INLD, BJP opt for video campaigning Chandigarh, April 30 Sources in the state Election Department said so far they had received only one video film each from the Indian National Lok Dal (INLD) and the Bharatiya Janata Party (BJP) for clearance for showing on television channels and through the cable network. They had received another requisition from the INLD but the cassette later turned out to be only an audio. It was returned to the party, saying that monitoring audio cassette was not the job of the committee set up for previewing video films. The sources said the film given by the INLD was of about 15-minute duration. Though it was primarily about development of Haryana under the INLD regime, the committee found parts of it unacceptable and recommended changes. The film will be examined by the committee again after the changes are carried out. The video film made by the BJP was of very short duration and the committee cleared it for airing. No film has come from the Congress, the Bahujan Samaj Party and the Haryana Vikas Party, the other major parties in the fray. The sources said the Chief Electoral Officer of Haryana had constituted three committees for screening video films made for campaigning. At the district level, the returning officers of the Lok Sabha constituencies have been authorised to preview films made by Independent candidates and then take a decision. The Election Department office here, however, has not received any information about an Independent candidate making a promotion film. For the national and state-level parties, a committee headed by the Additional Chief Electoral Officer of Haryana, and the Deputy Commissioner of Panchkula and a representative of the Press Information Bureau (PIB), Chandigarh, as members has been constituted. It is this committee which saw the two films yesterday. At the top, there is a committee headed by the Chief Electoral Officer. Its two members are the Director of the PIB, Chandigarh, and the special observer sent by the Election Commission for supervising the election process in the state. This is a grievance committee and if anyone is unhappy with the decision of either of the two other committees can appeal to the committee. The committees are duty bound to take a decision on a film in 72 hours after its submission. When a film is returned for examination after carrying out the suggested amendments, the committees will take a decision on the amended version of the film within 24 hours. |
BKU leader criticises Nain for backing Cong Rohtak, April 30 In a statement issued here today, he said the BKU was a non-political organisation of farmers and did not support or oppose any political party. Besides, the union had not authorised Mr Nain to extend support to any political party in the Lok Sabha poll. He said Mr Nain’s action could break up the organisation and weaken the farmer’s movement against their exploitation. A weakened union would not be able to serve the cause of the peasantry. He appealed to Mr Nain to keep the farmers united for their struggle. Mr Hooda said the Congress had ruled the state for several decades during which no chief minister had done anything for the farmers. He said if Mr Nain did not review his decision, it would tantamount to exploiting the farming community for his personal gains. |
Code violated during Cong rally Ambala, April 30 The Bharatiya Janata Party is taking up this issue with the Election Commission of India. It will point out the violation of the code. Although Congress workers had planned the Naraingarh rally for 6 p.m., yet Mr Virbhadra Singh reached the venue after 10 p.m. The local SHO told the organisers that the deadline was up. Thereafter, the DSP, Naraingarh, spoke to the organisers and pointed out that the rally was continuing after the 10 p.m. deadline. Apparently, the Congress leaders chose to carry on with the rally. Mr Virbhadra Singh arrived a few minutes after 10 p.m. and he then addressed the rally. BJP spokesperson, Mr Shubhadesh Mittal, said they had forwarded a report of the incident to their senior leaders. “State general secretary, Mr Vir Kumar Yadav, is taking up the matter with the Election Commission of India. It is a clear violation of the model code of conduct,” he said. He said Mr Virbhadra Singh addressed the rally at 10:45 pm and he then went to Panjlasa, where he addressed another meeting at 11:30 pm. “We strongly condemn the incident,” he said. However, Congress candidate Kumari Selja downplayed the incident. “We must understand that Mr Virbhadra Singh had to come to address the rally from Himachal Pradesh and he got delayed by a couple of minutes due to night. It should not be turned into an issue,” she said. |

Mentally challenged raped; 4 held Rohtak, April 30 According to the information, the victim was going on foot on Thursday evening near new grain market at Sampla town when two of the accused riding a scooter offered her lift to drop her at her house. The duo took her to a roadside dhaba on the national highway near the town, where the duo was joined by three others. All five accused, identified as Dyal , Rakesh and Satbir, Billoo and Sandeep raped her.
