

Lieutenant Governor Banwari Lal Joshi has moved into the official residence for the Lieutenant Governor at 6, Raj Niwas Marg. His office said that the official residence has been restored to its original address. The official residence of the Lieutenant Governor was shifted in 1988 when Mr Romesh Bhandari moved out from the residence at Raj Niwas Marg as the building had been declared dangerous.

Visitor’s nominee list fails to generate enthusiasm

Not only is it past due, it has also failed to generate the enthusiasm, which should have been conspicuous on its arrival. The list of visitor’s nominees released to the Delhi University by the Ministry of Human Resources Development here last week has brought scepticism along with relief.

The University had been grappling with a severe shortage of teaching staff besides a long spell of no promotions. For more than two years the Delhi University’s ordeal, of having no visitor’s nominees for all its 12 faculties continued, even as the Visitor, the President, himself gave orders for their appointment in August last year.

Though faculties are yet to be informed “officially”, the grapevine regarding prospective appointments and promotions has been abuzz. “We are yet to receive any official intimation, but if the news is true then we are elated”, said the Director of the Delhi School of Economics, Dr. Badal Mukherjee.

His reason for elation is the fact that with the selection committees appointing new members, the current faculty will witness a reduction in its pressure.

“None of the departments were as badly affected as us. We have close to 17 vacancies and the pressure it has exerted has affected not just us, but also the academic work”, he said.

According to the rules laid down by the UGC, a selection committee, which is constituted to hold interviews for appointments as well as promotions of teachers, each faculty should have a visitors’ nominee duly appointed by the President of the country.

While most faculties are happy to learn of the list of nominees, there are many who claim that the “denial of time bound promotions” has been a dampener.

“ The teaching community is upset that apart from the 200 odd vacancies in the faculties, many of the deserving candidates have been denied promotions because of extraneous reasons”, said Aditya Narain Misra, president of DUTA. He explained, “there are many instances, where a deserving candidate has been surpassed for a candidate with not so impressive credentials. In the Political Science department a lecturer who has to her credit not 19 years of successful teaching experience, but also books and research papers has been denied professorship. There are many others with similar stories”.

With the list of nominees having arrived, the teaching community now “has it fingers crossed”, said another department head. “The new appointments will take some time, the selection committees will meet and decide. But what we are worried about is the promotions, which are due to deserving candidates”, he said.

Deputy Speaker calls for unity on SYL Canal issue

The Deputy Speaker of the Haryana Assembly and the MLA from Gurgaon, Mr Gopi Chand Gehlot, called upon all the political parties in the state to stand united on the issue of the construction of the Sutlej-Yamuna Link Canal project.

Talking to newsmen, he especially urged the MLAs to rise above party politics on the SYL canal issue as the project is the lifeline of the state, especially for those living in south Haryana.

He said that there was a possibility of an unanimous resolution being passed by the state Assembly in its coming session hailing the decision of the Supreme Court, directing the Centre and the Punjab Government to start the construction works on the project within a definite timeframe.

Responding to a specific question on the role of the state unit of the Congress party on the issue, he was self-contradictory. While he criticised the Congress party for not taking up the issue forcefully, he also pointed out that all the political parties in the state were in favour of an early construction of the SYL Canal.

When it was pointed out that the Congress MPs from Haryana had recently met the Prime Minister, Mr Manmohan Singh, on the issue, he belittled the development as a “routine” matter.

He evaded a direct reply when it was pointed out that the ruling Indian National Lok Dal (INLD) could have used its leverage when the BJP-led NDA government was in power at the Center. Mr Gehlot hoped that Punjab would show generosity befitting an elder brother and implement the directive of the Supreme Court instead of seeking methods to wriggle out of it.

He said the Haryana Chief Minister, Mr Om Prakash Chautala, was doing “everything possible” to build up a consensus within the state Assembly on the issue.

No power in Noida for a day

Noida, June 15
The Noida town plunged into a power crisis for the whole day, causing colossal production loss and inconvenience to the public. The main cause of the power failure was said to be the Moradnagar jumper, which often develops snags, snapping the power supply to Noida, Greater Noida and across Hindon colonies. A substation at Moradnagar, which supplies power via Sahibabad, is said to be overburdened and till Pali powerhouse is commissioned, this situation will persist, said the UPPC officials.

At 6 p.m., it was disclosed that power will be supplied to sectors and industrial units by rotation for an hour or so. There has been a power cut for two to three hours daily. — OC

“Sir, five”. “What, five children! No you are not entitled to land. The government is trying to eradicate poverty by controlling the population, but government help will not be extended to those with more than two kids,” said the DM.

This happened in the ‘Gram Sabha’ at Beedopur village in Dholana block of Ghaziabad, which was attended by District Magistrate Santosh Kumar Yadav.

Allotment letters of agricultural land and residential plots were handed over to some 38 persons. Six hectares of land was allotted to 22 landless persons while four hectares of land was allotted to 16 economically backward persons at the Gram Sabha meeting.

The DM said that people like Promode Kumar were responsible for bringing to naught the government efforts to control the population despite massive publicity and awareness campaigns on limiting the size of families.

“Nobody will get any benefit under the government scheme and programme if they have more than two children,’’ the DM said. Unless population is kept within limits, the country can’t make progress, the DM added.

Four months ago, the DM had also suspended the headmaster of a junior high school for tardy progress in construction work for which the headmaster had been given Rs 80,000. The DM also ordered the Tehsildar, Patwari and Kanoongo to ensure that people were given physical possession of their land and plots latest by June 15. The DM had asked the people to help the administration in checking corruption in the Tehsil and other government departments.

Recast M.Com course in DU from current session

The restructured MCom programme would begin from the coming academic session (2004-05). The Academic and Executive Councils had restructured this programme to meet the challenges of the industry and the changes that have taken place over a period of time.

According to the university officials, the revision process of the syllabus was completed after the university referred it to external experts. The University of Delhi has also introduced entrance examination for students seeking admission in the newly structured MCom course.

The university has offered 255 full-time seats and 500 correspondence seats for this programme. These seats would be distributed as 140 seats on the North Campus, South Campus 80 seats, SGTB Khalsa College 35 seats and the School of Correspondence Studies 500 seats. The university would conduct the entrance test on Monday, July 12. The candidates seeking admission are required to appear in the entrance test and for this they may contact the university authorities in time.

This M.Com programme is being run under the Department of Commerce that was created in 1967. At present, the department runs MCom, MPhil, MIB, MHROD and PhD programmes. It also organises research for the benefit of the teaching staff and research scholars. “The main purpose for restructuring the programme is to give students exposure to the commerce field with a new perspective,” said an official.

Waiver of nod sought for house building plan

The Leader of the Opposition in the Standing Committee of the MCD, Mr Vijender Gupta, today demanded that the prevailing practice of obtaining sanction for a building plan before starting construction of a residential house on a plot up to 200 square metres should be abolished. The building plan in residential areas does not require clearance from the Urban Art Commission, Fire Service etc.

He suggested that in such cases the owners might be permitted to start the construction with the plan prepared by the registered architects as per the existing bylaws. They should be asked to submit a completion report along with the copy of the plan duly certified by the architect to the corporation for its record. On completion, the MCD could conduct a survey at random of a few such houses to ensure that citizens did not violate the bylaws blatantly. It would go a long way in saving the citizen from harassment as well as corruption.

He disclosed that the existing procedure was lengthy and full of loopholes. The citizens had to wait a long time to start construction of their residential houses in the absence of a sanctioned plan that was often considerably delayed. The possibilities of corruption were also prevalent in the system.

Mr Gupta said the Central Vigilance Commission (CVC) three months ago had recommended stopping the old system of obtaining a building plan prior to the construction. Instead, construction of residential unit should be permitted after submitting a building plan by a registered architect to the MCD. Despite a lapse of three months, nothing had been done by the MCD in this regard though the corporation had assured the recommendations of the CVC would be implemented.

Mayor for removal of encroachments

The Mayor, Mr A. R. Verma, today directed municipal officers to remove encroachments from the banks of the nullahs to ensure free movement of desilting equipment and machinery as well as free flow of drain water. He issued the direction after making an inspection of the Gokulpuri drain, Pethewali Pulia, School Wali Pulia and Chauhan Bangar Pulia in the Seelampur area.

During inspection he assured local residents the corporation would leave no stone unturned to maintain cleanliness in the area and strict action would be taken against errant officials. The Chairman and the Deputy Chairman of the Conservancy and Sanitation Committee, Mr Zameer Ahmed Munna and Mr Khazan Singh, respectively, MLAs, Mr Bhism Sharma and Mr Mateen Ahmed, Municipal Councillor Anil Kumar Vashisht and the Deputy Commissioner, Shahdara North Zone, Mr T.C. Nakh, and the Director-in-Chief, Conservancy and Sanitation Department, Mr Ravi Dass, also accompanied the Mayor.

Even skilled soldiers were astonished by the feat of children at a workshop and their ability to stand up to the challenges placed before them. Hundreds of children participated in the 10-day summer workshop organised by the Pine Division, which concluded here on Monday.

The camp was aimed at inculcating the spirit of adventure, self-confidence and environmental awareness among the children, so that they grow up to become responsible citizens. During the workshop, a number of activities, including cooking, soft toy making, puppet shows and lectures on health and sanitation were organised by the Pine Artillery Division.

Moreover, the children were also taken for a visit to the Hastinapur Reserve Forest and Pine golf course.

NCC teams return

Two delegations of the NCC Air Wing and the Naval Wing, which had participated in the International Air Cadet Exchange Programme and the International Sea Cadets Exchange Programme, have returned from Singapore.

The first delegation comprised one officer and four cadets while the second one comprised one officer and six cadets. The exchange programme is an annual feature wherein cadets, during a two week programme, are encouraged to participate in activities like camping, weapon firing, flight stimulation, canoeing and boat handling.

The cadets called on Lt. Gen. B K Bopanana, PVSM, AVSM, VSM, Director General of the NC, here today and shared their experiences.
