Deputy Prime Minister L.K. Advani is afraid of the rising popularity of the regional parties and is in a hurry to become the Prime Minister, for which he can even secure the support of the Congress, Mr Abhay Chautala said, addressing mediapersons here yesterday.

Mr Abhay Chautala, INLD nominee from the Kurukshetra Lok Sabha seat, said remarks of Mr Advani had increased social tension.

He said there was no discipline in the BJP and the Congress and there was no cohesion among various leaders of these parties.

He addressed a large number of public meetings in this constituency. He appealed to people to vote for the INLD so that developmental works could be undertaken and completed. He also urged them to reach Thapar ground in large numbers to listen to Chief Minister Haryana Om Prakash Chautala and Dr Farooq Abdullah, former J&K Chief Minister tomorrow.

BJP will suffer with INLD, says Chhatar Pal

Former minister and AICC member Chhatar Pal today said the Congress might get the advantage of anti-incumbency factor in the state.
Talking to mediapersons here, he said the BJP had supported the Chautala government for four years and it had to face the disadvantage of that too. He claimed the Congress would win a majority of the seats in the state.

He said HPCC chief Bhajan Lal, CLP leader Bhupinder Singh Hooda and other senior leaders had been working unitedly for the success of all Congress candidates in the state.

No groupism in the state Congress had been witnessed in this election as all in the party wanted Ms Sonia Gandhi to be the Prime Minister.

When asked whether Rahul and Priyanka would play any significant role in this election, he said the electorate, especially the youth and rural population, had expressed great faith in the young leadership of the Congress. The party leadership had requested the high command to organise rallies of Rahul and Priyanka in Haryana, he added.

Referring to the SYL issue, he said the Union and state governments had not taken interest to solve this problem. It would be one of the major issues in this election, he added.

Deploy CRPF at polling booths, Cong urges EC

The Congress today urged the Election Commission (EC) to hand over the security of the polling stations in Haryana to the Central Reserve Police Force (CRPF) as it apprehends foul play from the state police and government machinery against its nominees.

The All-India Congress Committee (AICC) coordinator of Haryana (regarding the Lok Sabha elections), Mr Gulchain Singh Charak, said reports from party observers have pointed out that police personnel in civil dress were trying to intimidate the workers. Also, official machinery was being misused on a large scale during electioneering to influence the voters in favour of the ruling INLD.

The Congress is the principal Opposition party in the Haryana Vidhan Sabha and its cadre is being targeted by the state apparatus, he added. He wondered at the “silence” on the part of other political parties with regard to misuse of official machinery.

Mr Charak, who is considered to be behind the Congress’ poll-campaign strategy in Haryana, said his party has already made a representation to the EC mentioning about the misuse of official machinery by the Haryana Government to promote the cause of the INLD nominees. Misuse of machinery by the NDA government to subserve the cuase of the BJP nominees have also been alleged in the memorandum, he added. The Congress leader said “partisan” role of the police has been established on account of the wife of the DGP of the state, who is currently on leave, is a nominee of the ruling party. The policemen in civil dress are active in almost all constituencies, acting against the interest of the nominees of the Congress. In such a situation, the party has well-founded reservations against the state police personnel being posted at the polling stations.

He further alleged that there was cause for alarm in the wake of reports that hardened criminals were being let off from jails. In such a situation it was imperative that the EC turns the arch light on the electoral scene in Haryana. He apprehended of low turn out on the voting day if confidence was not instilled by the EC among the people of the state.

Reacting to Prime Minister Atal Bihari Vajpayee’s public meeting in Jhajhar yesterday, the Congress described it as “betrayal” of the masses of the state. The people of Haryana want to know the details of the Kargil skirmishes which was made an issue by the BJP in the last parliamentary elections and which helped it to propel it to power at the Centre. The people of Haryana have interest in knowing details on the issue.

Retrenched employees to support Cong

Hundreds of retrenched and dismissed employees of the Haryana State Minor Tubewell corporation ( HSMITC), the Confed, the Export Corporation, Hansi Spinning Mill, education, revenue, police and other government departments and corporations from different parts of the state assembled at Jawahar Park here today.

Later, they organised a protest march and submitted a memorandum to the Deputy Commissioner, to be forwarded to the Haryana Governor, demanding re-instatement of all dismissed and retrenched employees.

They were carrying black flags, banners and placards and raised slogans against the state government. In the memorandum, they demanded a CBI probe in the police lath charge on protesting employees at Karnal, last month.

Earlier, the employees held a meeting in the park which was addressed by Mr Bharat Singh Behniwal, chairman, Employees Joint Action Committee, Mr Jai Narain Kaushik, Mr Bhale Ram Behniwal, Mr Dinesh Chander Sharma, Mr Balraj Kundu, Mr J.D.Bhola, Mr Puran Chand Tank, Mr Daya Nand Kundu, Mr Romesh Harrit, Mr Desh Bandhu Arya and other leaders. Mr Behniwal and Mr Kaushik announced that all dismissed employees had taken a decision to support Congress candidates in the 10 Lok Sabha seats in Haryana.

They said the employees would go from door-to-door to seek support for the Congress candidates.

The union leaders strongly criticised Chief Minister Om Parkash Chautala for adopting an anti employee approach and closing down a number of corporations and abolishing posts, thus rendering thousand of employees jobless. They said though the government was making announcements to provide 50,000 jobs to unemployed youth in the next one year, it had already dismissed or retrenched thousand of employees. They also announced that the employees would reach Bhiwani between May 5 and 10 and canvass against the INLD candidate there.

Swami betrayed people, says Cong nominee

Lashing out at Union Minister of State for Home Affairs and BJP candidate ID Swami, the Congress candidate from here, Dr Arvind Sharma, said he had betrayed the people after getting the mandate by not looking into their problems. He said every section of the society was dissatisfied with the performance of the BJP-led Union Government and the INLD Government in the state. He said there was a strong wave in favour of the Congress in the state and no other party would be able to win even a single seat in Haryana.

In a typical Haryanvi tongue, he satirically commented upon INLD candidate Ashok Arora and said. “Uski ek tang to Karnal mein hai aur doosri Kurukshetra mein”. He said Mr Arora had been made a scapegoat by the INLD leadership to face a bitter defeat at the hands of the Congress as no other INLD leader was willing to contest the elections from here.

Dr Sharma, who started the campaign little late due to delay of announcement of candidature today visited as many as 25 villages, including Shamgarh, Padhana, Sandhir, Takhana, Barhshalu, Aamin, Kirmach, Hathira, Raison and others of the Nilokheri subdivision, had lashed out at the INLD and the BJP to cash in on the anti-incumbency factor.

Women panchayat members feel slighted

Women panchayat members are feeling slighted in the Lok Sabha poll process as they feel political parties have not made a conscious effort to reach out to them even though they wield power in their villages.

The parties do not seem to be interested in help from women panchayat members in their campaigning in the villages. It is increasingly becoming clear that women panches and sarpanches are considered rubber stamps.

It is common to see candidates of different political parties visiting villages and interacting with the male panchayat members to get feedback. Women members are disregarded and the candidates do not lay any special stress on getting the assessment done through women.

Women are becoming conscious of the fact that although they are elected representatives, they do not have clout in their village. Except for a few, most women panches are being guided by their husband.

Campaigning in villages is largely dependent on the contacts forged by party workers with villagers. Candidates are depending on village-based party workers for organising public meetings. Invariably, candidates duly acknowledge the presence of male panchayat members at public meetings, but women members receive less than a passing reference.

A woman sarpanch admitted that she was not happy with the situation. "Even though I am aware of the fact that I am not that important, the elections have proved beyond doubt that women panchayat members do not figure in the plans of the political parties," she said.

She said the only task given to her was to reach out to the women voters in her village. "I am capable of mobilising voters in my village, but that work has been given to my husband and his colleagues. Since I am a woman, my job is limited only to women voters," she rued.

However, candidates claim that all workers are considered equal. "We are depending on all our party workers. Each worker will put in his or her best to ensure victory," said one candidate.

Sensitive polling booths identified in Ambala

Ambala, May 3
Hyper sensitive and sensitive polling booths have been identified in the Ambala Lok Sabha parliamentary constituency. Superintendent of Police Mohd Akil said security arrangements had been completed for voting on May 10.

He said there were 53 hyper sensitive polling booths and 68 sensitive polling booths in five assembly segments. He said special arrangements had been made for these polling booths. He said a contingent of the Central Reserve Police Force had arrived at Ambala. TNS

High Court
PIL dismissed

A Division Bench of the High Court on Monday dismissed a public interest petition against the decision of the Haryana Government to the effect that all exams conducted by the Haryana Public Service Commission would be held in English.

The court had treated a letter by some students to the Chief Justice of the High Court in this regard as a public interest petition.

In their letter dated March 29, the students had claimed that while Hindi was the first language of the state, the HPSC was preparing to hold the HCS (Executive) exam in English. The notification was produced in the court. On an earlier hearing, the Bench comprising Mr Chief Justice B.K. Roy and Mr Justice Surya Kant had asked the Haryana Government to explain what were the reasons that necessitated it to issue a notification in this regard. After hearing counsel for the government, the Bench dismissed the PIL.

Kuka movement case

Mr Malwinder Jit Singh Waraich, a petitioner seeking benefits to Kuka movement participants as in case of freedom fighters, has rebutted the stand of the Union Government on the issue.

During the last hearing in the case, the Union of India had asserted that Kuka martyrs were not freedom fighters. In its reply to the petition, the government had said that the prayer for recognising the movement as part of the freedom struggle could not be accepted because it was of religious nature.

Mr Waraich has countered the stand of the government, saying there were many examples when movements that began as religious movements had turned into struggles against the British. The case will now come up on July 8.

Bansi, Bhajan plea

A Division Bench of the Punjab and Haryana High Court ordered that the application filed by former Haryana Chief Minister Bansi Lal, seeking ‘Z’ security would be heard along with petitions filed by him and another former Chief Minister, Mr Bhajan Lal.

The separate writs filed by Mr Bansi Lal and Mr Bhajan Lal, seeking proper security on the grounds that they faced a threat to their lives, are pending before the High Court.

In his application that came up for hearing today, Mr Bansi Lal had sought ‘Z’ security for himself on the premise that he faced grave threat to his life.

Saying since a son of Chief Minister Om Prakash Chautala was facing his son in the Bhiwani Lok Sabha constituency, Mr Bansi Lal had claimed that he was not sure if he would be protected properly during his visits to various parts of the state.

A Division Bench comprising Mr Justice G.S. Singhvi and Mr Justice Nirmal Singh directed that the application be heard along with the pending writs that would come up before Mr Justice A.K. Goel on May 19.

Ambala engineering college students bag top positions

Students of Ambala College of Engineering and Applied Research have secured top positions in the B.Tech third semester exams held by Kurukshetra University.
In computer engineering, Mr Siddeshwar Sharma has topped the university. Radhika Bhasin has secured the second position while Anjali and Nivdita Rai have secured third position.

College Principal V.P. Batra said out of the top 10 positions in the university, six had been bagged by the college. In Electronics and Communication Engineering Ms Isha Dhiman has stood second in the university. In biotechnology engineering, the college students have bagged eight of the first 10 position. Swati Goyal has secured second position in the university and Gaurav Goyal got third position.

One killed as neighbours clash

A person was killed and seven were injured in a clash between two families at Uncha Samana village, 15 km from here, today.
According to police sources, two families clashed with each other following a dispute over the settlement of the cost of a common wall between their houses. The altercation turned into a clash and sharp-edged weapons were used.
